Kayla Pena, a 4 year Varsity Letterman for Rio Grande City High School, was named the District 30-5A Most Valuable Player for Team Tennis at the All District Selection Meeting. Kayla was ranked the #1 girl for Rio High and beat all the other #1 girls from the other schools; Roma, Laredo Martin, Laredo Cigarroa, and Mission Veterans. In a unanimous vote from the other district coaches, she was named MVP. This is the second year in a row that Kayla is named MVP in Team Tennis.

Annakaren Ivette Peña was crowned as the 2021 Starr County Fair Queen at the Starr County Fair Pageant. A junior at Rio Grande City High School, Annakaren is the daughter of Jay and Monica Peña. She is at far left. The top five are pictured l-r. First Runner-up Mia Nicole Gutierrez, daughter of Felix and Didi Gutierez, is a sixteen year old junior at Rio Grande City High School. Congratulations to Roma High School Class of 2021 Senior Andrik Garcia on being named a winner of the Horatio Alger National Scholarship worth $25,000! The Horatio Alger Association of Distinguished Americans is a non-profit organization honoring the achievements of outstanding individuals and encouraging youth to pursue their dreams through higher education. Andrik was named a scholarship recipient alongside 106 other high school seniors from across the United
States. The annual scholarship recognizes outstanding students, who, in the face of great personal adversity, remain committed to obtaining a college degree. “I’m proud of my accomplishment, but more so of our district that has fostered said accomplishments,” said Garcia. “We are so proud of Andrik and the hard work he has put into making his dreams a reality,” said Roma High Principal Ildefonso Saldivar. “He has been a real leader on campus, and demonstrating that leadership early on since his years at elementary school. Rep. Cuellar Helps Deliver $4 Million in Federal Funds to Border Region Behavioral Health Center Congressman Henry Cuellar (TX-28) helped deliver $4,000,000 in federal funds to Border Region Behavioral Health Center. This funding, awarded through the Substance Abuse and Mental Health Services Administration’s (SAMHSA) grant program, will be used to provide additional staff as well as increase services for mental health and substance abuse diagnosis and treatment. “Mental health resources and programs are essential to an individual’s growth and wellbeing,” said Congressman Cuellar. “As we continue to battle an unprecedented pandemic, the effects of the health and economic hardships we’re facing has put an emotional and mental strain on many South Texans. This $4 million investment will allow Border Region Behavioral Health Center to continue their mission in promoting one’s own independence and improving the overall quality of life for their patients. I would like to thank Executive Director Maria Alonso-Sanchez, the Board of Trustees as well as the health center’s doctors and staff for helping people of all ages learn to cope with or overcome their mental health and behavioral struggles. “Border Region is so very grateful to receive this Certified Community Behavioral Health Clinic (CCBHC) Expansion Grant with the support of Congressman Henry Cuellar. The four counties Border Region serves, Webb, Jim Hogg, Zapata, and Starr Counties, are underserved and underfunded for the many behavioral health services that are needed. This money will be used to provide more staff for intakes, crisis, counseling, and link clients to more services. This grant will also allow Border Region to increase doctor time. With these additional positions,

DHR Health Involved in Mayo-Clinic-Coordinated Study Using Plasma to Treat Patients with COVID-19 As the number of patients with COVID-19 continues to increase nationally, DHR Health Institute for Research and Development, which is affiliated with DHR Health, is pursuing innovative ways to treat patients infected with the potentially life-threatening disease. Through this study, first coordinated by the Mayo Clinic, DHR Health continues to provide convalescent-plasma therapy to patients in the Rio Grande Valley (RGV) hospitalized with severe COVID-19. “As an early initiative and recognizing the need, the DHR Health Institute for Research & Development established the RGV Collaborative for the Early Diagnosis, Prevention, and Treatment of COVID-19, which includes health departments from all four Valley counties, Vitalant--a regional bloodbank provider--and 11 regional hospitals,” said Dr. Sohail Rao, executive vice president at DHR Health and president and CEO of the DHR Institute for Research & Development. “After the FDA approved the use of convalescent plasma as an investigational therapy to treat hospitalized patients with severe COVID-19 disease, DHR Health created a comprehensive network of convalescent plasma donation and distribution sites for patients in the RGV. Physicians, scientists, coordinators, data analysts, and telephone operators were brought together to provide round-the-clock service to the residents of this community.” As an active participant in the FDA’s Expanded Access Program, which was initially coordinated by the Mayo Clinic and later through the FDA’s Emergency Use Authorization (EUA), DHR Health has facilitated the transfusion of
over 4,600 units of convalescent plasma in over 3,400 hospitalized patients across the RGV with COVID-19. The FDA has recently issued a change to its original EUA for the emergency use of convalescent plasma for the treatment of hospitalized patients with COVID-19. In this revised Letter of Authorization issued February 4, the FDA has made it clear that convalescent plasma with a high concentration of antibodies against the coronavirus must be used to treat hospitalized patients. Governor Abbott, HHSC Announce Federal Approval Allowing SNAP Clients To Purchase Hot Foods On February 21, 2021, Governor Greg Abbott announced the Texas Health and Human Services Commission (HHSC) received federal approval to allow Supplemental Nutrition Assistance Program (SNAP) recipients to use their food benefits to purchase hot foods and ready-to-eat meals due to impacts from the severe winter storm. “As we continue to recover from this winter storm, the state is ensuring that Texans in need have access to hot food to feed their families,” said Governor Abbott. “I thank our federal partners at the U.S. Department of Agriculture for approving this waiver.” “We’re doing everything we can for Texans who were affected
by this extreme winter storm,” said Wayne Salter, HHS Access and Eligibility Services deputy executive commissioner. “These added federal flexibilities will go a long way in helping SNAP clients feed their families.” SNAP recipients can now use their benefits for hot foods and ready-to-eat foods, such as rotisserie chicken or grocery store deli foods, at retailers that accept SNAP anywhere in the state. HHSC received federal approval today from the U.S. Department of Agriculture Food and Nutrition Service. The waiver allows SNAP recipients to purchase these ready-made foods with their Lone Star Cards through the end of March.
Additionally, Texas received federal approval Feb. 19 to allow SNAP recipients to apply for replacement benefits for food lost or destroyed due to the severe weather. Administered by HHSC, SNAP is a federal program that provides food assistance to approximately 1.6 million eligible, low-income families and individuals in Texas. Texans in need can apply for benefits, including SNAP and Medicaid, at YourTexasBenefits. com or use the Your Texas Benefits mobile app to manage their benefits. To find local resources in your area, such as food or shelter, please call 2-1-1 and select option 1.

Esther Pena Gonzalez was born at her father’s ranch in La Sauceda, Texas. In 1922, her parents were Leandro P. Pena and Reymunda Canales. The ranch – had no limits, carefree and full of wide-open spaces. Her family were descendant of Spanish grantees, as she can trace her roots to the days of the first settlers. She attend Roma local schools in her early years and later transferred to Laredo. Esther is a 1941 graduate of Martin High School, Laredo, Texas. She received her B.A. Degree from Texas A&I University in 1949 and her M.A. Degree in 1964. She also attended the University of Texas,
Texas A&M University, and Pan American College (Today University of Texas – Rio Grande Valley).. Her first teaching job was in Escobares, Texas. There was no plumbing, no water, and no heat during winter. The older kids in the schoolhouse would chop mesquite to heat up the small schoolhouse. In 1947, she moved to Rio Grande City schools as the district grew into the newly purchased Fort Ringgold Education Complex. She taught history and government for over 16 years in both Middle and Senior High schools. In 1959 she was awarded a scholarship by the National Science Foundation to attend the University of Texas. During her time as an educator, she also served in many other capacities included: an elementary school principal, high school vocational counselor which was one of the first in the county and served as a migrant program counselor. Esther the Volunteer She served as a Girl Scout Leader for three years. She wrote, arranged and directed her own school programs. Most notably was her creation of the “Redemption: The story of the Crucifixion”. This has been presented on several occasions all over Starr County and La Joya. Her volunteerism included membership in Starr County Retired Teachers Association, RGC Garden Club, Vocational Education Advisory Committee, Republican Presidential Task Force, Starr County Republican Party, Association of University Woman - Starr County, Starr County Historical Society and Starr County Historical Commission. Esther the Politician She was a conservative and Republican. Her
up bringing developed her strong conservative values of hard work and selfless service to our country which made her a formidable candidate for any position. Ms. Esther had a passion for politics. Her teaching of history and government gave her a strong background on our US democracy and how it functioned. In 1961, she decided to run for Starr County Superintendent position as a Republican. The county superintendent of schools is a position no longer needed in the county. She lost by a narrow margin. It was then that she realized that Starr County politics can be ruthless - if you don’t fall in with the ruling party of the local “Politica” consequences follow. After loosing the election, her teaching contract was not renewed the following year. She never gave up and continued to teach at the Immaculate Conception School and Roma schools. She served her community in several different capacities. She never waivered and kept her head high and fought for her students and her community. She sets the example of volunteerism and standing up to the “Man” and never let them see you sweat. She was a fighter and believe that through hard work, keeping an open mind anything is possible. Mrs. Pena had three daughters all who are University graduates.: Clarissa Ann G. Perez, Madia G. Garza, and Mariceli G. Cantu. She served the Texas Public Schools for 38 years as a teacher, administrator, supervisor, and high school counselor. She retired from the public school system in 1981.
