The 8th-grade girls’ basketball A-Team went undefeated in their quest to become District Champions. This particular group of girls was ambitious and go-getters from the time they were 6th graders. They have a mindset of being the best in what they participate in. Their goal has always been to be district champions. As volleyball players their 7th & 8th-grade years, they were very disappointed they came out second in the district. In basketball, they lost in the title game and finished runner-up. Working twice as hard on the court this year made a difference, every game was a challenge they knew the district title was going to be a battle with our sister school VMS. The girls were ready and confident that they would win. “I would like to thank Daniel Villarreal for helping the team throughout the season.”

The Rio Grande City CISD Office of Attendance and Truancy held a Campus Attendance Committee Members Meeting at the Ringgold Elementary Cafeteria. Mr. Adolfo Peña welcomed those present and took the opportunity to hand out top attendance certificates of recognition and gift baskets to representatives from North Grammar Elementary, Grulla Middle School and AC2E Middle School. DPS Ramping Up Move Over/Slow Down Enforcement The Texas Department of Public Safety (DPS) is beginning enforcement efforts across the state focusing specifically on violations of the state’s Move Over/ Slow Down law. These periodic enforcement operations by DPS Troopers are planned throughout the year at various locations in Texas. The law, originally passed in 2003, requires motorists to move over or slow down when certain vehicles – including police, fire, EMS, Texas Department of Transportation vehicles and tow trucks – are stopped on the side of the road with emergency lights activated. “Our Highway Patrol Troopers and other officers risk their lives every day for the people of Texas, and their safety is particularly vulnerable while working on the side of the road, where the slightest mistake by a passing motorist can end in tragedy,” said DPS Director Steven McCraw. “While our officers are serving and protecting Texans, we’re asking drivers to do their part by adhering to the law – simply move over or slow down.”
Specifically, Texas law states that a driver must either: •Vacate the lane closest to the applicable vehicles stopped on the side of the road (if the road has multiple lanes traveling in the same direction), or •Slow down 20 mph below the speed limit. (If the speed limit is
below 25 mph, the driver must slow down to 5 mph.) Drivers should only move over if they can do so safely and legally; otherwise, they should slow down. “In addition to complying with the law to protect those who work on the side of the road, we encourage
motorists to show the same courtesy to fellow drivers stopped along our roadways. Let’s all get home safely” said Director McCraw. Data from 2017 shows that DPS issued more than 10,650 warnings and citations to motorists violating the Move Over/Slow Down law.

Their 2nd Annual NHS Induction Ceremony
Congratulations to our Mighty Roma High School Gladiator Boys Basketball Team on their win over Sharyland Pioneer! And congratulations to our four alums who were honored with jersey retirements on February 7, 2018 - #40 Juan Manuel Escobar (made team in 1969), #20 Jesus O. Guerra Jr. (made team in 1970, 1971 and 1972), #42 Wenceslao Garcia (made team in 1972) and #3 Eduardo Lopez (made team in 2002). Also, the Roma High School Boys Basketball Team enjoyed a dinner, as well as Q&A with the four Roma High Alums that had their jerseys retired. The current PECHS Student NHS Officers each lit a candle as they recited the meaning behind of each of the 4 pillars on which NHS is based; Scholarship, Service, Character and Leadership. RGCCISD Ratters and Gators Baseball Teams Meet for a Friendly Match-Up
On February 9, the Rattler and Gator Baseball teams met for a friendly match-up at the Rattler field. Both teams gave it their all and gave the fans a great game. The Rattlers took the win with a final score of 4-0. Great job to both teams and good luck on the rest of the season.

Roma ISD School Board Honors Winning La Union Elementary Welcomed College District Battle of the Books Champs Students Who Visited The Campus By: Leticia Cadena, Roma ISD Instructional Technology Director In an effort to continue to promote reading at Roma ISD and after receiving an invitation to compete at the Region One Battle of the Books Competition last spring, the Roma ISD librarians organized the district’s first annual Battle of the Books Competition. The titles of the books that the students read were selected from different award winning lists publishes by Bluebonnet, Lone Star and TAYSHAS. Students competed at the elementary, middle and high school levels, with elementary school students and middle school students reading five books and high school students reading eight books to prepare for the competition. Roma ISD’s Battle of the Books is modeled after America’s Battle of the Books, which is a reading incentive program for students in 3rd thru 12th grades. Students read books and come together in small groups to demonstrate their abilities and to test their knowledge of the books they have read. The student competitions are similar to the TV series Family Feud or Whiz Kids. Congratulations goes to the winners of this year’s Roma ISD BOB Competitions! The students were honored for their hard work at the Roma ISD February 8, 2018 School Board Meeting. Those honored include the 1st Place Team in the Elementary School Division from F.J. Scott Elementary School (Eduardo Botello, Mario Canales, Isabella Elizondo and Galia Ramirez); the 1st Place Team in the Middle School Division from Ramiro Barrera Middle School (Jacqueline Cantu, Xenia Garza, Lisseth Gonzalez and Karen Mirelez); and the 1st Place Team from the High School Division from Roma High School (Marianna Eliza Canales, Yailen Astrid Gomez, Janelle Guerra and
Leanza Gabrielle Trevino). The winning teams will represent Roma ISD at the Region One Battle of the Books Contest to compete against teams from school districts across the Rio Grande Valley.
Special thanks also to the five Roma ISD librarians, Anna Melissa Pena, Ana Guillen, Lorena Barrera, Elizabeth Perez and Lamar Gonzalez who represent the district on the Region One BOB Committee.
Students from Colorado College in Colorado Springs, Colorado along with their Professor Santiago I. Guerra spent the morning reading to our Kindergarten students at the library. Dr. Guerra, a former student of La Union Elementary spoken to our students about the importance of reading. TO STARR COUNTY RESIDENTS A small group of cowardly individuals continue to post on fake Facebook profiles and publish in a certain newspaper LIES concerning my husband Humberto “Bert” Gonzalez, Jr. What upsets me is these cowards are using this ridiculous tactic to attempt to sway the vote against him in the upcoming election. I say cowardly, because they do not have the courage to sign their name to these false allegations. They use aliases because they are afraid of being proven liars in court and the court of public opinion. The lies and false allegations are that Humberto has sold hundreds of thousands of dollars to RGCCISD. This is false. He does not own or have an interest in any company that sells goods to RGCCISD. He is however employed by BSN Sports. BSN Sports sells athletic uniforms and goods to many school districts across the state of Texas and across the nation, including RGCCISD and Roma ISD. What the cowards fail to inform you is that before he is able to sell to any particular organization, including at RGCCISD, the purchasing department of said district must request that the coaches provide three different quotes from different companies and purchase the most affordable.
Time and time again, BSN has the lowest quotes because they are a national and very well established company. Humberto provides excellent service to ALL of the school districts with whom he works, which results in continued growth. He has always been very proud to be from Starr County, to have been an athlete, and to have worked in the athletic department. He worked as a teacher and a varsity coach, but also as equipment manager. He knows exactly what the coaches and athletes need and what they don’t. He makes sure that his people, our Starr County children, have the best for the least amount of money. He always gives our district deep discounts, and not that it’s anybody’s business, but he works on salary, NOT COMMISSION!! Little do you know that RGCCISD is the toughest district that he deals with, but he continues to do so because it is OUR district! They also fail to inform you, that Humberto has been working for BSN providing athletic apparel and goods to our district since 2013 when the very people who spread these lies were in power. They fail to mention the many ways in which Humberto helps with personal donations for scholarships for our students.
He is always volunteering with track meets, and helping as a parent committee member. He volunteers for free to run the clock at middle school football games. He volunteers his time and efforts to the golf tournaments in both Roma ISD and RGCCISD which help provide scholarships for our students. Humberto will not boast about this because it is not in his nature to do so. But if they are to speak ill of him for their own selfish reasons then I will definitely state these facts on his behalf. We are not people that bash others, but I will not hesitate in clarifying misleading information. So I continue to support my husband, and his involvement with our schools. I support him 100% in his race towards becoming the next Starr County Clerk, and I applaud him for his work. I invite you to call him or anyone else at the district to ask when Humberto first started working with this company that works with the school to provide the best items at the best prices. Then ask yourself, why would someone sink to the level of lying? Could it be because people who spread lies about others are simply trying to distract from the truths about themselves... The following questions were asked of all candidates running for elective office in the Rio Grande Valley Spring 2018 Voter’s Guide. I have provided my answers for your review and consideration. I humbly ask for your vote and support in the upcoming March 6, 2018 elections. Why are you seeking elective office?
I am seeking re-election as Starr County District Clerk to ensure that the progress we have made in the district clerk’s office continues with respect and dignity. Since my first year in office we began using an electronic case management system to secure and protect all court documentation. The recorded affairs of all courts have been maintained professionally with the full confidence of the respective judicial authorities. In 2014, we dedicated an inhouse computer station for public and attorney use to research and review court documentation/materials. Additional stations/ kiosks will be added based on increased demands. In 2015 we began e-filing for all civil cases and are preparing to meet state mandates and initiate criminal case e-filing by January 2019. In light of budget constraints use of service fee revenues will be earmarked for technology enhancements so as not to burden the taxpayer for the cost of 21st century information infrastructure.
Why should voters elect you to this office?
Under the leadership of your Public Servant Eloy R. Garcia, administrative excellence in 21st century management of the Starr County District Clerk’s Office has been achieved for the citizens and taxpayers of Starr County. Despite recent county mandated budget adjustments to the
district clerk’s office, Starr County residents will continue to get maximum benefits from their tax dollars. Adherence to a business approach to management and a diligent work ethic has improved customer service across the board including the courts, attorney community, litigants, and the public.
What experience do you have that makes you the best candidate?
I am a graduate of Rio Grande City High School and Texas A & I University and have served in numerous positions of responsibilities such as Rio Grande City School District Board Member, city of Rio Grande Council Member, and the Hidalgo-Starr Workforce Solutions Member. I worked for 10 years as a social worker and health clinic administrator before establishing E. R. Garcia Company which does ranching and construction in 1980. Since 2007, I have served as the Starr County District Clerk and the office has transformed into a professional county department that works well with all the district courts and county court-at-law. Today competent staff that is trained and knowledgeable as to their role in all court setting provide constituents professional services. I initiated changes that were needed in the district clerk’s office to make its operation efficient, secure, and compliant with state regulations.
Career Day at Dr. Mario Ramirez Elementary was held. Career day allows students to learn about the different jobs that exist in their community, and many of them might learn something new to aspire to. Career day plays an important role in helping students make the connection from school to work. Students had an opportunity to learn about different careers and job skills such as doctors, attorneys, firefighters, therapists, bankers, hairstylists, police officers, and dentist assistants to name a few. We would like to thank Dalinda Gonzalez Counselor at Dr. Mario Ramirez Elementary. She did a fantastic job coordinating the event. Also we would like to thank every presenter that attended the event, thank you for your time and dedication to our school and our community.

A Bubble Music Party was held at General Ricardo Sanchez Elementary. Kinder, 1st and 2nd grade students celebrated their success based on their Middle of the Year Istation Assessment. Students who continue to show growth on the assessment from month to month are recognized. Hats off to our amazing students who continue to make us proud!

Starr County Fair’s Triple Event Saturday is a Big Success The Starr County Fair held three big events on Saturday, February 17. The morning started off with a Trail Ride, which joined in with the Western Parade, and the day culminated with the Wild Game Dinner at the Fairgrounds in the evening. Horses and riders were joined on the trail ride this year by a muledrawn wagon bearing the banners of Volunteers of the Year Deborah McGuffin-Gonzalez and Tanya Villarreal Peña, who rode horseback alongside. Their husbands, Homer Gonzalez and Lupe Peña drove the mules, and the Peña’s daughter, Jr. FFA’er Kamryn Peña rode in the wagon. Riders of all ages rode horseback from the Starr County Airport, with the parade, and into the Fairgrounds.

Police departments, the Sheriff’s Depart-ment, fire departments, EMT’s, the Border Patrol, and Texas Depart-ment of Public Safety were among those participating on horseback or in their official vehicles. Also featured were Parade Marshals Celinda and Carlos Salinas, the Starr County Fair Queen and
County Fair Association Queen’s float by Los Ranchitos 4-H, second; Volunteers of the Year wagon, third; and Ringgold Middle School, fourth. The Wild Game Dinner was a tremendous success with many generous people participating in the silent and live auctions benefitting the Starr County Fair scholarships.

Bands were unable to participate because of TMEA but youth groups marching and riding floats and a wide variety of vehicles abounded, bearing the theme, “Honor, Courage, and Sacrifice,” Honoring our First Responders. The parade proudly featured a large number of these first responders,

Winning teams can progress to the State competition and potentially compete at the national level. “This is a STEM competition for middle school and high school students in the Rio Grande Valley,” said Dr. Ludivina Avila, chemistry instructor at STC and coordinator of the annual event. “This is an opportunity for them to be able to compete against other schools in the Valley as
well as against teams from out of town and get experience in the STEM field.” The Science Olympiad is a nonprofit organization developed to improve the quality of science education, increase student interest in science, and provide recognition of outstanding achievement in science education by students and teachers. All of this is done through interscholastic competitions where students in grades 6-12 can participate in regional, state, and national level competitions against teams from all 50 states. Beetles are common and very diverse insects This past summer on a night following a sizable rain, while on a late evening walk with my dog Lance, I passed by the ranch gate security light. Because is was a warm and moist night, lots of insects were crawling and flying about. Crawling along the ground was a rather large, shiny black beetle. I estimate it to have been at least one and a half inches in length. T h a t it was a beetle was obvious because its forewings were hard like a pair of armored sheaths. The sheaths are called elytra (EL-uh-tra) and they’re characteristic of the order
coleoptera (co-lee-OP-ter-uh). When beetles fly, they raise the elytra, like the lid of a car trunk, and use their second set of wings which are membranous, large and folded under the elytra. The beetle I saw was a water scavenger beetle. Having identified it as such doesn’t mean as much as you might think. There are over 30 genera and 125 species of water scavenger beetles. Beetles are very numerous and very diverse. An old saying is that God must have loved beetles, he made so many of them. There are over 300,000 kinds of beetles worldwide and over 30,000 species in the U. S. In fact, one-third of all insect species are beetles. identification can show only a few very distinctive species as examples and all others are presented as families or genera. An illustrated book covering 30,000 individual species would be huge! The water scavenger beetle I saw could have been the giant water scavenger beetle Hydrophilus triangularis. I can’t be certain because I didn’t capture it and make a close examination. However, members of it genus live in and around ponds and slow moving streams. The adults have hairs extending from their legs which make them into littles paddles. The body is designed for swimming. They’re like a football cut in half lengthwise, domed on top and flat underneath and streamlined. The body is in three parts: head (small front end), thorax (second part in front of the elytra, and abdomen (hidden under the elytra). Beetles undergo complete metamorphosis which means that they begin as eggs, hatch into larvae (called grubs in beetles), grow and eventually go into a pupal stage (a transitional stage), and emerge as an adult beetle. Eggs are typically laid in groups on the water surface like little rafts. Larvae hatch and live in the water where they prey on small animals and eat decaying organic matter. The pupal stage occurs on land within leaf littler or moist soil. The adults emerge in about two weeks and live in ponds and streams eating decaying vegetation and tiny animals. They swim well but have to come to the surface occasionally to breath. Adults can fly from pond to pond and may fly on moist evenings as did the one I saw. The coleoptera, beetles as we commonly call them, are tiny (one-sixteenth inch) to large (five+ inches) and extremely diverse. Some are stunningly beautiful with iridescent colors and fantastic color patterns and some have horns and huge mandibles. They’re part of our amazing thorny brush country. Enjoy them.
