Starr County 4-H Gold Star Honorees Juan “L.J.” Rocha, Jr., son of Juan and Laura Rocha, Steven James Perez, son of Xavier Eli and Lori Peterson Perez, and Agueda Daniela Garza, daughter of Alex and Agueda Garza, earned the distinction of Starr County 4-H Gold Star recipients for 2020 and 2021. Steven was the Gold Star recipient for 2020, and L.J. and Daniela were Gold Star recipients for 2021. The Gold Star winners were recognized at the annual Texas A&M AgriLife Extension of Starr County Volunteer Award Event in 2021 and are pictured with County Extension Agent for Agriculture Omar Montemayor, who presented the honorees with a certificate and pin. He stated, “The Gold Star is the highest county award for any 4-H’er.” The honorees entered high ranking record books and are serving as 4-H Healthy Texas
Youth Ambassadors. L.J., a member of Vaquero 4-H, submitted a record book on his Gardening project. Steven, a member of Rattler 4-H, entered his record book in Citizenship & Civic Education. RGCGISD hosted the Battle of the Books Competition
Rio Grande City Grulla ISD hosted the Battle of the Books Competition-Round 2, Thursday, February 3, 2022. Students read four different novels assigned by Region One, and competed by recalling details about the books in a quiz format. The competition was hosted virtually, and teams of students representing every campus competed for the privilege to compete at the Region One Battle of the Books Competition. RGCGISD want to give special thanks to all district librarians and students who participated in this event. The talks were held in Rio, Roma and San Isidro in effort to reach many concern citizens who want to hear from the candidates instead of getting a free chicken plate. Many locals want dialogue
with the candidates and to be afforded the opportunity to directly talk to the candidates. The coffee talks allows voters and candidates to go one on one and get responses to determine on how their vote will go. Secretary Scott Encourages Eligible Texans to Vote Early, Make a Plan to Cast a Ballot for the March 1 Primary Election Texas Secretary of State John Scott urged all eligible Texas voters to prepare to vote in the March 1 Primary Election by visiting www.votetexas. gov (available in Spanish) to learn how they can cast a ballot during the Early Voting period or on Election Day. The Early Voting period for the March 1 Primary Election begins Monday, February 14th and ends Friday, February 25th. The deadline for an Application for Ballot by Mail to be received by your county’s Early Voting Clerk is Friday, February 18th. “As the first U.S. state to offer in-person Early Voting in 1988, Texas has a long and proud tradition of allowing voters to cast their ballot ahead of Election Day,” Secretary Scott said. “Starting February 14, registered Texas voters will have the opportunity to cast a ballot at any location in their county of residence, and I urge everyone who can to take advantage of the convenience of the early voting period to avoid crowds
on Election Day. DPS Reminds CDL Applicants about Entry Level Driver Training The Texas Department of applicants for a commercial endorsements that the Entry requirements begin Feb. 7, 2022. Public Safety (DPS) is reminding driver license (CDL) or certain Level Driver Training (ELDT) Recent inclement weather has closed some driver license offices; however, the federal requirement has not been delayed as a result of these closures. The Federal Motor Carrier Safety Administration (FMCSA) oversees the ELDT regulations, which are designed to improve highway safety by ensuring entry level drivers of commercial motor vehicles complete minimum federal training requirements before being permitted to take certain CDL tests. Anyone who is either applying for a Class A or Class B CDL for the first time, upgrading an existing CDL to a Class A or B, or obtaining a school bus (S), passenger (P) or hazardous materials (H) endorsement for the first time must meet ELDT requirements. Each state must electronically verify that an
applicant completed the required training and certification process before administering a CDL skills test or prior to the knowledge test for an ‘H’ endorsement. Commercial driving schools can become an approved ELDT provider by registering with FMCSA through its Training Provider Registry (TPR). For more information about how the federal program works, how to become a certified Training Registry Provider and what schools are registered to provide ELDT training, visit the TPR site. Customers wishing to obtain or upgrade to a CDL will need to book an appointment. To schedule an appointment or check availability, visit the online appointment scheduler. You must make an appointment online. Upon arrival at the driver license office, customers can check-in at the kiosk inside or from their mobile
device. A reminder, customers can only check-in up to 30 minutes prior to their appointment time. The department reminds customers who have existing appointments, but will not be able to keep them, to please cancel as soon as they are able. While the department is working to serve as many customers as possible, people not showing up for their appointments continues to be a major obstacle. The current noshow rate for appointments is 28%, which negatively impacts our ability to get Texans the services they need. Driver license offices will remain open Monday through Friday during normal operating hours to assist customers with both commercial and non-commercial driver license needs. Appointments may be booked up to six months in advance for a specific day and time.

All other pageant participants are encouraged to enter their own vehicles. Schools, day care centers, and businesses are encouraged to enter the annual Starr County Fair Parade. It is a Western parade, and all entries should be appropriate for youth. Preregistration is only required by floats wishing to be judged. All other entries may register on-site at the end of South Britton Avenue, beginning
at 8:00 a.m. The fee of $30 per entry may be paid and an entry card for each vehicle obtained from Parade Chairman Tissa Peterson at the USPS mailbox on South Britton Avenue next to the DriveIn Bank after the vehicle is in line. Park your vehicle, then send a representative. Floats will be judged on theme, creativity, and workmanship. The theme and the name of the sponsoring organization should be clearly displayed on the float. east on Main Street to historic Fort Ringgold. The City of Rio Grande City and TXDOT are asking that no vehicles park on Main Street along the parade route so that emergency vehicles may come through if necessary. Parking is on the side streets and parallel streets north and south of Main. The city of Rio Grande City asks that prizes and candy not be thrown from vehicles. If they are to be distributed, it should be done by persons walking, so children are not tempted to approach vehicles. With floats and vehicles lining up on Water Street, walking groups will line up on the median of South Britton.
Only bands, JROTC, and horses will line up on Britton Avenue north of Main Street. Walkers should be dropped off at the parking lot on Second Street (Hwy.83West) north of the PNC Bank building. They will be escorted to S. Britton by law enforcement representatives. There will be rosette ribbons and money prizes for the top floats. Checks will be presented at the Parade of Champions at 3:00 on Saturday, February 27. Marching groups, including bands, are encouraged to participate free of charge. Keep political statements to a minimum, please; name of candidate only is preferred.
