The theme for this year’s Starr County Fair is “Honor, Courage, and Sacrifice,” and pays tribute to all first responders. Winner of the theme and logo contest, which was open to all Starr County students, was Kaylon Ramon, a fifth grade student at Emma Vera Elementary in Roma. He is the son of Daisy and Joey Ramon. All first responders were invited to participate in the Starr County Fair Parade on February 17 free of charge, and many took part in the parade and also attended the Wild Game Dinner. Here they are pictured with Starr County Fair President Douglas Anderson and Starr County Fair Queen Joshlynn Flores. All first responders are invited to attend the Opening Ceremonies and be recognized on Thursday evening at 6:00. They will be admitted to the Fairgrounds on Thursday, March 1, free of charge with their badge or ID.

South Texas College announces financial aid fair on Feb. 28 February is National Financial Aid Awareness Month. In recognition of the event, the Office of Student Financial Services at South Texas College (STC) will host a financial aid fair on Wednesday, Feb. 28th at STC’s three main campuses: Pecan, Mid-Valley and Starr County from 11 a.m. to 5 p.m. The purpose of the event is to promote FAFSA submission and help eligible students receive financial aid for 2017-2018 and the upcoming 2018-2019 award year. “We use the events to promote FAFSA and help students apply
for financial aid,” said Juan Miguel Galvan, Director of Student Financial Services at South Texas College. “The application to apply has been available since Oct. 1.” Students who want to apply for financial aid are encouraged to go online to https://fafsa. ed.gov/ to get started on their free application. Migrant students, throughout the district, in grades 8, 11 and 12 were treated to favors, raffles, awards and a delightful meal to celebrate and recognize their successes. Duke representatives thanked Roma ISD for their leadership and support of the projects. “It’s exciting to see our presence in the county positively impacting the local districts, and we want to express our thanks to Roma ISD for enabling these wind project investments through the 313 program,” said George Flynn, Duke Energy Renewables manager for Los Vientos III, IV and V. “We certainly appreciate the warm welcome we’ve received and look forward to continue growing the relationship with community members in the future.” The check presentation was made to Roma ISD at the Roma High School Library, where several children and administrators were available to thank Duke Energy and hear from company representatives. “We would like to sincerely thank Duke Energy for the benefit these funds bring to all students across Roma ISD,” said district Superintendent Carlos Guzman. “Several schools and programs are participating in a variety of activities, and this money will be shared across the district to help fund a variety of projects for our kids. North Grammar Elementary Held Their McTeacher Night General Ricardo Sanchez Elementary Held a Book Character Parade
North Grammar Elementary faculty and staff spent the evening of February 1st working alongside McDonald’s employees cooking burgers, fries and nuggets, mixing ice cream shakes and serving dinner. A sincere thank you goes out to all members of the North Grammar Elementary family and everyone who took the time to stop by and enjoy a McDonald’s dinner in support of our school! McDonald’s donated a portion of the night’s sales to North Grammar Elementary.

STC Starr Psych Club- Highway Trash Pickup Don’t fall victim to the myths about Medicare The Starr County Campus Psychology Club of South Texas College participated in its 3rd Adopt-A-Highway Trash Pick-Up. The 27 members who attended collected over 30 large bags of litter over the 2 mile stretch that the Starr Psych Club is responsible for in Rio Grande City close to the STC campus. The members were divided into two even groups (led by the President Raul Rivas and VicePresident Victoria Benavidez respectively) to collect litter more efficiently. This initiative of the Texas Department of Transportation is to help keep the Texas side roads clean, “Adopt-A-Highway: Don’t Mess with Texas.” The Starr Psych Club is responsible to host 4 trash pickups per year. Each member will receive a certificate of appreciation for their volunteer work and service to the
community at the next Starr Psych Club meeting. The members were also treated to dinner at Las Alitas Sports & Wings Restaurant. Eli
By Bob Moos, Southwest public affairs officer for the U.S. Centers for Medicare and Medicaid Services Navigating Medicare can be challenging under the best of circumstances. It becomes even more difficult when someone new to Medicare falls victim to the myths, or misconceptions, about the health care program. Let’s take a look at the most common myths in hopes that you’ll avoid the confusion that could cost you time or money. Myth No. 1: Medicare is free. Medicare’s hospital insurance, known as Part A, has no premium if you’ve worked throughout your life. But the outpatient services coverage, or Part B, does Sarabia and Alex Sarabia, STC have a monthly premium, as does Psychological Science Instructors the prescription drug insurance, and Starr Psych Club Advisors, are or Part D. very proud of their students. In addition, there are deductibles and co-payments for certain services. Overall, the traditional Medicare program covers about 80 percent of your costs, which means you’re responsible for the other 20 percent. Many people buy a “Medigap” supplemental health insurance plan from a private company to help cover those out-of-pocket costs. Or they opt out of the traditional Medicare program and purchase a Medicare Advantage plan from a private insurer to receive their Medicare benefits. Myth No. 2: Medicare covers everything. Though traditional Medicare pays for many health care services, it doesn’t cover all of them. For example, it doesn’t pay for standard dental, vision or hearing care. If you’re interested in any of those services, you may want to consider a Medicare Advantage plan that offers extra benefits. Myth No. 3: You’ll be automatically enrolled when
it’s time. That’s only partially true. If you’re already receiving Social Security, you’ll be automatically enrolled in Medicare Parts A and B when you turn 65. (You’ll still need to sign up for Part D.) If you’re not on Social Security yet, you must enroll in Medicare yourself. For most people, the best time to apply for Medicare is during the three months before your 65th birthday, the month you become 65 and the three months after you turn 65. So, let’s say your birthday is Aug. 15. That means you can sign up from May 1 through Nov. 30. Myth No. 4: Everyone pays the same for Medicare. If your annual income is below $85,000, or $170,000 for a married couple, you pay the standard Part B and D premiums. But if it’s more, you pay a surcharge. In 2018, the surcharge for Part B ranges from $53.50 to $294.60 per month, depending on your income. That’s in addition to the standard $134 premium. Myth No. 5: Having poor health will disqualify you from coverage. Medicare can’t reject you, or charge you higher premiums, because of a health problem. It can’t discriminate based on a pre-existing condition. In fact, about two-thirds of Medicare beneficiaries live with at least two chronic conditions. Myth No. 6: Medicare covers long-term care. Many people don’t realize until it’s too late that Medicare typically doesn’t pay for longterm “custodial” care – the kind of personal care that helps you with such day-to-day tasks as getting in and out of bed, bathing, dressing and eating. Medicare does cover some skilled nursing or rehabilitative care if a physician orders it after
a hospital stay of at least three days. You pay nothing during the first 20 days of your care and then part of the cost for the next 80 days. Myth No. 7: Medicare and Medicaid are the same thing. The two programs are often confused. Medicare covers health care for people 65 and older and for people with certain disabilities. Medicaid helps cover health care for people with low incomes and few resources. Some people qualify for both. Myth No. 8: A lot of doctors don’t take Medicare The vast majority of doctors accept Medicare. The traditional Medicare fee-for-service program offers the broadest possible access to health care professionals. You can go to any provider who’s taking new Medicare patients. Medicare Advantage plans, on the other hand, often require you to go to doctors within their network of providers or pay more for getting care elsewhere. So, before signing up for a particular Advantage plan, make sure you’re satisfied with its network of providers. Even after 53 years, Medicare is still misunderstood. The following questions were asked of all candidates running for elective office in the Rio Grande Valley Spring 2018 Voter’s Guide. I have provided my answers for your review and consideration. I humbly ask for your vote and support in the upcoming March 6, 2018 elections. Why are you seeking elective office?
I am seeking re-election as Starr County District Clerk to ensure that the progress we have made in the district clerk’s office continues with respect and dignity. Since my first year in office we began using an electronic case management system to secure and protect all court documentation. The recorded affairs of all courts have been maintained professionally with the full confidence of the respective judicial authorities. In 2014, we dedicated an inhouse computer station for public and attorney use to research and review court documentation/materials. Additional stations/ kiosks will be added based on increased demands. In 2015 we began e-filing for all civil cases and are preparing to meet state mandates and initiate criminal case e-filing by January 2019. In light of budget constraints use of service fee revenues will be earmarked for technology enhancements so as not to burden the taxpayer for the cost of 21st century information infrastructure.
Why should voters elect you to this office?
Under the leadership of your Public Servant Eloy R. Garcia, administrative excellence in 21st century management of the Starr County District Clerk’s Office has been achieved for the citizens and taxpayers of Starr County. Despite recent county mandated budget adjustments to the
district clerk’s office, Starr County residents will continue to get maximum benefits from their tax dollars. Adherence to a business approach to management and a diligent work ethic has improved customer service across the board including the courts, attorney community, litigants, and the public.
What experience do you have that makes you the best candidate?
I am a graduate of Rio Grande City High School and Texas A & I University and have served in numerous positions of responsibilities such as Rio Grande City School District Board Member, city of Rio Grande Council Member, and the Hidalgo-Starr Workforce Solutions Member. I worked for 10 years as a social worker and health clinic administrator before establishing E. R. Garcia Company which does ranching and construction in 1980. Since 2007, I have served as the Starr County District Clerk and the office has transformed into a professional county department that works well with all the district courts and county court-at-law. Today competent staff that is trained and knowledgeable as to their role in all court setting provide constituents professional services. I initiated changes that were needed in the district clerk’s office to make its operation efficient, secure, and compliant with state regulations.

Old Medications a Potential Health Threat Expired or unused prescription medications are a common sight in the medicine cabinet of a typical American home, but public health experts say leftover medications are an increasing health risk. A December Texas Medicine magazine article says patients who hold on to old prescription drugs might not understand the risk they pose for poisoning and misuse, but getting rid of old medications poses challenges too. The danger of keeping old medicine, or its improper disposal, is complex. If not disposed of correctly, medicine thrown in the trash or flushed down the toilet can eventually enter local waterways and hurt the environment. Yet teens and adults can abuse or misuse easily accessible medications in the home, experts say. “Our medicine cabinets are the number one source of medications for teens to experiment [with] or abuse,” said Jeanie JaramilloStametz, PharmD, an assistant professor of pharmacy practice at Texas Tech University Health Sciences Center-Amarillo. “And there’s a misperception by teens that it’s better and safer to abuse a prescription medication than it is illicit drugs ― marijuana, heroin, cocaine ― when really these can be just as dangerous. Even regular non-narcotic prescriptions and over-the-counter medications can be abused and cause harm.” Old, unused prescriptions are a factor in the national opioid crisis. According to the 2013 National Survey on Drug Use and Health, 53 percent of people obtained opioids for nonmedical use from a friend or relative, 10.6 percent bought them from a friend or relative, and 4 percent stole them from someone they knew. To confuse matters, in some cases, experts still advise flushing
drugs away. For example, the Food and Drug Administration (FDA) says people should flush opioids like fentanyl because the drugs depress breathing in children who accidentally touch them. Some participants in the health care system contribute to the problem of too many leftover drugs. Laredo gastroenterologist Sunny Wong, MD, who has worked with the Texas Medical Association (TMA) on effective ways to dispose of unused medicines, says many health insurance policies force patients to buy more medications than they need or know what to do with. Pharmacist Dr. JaramilloStametz agrees. “A lot of this is driven by the insurance industry,” she said. “The physicians are doing what they can, and they’re trying to provide their patient with the appropriate medication at the best rate that the patient would like. [The patients] want the $10 copay for a 90-day supply; they don’t want the $10 copay for a 30-day supply. ... It’s very difficult for [physicians] to manage all that and find a compromise where the patient will be happy without creating the problem of over-dispensing and accumulation.” “The cost of health care is going up,” Dr. Wong said. “And one of the problems is the amount of drugs being given out ― whether they are used or not.” Federal and state agencies recommend disposing of medications at drop-off sites. But, currently, there is no allinclusive program in Texas or at the national level that allow people to dispose of old medications at their convenience. There are some local options to drop off unused medicine across the state, including medication clean-out events Dr. Jaramillo-
Stametz organizes in west Texas, but many Texans still do not have consistent options for safe drug disposal. Wong says disposing of old medications should be as easy as dropping mail in the mailbox. “The ideal situation for practices and patients is to [follow] the concept of a toner cartridge being shipped back to the manufacturer at no cost to the consumer,” he said. Dr. Jaramillo-Stametz says the best thing physicians can do now is educate themselves on ways to minimize the problem. “The physicians are doing what they can, and they’re trying to provide their patient with the appropriate medication at the best rate that the patient would like. It’s very difficult for [physicians] to manage all that and find a compromise where the patient will be happy without creating the problem of over-dispensing and accumulation.” Resources for Safe Drug Disposal: Texas Medicine lists searchable websites to locate safe medicine disposal and drug take-back programs across Texas. In addition, local city and county government websites may also provide information on safe drug disposal. Pincushion cacti are small and domed
Since moving here from Minnesota over 15 years ago, it’s inevitable that I would develop an interest in cacti. The variability is amazing and the flowers often spectacular. Our subject today, the pincushion, Mammillaria heyderi, isn’t spectacular, in fact it’s rather ordinary, but none-the-less worth our attention. They’re common in the Valley but easily missed because they’re small, only up to 4” diameter, and squat like a hemisphere with a depressed, wooly top, only about 2” in height. They’re called pincushion or

l i t t l e nipple cacti and their range includes Texas, neighboring southwestern states, and Mexico. Most cacti have two sorts of spines: radial and central. The pincushion has 10 to 20 light colored radials, like spokes of a wheel, and only one central spine which tends to be brown. The body of the cactus is made up of a mound of green tubercles or nipples. At the tip of each is what’s called an areole which is the cactus equivalent of a bud. It produces the spines. In many cacti it would also produce the flowers but in Mammillarias the areoles are split in two with one half at the base of the tubercle
which is where it produces the flower. Bloom season is March through August, mostly in the spring. The flowers are pinkish cream with greenish to brownish mid-ribs. Not at all spectacular. If a flower is fertilized, it generates a seed pod which becomes bright red at maturity. Interestingly, a pod takes about a year to mature so that a new set of flowers bloom as the old seed pods are still on the
cactus. Pincushions are mostly solitary and don’t clump as many cacti do and they like calciferous soils and partial shade in our brush country. One distinction is that the Mammillarias are the only cacti in the southwest to have milky sap. I don’t know about the efficacy but a pulp made from them was once used to treat earaches. I should mention that there are two other Mammillarias here which might confuse you. M. prolifera is similar but has twice as many radial spines and is called hair covered cactus. Also similar is M. sphaerica but it has thinner, longer radials and yellow flowers. Studying and raising cacti can be a fascinating and rewarding hobby. So if you’re bored . . . try it, you might like it.
