Roma High Senior Earns Full Scholarship to UT-Austin
Roma ISD would like to congratulate Roma High Class of 2021 Senior Andrik Garcia, who was awarded a four-year, fulltuition $48,000 scholarship to The University of Texas at Austin! Andrik is a top student who has been very involved in academic UIL, the performing arts, and well as several student service and leadership projects throughout his high school career. He was surprised with the scholarship during what was termed as an informational recruiting video meeting with UT-Austin representatives in late December. “What started as an ordinary Saturday morning, soon turned into a day full of surprises,” said Andrik. ”Upon logging in the Zoom meeting, I saw all my counselors and UT staff Congratulations to the 7U Starr Baseball Academy team for their 3rd place finish in their first baseball members. Governor Abbott, TDEM Announce State Mobile Vaccine Pilot Program Governor Greg Abbott and the Texas Division of Emergency Management (TDEM) on January 27, 2021 announced the creation of the State Mobile Vaccine Pilot Program to ramp up COVID-19 vaccination efforts in underserved areas of Texas. As part of this pilot program, state mobile vaccination teams made up of Texas National Guard personnel will be deployed to five rural Texas counties — DeWitt, Marion, Real, Sherman, and Starr — to administer vaccinations to qualified Texans in those communities. Texas National Guard teams are prepared to begin vaccinations on Thursday (January 28) and the Texas Division of Emergency Management is
actively working with county officials to schedule their deployment. “The State Mobile Vaccine Pilot Program will help us ramp up vaccination efforts among homebound Texans, Texans 65 years of age or older, and among communities in
need,” said Governor Abbott. “I thank TDEM, the Texas National Guard, as well as our participating city and county officials for working together on this important project. We will continue to develop strategies to vaccinate more Texans and keep our communities safe.”

Obituary
Onofre Baldemar Rodriguez April 22, 1948 † January 20, 2021
Onofre Baldemar Rodriguez was born on April 22, 1948, departing this earth for his place in heaven on January 20, 2021. A native son of Roma, Texas, he is the son of the late Jose Rodriguez and Aurora Garza Rodriguez. He is survived by his treasured wife of 47 years, Susanna Salazar Rodriguez. He is the beloved father of four daughters, Ve r o n i c a a n d h e r h u s b a n d Dagoberto Rodriguez, Annette Rodriguez, Monica M. Decker, and Georginna and her husband Jeff Lewis. He is the proud grandfather to numerous grandchildren by blood and marriage including Dagoberto Baldemar Rodriguez, Andrew Lee Grigsby, Jennifer and her husband Mario Perez, and Robert Grigsby. He is also survived by his numerous loving siblings and their spouses, Lupita and Billy Joe Brady, Maria Teresa and Clarence Fleshman, Jose “Mike” Rodriguez, Claudia and Miguel Castillo, Roel Romeo and Maria Irma Rodriguez,
Norma Rodriguez, and Hector Eloy Rodriguez. He joins in heaven his siblings Alicia Nelda (Omar Garza), Elva Rodriguez, Juan Rodriguez, and Fernando “Penny” Rodriguez. Onofre was a cowboy from the start, born and raised in Roma, enjoying the outdoor life with his large, loving family. His love of the ranch, and riding and taming horses earned him a reputation as a true Starr County vaquero. Many residents remember seeing Onofre around the community without his cowboy hat, gleaming belt buckle and cowboy boots. A towering figure, Onofre had a smile and heart the size of Texas. He was also willing to lend an ear or a hand to any person in need, a sensibility instilled by his parents and family. He served his community in various law enforcement capacities during his youth, including as the City of Roma Police Chief from 1973 to 1975. He worked for the USDA from 1978 to 1998 as a Tick Inspector, helping keep the ranching community safe from hardship. Onofre was a friend to many in the community who would count on him as one of the wisest persons they knew. There is no doubt his passing will be mourned by all who knew him and who had the pleasure to see him in action as the honorable and trustworthy man he was. Although, none will miss him more than the family he loved with all his heart, as well as his lifelong best friend who never left his side till the end, Heriberto Garcia. RIP to our beloved giant of a man, Onofre B. Rodriguez.

TX VLB Initiates Operation “Share The Love” The Texas Veterans Land Board announced a statewide campaign to bring Valentine’s Day love to the nearly 1,000 Veterans residing in state-ran nursing homes. The mission is to bring awareness from Texans that although the Veterans have had to isolate for nearly a year due to COVID-19, they are not forgotten by their nearby communities. “The VLB team is committed to keeping our Veterans’ safety at the
forefront of our minds during this pandemic, but doing so certainly does not mean we can’t share our love for them this Valentine’s Day,” said Texas Veteran Land Board Chairman George P. Bush. “Our goal is to ensure every Veteran residing in our facilities receives some love from their nearby communities and we are eager to see the response from this effort. I challenge every community across Texas to shower our Veterans with
love this Valentine’s Day and help us exceed our goal of 1,000 cards.” Any Texan interested in sharing a Valentine to a Veteran can mail it to a home of their choosing. The VLB asks that mailed cards be postmarked no later than February 10 and include “Valentines for Vets” on the mailing address. On Saturday January 30, the Texas Mobile COVID-19 vaccination unit (U.S. National Guard) vaccinated 109 residents in Starr County. The clinic was held at Rio Grande City High School and was deemed a success. Starr County continue to vaccinate the next 1,000 residents from the pre-registered list who are 65 years of age and older. The vaccinations will continue as vaccines become available.

Rio Grande City Public Library will be hosting two “Paseo del Arte” Virtual Art Shows for Youth on February 24, 2021 and for Teens and Adults February 26. The theme is “Show your LOVE of ART”. Drive Smart.” campaign offers practical safety tips to motorists TxDOT is reminding all drivers to take extra precautions when driving around trucks. Thousands of large trucks and tractor-trailers travel busy Texas highways every day. Weighing 20 times more than an average car, “big rigs” require more time to accelerate and decelerate and have large blind spots that other motorists need to be aware of to help avoid a potentially deadly crash. An 80,000-pound, loaded tractor-trailer going 65 mph can take as much as the length of a football field to come to a complete stop, which is why motorists should avoid driving too closely or swerving in front of a large truck. Higher Vitamin D levels are associated with better immune system protection and response to disease. The testing is done in hopes to help employees better prepare their immune response to viruses like COVID and the annual flu. A good rule of thumb for motorists to remember is that if they can’t see the truck driver in the truck’s side mirror, that truck driver can’t see them or their vehicle either. To help keep everyone safe on the road, TxDOT asks motorists to give trucks plenty of room and observe the following safety tips when driving around large trucks: · Pass trucks safely by waiting until you can see both truck headlights in your rearview mirror before moving back into your lane. Pass a truck only when it’s legal and safe. · Stay away from a truck’s “No Zones,” blind spot areas in which crashes are more likely to occur. No Zones include the blind spots along each side, the space up to 20
feet in front of the cab, and the area up to 200 feet behind the trailer. · Maintain a safe following distance. Be sure you can see the driver in the truck’s side mirror. · Never cross behind a truck that is backing up. · Don’t squeeze between a truck and the curb. Trucks make wide right turns, and the driver may not see you. “Be Safe. Drive Smart.” is a key component of #EndTheStreakTX, a broader social media and wordof-mouth effort that encourages drivers to make safer choices while behind the wheel such as wearing a seat belt, driving the speed limit, never texting and driving and never driving under the influence of alcohol or other drugs. #EndTheStreakTX asks all Texans to commit to driving safely to help end the streak of daily deaths on Texas roadways.

Historical Starr County Fire Chief “Speedy” Guffey Rio Grande City’s Fire Chief
Longtime volunteer Fire Chief Orville F. “Speedy” Guffey played a dominant role in building the Rio Grande City Volunteer Fire Department from its beginning and into one of the most efficient, solid, and dedicated firefighting units anywhere. When a crisis, tragedy, or danger struck, Chief Guffey was personally in the thick of the action doing all that had to be done. He did all he could to bring the best possible fire protection to not only Rio Grande City but to every nook inside Starr County. Soon after Fort Ringgold closed its door in 1946 and the areas only fire department, Rio Grande City organized its own volunteer fire department in 1947. “Speedy” move to Rio Grande City in 1950. He had served as a Professional
Fire Fighter at Moore Air Base and also at Harlingen Air Base at which time he took several correspondence courses and was trained in Aircraft Rescue. In the beginning of the All – Volunteer Fire Department there were two old run-down trucks left over by the Army in a rundown building at Fort Ringgold. In 1954, Chief Guffey served as president of the Lower Rio Grande Valley Fireman’s and Fire Marshall’s association. In 1952 Guffey attend Texas A&M University as a student and later became an instructor in the use of Fire Extinguishers. He taught for over seventeen years and later served as an Assistant Field Supervisor. In 1965, Texas A&M decided to have a Fire Fighting School all taught in Spanish and focused on Latin American students. Because of his command of the Spanish language, Chief Guffey was one of the first bilingual instructors at the school. He received several certificates and awards for his service within the field of Fire Science. “Speedy” earned the respect and loyalty of his firefighting peers throughout the Valley and the state of Texas. He also had a close partnership with Mexico’s firefighters and was there to help the on countless occasions. “Speedy” served as Chief of the Rio Grande City Volunteer Fire Department for 30 Years since 1950. “Speedy” served to contain some notable fires such as: Starr Grocery

During his tenure, five persons burned to death and three injured severely. He also assisted in recovering 23 drowned victims from the Rio Grande. The dominant chord of Chief Guffey’s life was selfless and persistent service to his community and fellow man. He was a true professional who used his God-given talents to the utmost in laboring for a better county. Everyone recognized “Speedy” as a devoted servant of the community regardless of their political outlook or alliance. However, his greatest honor was

when the community (Rio Grande City/Starr County) honored him with a retirement banquet and plaque for his 30 years of unselfish service with the Fire Department. Many also remember Chief Guffey as “Speedy” as he ran the local popular teen age burger place hang out place “Speedy Burger”. Speedy and his wife ran Speedy burger for years and many Rattler alumni remember him, and the burger joint they dine out as teenagers. In May 1987, Chief Guffey passed away at the age of 67. Chief Guffey served/volunteered Rio Grande City/ Starr for over 35 years. Chief “Speedy” Guffey truly a towering figure in our community in Rio Grande City.
