Roma Middle School Gladiator Football 8th Grade Congratulations to both the Roma Middle School Gladiator Football 7th and 8th Grade Teams on earning the District Championship Titles! This is the first time in the school’s history that both teams have been district champs at the same time and the first time that a team, the current 8th Grade Team, has had two back-

to-back undefeated seasons. “In these 8th grade students we have tremendous talent headed into Roma High School joining our Mighty Gladiator Football Team, adding to a great budding program under Coach Villanueva and we have some stellar 7th grade students that are going to continue representing us so

well next year,” said Roma ISD School Board President Raul P. Moreno Jr. “We congratulate all these awesome student athletes on keeping up your grades and putting it all out on the field to bring home these titles. The Gold Star Award is the highest county 4-H achievement award. J.J and Joshlynn have exhibited leadership skills by serving as 4-H Health Ambassadors, attending leadership camps, and serving as youth volunteers while being active participants in county and club 4-H Livestock and Family and Consumer Science Projects. J.J and Joshlynn have demonstrated a willingness to serve not only in the 4-H program but in their community as well. Ringgold Middle School Collaborated with Local Organizations to Deliver Thanksgiving Baskets Ryan Guillen’s 14th Student Legislative Session Reaches New Highs The House and Senate Chambers of the Texas Legislature resounded with legislative debate and action as over 300 students were invited from 33 South Texas schools as part of the 14th Annual Student Legislative Session (SLS) hosted by Representative Ryan Guillen (D - Rural South Texas). “When I started this event in 2004 I was looking for a way to inform and inspire our high school Ringgold Middle School students and staff came together with the RGC Knights of Columbus Council 2597 students about public service and and the Columbian Squires to give out Thanksgiving baskets to RMS families. Alhambra El Cid #106 - 2017 Winter Ball debutantes

The Order of the Alhambra El Cid #106 is a Catholic Fraternal organization dedicated to service and support for intellectually and developmentally delayed children. The 2017 Winter Ball debutantes are presented as distinguished young ladies that coincide with the values and traditions of the Alhambra and history of the presenting fine young women into society. The Order hosted a High Tea in Honor of Ms. Anaissa Georgette Diaz and Ms. Katherine Marie Vera on December 2, 2017 at Casa Adobe in Rio Grande City. The 2017 Winter Ball will be held on Dec. 15th, 2017 at the Knights of Columbus Dance Hall in Rio Grande City.

On behalf of Grand Commander Roel Zamora and his lovely Sultana Estela Zamora, officers, and members of the Order of Alhambra El Cid #106, we congratulate Ms. Katherine Vera and Ms. Anaissa Diaz and their families for allowing them such a beautiful opportunity to be presented at this year’s Winter Ball.

Debutant – Anaissa Georgette Diaz

Anaissa Georgette Diaz is the 17 year old daughter of Sir Noble George Diaz and Sultana Aissa Diaz. She is the granddaughter of Francisco Garza, Lydia Garza-Saenz, Juan Diaz and Angelica Diaz. Anaissa is a senior at San Isidro High School and has earned college hours as a concurrent student at The University of Texas Rio Grande Valley. She is very active in school and her love of student government keeps her very busy with student council where she serves as President. This school year she headed “Drug Awareness Week” in which she coordinated activities and guest speakers for her fellow students. She is very proud to have worked with student council and school staff on such an important week. Last school year she was interviewed by Channel 5 for a segment that appeared on “Con Mi Gente” highlighting “Trunk or Treat” which is held annually at San Isidro School on Halloween. She is always very proud to represent her school community which she loves. Anaissa has had a love of animals since she was a little girl and she is very proud to be a member of

FFA where she holds the office of president. She has shown various animals at the Starr County Fair and it was with her beloved “Lola” her rabbit that she won a Grand Champion Showmanship Buckle which she often wears very proudly. Anaissa also believes very strongly in volunteering in the community. She began as a child by participating in The March of Dimes Walkathon. Since then she has volunteered at adult daycare facilities, public libraries, various churches and soup kitchens. She considers giving back to her community a very important responsibility. Anaissa attends Immaculate Conception Church and is currently serving as a volunteer for Confirmation classes on Sundays. Her Confirmation experience was so wonderful that she wanted to give back to the church by assisting other students on their journey. Anaissa has attended several summer programs in Washington, DC which include People to People Leadership Conference and National Youth Leadership Forum. The highlight of her travels to Washington

was meeting with Congressman Henry Cuellar, and to add to her excitement of meeting with him he posted a picture of that meeting on twitter! Anaissa is a member of the National Honor Society which she considers her greatest accomplishment. She is considering attending Texas A&M University College Station Mays Business School to study business administration. Since she has an interest in international business Anaissa wants to take a semester abroad possibly to China. Her educational plans include attending graduate school and pursuing a Master’s degree in Business Administration. Anaissa is always on the go and keeps very busy since in her Senior Year she is serving as President of Student Council and President of FFA. She takes her presidency very seriously because her fellow students count on her for direction and leadership. Also she feels that when a woman is able to have a leadership role she has a responsibility to lead well in order to pave the way for other women! When Anaissa finds herself with some free time from all her various activities she likes to read, write poetry, play with her animals at the ranch and spend time with her family and friends. Her favorite pastime is going to” Sephora” with her grandmother, who introduced her to the world of “Sephora”. Anaissa loves to look and try all the different make up lines which she considers research. One day she plans to develop her own make up line and maybe it just might be sold at “Sephora”! Anaissa believes very strongly in family traditions. She is very proud to be presented by her father, Sir Noble George Diaz and is proud to know that her mother Sultana, Aissa Diaz was presented by her father, Sir Noble Francisco Garza. This is a beautiful tradition she hopes will continue in her family.

The Alhambra El Cid #106 is honored to present Katherine Marie Vera as a debutant in the 2017 Bi-Annual Winter Ball. Ms. Vera is the daughter of Mr. & Mrs. Eloy and Peggy Vera. She is the granddaughter of Past Grand Commander the Honorable Judge Eloy Vera and lovely Sultana Mrs. Yvonne Vera, who have dedicated 27 years to El Cid #106, and whom will present Ms. Vera. Her loving and supportive maternal grandparents are the late Saul “Chuco” Gonzalez and Mrs. Norma Gonzalez. She will be joined in celebration by her brother and sister, Andrew and Cadence Vera, her paternal uncle and aunt, Sir Noble Luis and lovely Sultana Jessica V. Rios, and her maternal uncle and aunt, Sir Noble Roy and Cindy Gonzalez. She will be escorted by the handsome, Hilario Pena. Ms. Vera is a senior at Roma High School and is set to graduate this upcoming May 2018 as a Mighty Gladiator. Throughout her high school career, Ms. Vera has been active in several programs, but there are two programs that impacted her the most, Gladiator Television Network (GTN) and Family, Career and Community Leaders of America (FCCLA). She was introduced to GTN by her cousin and was quickly fascinated with the world of multimedia and the life skills she learned. As a GTN student, she learned how to produce news reports, clips, video, editing, and the basics in cinematography. GTN taught her time management, dedication, presentation, and the importance of team work to create innovation. Family, Career and Community Leaders of America (FCCLA) furthered Ms. Vera’s great passion and hobby of baking and cake decorating. Each

Last year, Ms. Vera excelled with her buttercream cake and this year she plans to bring forth a delectable fondant cake. FCCLA has offered her the opportunity to not only bake, but to hone the skill of following instructions yet be creative, to relax yet have fun, to be gentle yet precise, to nourish the body but maintain health, to balance her time between school and hobbies, and to patiently dedicate herself to creating a beautiful masterpiece is all worthwhile. Ms. Vera enjoys reading, especially books that are about to be produced as movies, such as the Divergent series, the 5th Wave series, and more. She also enjoys caring for pets and ranch wildlife. She has dedicated her time to volunteering with Las

Lomas Ranch Management and Vera Enterprises Summer Camp. As a Camp Leader, she used her knowledge and leadership skills to teach youth about safety, nature, and preservation. “I have a passion for animals, especially dogs,” she stated. “I also love to spend time with my family. I realize I will be moving on to college soon, so making cherished memories is important to me.” Ms. Vera has been accepted to the Texas A&M UniversityCorpus Christi where she plans to pursue a degree in Nursing. “I enjoy helping people and caring for others, so upon completing my degree, I hope to become licensed and continue towards becoming a Nurse Practitioner” she poised. Ms. Vera would like to extend her gratitude to her family for their unconditional love and support in everything that she does. Thank you and God bless you.

At Dr. Mario Ramirez Elementary we set our goals and don’t stop until we have achieved them and once again we were Platinum . It was a family effort where parents, students, staff and faculty worked hard for to raise money to help in the fight against cancer. We all stood proud and represented our campus along with all the other teams. Team D’Back will continue to join the fight as a campus, as a family.

National Honor Society is comprised of four components: Scholarship, Leadership, Service, and Character. NHS senior officers Jason Perez, Glendy Saenz, Samantha Lopez, and Marisol O. Garcia read the criteria for each of the components. After reading the criteria, each of the NHS officers lit their prospective candles. Each inductee was called to the stage and awarded a certificate of membership by Mr. Ricardo Saenz. As newly inducted members, together, they recited the National Honor Society Pledge. Roma High Students Construct Bench to Offer Aid to Fellow STC Students

The RAIDER students and staff participated in “The National Button Society Day” that was founded in 1938 as a set celebration for all to enjoy on expressing on the joy of collecting and crafting with buttons. A big thanks goes to the students in Roel Miranda’s Construction Technology Class at Roma High School for constructing a new bench for use by students waiting to catch the bus to South Texas College outside the Roma ISD Administration Building. The project was pitched to Mr. Miranda by the Roma ISD Police Department to provide a safer place for STC students to wait on the bus every day. “Currently there is nowhere for them to go, except to stand just near the street and that provides a risk to the students because they might accidently trip and fall into an oncoming car with all the traffic that comes through with the school zone,” explained Roma ISD Police Chief Benjamin Gonzalez Jr. “Mr. Miranda and the students were very excited about this project and jumped on board. They did a fine job and we know this will be a great benefit to our community.” The new wooden bench circles a tree, providing shade from the hot days faced year round in the Rio Grande Valley. It also bears one portion with a seat painted in black and blue to honor police officers across the nation for their service. “The way I look at it, these South Texas College students were once our Roma High

From the Desk of Judith A. Solis, Attorney at Law Hello Readers… this week I am going to continue to discuss wills, powers of attorney, and guardianships. These are legal topics that we all tend to ignore but that are very important. I know that we tend to avoid these topics because it is uncomfortable, but it is inevitable. We should be prepared in case we have an extended illness or otherwise become incapacitated to make it less burdensome on our loved ones. We must also be prepared when a loved one becomes incapacitated because of illness or accident. A will and testament is a document that directs the Court and the heirs as to how to dispose, or handle, the property and monies and valuables left behind when you die. When a person is deceased, their estate remains; that is the assets and liabilities they accumulated in life. There are certain laws that dictate what will happen to a person’s estate once they are deceased if they do not leave a will. The will ensures that a person’s wishes as to how to dispose of an estate shall be honored. If you wish to determine how to dispose of your estate, then you must be sure to have a will drawn up by an attorney. If it is an emergency situation and you cannot consult with an attorney you can write down your wishes and sign it. This is a holographic will but it can be problematic. So the BEST bet is to sit down with an attorney to draft your will and testament. I will discuss wills further in my next article. STC Starr Psych Club- Volunteering at Casa de Esperanza

The Starr County Campus Psychology Club of South Texas College donated canned food, paper goods, bottled water, and toiletries— and volunteered at Casa de Esperanza of Rio Grande City. Casa de Esperanza’s goal is to help the less fortunate members of the Starr County community. This includes the elderly, unemployed, underemployed, poor, migrant and homeless—women, men, and children—providing a safe, clean, uplifting environment for guests in need of food and fellowship. Casa de Esperanza provides meals weekly Monday thru Friday (starting at 9am giving out pantry and 12pm food to the homeless) at no cost to their guests and it is sustained by committed and compassionate volunteers. They try to support as many individuals as they can, providing healthy and nutritious meals to those people of low SES that come thru their doors. The Psychology Club helped package the food pantry given to all the people / families that went for food on this day, helping bag bread, tortillas, soup/fideo, and other items on each box/bag. This experience was humbling and rewarding for psych club members. Over 30 schools accepted Guillen’s invitation and nominated over 200 students who then elected a Governor, Lauren Gonzales from Lasara High School, Lieutenant Governor, Robert Moncada from

San Diego High School, and Speaker of the House, Randilyn Saenz from Three Rivers High School. The remaining students were assigned a role as either a Representative, Senator, journalist, or lobbyist and were given real bills from the 85th legislative session to pass on behalf of their school. On Monday, November 13th, the students arrived at the Capitol and experienced the legislative session like no other students in Texas. They presented their bills

in committee hearings, lobbied on behalf of their school, held press conferences, and debated on the floor of the House and Senate. In the end, the students passed two bills that the Governor signed into law. “Seeing these students on the floor of the House and Senate debating real issues that our state grapples with today, and standing by their side as their passion and strong beliefs clash with other students with other ideas, is among the most rewarding experiences of my life,” Guillen said. Guillen would like to give special thanks to the House and Senate parliamentarians, Chris Griesel and Karina Davis, and his 20 current and former staff members who helped run the event.

(d) If the owner of property asserts that such property is exempt pursuant to this Section 90-303 or any other applicable law, the property owner has the burden to assert such exemption by filing notice of eligibility for the exemption with sufficient evidence of entitlement to such exemption with the City Administrator. If the exemption is not granted, the decision may be appealed to the City Council in accordance with Section 90-308(f). Sec. 90-304 – Drainage Utility System Fund

A separate fund shall be created, as of the effective date of the Ordinance establishing this Article, known as the Drainage Utility System Fund, for the purpose of identifying and controlling all revenues and expenses attributable to the drainage utility. Sec. 90-309 – Delinquent Charges; Nonpayment; Enforcement Any charge due under this Article that is not paid when due may be recovered in an action at law by the City, together with maximum interest, attorneys’ fees, and other costs and fees if allowable under state or federal law. In addition to any other remedies or penalties provided by state or federal law or by the Ordinance establishing this Article, a customer’s failure to pay the drainage utility charges promptly when due shall subject the customer to discontinuance of any or all municipal utility services, including without limitation, water, wastewater, and garbage collection services.”

SECTION III SAVINGS Any Ordinance or part of Ordinances effectuated by the enactment of this Ordinance shall not be construed as abandoning any action now pending under or by virtue of such Ordinance or as discontinuing, abating, modifying or altering any penalty accruing or to accrue, or as affecting any rights of the City under any section or provisions of any Ordinances at the time of passage of this Ordinance.

SECTION IV SEVERABILITY If any provision, section, sentence, clause or phrase of this Ordinance, or the application of the same to any person or set of circumstances is for any reason held to be unconstitutional, void, invalid, or unenforceable, the validity of the remaining portions of this Ordinance or its application to other persons or sets of circumstances shall not be affected thereby, it being the intent of the City Council of the City of Roma in adopting, and of the Mayor in approving this Ordinance, that no portion thereof or provision or regulation contained herein shall become inoperative or fail by reason of any unconstitutionality or invalidity of any portion, provision or regulation.

SECTION V REPEALER The provisions of this Ordinance shall be cumulative of all other Ordinances or parts of Ordinances governing or regulating the same subject matter as that covered herein, provided, however, that all prior Ordinance or parts of Ordinances inconsistent or in conflict with any of the provisions of this Ordinance are hereby expressly repealed to the extent that such inconsistency is apparent. This Ordinance shall not be construed to require or allow any act which is prohibited by any other Ordinance.

SECTION VI EFFECTIVE DATE This Ordinance shall take effect immediately from and after its passage and publication as may be required by governing law.

typhus across multiple areas of the state is prompting the Texas Department of State Health Services to remind people to take precautions to prevent contracting the disease. A health alert issued asks providers to consider a diagnosis of flea-borne typhus for people with fever and at least one other symptom of the disease. Typhus cases normally peak in Texas between May and July and again in December and January. Flea-borne typhus, also known as murine typhus, is a bacterial infection that most commonly occurs when infected flea feces are scratched into the site of the flea bite or another break in the skin. Inhalation or mucous membrane contact with contaminated, dried flea feces are less common ways to contract the disease. Fleas are infected when they bite animals, such as rodents, opossums and cats, that can maintain and transmit the bacteria. Early symptoms of flea-borne typhus develop within 14 days of contact with infected fleas and include headache, fever, nausea and body aches. Five or six days after the initial symptoms, a rash that starts on the trunk of the body and spreads to the arms and legs may occur. People should consult with a health care provider as soon as

symptoms of the disease. Fleaborne typhus is easily treated with certain antibiotics, and people will not get it again after they recover. The best precautions to guard against contracting flea-borne typhus are: • Keep yards clean so that rodents, opossums and stray cats cannot live there by removing any brush or trash, keeping the grass mowed and keeping firewood off the ground. • Do not leave pet food out at night as this attracts other animals. • Prevent rodents from living in houses.

• Treat for fleas with a commercial flea control product before beginning rodent control in houses or yards. Fleas will search for new hosts when rodents die. • Control the fleas on pets regularly. What We Don’t Know Can Hurt Us As parents, relatives, teachers and concerned adults, we spend a lot of time helping teens outsmart the challenges that could ruin their lives. Perhaps one of the biggest challenges is substance abuse. We talk to them about the hazards of underage alcohol use and the problems associated with abusing marijuana and other dangerous drugs such as heroin, cocaine and methamphetamine. According to national statistics, we’re making progress, with most illicit drug use going down over time. A drug category that requires our attention is prescription medications. The fact is that one

in five teens or 4.5 million young people have abused Rx drugs (National Council on Patient Information and Education). They are abusing these medications to get high, fall asleep, wake up and deal with stress. Teens believe that because Rx medications are legal, they are safer than their illicit counterparts, making these medications the statistical drug of choice after marijuana. Prescription drugs are also easy to get. Fifty-six percent of people who use Rx medications nonmedically say they obtain these drugs from friends and relatives (NSDUH 2008), meaning that these drugs are freely shared or taken from medicine cabinets or other accessible places. How do we protect the rights of those who need these medications to relieve pain, while also preventing their abuse? We’ve got to sound the alarm to parents and adult caregivers that prescription drugs are a source of grave concern. Teens are abusing these drugs and some are even dying because of it. Adults need to lock up their meds, keep track of their medication quantities and learn how to properly dispose of unused medications. Be a part of the solution. Bahia absinthifolia was the subject of some research

I’ve written over 400 articles on native plants and animals and I’m going indulge myself and do something a bit different today. I’m going to explain the process I sometimes have to go through to identify a plant or animal which I’d like to tell you about but which is unknown to me. It’s like playing detective and I enjoy it. Some time ago, I was asked to identify a wildflower growing here at Rancho Lomitas. It was blooming profusely with bright golden-yellow, daisy-like flowers. The Ringgold Elementary Jedi Stars took a field trip to Main Event in Pharr, Texas. Students enjoyed Its foliage was silvery looking because many fun activities such as bowling, laser tag, gravity ropes, arcade games and lots of food. Thank you to it had lots all the teachers that were able accompany them and to their parents for their commitment to the education of tiny of their children. “hairs” covering the stems and leaves. Several individuals, who are quite knowledgeable about native plants, observed it and couldn’t identify it. People get their pleasures in life in many different ways. I’ve always enjoyed taxonomy, the science of naming things, and finding the name of this plant became an interesting challenge. I’ve accumulated about a dozen books which are field guides to wildflowers, several of which are specific for Texas. I turned to them first. I knew the flower was daisylike, which meant it belonged to a group called composites (more on that later), the petals were gold, and the leaves were pubescent (hairy). With those characteristics in mind, I began to page through the likely pages of the wildflower guides. There were pictures of some similar plants but nothing really close until I found, in the Peterson Field Guide to Southwestern and Texas Wildflowers, a plant called a woolly sunflower. It was a close match but not perfect.

The species name for woolly sunflowers was listed as Eriophyllum lanatum. With that to guide me, I turned to Correll and Johnston’s Manual of the Vascular Plants of Texas. It’s a thick book of 1,881 pages which describes in technical detail all the vascular plants native to Texas. To my surprise, not one plant in the genus Eriophyllum is listed! Fortunately, I have a copy of Jones, Wipff and Montgomery’s book Vascular Plants of Texas. It contains a complete listing, with no descriptions or pictures, of all Texas vascular plants with indications of any changes in their scientific names. Taxonomists change a name, for example, if they discover that the name in current use was preceded by an earlier naming and description. I discovered that Eriophyllum has been replaced by the genus name Bahia. Returning to Correll and Johnston’s book, I found Bahia along with a key to aid in identifying the four Texas species in the genus. Because the leaves are opposite each other on the stem and because the plant is silvery in color due to the pubescence, the key identifies the plant as Bahia absinthifolia. Let me describe the plant in some detail. It is rather floppy in growth pattern, growing not more t h a n about 10 inches in height. It has a slender tap root. The leaves, which are opposite each other on the stem, are deeply lobed to the point of being almost linear. The entire plant is covered with pubescence so that it looks silvery-green. The daisylike flower heads indicate that it’s a composite. All composites have clusters of tiny flowers which at first glance look like a single flower but which are, in fact, bunches of tiny flowers held tightly together

to form a head. Bahia absinthifolia flowers have a ring of golden petals, called ray flowers, arising in the outer row of these tiny flowers. The center disc of the “flower head” consists of numerous tiny disc flowers which have no showy petals. Each stem (peduncle) terminates with one flower head or bunch of tiny individual flowers. While I was comfortable that I had a correct identification, to be certain, I checked it against the entire detailed description. Everything was just as described but the characteristic which, for me made the identification certain, was a check on its form of the pappus. I had never before heard of a pappus. A look at the book’s glossary told me that a pappus is a crown of bristles or scales found inside the floral tube of a flower just above the achene (seed) at the base of each flower. The description said that, in this species, it should consist of 6 to 9 scarious scales (like membraneous, papery scales similar to a bee’s wings). With considerable anxiety, I used a single edged razor blade to slice open a tiny floral tube and, with use of a 10 power magnifying glass, observed the scales to be just as predicted. I was now certain of my identification! Common names include “desert bahia” and “silverleaf bahia.” Since it’s a perennial and tends, with favorable growing conditions, to bloom all year, I prefer to call it Forever Gold! It should be grown commercially and you should consider adding it to your landscape.
