Effective financial strategies vary depending on which stage of life a person is in. For example, a recent college graduate working his or her first professional job will not have the same financial strategy as someone on the cusp of retirement. But one financial strategy that people of all ages can look to for guidance is the 50-3020 approach. Popularized by United States Senator Elizabeth Warren, the 50-30-20 approach to financial planning can be a valuable resource for anyone trying to develop a budget. The approach is simple yet effective. Under the 50-30-20 approach, income is allocated based on

From the Family of Benito Galvan & Patrick Suniga

WE’LL NEVER SAY GOODBYE I cannot see you with my eyes, or hear you with my ears, but thoughts of you are with me still and often dry my tears. Your whisper in the rustling leaves that linger in the fall and in the gentle evening breeze I’m sure I hear your call. A part of you remains with me, that none can take away. It gives me strength to carry on at dawning of new day. I think of happy times we shared and then I softly sigh. But this I know - we’ll meet again and never say goodbye.

ST. JUDE NOVENA May the Sacred Heart of Jesus be adored, glorified, loved and preserved throughout the world now and forever. Sacred Heart of Jesus pray for us. Holy Mary, Mother of Jesus, pray for us, St. Jude, worker of miracles, pray for us. (Say this nine times a day, by the 8th day your prayer will be answered. Say it nine days, it has never been known to fail. Publication must be promised.) Thank you St. Jude.

Dear Heart of Jesus, in the past I have asked for favors. This time I ask you this very special one (mention favor). Take it, Dear Jesus, and place it within your own heart, where your Father sees it. Then, in your merciful eyes it will become your favor, not mine. Amen. Say this prayer for three days, promise publication and favor will be granted. Never known to fail. Melissa Y. Hernandez

this breakdown: · 50 percent of money is spent on needs, including housing costs, health insurance, car payments, and groceries · 30 percent of money is spent on wants, including hobbies, dining out and travel · 20 percent of money is allocated to savings Proponents of the 50-30-20 approach note that calculations should be based on after-tax income, or what’s often referred to as “take-home pay.” Professionals with steady paychecks can easily determine their 50-30-20 breakdowns by saving a month’s worth of pay stubs and establishing their monthly budget based on what’s coming in. The task can be trickier for selfemployed or freelance workers, who may benefit from working with financial planners as they seek to create monthly budgets based on the 50-30-20 approach.

Western Narrowmouths are tiny toads Years ago when I moved from Minnesota into the Texas Tamaulipan brush, I experienced several surprises. One of them was my first sighting of a giant toad which can be up to 15 inches in length. I experienced a similar surprise but in reverse. I was moving a few very large f l o w e r pots and discovered, under a couple of them, tiny narrowmouth toads! Western narrowmouth toads, formerly called great plains narrowmouths, are only an inch

in length. During the day and during hot, drought periods they burrow under pots, flat rocks, large man-made debris, or piles of vegetation seeking cool, moist protection. They’re easy to identify. Start with their tiny size and then notice the relatively wide body and pointed head. Observe the brownisholive color with perhaps a few dark specks and, to clinch the identification, look for a tiny fold of skin across the head just behind the eyes. Other interesting characteristics include the following. Their

diet makes them beneficial for us. They eat mostly ants but also other small insects; they’ve evolved a toxic skin secretion which protects them from ant bites. Their call is a buzz lasting one to a few seconds and sounding something like you’re hearing a bee. Their range extends through most of Texas, north to Nebraska, and south into Mexico. Whether they’re toads or frogs is questionable. Their skin seems rather moist and their hind legs are moderate size similar to but still relatively smaller than a frog’s; they aren’t bumpy like a toad but the body is fairly wide for its length. They don’t seem to need to live near water as frogs do. In an article about them, an

expert refers to them both as a frog and a toad. Take your pick. I prefer the more usual toad designation. They mate only when there’s been a heavy rain forming large ponds or puddles and their tadpoles hatch in a day or two from as many as 600 eggs a female may produce. They attain adult form in less than a month. I continue to be surprised by the amazing diversity of wildlife in the Valley.

TMA COVID-19 Experts Urge Testing for Schoolchildren

Texas physicians recommend schools use rapid antigen testing along with other on-campus safety measures to detect early signs of coronavirus infection among students and staff. The recommendation comes from the Texas Medical Association (TMA) School Reopening Workgroup, which includes physician members of the TMA COVID-19 Task Force, Committee on Infectious Diseases, and Committee on Child and Adolescent Health, and local health authorities from throughout the state. Rapid antigen testing is a COVID-19 nasal or throat swab test that can produce results in minutes. The physicians say when used appropriately, rapid antigen testing in a comprehensive screening program could help schools quickly isolate children and adults who are infected with SARS-CoV-2 (COVID-19), regardless of whether

the person has symptoms. This could prevent campus outbreaks and therefore create safer school environments. “It is important to give school personnel (administrators and school nurses) guidance in developing – and more importantly understanding – the advantages of a comprehensive COVID-19 screening program in public schools,” said Charles Lerner, MD, a San Antonio epidemiologist and infectious disease specialist and member of the TMA COVID-19 Task Force. “Testing along with the isolation of infectious students and school staff will reduce everybody’s anxiety level,” said the School Reopening Workgroup member. A positive rapid antigen test can confirm the presence of infection, but a negative test does not rule out the possibility that the person has COVID-19. The School Reopening Workgroup says

the goal is to increase in-school screening and to transition any positive or symptomatic students who are tested into a physician’s care to diagnose the cause of the symptoms. “Because of the level of false negatives and the occasional false positives, we need to be aware that this kind of screening program is not a panacea and does not replace diagnostic testing which is used by physicians to confirm the cause of symptoms,” Dr. Lerner said. “But a comprehensive school infection plan represents a very small step forward in getting children back to school.” The School Reopening Workgroup recommends comprehensive testing in addition to school safety measures including social distancing, wearing a mask, staying home when sick, and frequent handwashing and disinfecting.

Governor Abbott, TDEM Launch COVID-19 Rapid Testing Pilot Program for Front Line Workers of Small Businesses

LEGAL NOTICE

Application has been made with the Texas Alcoholic Beverage Comission for a WINE AND BEER RETAILER’S OFFPREMISE PERMIT, BY ESMERALDA RIOS dba DE ANDA’S DRIVE THRU, to be located at 4941 E. US HWY 83, RIO GRANDE CITY, STARR COUNTY, TEXAS.

Governor Greg Abbott and the Texas Division of Emergency Management (TDEM) launched a COVID-19 Rapid Testing Pilot Program for front line workers at Texas small businesses. This program will help small businesses throughout the state conduct rapid tests on employees to mitigate the spread of COVID-19. Through this pilot program, TDEM will provide local Chamber of Commerce organizations with COVID-19

testing supplies that will then allocate the supplies to local small businesses that choose to participate in the program. These small businesses can then administer these tests to employees who choose to participate. This program has been developed using the framework of the COVID-19 Rapid Testing Pilot Program for Texas school systems, implemented by the Texas Education Agency (TEA) and TDEM in October, that ensures access to rapid testing for all Texas teachers. “This rapid testing pilot program will protect the safety of small business owners, their employees, and Texas consumers as we continue to combat COVID-19,” said Governor Abbott. “This effective strategy will help us detect and mitigate this virus while ensuring that Texas remains safely open for business. I thank the U.S. Department of Health and Human Services for providing these tests and our participating Chamber of Commerce organizations for partnering with the State of Texas to help protect our communities.” The launch of the pilot program will include six participating Chamber of Commerce organizations with plans to significantly ramp up the program across the state. Small businesses interested in participating in the program may contact their local Chamber of Commerce for more information. Participating Chamber of Commerce organizations include: Amarillo Chamber of Commerce, Amarillo Economic Development Corporation, Edinburg Chamber of Commerce, El Paso Chamber of Commerce, Laredo Chamber of Commerce, and Lubbock Chamber of Commerce.

Governor Abbott, HHSC Announce Extension Of Emergency SNAP Benefits For December 2020 On December 3, 2020, Governor Greg Abbott announced that the Texas Health and Human Services Commission (HHSC) will provide approximately $204 million in emergency Supplemental Nutrition Assistance Program (SNAP) food benefits for the month of December as the state continues to respond to the COVID-19 pandemic. “The extension of these emergency SNAP benefits ensures that Texans can continue to provide nutritious food for their families during the COVID-19 pandemic,” said Governor Abbott. “I thank the USDA for their ongoing partnership as we provide the support and resources that Texas families need during

this time.” “These expanded benefits will continue to help feed families during this ongoing pandemic,” said Texas HHS Access and Eligibility Services Deputy Executive Commissioner Wayne Salter. “We also want to remind recipients to protect their health and safety by wearing masks and keeping socially distant when shopping.” The emergency December allotments are in addition to the almost $1.7 billion in benefits previously provided to Texans between April and November. HHSC received federal approval from the U.S. Department of Agriculture (USDA) to extend the maximum, allowable amount of SNAP benefits to recipients
