It is with great pride that I officially filed my application for the candidacy for the office of STARR COUNTY CLERK on December 8, 2017. I was raised in Rio Grande City by my parents Humberto and Cynthia Gonzalez, along with my grandparents the late Abel and Maria Elia Gonzalez. I am blessed

with the unending support of my wife Jessica and our two boys; Humberto III and Hiram. Together with our sister in-law, Julia PenaGonzalez, we are proud owners of a small local business, Speech Therapy Works, where our goal is to maximize our client’s potential by working collaboratively with families and other professionals. We also strive to be active in our community by participating and sponsoring various events for the children in our community. We are proud to have strong family roots in Starr County. My family has been involved in public service my entire life. My late uncle Abel Gonzalez was Starr County Commissioner in Precinct 4 for many years, leaving behind an impeccable legacy. From him, I learned that public service is a challenging, but noble undertaking, which is why I have decided to run for office. I am a graduate of Rio Grande

City High School Class of 1996. I completed a Bachelor’s Degree in History with a minor in Political Science and obtained a Master’s Degree in Public Administration from the University of Texas Rio Grande Valley. I am an active member of Immaculate Conception Church, Knights of Columbus, and the RGC Quarterback Club. I had the pleasure of working in our school district for a little over fifteen years as an educator and a coach, at both Rio Grande City High School and in La Grulla High School. Throughout these years, I had the opportunity to work with and serve many students and parents. Although I no longer work for the district, you will see me at every event possible because athletics made a difference in my life and I know it continues to have a positive impact on others. My time as an athlete and coach taught me about how important

teamwork is in life. One must do our part to help our teammates that need it; and humbly accept help from those who might be stronger, more experienced. I now work as a sales pro for BSN Sports, which is a sports apparel and equipment company. In this position, I work with schools across the Rio Grande Valley, from Zapata to Brownsville. This requires a skill set of organization, discipline, work ethic, and social skills which I believe are imperative in a county clerk as well. I am ready to work with the effective staff at the county clerk office and other elected officials to fulfill the duties required of this office and better it in any way possible. I feel confident that I can carry out the duties required of the office of Starr County Clerk. I am a passionate individual who is proud to be from Starr County and would love to see growth and

improvement here. As a motivated leader, I hope to work alongside the staff to improve the accessibility of records and modernize the office of Starr County Clerk. It would be my honor to be the keeper of Starr County records and secretary to our County Commission. I am out in my community every day, always have been, always plan to be. You will continue to see me at church on Sundays, at the games on weekends, and supporting our community as much as I can. Whether we agree or disagree on certain views, I am willing to respectfully work together with others for the greater good of Starr County. I’m from here, I’m raising my family here, and win or lose I will continue to work to improve our community.

The Texas Department of Public Safety (DPS) joined the country in observing National AMBER Alert Awareness Day on Saturday, Jan. 13, in remembrance of the 1996 abduction and subsequent murder of 9-year-old Amber Hagerman in Arlington, Texas. OBITUARY

JULIAN GONZALEZ, JR. 04/20/1921 † 01/10/2018 Julian Gonzalez, Jr. of Rio Grande City peacefully passed away at 96 years old. Julian was a very energetic man who served his country during World War II and was very instrumental in the construction of Falcon Dam in the 1950’s. In addition, he worked with the department of

agriculture at Moore Field base in the 1970’s. Thereafter, he dedicated his time working as a self-employed master carpenter. Julian also loved the outdoors and spent part of his time at Mirasoles Ranch in Starr County. Other than being a hard working individual, Julian will always be remembered for his handsome and candid smile as he socialized with the people of the city. He particularly liked to socialize at the local restaurants within the Rio Grande. Surviving siblings of Julian are Benita G. Guerra and Hector P. Gonzalez. Julian had 4 children with the oldest being Maria Lydia G. Saenz “War-Baby”, Melba Linda G. Arredondo, Minerva G. Guerra, and Julian Joel Gonzalez “Binky”. Grandchildren include Omar, Michael, and Juan Carlos Saenz, Lorenzo “Larry” Ortiz, Karissa G. Rodriguez, Lyris G. Amazcua, Ronaldo Guerra, Jr., Crystal G. Avila, and Arianna and Gizel Gonzalez. He also had 10 great-grandchildren. Julian was preceded in death by his beloved wife of 70 yrs. Hermelinda Perez Gonzalez “ Quita” and brothers: Jimmy Gonzalez, Regino Gonzalez, Ubaldo Gonzalez, sister: Saturnina G. Guerra, Angelina G. Garza, Estela G. Chapa, Delia G. Yarbrough and Francis G. STC Starr Psych Club- Top 10 most active for fall 2017 The Starr County Campus Psychology Club of South Texas College hosted its 9th Annual Holiday Posada at STC Cafeteria to reward the Top 25 most active members of fall 2017 semester with a dinner catered by Cactus Restaurant paid for with club funds. STC Psychological Science Instructors and Club Advisors Eli Sarabia and Alex Sarabia presented all 25 members with a Starr Psych Club core values shirt and pen. The Top 10 most active members additionally received a certificate of appreciation and Starr Psych Club cap. The Starr County Campus Psychology Club of South Texas College is the largest and most active student organization of all STC campuses—continuously engaged in community service/ events and STC events throughout the year (even during summers), all over Starr County (Roma, Rio Grande City, Escobares, La Grulla, La Victoria). The Top 10 Most Active Starr Psych Club Members for fall 2017 semester were: Raul Rivas (Top-Ranked Club Member of the Semester – Club President), Victoria Benavidez (Club VicePresident), Cecilia Garza (Club Communications Manager), Jorge Bazan (Club Member), Lesly Hinojosa (Club Member), Joseph Medrano (Club Member), Abraham Perez (Club Treasurer), Jacqueline Loazno (Club Member), Brendaly Sanchez (Club Secretary), and David Moreno (Club Member). The three signature events that the Starr County Campus Psychology Club sponsored during fall 2017 semester were

The Roma World Birding Center is now open Tuesday through Sunday, 8-4. Currently there are two sets of volunteers. Jerry and Rosemay Higgs from Georgia and Mason and Pam Rivers from Oregon. Roma is one of nine birding centers in Texas and is the furthest west. We hope to increase awareness of the valley environment along the river. There is so little of the natural land left, it is critical to preserve it. This area of Texas hosts several birds that are seen no where else in the United States. Visiting birders generate a large income along the Rio Grande River. Welcome to all visitors near and far. We look forward to seeing you.

Over forty community men attended the Mayor’s Men’s Prayer Breakfast at STC on Tuesday, January 9.Representative Ryan Guillen, District 31, delivered the “Words to Live By” message. Representative Ryan Guillen shared how his faith in God plays a critical role in guiding his decision making at the personal level and as a state legislator. He also shared how his faith in God came about at a young age. Some attendees, that know Representative Guillen on a personal basis, expressed positive comments about him. During a time of Q&A after his presentation, Rep. Guillen also elaborated on his involvement to bring about the construction of the

highway loop that will impact Rio Grande City and Roma. A Letter to the Editor: Shatter the Myths! Jan. 22nd through Jan. 28th is National Drug and Alcohol Facts Week; a national health observance week sponsored by the National Institute on Drug Abuse (NIDA). Every year, students are linked with scientists and experts to counteract myths that they may obtain from social media, music, the internet, TV, movies, or from friends. Adolescents and adults are challenged to Shatter the Myths that exist related to the risks and consequences associated with alcohol and other drugs use. For example, some parents may believe that providing alcohol to teens at home will decrease the risk for continued drinking as the teens get older. According to the Center for Disease Control and Prevention (CDC), “adolescents who start drinking before age 15 are six times more likely to develop alcohol dependence or abuse later in life than those who begin drinking at or after age 21”. In our region, 4,602 individuals received treatment for substance use in 2015; 16% were 12-17 years old. Additionally, parents need to be aware of the fact that they can face stiff penalties under the law for providing alcohol to minors even if it is at home. Several cities have passed social host ordinances around the country and in Texas,

such as El Paso, San Antonio, and Palmview. These ordinances aim to curb underage drinking by targeting parents who provide a place for minors to consume alcohol. Another common myth revolves around prescription drugs. Some individuals may believe that prescription drugs are not dangerous because doctors prescribe them. However, prescription drugs are just as dangerous as illicit drugs and experimenting with them can be extremely dangerous. Most addictions develop during the adolescent years, and studies have shown that youth who take prescription drugs for non-medical reasons are at least five times more likely to develop a drug abuse problem than those who don’t. Prescription painkillers and heroin cause half of all deaths related to drug overdoses, and more people die from drug overdoses than from motor vehicle crashes or firearms in the nation. Marijuana has received a lot of the national spotlight recently. There are plenty of myths surrounding marijuana consumption as well. For instance, youth may believe that marijuana is harmless and non-addictive. The truth is that marijuana consumption

can lead to cognitive impairment, mental health problems, traffic accidents, lung damage, and can have long-term consequences. Additionally, more teens enter treatment with a diagnosis of marijuana dependency than for all other illicit drugs combined. According to the Substance Abuse and Mental Health Services Administration, about 2 out of 3 teens in drug treatment are dependent on marijuana. The Prevention Resource Center (PRC), a program of Behavioral Health Solutions of South Texas, serves as the central data collection repository for region 11 and the developer of a yearly Regional Needs Assessment (RNA), which is available to community members at no cost. PRC wants to help shatter the myths regarding drugs during this National Drug and Alcohol Fact Week. All entries must be entirely the work of the person entering the exhibit, including Peewee entries. Select age-appropriate projects that the student can do with supervision. Judges may take off points for a project deemed not age-appropriate. If two or more persons make the poster as a team project, only one winner will be named and one prize given. The first name listed will be the one recognized. 4. Schools and 4-H clubs need to have their own poster contest in advance of the contest date. They can award prizes and have their own school display of winners. They should then bring their top ten winners in each of the age divisions to the fairgrounds coliseum between 10:00 a.m. and 12:00 on the day of competition for participation in the Fair. IMPORTANT NOTE: A school with grades spanning two age divisions may bring ten posters for each age division. For example, elementary schools may bring ten from the peewee division (PK-2nd) and ten from the junior division (grades 3-5). 5. Posters must illustrate an idea and deliver a message. Creativity and expression of category are very important. The following criteria will be considered: idea expressed, neatness, heart of the message, balance, color/ color scheme, unity, uniqueness, lettering, appropriateness of subject, creativity. 6. Posters should be no bigger than a standard size poster 28” x 22”, but they may be smaller, including half-poster size. Minimum poster size is 8 ½ x 11 inches (construction paper size). If the poster is very heavy,

please put a wire hanger on the back for display. Posters will be stapled to the display boards. Bulky or heavy posters may not be able to be displayed. Trifold or bifold display boards are not allowed. All posters must be FLAT, THEY MAY NOT FOLD horizontally or vertically. They must be able to be displayed flat. 7. Registration of the entries will be done by members of the committee as they are brought to the fairground building. Preregistration of posters with the Homemaking Division is optional. A $10.00 entry fee will be collected for each entry. Entries will be tagged, and entry numbers will be issued to each participant. No entries will be accepted after the designated acceptance hours unless they were already waiting in line. 8. A panel of judges will award a ribbon placing to each poster

and will select the top winner and runner-up in each category of each division (Sr., Inter., Jr., Peewee). They will then select the Grand Champion (Sr., Jr., Inter., Peewee) from the Top Winners. The Reserve Champion (Sr., Jr., Inter., Peewee) will be selected from the other top winners as well as the Runner-up in the Grand Champion’s category. 9. A rosette in each age division will be awarded to the poster best representing the 2018 theme of the Starr County Fair. A rosette in each age division will also be awarded to the craft with the most creative use of recycled materials. 10. Judging will be held on Tuesday afternoon, and some posters from each division will be selected by the committee to be displayed throughout the fair, as space allows. All other posters need to be picked up at 4:00 p.m. on Tuesday.

Fiscal Notes: The Cost of Aging Government Technology In the latest issue of Fiscal Notes, the Comptroller’s office examines Texas state government’s aging information technology (IT) infrastructure, and the challenges it faces in serving a population growing by nearly half a million residents a year. The state spends more than $300 million annually on maintaining legacy systems — hardware and software so old they are no longer supported by their makers — according to a Texas Department of Information Resources estimate. “Texas agencies have a lot of IT assets that are aging, some of them running on archaic programming language dating back to the 1950s,” Texas Comptroller Glenn Hegar said. “Each year, the state spends hundreds of millions of dollars on maintaining these outdated systems, and updating or replacing them would cost even more.”

The December-January issue of Fiscal Notes also examines a major new IT-related project spearheaded by the Comptroller’s office — the Centralized Accounting and Payroll/Personnel System, or CAPPS. This project will replace the state’s main automated business applications for financial reporting and human resources. Fiscal Notes is available online and also can be received by subscribing via the Comptroller’s website. Fiscal Notes helps promote and further explain the Comptroller’s constitutional responsibility to monitor the state’s economy and estimate state government revenues. It has been published since 1975, featuring in-depth analysis concerning state finances and original research by subjectmatter experts in the Comptroller’s office.

EXAMPLES OF WORK PERFORMED --Promotes and facilitates the programs of the Texas State Soil and Water Conservation Board and Soil and Water Conservation District. --Works with and advises landowners and operators to develop and implement Soil and Water Conservation plans addressing range management concerns and needs. --Uses computer programs, natural resource database and appropriate technical standards to prepare natural resource management plans and effectively communicate these plans to landowners and operators. --Works with landowners and operators to gather natural resource data, develop conservation plans, recommend adjustments or revisions to conservation plans and determine feasibility and acceptability of installed practices. --Selects appropriate technical guidelines and reference materials to address natural resource concerns. --Prepares technical reports, specification and estimates. --Obtain agreements with landowners. --Assist with aerial applicators contract. --Oversee herbicides application. --Assists in the establishment of program goals and objectives, development of program guidelines, procedures, policies and rules; developing schedules; development of budget requests; and coordinating program activities with agency management and local Soil and Water Conservation Districts. --Establishes effective working relationships with other agencies and groups. --Performs related duties as assigned. GENERAL QUALIFICATION GUIDELINES EXPERIENCE AND EDUCATION Experience in environmental quality, natural resources, or other related field. Graduation from an accredited four-year college or university with major course in a Natural Resource or agriculture field; such as Range Science, renewable Natural Resource, Agronomy, or Animal Science is generally preferred. Experience and education may be substituted for one another. KNOWLEDGE, SKILLS AND ABILITIES --Knowledge of local, state, and federal laws and regulations relevant to natural resource conservation; and of principles and practices of program administration and management. --Ability to plan, assign, and/or supervise the work of others; to interpret program needs and convey them to others; to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; and to prepare concise reports. --Must be able to safely and legally operate a motor vehicle, accomplish light lifting (under 15 lbs.), and sustain light physical activity with full range of motion in office and outdoor environments. --Must have knowledge of Cultural Resources and Endangered Species. --Must have knowledge of Soil and Water Conservation Districts and how they operate. Celinda and Carlos Salinas Parade Marshals The 2018 Starr County Fair Queen and her court, to be crowned on Saturday, February 3, will be riding on the Queen’s float sponsored by the Starr County Fair Association Board of Directors. Schools, day care centers, and businesses are encouraged to enter the annual Starr County Fair Parade. It is a Western parade, and all entries should be appropriate for youth. Preregistration is only required by floats wishing to be judged. All other entries may register on-site at the end of South Britton Avenue, beginning at 9:00 a.m. The fee of $30 per entry may be paid and an entry card for each vehicle obtained from Parade Chairman Tissa Peterson at

the USPS mailbox on South Britton Avenue next to the Compass DriveIn Bank after the vehicle is in line. Park your vehicle, then send a representative. Floats will be judged on theme, creativity, and workmanship. The theme and the name of the sponsoring organization should be clearly displayed on the float. The parade will once again proceed east on Main Street to historic Fort Ringgold. The City of Rio Grande City

and TXDOT are asking that no vehicles park on Main Street along the parade route so that emergency vehicles may come through if necessary. Parking is on the side streets and parallel streets north and south of Main. The city of Rio Grande City asks that prizes and candy not be thrown from vehicles. If they are to be distributed, it should be done by persons walking, so children are not tempted to approach vehicles. With floats and vehicles lining up on Water Street, walking groups will line up on the median of South Britton. Only bands, JROTC, and horses will line up on Britton Avenue north of Main Street.

There will be rosette ribbons and money prizes for the top floats. Checks will be presented at the Parade of Champions at 3:00 on Saturday, March 3. Horses and marching groups, including bands, are encouraged to participate free of charge. In order to focus on youth, no political entries, please.

Mini-mester courses still available for Spring 2018 at South Texas College LEGAL NOTICE South Texas College (STC) is giving students the opportunity to register for mini-mester courses starting Jan. 16. Mini-mesters are six to 14week classes that offer the same quality instruction and college credits but in a shorter time span. If you’ve spent any summers in the northern deciduous woodlands, as I have, you’ve heard the call of the ovenbirds. These small birds have a distinctive, recognizable song: TEAcher -TEAcher -- TEAcher. They’re sometimes called teacher-birds. If you’ve seen one, you know that they’re easily identified. A small bird, it has a length of about 6 inches and a wingspan of 9 inches. The tail, wings and upper body are olive-brown. The head has a light orange stripe going from the bill, over the top of the head to the neck. That orange stripe is bordered on each side by a distinct black line. The eye is brown with a very noticeable white eye-ring. The breast and belly are white with brown-black streaks. The legs are light pink.

Unlike a typical warbler which builds its nest in trees and shrubs, ovenbirds nest in slight depressions on the ground. It’s usually a place that’s relatively open and is frequently near a trail or road. The little nest is described as looking like a dutch oven. Its outer covering, which covers the nest like a dome, is composed of leaves which camouflage it and keep out the rain. The inner surfaces are constructed with fibers, hair, fine grasses and lichens. The entrance is on the side. Nests are seldom seen unless the female is flushed, in which case she does a broken wing act to lure the intruder away from the nest. Away from a nest they’re quite tame and approachable. The tiny white eggs are speckled with a few gray and

brown blotches. The female does the incubating but both parents feed the young which are out and flying within two or three weeks after hatching. As with most birds, despite their size, they’re quite light. Ovenbird adults average only about seven-tenth of an ounce. That’s only about three-quarter the weight of a pat of butter. The number of ovenbirds has been declining due to nest predation by cowbirds but recent surveys indicate that the population may be stabilizing and their range expanding. Let’s hope that’s true. It’s difficult for me to think of a more delightful and beneficial bird. Their call is fun to hear, their plumage is attractive and strikingly distinctive, and their diet makes them beneficial. While I know they’re regular winter Texans, they’re never abundant. I’ve only seen three during my eighteen years in the Valley. One was seen in the woods between Fort Ringgold and the river. The most recent two sightings were here at Rancho Lomitas. I hope you also have the delight of seeing one.

Roma World Birding Center is now open Another identifying feature is the frequent raising and lowering of the tail. In fact, one of its other common names is wood wagtail. The ornithologists (those who study birds) have classified the ovenbird as a warbler but its got a lot of individuality. Ovenbirds don’t flit about in the trees like other warblers do. They walk about on the forest floor, turning over leaves and twigs, looking for food which consists of snails, insects, spiders and grubs. An occasional berry is eaten as well.

The Roma World Birding Center is now open Tuesday through Sunday, 8-4. Currently there are two sets of volunteers. Jerry and Rosemay Higgs from Georgia and Mason and Pam Rivers from Oregon. Roma is one of nine birding centers in Texas and is the furthest west. We hope to increase awareness of the valley environment along
