The vehicles will be utilized by Sheriff’s Deputies in their pursuit to secure the border. Fuentes and his staff continuously work to procure grants from state and federal agencies to purchase vehicles, computer software and other equipment necessary for daily operations. The Starr County Senior 4-H Food Challenge team has earned a trip to State 4-H Roundup. They placed first at county and were on the top 4 teams of 12 teams at the district competition. The 4-H Food C h a l l e n g e is a unique opportunity for a team of 4-H members to put their knowledge and skills in foods and nutrition, safe food handling, teamwork, and public speaking to work. The senior team will also be competing at the invitational 4-H Food Challenge contest at the Houston Livestock Show in March. Members of the senior 4-H team include: J.J. Garcia - Vaquero 4-H Club, Idani Cantu - Rattler 4-H Club, and Andrew Garza - Rattler 4-H Club. Hello Readers… and HAPPY NEW YEAR! This week I am going to continue to discuss wills, powers of attorney, and guardianships. These are legal topics that we all tend to ignore but that are very important. I know that we tend to avoid these topics because it is uncomfortable, but it is inevitable. We should be prepared in case we have an extended illness or otherwise become incapacitated to make it less burdensome on our loved ones. We must also be prepared when a loved one becomes incapacitated because of illness or accident. As previously discussed, a WILL is the best way to ensure that your last wishes concerning your estate are honored when you die. Once you draw up a will, you keep the original. I always recommend keeping it in a safe place and telling a trusted loved one where it is located. Nothing happens with the will until you pass away. As you may change your mind or end up with unplanned property or money, you can always change a will. You may revoke it and write a new one or you can amend it with a codicil. This is why the attorney does not keep the will. You may always change your mind later and have drawn up another one. After your death, the person you appointed to be your executor in your will must begin the probate process. This is the legal process wherein the will is established as authentic, the heirs identified, and the estate administered. An executor is a person who basically acts as your agent after your death to distribute your assets as per your instructions in said will. As always, please remember that if you have a legal situation or problem, it is BEST to consult in person with an attorney. This column is simply advice I give to help readers understand common legal questions they may have. Until next week...

Miss Starr County Pageant The annual Miss Starr County Pageant was held on Sunday, November 5, 2017 at the RGCCISD Auditorium. The event was sponsored by the Preceptor Pi Beta chapter of Beta Sigma Phi. Several beautiful and talented young girls and women from our county competed for the title of Tiny Miss, Little Miss, Jr. Miss & Miss Starr County, Little Miss & Miss RGC as well as Miss San Isidro. It is Preceptor Pi Beta’s goal to see this pageant grow and become a character building experience for the contestants. Through these efforts, Preceptor Pi Beta has successfully been able to grant scholarships to graduating seniors for their post high school education.

On Dec 3 1 s t , 2 0 1 7 , A r m y Colonel Rosbell “Ross” Barrera” recently retired from the United States Army with 34 years of combine service of Active and Reserve Duty. He spent 28 active duty years and 6 years in Army Reserve duty. Colonel Barrera is a 1984 high school graduate of Rio Grande City, High School and a native of Rio Grande City, Texas. COL Barrera is no stranger to leadership. While in high school, COL Barrera served as class president for three years and successfully took his senior class to Disneyworld on thier senior trip. He was also an honor student. COL Barrera completed his precommissioning requirements at the University of Texas-Rio Grande Valley, Edinburg, TX and was commissioned a second lieutenant (2LT), Quartermaster Corps on 17 Dec 1987. While at UTRGV ROTC, cadet Barrera served as the Bronc Battalion Commander and graduated as a distinguished Military Graduate. COL Barrera has held key numerous assignments throughout his Army career of 34 years. He has served as a Platoon Leader, Operations Officer, Staff Officer, Company Executive Officer, has
held two Company Command positions, served as Director of Logistics for a Brigade size element in Afghanistan, served in the Pentagon as a Security Cooperation’s Officer, served in the Army Contracting Field while deployed to Iraq and served as an Army Inspector General. Throughout his assignments, COL Barrera has been stationed in Germany; Washington, DC; Portland, Oregon; Philadelphia, Pennsylvania; Atlanta, Georgia; Fort Lee, Virginia, Fort Buchanan, Puerto Rico; Fort Hood, Texas; and Fort Shafter, Hawaii. As part of his assigned duties he has traveled to Japan, Samoa, Canada, New Zealand, Thailand, Taiwan, South Korea, Republic of Chile, Peru, Panama, Italy, Sicily, Kuwait and several European Union countries. COL Barrera is a combat veteran of Operation Desert Shield/Storm (DS/DS) Saudi Arabia (1990-1991); Operation Enduring Freedom (OEF) Afghanistan (2004); and Operation Iraqi Freedom (OIF) Iraq (20072010) . With flu-like illness on the rise, it’s not too late for everyone 6 months old and older to get vaccinated. People can find out where flu shots are available at texasflu.org or by contacting their health care provider. “Getting the flu vaccine is the most important thing you can do right now to help protect yourself from influenza,” according to Dr. Jennifer Shuford, DSHS Infectious Disease Medical Officer. As long as flu viruses are spreading and causing illness, vaccination can provide protection against flu. Vaccination is especially important for older adults, infants, pregnant women and people with chronic health conditions because they are at greater risk of developing serious complications from the flu. Influenza is a contagious disease caused by one of a number of related viruses. Flu symptoms may
include fever, cough, sore throat, runny or stuffy nose, body aches and fatigue. The onset of symptoms is sudden and people should stay home until at least 24 hours after their fever is gone except to get medical care.
People experiencing symptoms are encouraged to seek treatment promptly. Antiviral drugs may shorten the duration or lessen the severity of the flu if started within 48 hours of the onset of symptoms.

The hapless mouse becomes food for a young owlet. The next day a roadrunner on the prowl discovers the owl’s nest, a brief battle ensues but an owlet becomes lunch. That evening, while roosting for the night, the roadrunner becomes prey for a foraging bobcat. The bobcat falls victim to old age and disease and dies. Its body is consumed by bacteria and fungi and its nutrients are returned to the soil to nurture a new growth of plants. Energy is cycled through an ecosystem in a myriad of similar food chains. If we conduct an extensive examination of the food-chains in an ecosystem, we discover not a food-chain but a food-web. It’s a complex, intricate system woven of many energy exchanges.

I can remember that, at times when I lived in Minnesota, I wished for the demise of all mosquitoes. Had my wish been granted, I might have been sorry since mosquitoes are such an important part of the food-chain. With their passing would have come the decline of species I enjoy which feed on mosquitoes. And what of the species for which they’re prey? They would also decline. It’s a domino effect. There is a delicate balance which exists in a properly functioning ecosystem. There’s a self-regulating supply of prey and predators. Studies have shown, for example, that, when the supply of rabbits is high, the population of predators like coyotes increases. As the number of coyotes increase, they eat more rabbits and the population of rabbits decreases. Soon after, with fewer rabbits available, the population of coyotes decreases. As you might guess, with fewer coyotes the population of rabbits rebounds, and, of course, that leads to a subsequent increase in the numbers of coyotes. And so it goes. The same relationships exist among many inhabitants of the wild. We need to be exceptionally careful when we intervene in an ecosystem by trying to control or eradicate any species of plant or animal. We may not fully understand or appreciate its place in the food-web and thus we may produce results much different than we wanted. Ecologists are making fine progress on our understanding of the intricate workings of ecosystems but we still have much to learn. Of one thing we can be certain, a natural ecosystem is a truly wondrous, endlessly fascinating thing to study and observe.
