The 2021 Starr County Fair Queen and court were crowned at the annual Youth Fair Pageant held Saturday evening in the James Peterson Memorial Building at the Starr County Fairgrounds. Annakaren Ivette Peña is the 2021 Queen. A junior at Rio Grande City High School, Annakaren is the daughter of Jay and Monica Peña. The Queen is shown with her Court. The Rio Grande Valley Fine Arts Administrators Association held their art contest Saturday, Jan 23, 2021 via Zoom. This contest promotes student achievement in visual arts by providing an on-site drawing competition for secondary students from Rio Grande Valley school districts. Pictured is Jammie Gasca, a senior at Rio Grande City High School. She participated in the art contest and ranked 6th place overall out of 35 participants. She has been attending Rio Grande City High School since her sophomore year and has been a Fine Art student for all three years. As time passes by, she continues to
learn and apply new skills in her art work under the instruction of Mrs. Celinda Martinez. Jammie is a very talented student who uses art as an opportunity for expression, imagination, and creation.

Obituary
Apolonia “Polly” C. Garza Jan. 28, 1936 † Feb. 2, 2021 Apolonia C. Garza passed away in her home in Rio Grande City on Tuesday, February 2, 2021. Affectionately known as “Polly” by those who loved her, Apolonia was a devoted wife, mother, grandmother, and a beloved member of the community for many years. Polly was a member of the Immaculate Conception Church and Parish. She was a Catholic Eucharistic minister and an active member of the Catholic Daughters of America. Her
service to others reached beyond church walls as she visited the local nursing home every Wednesday to pray and visit with the residents. Polly was retired from the State of Texas, Department of Human Services where she worked for 35 years. She is preceded in death by her father, Lino Canales, her mother, Claudina Canales, and her husband, Adalberto Garza. She is survived by her daughter, Iris M. Garza, her son and daughter-in-law, Aaron and Laura Garza, and her three grandchildren, Alexandria Garcia, Elena Garza, and Matthew Garza. She is also survived by her sister, Albeza Gonzalez, and three brothers and sisters-in-law, Andres and Socorro Canales, Lino and Rebecca Canales, and Rogelio and Hilda Canales. She will be dearly missed by all these and more, but her legacy of love and devotion will live on in each of them. Thank you for your thoughtfulness. Your generosity and support during this difficult time is greatly appreciated.

Martin Roque Perez “Rocky” July 11, 1964 † Jan. 18, 2021 Martin Roque Perez, “Rocky” 56, passed away unexpectedly on Monday, Jan. 18, 2021. Roque was born in McAllen on July 11, 1964 to Toraldo C. Perez, Jr. of Rio Grande City and Maria Minerva Garcia of Premont, Tx. Roque had deep roots in Rio Grande City and was the loving grandson of Josefa Hinojosa Perez and Toraldo C. Perez, Sr., pioneer families of Starr Co. Roque graduated with a B.A. from Pan American U. in 1986, and a M.S. in Education Administration from Texas A&M University in Kingsville in 1995. Throughout his educational career he was a member of
various school districts and held several different roles. He taught and counseled for Donna ISD, and was a Principal for MidValley Academy over Mercedes and McAllen Campuses. He retired as Assistant Principal in La Joya ISD. Roque loved to spend time with his loved ones at the beach, fishing, and eating at different restaurants. Rocky’s laughter and sense of humor were a light to all those around him and so was his warm and vibrant personality and his love and devotion to God. He was always willing to be of help to others who were in need. As Roque entered the gates of Heaven, he was reunited with his loving Mother, Mine. He leaves behind to cherish his memories of his loving wife, Rosalinda Perez, a daughter, Andrea Perez, his father, Toraldo Casimiro Perez, Jr., a brother, Jorge Perez, and numerous uncles, aunts, cousins, nieces, nephews, and a loving extended family. Roque touched many lives and will be greatly missed by all who knew him. A memorial service will be celebrated at 2:00 p.m. on Sunday, July 11, 2021 at Memorial Funeral Home in San Juan, Texas. Baldomero Garcia, Sr. Oct. 16, 1940 † Jan. 15, 2021 Baldomero Garcia, Sr., 80 years of age, passed away on Friday, January 15, 2021 at Retama Manor Health and Rehabilitation Center in Rio Grande City. Baldo was born October 16, 1940 in San Carlos, Texas to the late Manuel and Teodora Garcia. He was one of seven children, three preceded him in death. He married Ana A. Laurel Garcia and three children were born from this union. His son, Baldomero Garcia, Jr., preceded him in death. Baldo leaves to cherish his loving memory his wife, Ana A. He was sought by many, near and far because of his skills as a gunsmith. An article which was written about Baldo and his trait in 1981 referenced the saying “You can’t bring a good man down.” This rings true as he faced and overcame many obstacles to be South Texas’ best gunsmith. He enjoyed teaching and passing on his trade to his sons. He loved spending time with his family, going fishing and hunting which he instilled the same pastimes to his children and grandchildren. He leaves behind many stories of his childhood and unforgettable memories with his family. He will be remembered by those who knew him for his good cheer, sense of humor, and genuine personality. The Garcia - Laurel family extends our most sincere thank you for the beautiful funeral flower arrangements, sympathy cards, food, texts, calls and visits to the funeral home and cemetery. Governor Abbott, HHSC Announce Extension of Emergency SNAP Benefits for February 2021
On February 2, 2021, Governor Greg Abbott announced that the Texas Health and Human Services Commission (HHSC) will provide approximately $300 million in emergency Supplemental Nutrition Assistance Program (SNAP) food benefits for the month of February as the state continues its response to the COVID-19 pandemic. “We are grateful for this additional extension of emergency SNAP benefits for the month of February,” said Governor Abbott. “We will continue to provide Texas families with the resources they need to put food on the table and
provide for their loved ones.” “These emergency food benefits will provide additional support for Texans to purchase nutritious foods for their families during the ongoing pandemic,” said Texas HHS Access and Eligibility Services Deputy Executive Commissioner Wayne Salter. HHSC received federal approval from the U.S. Department of Agriculture to extend the maximum, allowable amount of SNAP benefits to recipients based on family size. The emergency February allotments are in addition to the more than $2 billion in
benefits previously provided to Texans since April 2020. Recipients will also continue to receive a 15 percent increase in their total benefits, which will continue monthly until June 2021. This additional 15 percent increase and the emergency allotment amount should appear in recipients’ accounts by Feb. 28. Texans in need can apply for benefits, including SNAP and Medicaid, at YourTexasBenefits. com or use the Your Texas Benefits mobile app to manage their benefits.

Applications will be available beginning on February 3, 2021 thru February 16, 2020 from 8:00 a.m. to 4:30 p.m. at Starr County Annex (front lobby) 100 N FM 3167, Rio Grande City, TX 78582. Applicants must meet all eligibility requirements to be considered for the program and bring all information requested. Eligibility factors include, but are not limited to, the house being located in the service area, residing in and ownership (title deed) of the home that will be reconstructed (no abandoned homes or additions to homes), principal residency, property eligibility (one lot one house only), size of lot approximately 6,000 sq. ft., and income eligibility.

Blood donors may recognize the vital role they play in patient care, but many may wonder if it’s safe to donate blood during the pandemic. According to the Centers for Disease Control and Prevention, it is safe for anyone who is well to donate blood. That even goes for people who are social distancing due to COVID-19. The CDC has recommended various safety measures to ensure the safety of donors and donation center volunteers and staff members. Such measures include spacing donor chairs at least six
feet apart and encouraging donors to make donation appointments ahead of time. Appointments can ensure donors are not spending more time at the donation center than is absolutely necessary, reducing the likelihood that they have contact with someone who may have COVID-19 but not know it. In addition, the Red Cross notes it has instituted additional safety protocols, such as laundering blankets used by donors after each use and requiring all donors and donation center staff to wear face coverings or masks during the donation process.
As of Feb. 1, 2021, applicants for the TDLR Journeyman Electrician license can sign up to take the licensing test once they have acquired at least 7,000 hours of on-the-job training under a Texas-licensed Master Electrician. Previously, applicants had to have amassed all of the 8,000 training hours before they could sign up to take the licensing examination. The full 8,000 hours are still required for licensure. “Allowing applicants to start testing once they’ve reached 7,000 hours of experience will help us get more Journeymen Electricians to work, faster,” said
TDLR Executive Director Brian E. Francis. “If they’ve already passed their exams once they’ve completed the required work hours, we can get them licensed – and to work – faster, which is great for them, and great for Texas. Children, adolescents and young adults likely cannot imagine a life without modern technology. Technology may have pervaded every part of life in the 21st century, but it wasn’t so long ago that phones were still attached to walls and people had to watch their favorite shows and films exclusively on televisions instead of having the option to watch them on devices like smartphones and tablets. The transition to life in the age of technology went smoothly for most segments of the population, but some aging adults have had a more difficult time making the adjustment. That difficulty was apparent throughout the COVID-19 pandemic, when public health agencies like the World Health Organization and the Centers for Disease Control and Prevention urged aging adults to limit interactions with people outside their homes. Such recommendations forced many seniors to communicate with their families exclusively over the phone or via video conferencing apps like Zoom. If seniors have had a hard time adapting to technology, their families can try these strategies to make that transition go more smoothly. ·Go over product manuals with seniors. The senior caregiving experts at Home Care Assistance note that older adults are less likely to learn through experimentation than they are by reading instructions in the
manual. When helping seniors learn to use new devices, go over the owner’s manual with them as you set up the device. Mark important pages in the manual so seniors know where to go for quick answers if they experience any issues logging in or using certain apps. ·Look for senior-specific devices and guidebooks. Seniors make up an enormous segment of the population, and tech companies have long since recognized that there’s a market for products designed specifically for aging men and women. When shopping for devices for seniors, look for those that have been designed to help them overcome issues that have proven problematic for aging adults in the past. Devices that feature touchscreens with large menus, easily accessible navigation tools and simplified features can help seniors as they learn to use new technology. ·Be patient. Some seniors are excited by the prospect of learning to use new technology, while others may be hesitant. Patience is essential when working with an aging loved one who’s intimidated by technology. Take the time to explain apps and features and don’t take it for granted that seniors will know how to use a device or recognize what a device can do. Today’s seniors may not have grown up with technology at their fingertips, but they can still learn to use devices to their advantage.

Historical Starr County Don Calixto Valle
Community Leader, Businessman, Mercantile, Master Mason & Man of Influence Calixto Valle was a merchant and rancher from Rio Grande City. He was born July 14, 1870 in Camargo, Mexico and was educated in Mexico. He came to Starr County in 1898 as a young man to take over his father’s ranching interests and became engaged in the mercantile business. In 1898, Calixto was joined in wedlock to Herminia Longoria, first in a civil rite ceremony in Camargo and then by the Catholic Church in Rio Grande City. His education was obtained in the schools in Camargo and in a College in Monterrey, Mexico. He later returned to Texas with his bride and settled on the Santo Domingo Ranch in Starr County. For many years he was in the hardware business and ran several local businesses in Rio Grande City, Texas. He was active in Civic and Political affairs of the county for many years. He received honorary appointments during World War I as a civilian. He served as a special “Texas Ranger” by an honorary appointment by the governor of Texas. Mr. Valle was instrumental

He had four sons: Ruben G., Raul, D., Rodolfo, and Army Colonel Calixto C. Valle II all were masons and members of the Rio Grande City’s Hope Lodge
#471. He also had two daughters: Mona V. Ritz and Raquel V. Pope. Master Mason Mr. Valle took his first degree in Masonry in Hope Lodge #471 in Rio Grande City on July 30th, 1895, fellowcraft in February 1896 and the Master’s degree in May 1896 and was given life membership. He belonged to the Scottish Rite Bodies, San Antonio Jurisdiction, the Knight Templars of the San Benito Consistory and Alzafar Temple of San Antonio. He was also a member of the local chapter of the Woodmen of

the World (AKA Acheros). In 1927, the 50th Anniversary and celebration of Rio Grande City’s Masonic Lodge 1877-1927 was held in Rio Grande City and it was to honor Mr. Valle. He was honored and received a certificate for his 50 years work as a Knight Templar Mr. Valle died at 91 years, 10 months and 4 days of age, May 18th, 1962.
