On Friday, January 11, Irene Barrera, a senior at Rio Grande City High School signed to Gannon University (a NCAA Division 2 School). Barerra has wrestled for two seasons at Rio Grande City High School. She is currently 9-2 this season and placed 1st at the Austin ISD All-Girls Tournament this past December, 1st at the Snakebite Invitational and 3rd at the Craig T. Grace CenTex Invitational Tournament in Austin. Barrera also had a very successful season her junior year. She ended the season with a 15-16 record and was a Regional Qualifier.

Starr County Commissioner Pct. 2 Roy Pena upgraded the Roma International Bridge toll collection system with the upgraded TRMI System for southbound traffic. The new system will include an account-based, pre-paid Radio Frequency Identification (RFID) reader feature to cut wait time on international travel. Unique 6C-TOC sticker tags, mounted inside the windshield, enable tag holders to cross without stopping at the booth to pay with cash.

Patrons can purchase this tag upon entry at the toll booth and can replenish funds whenever necessary. An account with sufficient funds will automatically pass through without having to fully stop. Commissioner Pena has been working diligently to upgrade technology to better serve the community. Any person who travels frequently into Mexico for either commercial or personal reasons will now have options on paying their toll.

5TH Annual Starr County Youth Fair ACADEMIC RODEO Friday, February 22ND, 2019 REGISTRATION DEADLINE: FRIDAY, FEBRUARY 15TH The 5TH Annual Starr County Youth Fair Academic Rodeo will take place at the Starr County Fair Grounds on Friday, February 22ND. The Academic Rodeo will feature three events including an Essay Contest, Spelling Contest, and a Math Contest for children enrolled in Starr County Schools in grades 2nd – 5th. Rules and guidelines for this event can be found on the Starr County Youth Fair Web page, (www.starrcountyfair.com) or they may be picked up at the Starr County Extension Office. Each participant will receive a participation ribbon and a 3-Day bracelet for entry to the fair. Class Champion, Reserve Class Champion and 3rd-7th place ribbons will be awarded as well as a Starr County Youth Fair Premium Check to the Class and Reserve Class Champions. Class Champions & Reserve Class Champoions will be recognized at the Parade of Champions on Saturday, March 2nd. Registration for the Academic Rodeo opens on January 14th and will take place at the Starr County Extension Office, 500 N. Britton Avenue, Rio Grande City, TX (light brown house on the hill). An entry fee of $10.00 per event is required in the form of a cashier’s check, money order, or check made out to the Starr County 4-H. No cash will be accepted. Registration closes on Friday, February 15th. Please note participation is limited to the first 50 entries per category that have completed the registration process through the Starr County Extension Office. Making a New Year’s Resolution? While eating more fruits and vegetables and parking as far away from the supermarket as possible will help improve your health in 2019, here’s a resolution that can impact the lives of others — as well as your own life. Make a resolution in 2019 to focus on your driving and drive like you would want the person in front of you, behind you, and beside you to drive. Resolve to be a better driver in 2019. While all notions of self-improvement have their value, driving is one area where your actions can affect not only yourself, but other drivers and passengers on the road, too. Motor vehicle crashes continue to take their toll, without one day passing without a death on Texas roadways since November 2000. Avoiding distractions, driving the speed limit, driving alert and sober, and making sure that you and all of your passengers are always buckled, can help make 2019 a better year on Texas roads. Put down the phone when you are

driving and do not drive distracted! Cell phones are a major distraction, but not the only distraction to drivers. Adjusting radios and GPS devices, loose pets, eating, and applying makeup while driving are just some of the other distractions when behind the wheel. However, research shows that texting is among the most dangerous forms of distracted driving. Sending or reading an average text message takes drivers’ eyes off the road for 4 to 5 seconds, which means at 55 miles per hour, a texting driver would travel the length of a football field without looking at the road — as if being blindfolded. That is something nobody would, or should, consciously consider doing. Any time you take your hands off the wheel, your eyes off the road, and especially your mind off of your driving, you put yourself, your passengers and others on the road at risk. •Drive the posted speed limit, slow down for construction and emergency vehicles, and always drive slower and more cautiously when weather conditions are bad. Keep the proper distance between your car and the vehicle in front of you, leaving enough room to stop in an emergency. •Make sure you are prepared to drive. Always arrange for a sober driver or ride home if alcohol is consumed. And, make sure to not drive while drowsy. By being wellrested and sober before getting behind the wheel, motorists will be better prepared to arrive at their destination safely. •Take the few seconds to put on your seatbelt and make sure that all passengers are also buckled up. Take time to be sure that all children are riding in the correct car seat for their age, weight, and developmental stage. Also, get a car seat inspection by a certified child passenger safety technician to make sure the car seats are being used and installed correctly. •And last but not least, be a role model for the teen drivers in your family and for their friends. Updated Property Tax Information Now Available for Texas Taxpayers Rio Grande City — New and updated property tax information has just been compiled by Starr County Appraisal District and is available now to assist taxpayers. This property tax information is current and covers a wide range of topics, such as taxpayer remedies, exemptions and appraisals, and has information for select groups, such as disabled veterans and persons age 65 or older. “Whether you are a homeowner, business owner, disabled veteran or taxpayer, it’s important you know your rights concerning the property tax laws.” said Rosalva Guerra, Chief Appraiser of the Starr County Appraisal District. “You can contact us about any property tax issues with full confidence that we will provide you the most complete, accurate and up-to-date available information to assist you.” This includes information about the following programs. • Property Tax Exemptions for Disabled Veterans - The law provides partial exemptions for any property owned by disabled veterans or surviving spouses and surviving children of deceased disabled veterans. Another partial exemption is for homesteads donated to disabled veterans by charitable organizations at no cost or not more than 50 percent of the good faith estimate of the homestead’s market value to the disabled veterans and their surviving spouses. The exemption amount is determined according to percentage of service-connected disability. The law also provides a 100 percent homestead exemption for 100 percent disabled veterans and their surviving spouses and surviving spouses of U.S. armed service members killed in action. • Property Tax Exemptions – Non-profit organizations that meet statutory requirements may seek property tax exemptions and must apply to their county appraisal district by a specific date. Businesses that receive tax abatements granted by taxing units; ship inventory out of Texas that may be eligible for the freeport exemption; store certain goods in transit in warehouses that are moved within 175 days; construct, install or acquire pollution control property; own and operate energy storage systems; convert landfill-generated gas; or store offshore drilling equipment while not in use may also be eligible for statutory exemptions. • Rendering Taxable Property - If a business owns tangible personal property that is used to produce income, the business must file a rendition with its local county appraisal district by a specified date. Personal property includes inventory and equipment used by a business. Owners do not have to render exempt property such as church property or an agriculture producer’s equipment used for farming. • Appraisal Notices – Normally, taxpayers receive a notice of appraised value from the appropriate local county appraisal district. The city, county, school districts and other local taxing units will use the appraisal district’s value to set property taxes for the coming year. • Property Taxpayer Remedies – This Comptroller publication explains in detail how to protest a property appraisal, what issues the county appraisal review board (ARB) can consider and what to expect during a protest hearing. The publication also discusses the options of taking a taxpayer’s case to district court, the State Office of Administrative Hearings or binding arbitration if the taxpayer is dissatisfied with the outcome of the ARB hearing. • Homestead Exemptions – A homestead is generally defined as the home and land used as the owner’s principal residence on Jan. 1 of the tax year. A homestead exemption reduces the appraised value of the home and, as a result, lowers property taxes. Applications are submitted to the appropriate local county appraisal district. • Productivity Appraisal – Property owners who use land for timberland production, agricultural purposes or wildlife management can be granted property tax relief on their land. They may apply to their local county appraisal district for an agricultural appraisal which may result in a lower appraisal of the land based on production, versus market value. • Residence Homestead Tax Deferral - Texas homeowners may postpone paying the currently delinquent property taxes due on the appreciating value of their homes by filing a tax deferral affidavit at their local county appraisal district. This tax relief allows homeowners to pay the property taxes on 105 percent of the preceding year’s appraised value of their homestead, plus the taxes on any new improvements to the homestead. The remaining taxes are postponed, but not cancelled, with interest accruing at 8 percent per year. • Property Tax Deferral for Persons Age 65 or Older or Disabled or Disabled Veteran Homeowners – Texans who are age 65 or older or disabled, as defined by law, or who qualify for a disabled veteran exemption may postpone paying current and delinquent property taxes on their homes by signing a tax deferral affidavit. Once the affidavit is on file, taxes are deferred, but not cancelled, as long as the owner continues to own and live in the home. Interest continues to appraisal district by a specific date. Written agreements are required for notices and other documents to be delivered electronically instead of mailing. • Protesting Property Appraisal Values – Property owners who disagree with the appraisal district’s appraisal of their property for local taxes or for any other action that adversely affects them may protest their property value to the appraisal district’s ARB. Texas Delta Theta Master of Beta Sigma Phi had a Christmas celebration at their December meeting, held at the festively decorated home of Jesse Peña. They took the opportunity to honor and congratulate sorority sister, Becky Canales, standing at left. Becky and her husband of fifty years, Lino Canales, were honored as Parade Marshals of the annual Christmas Parade in Rio Grande City. A delicious luncheon was enjoyed by the members, followed by holiday songs and a white elephant gift exchange game. Parade Marshal: Dr. Richard Irizarry The 2019 Starr County Fair Queen and her court, to be crowned on Saturday, February 2, will be riding on the Queen’s float sponsored by the Starr County Fair Association Board of Directors. Schools, day care centers, and businesses are encouraged to enter the annual Starr County Fair Parade. It is a Western parade, and all entries should be appropriate for youth. Preregistration is only required by floats wishing to be judged. All other entries may register on-site at the end of South Britton Avenue, beginning at 9:00 a.m. The fee of $30 per entry may be paid and an entry card for each vehicle

obtained from Parade Chairman Tissa Peterson at the USPS mailbox on South Britton Avenue next to the Compass Drive-In Bank after the vehicle is in line. Park your vehicle, then send a representative. Floats will be judged on theme, creativity, and workmanship. The theme and the name of the sponsoring organization should be clearly displayed on the float. The parade will once again proceed east on Main Street to historic Fort Ringgold. The City of Rio Grande City and TXDOT are asking that no vehicles park on Main Street along the parade route so that emergency vehicles may come through if necessary. Parking is on the side streets and parallel streets north and south of Main. The city of Rio Grande City asks that prizes and candy not be thrown from vehicles. If they are to be distributed, it should be done by persons walking, so children are not tempted to approach vehicles.

STC establishes resource website for DREAMer students

South Texas College has established an informational portal for DREAMers, Deferred Action for Childhood Arrivals (DACA) recipients and undocumented students. More information can be found at https://www.southtexascollege. edu/dreamers/. South Texas College is seeking to be the first point of contact for students from mixed status households seeking to improve their lives through education. STC has established an informational portal for DREAMers, Deferred Action for Childhood Arrivals (DACA) recipients and undocumented students to better engage with the college, albeit anonymously. The new website can be found at https://www.southtexascollege. edu/dreamers/. The informational website contains state and federal legislation, legal resources, financial aid options, and will include scholarship opportunities as they become available. It also includes an FAQ for undocumented and DACA recipient students. Staff and faculty say the resource center will act as the starting point for DREAMers looking to become familiar with everything STC has to offer. “While we don’t have a physical location for it, we want it to be a page that is full of

answers,” said Hector Cerda, STC Coordinator of Enrollment Services and DREAMer Center Project board member. “Part of the benefit of having it as a website is that we allow students to engage with us without fear and make them feel more comfortable exploring all of the resources we have available for them. “South Texas College is interested in helping these students advance their education, as well as giving them the opportunity that this represents,” Cerda said. “We want to help them open the door and continue their education.”

Faculty, who are often the first point of contact with students, have assisted with research and language as well as the FAQ section for the website in order to make it a vital resource for students, Cerda said. “We want it to be the first point of contact so that students who want to continue their education will be able to see what is available for them,” Cerda said. “The primary obstacle for many of these students is financial, and there is a lot of a lack of communication about the

On Old Charco Blanco Road, which runs north from Eisenhower a few blocks west of the Post Office, there is a low area which rains flooded. It’s about 5 miles from town and the waterfowl have found it. I’ve seen wood storks and great blue herons there but the very special one observed is the great egret. I found myself trying to describe it and the word “elegant” came to mind. The Oxford Dictionary says that elegant is “graceful and stylish in appearance and manner.” Suggested synonyms include refined, tasteful, classy, dignified, regal and exquisite. Those all fit my impression of great egrets. To observe them is to have an uplifting and spiritual experience. And when they take to flight it’s like a gentle b r e e z e wafting into the sky. There’s no more elegant bird in the Valley. But, I gush, forgive me. Great egrets, a type of heron,

stand a little over 3 feet tall, have a 60 inch wingspan and weigh just over 2 pounds. Their plumage is a dazzling, pristine white, legs and feet are black, bill and eyes yellow. The colors provide dramatic contrasts. (If it has yellow feet or a black bill, it’s NOT a great egret.) In flight, the neck retracts, the wings beat twice a second and they reach speeds of about 25 miles per hour. During breeding season the male’s upper mandible turns gray and a green skin patch develops between the bill and eyes.

Significantly, also during breeding, long, light feathery plumage develops on the back. The plumes are called aigrettes. These almost caused the species extinction in the late 1900s. They were intensely hunted to

obtain plumes to decorate ladies’ hats! The Audubon Society was organized to prevent the hatfeather craze and, fortunately, the great egrets have recovered. The great egret’s diet consists almost entirely of fish and frogs although an occasional small mammal may be taken. The fish at the site I describe probably came from the overflowing arroyo nearby. The egrets stand motionless in the water waiting for a tasty morsel to swim by or wade about in the shallows stalking prey. A sharp jab from the pointed bill provides the capture. They build nests, in trees, of twigs lined with grassy material, about 10 to 40 feet from the ground. The nest may be up to 3 feet in diameter. Both parents help in the building, incubation and care of the young. Sadly, few of the about 6 blue-green eggs’ hatchlings survive. The hatchlings attack and may kill their siblings. It’s a trait found in many bird species and increases the survival rate for a few. Great egrets are found throughout the temperate, warm areas of the world. I’m delighted to find them here in the Valley and hope you can observe and enjoy them as well.
