Application. Golden Spread Redi-Mix, Inc., has applied to the Texas Commission on Environmental Quality (TCEQ) for an Air Quality Standard Permit, Registration No. 112904L015, which would authorize construction of two temporary concrete batch plants located at the following driving directions: from the intersection of U.S. Highway 83 and Pipeline Drive, go south on U.S. Highway 83 for 1.0 mile, plant site is on the east side of road, Escobares, Starr County, Texas 78582. This application is being processed in an expedited manner, as allowed by the commission’s rules in 30 Texas Administrative Code, Chapter 101, Subchapter J. This link to an electronic map of the site or facility’s general location is provided as a public courtesy and not part of the application or notice. For exact location, refer to application. http://www.tceq. texas.gov/assets/public/hb610/index.html?lat=26.60936&lng=-99.08685&zoom=13&type=r. The proposed facility will emit the following air contaminants: particulate matter including (but not limited to) aggregate, cement, road dust, and particulate matter with diameters of 10 microns or less and 2.5 microns or less. This application was submitted to the TCEQ on December 6, 2017. The executive director has completed the administrative and technical reviews of the application and determined that the application meets all of the requirements of a standard permit authorized by 30 TAC § 116.611, which would establish the conditions under which the plant must operate. The executive director has made a preliminary decision to issue the registration because it meets all applicable rules. The application, executive director’s preliminary decision, and standard permit will be available for viewing and copying at the TCEQ central office, the TCEQ Harlingen regional office, and the Starr County Clerk’s Office, 401 North Britton Avenue, Room 201, Rio Grande City, Starr County, Texas, beginning the first day of publication of this notice. The facility’s compliance file, if any exists, is available for public review at the TCEQ Harlingen Regional Office, 1804 W Jefferson Ave, Harlingen, Texas. Visit www.tceq.texas.gov/goto/cbp to review the standard permit. Public Comment/Public Meeting. You may submit public comments or request a public meeting. See Contacts section. The TCEQ will consider all public comments in developing a final decision on the application. The deadline to submit public comments or meeting requests is 30 days after newspaper notice is published. Issues such as property values, noise, traffic safety, and zoning are outside of the TCEQ’s jurisdiction to consider in the permit process. The purpose of a public meeting is to provide the opportunity to submit comments or ask questions about the application. A public meeting about the application will be held if the executive director determines that there is a significant degree of public interest in the application or if requested by a local legislator. A public meeting is not a contested case hearing. If a public meeting is held, the deadline to submit public comments is extended to the end of the public meeting. Contested Case Hearing. You may request a contested case hearing. The applicant or the executive director may request that the application be directly referred to a contested case hearing after technical review of the application. The deadline to submit a request for a contested case hearing is 30 days after newspaper notice is published. A contested case hearing is a legal proceeding similar to a civil trial in state district court. If no hearing request is received within this 30-day period, no further opportunity for hearing will be provided, and the executive director may approve the application. If a hearing request is received within the 30-day period, then the time period for requesting a contested case hearing will be extended to 30 days after the mailing of the executive director’s response to comments. A person who may be affected by emissions of air contaminants from the facility is entitled to request a hearing. To request a hearing, a person must actually reside in a permanent residence within 440 yards of the proposed plant. If requesting a contested case hearing, you must submit the following: (1) your name (or for a group or association, an official representative), mailing address, daytime phone number; (2) applicant’s name and registration number; (3) the statement “[I/we] request a contested case hearing;” (4) a specific description of how you would be adversely affected by the application and air emissions from the facility in a way not common to the general public; (5) the location and distance of your property relative to the facility; (6) a description of how you use the property which may be impacted by the facility; and (7) a list of all disputed issues of fact that you submit during the comment period. If the request is made by a group or association, one or more members who have standing to request a hearing must be identified by name and physical address. The interests which the group or association seeks to protect must be identified. You may submit your proposed adjustments to the application which would satisfy your concerns. See Contacts section. TCEQ Action. After the deadline for public comments, the executive director will consider the comments and prepare a response to all relevant and material, or significant public comments. The executive director’s decision on the application, and any response to comments, will be mailed to all persons on the mailing list. If no timely contested case hearing requests are received, or if all hearing requests are withdrawn, the executive director may issue final approval of the application. If all timely hearing requests are not withdrawn, the executive director will not issue final approval of the permit and will forward the application and requests to the Commissioners for their consideration at a scheduled commission meeting. The Commission may only grant a request for a contested case hearing on issues the requestor submitted in their timely comments that were not subsequently withdrawn. If a hearing is granted, the subject of a hearing will be limited to disputed issues of fact or mixed questions of fact and law relating to relevant and material air quality concerns submitted during the comment period. Issues such as property values, noise, traffic safety, and zoning are outside of the Commission’s jurisdiction to address in this proceeding. Mailing List. You may ask to be placed on a mailing list to receive additional information on this specific application. See Contacts section. Information Available Online. For details about the status of the application, visit the Commissioners’ Integrated Database (CID) at www.tceq.texas.gov/goto/cid. Once you have access to the CID using the link, enter the registration number at the top of this notice. Contacts. Public comments and requests must be submitted either electronically at www. tceq.texas.gov/about/comments.html, or in writing to the Texas Commission on Environmental Quality, Office of the Chief Clerk, MC-105, P.O. Box 13087, Austin, Texas 78711-3087. Please be aware that any contact information you provide, including your name, phone number, email address and physical address will become part of the agency’s public record. ACE (After School Centers in Education) continues to impact Grulla and RGV community this Christmas As December rapidly rolled along, The ACE program made time to put smiles on everyone’s faces and to make a meaningful impact by spreading kindness and goodwill to all. The ACE students collected and donated senior and patient caregiver gifts to the Retama Manor Nursing Home and other adult daycare centers in the community. Arriving in early December with a bag load of gifts to play Chalupa bingo with the residence and employees the ACE students were joined by community club members from The Women’s Club of Rio Grande City and by The Florence J. Scott Study Club. The ACE accordion group under the direction of Mr. Eligio Salinas serenaded the residents in English and Spanish while the students danced and assisted them in playing bingo and passed out gifts. The ACE wood shop students under the direction of Mr. Juan Oyervides and Mr. Pete Martinez also created wooden table sets and chairs for the curriculum and instruction department. This endeavor took nearly 2 months to complete and it was delivered right before Christmas to Dr. Letty Trevino and Mr. Alfredo Garcia superintendent of RGCCISD schools. The GMS and GHS ACE students and staff also received requested visits by Dr. Kerrie ‘O Connor from Sharyland ISD and by the administration Of West Oso ISD headed by Gracie Stillman this December. They were very impressed by the ACE program and staff and school principals. The family engagement specialist (FES) Mrs. Aide Gutierrez taught the parents how to create a Mr. and Mrs. Snowman out of old plank wood that proved to be a great holiday gift. Mrs. Maribel Villarreal, coordinated the end of the semester meeting with food prepared by the students in the culinary arts classes at GMS. Roma ISD Rings In New Bell Garden,Buries Time Capsule

It was a wonderful morning to celebrate the ribbon cutting for Roma ISD’s new Bell Garden. The garden features the restored school bell, which was last housed at Ana S. Canavan Elementary. The bell was part of the original Roma ISD infrastructure from 1948. When the school was closed down, an idea was conceived to move the bell and preserve it as part of the district’s history for future generations to enjoy. “I am proud to stand here today as part of the team helping restore and save this important piece of our district’s history, which is so fitting as we being the celebration of our 70th Anniversary at Roma ISD. We must be the tellers of our story; we must share our traditions with the generations and keep that Gladiator Pride forever alive,” said Roma ISD School Board President Raul P. Moreno. “And that is why we are here today – to

mark this occasion and ensure the preservation of our past forever. “I hope that when you visit this garden in the future, you will sit here quietly and reflect on how

this bell and the teachers, students, custodians and principals who rang it played such an important role in developing our district and community,” he said. “This is a solemn place to commemorate and celebrate our heritage – remembering the past and looking forward to a brilliant future.” One student from each Roma ISD school was present to help commemorate the event by placing items from their school, as well as several Roma ISD departments in a special time capsule buried at the garden. The capsule will be opened at the district’s 100th Anniversary Celebration. “We hope that future generations will appreciate what we have done and will enjoy the contents of this capsule,” said Roma ISD Superintendent Carlos Guzman. “We know that only through understanding and preserving our history, do we continue to grow and improve for the future and that has been part of our mission. We will continue to honor our past and teach our children so that they can be the best leaders for our community in the future. I want to thank everyone who contributed to the success of this project, especially the Roma ISD Maintenance and Operations Department who has worked so hard to make this a beautiful place for us all to enjoy and reflect.”

The proposed Reconstruction of Street Improvement TDA Contract No. 7217419; Federal grant amount - $275,000. The City of Roma proposes to use federal funds for the following work: A. The repairs will restore and ensure the function of the roads for primary access and emergency vehicle use. There are three primary purposes for this notice. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comments about floodplains can facilitate and enhance Federal efforts to reduce the risk and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and/or wetlands, it must inform those who may be put at greater or continued risk.
