229th Ayuda Child Advocacy Center-a place for Restoration and Hope District Attorney Omar Escobar, his staff, members of all local law enforcement agencies and the members of Estrella Advocacy Center were joined by community leaders in a Ribbon Cutting Ceremony for the fully renovated 229th Ayuda Center. The Ayuda Child Advocacy Center is a safe, child friendly location for children to speak with trained professionals and medical providers during a very difficult time in their lives. The valuable services will provide coordinated investigative and intervention services by bringing together representatives from multiple agencies who work collaboratively to ensure the safety of children. “This place represents a giant leap for Law Enforcement in

Starr County” said Escobar who described how important it is to provide this services locally. The Center was officially opened in January of 2018 and since then over 200 victims and 400 family members have been provided

with professional services. The center’s professional staff is now ready to provide Forensic Interviews, medical examinations and counseling and much more services. In the past children would need to be transported to Laredo or

a number of key investments that we recently made, state funding for foster care services is heading in the right direction. In 2017, after a shocking report of inadequate child welfare, we secured $500 million to reform and overhaul the state foster care system, hire additional staff, and to increase pay for caseworkers, foster care families and providers. And this year, we secured an additional $67 million to place roughly 4800 more kids in foster homes. Santa sent Roma ISD’s F.J. Scott Elementary School KDK Dance Group Helpers to Roma Nutrition Center to deliver special gifts. The Senior Citizens that attend Starr County Pct. 2 Nutrition Center under the direction of Commissioner Raul “Roy” Pena III, were treated to a performance by the FJ Scott Elementary Dance Group. After graciously dancing with snowflake effects, the children presented each of the members who was present at the center with a 4th and 5th Grade Eagles from R. T. Barrera Elementary School had a wonderful time learning leadership beautifully decorated Christmas Tree. Commissioner Raul “Roy” Pena, III was also happy to accept skills at the 7th Annual South Texas College Junior Jaguar Leadership Conference! Texas Delta Theta Master of Beta Sigma Phi enjoyed a Christmas Social in December and would like to wish the communities of Roma and Rio Grande City a very blessed Christmas season and a Happy New Year! The members have enjoyed an active autumn with several service projects and interesting programs at twice monthly meetings. Hostesses for recent meetings were Diana Peña, Rosie Garcia, and Nelda Laurel. Following the Beta Sigma Phi theme for the year, “Power of the Dream,” programs have focused Roma Middle School Art Teacher Lili Trevino put together a special Parent Engagement Session, hosting on women who had powerful dreams and a significant impact on Starr County through the years. Nelda a painting party for parents. They had a great time painting a Christmas reindeer. Thanks for your awesome Laurel presented a program on Mrs. Aurora Valverde Diaz; Celia Barrera reported on Olivia Barrera ideas Mrs. Trevino! Salinas; and Monie Palacio reported on Elida Garcia de Falcon, with Tissa Peterson presiding during the business sessions. The club hosted its Christmas Social at Jesse’s Enchanted Place, where members enjoyed a delicious meal, gift exchange, white elephant game, and singing of Christmas carols.

Health officials, state leaders and patient celebrated the addition of a new test to the health screening done for every baby born in Texas. In August, the Texas Department of State Health Services began testing all newborns for X-linked adrenoleukodystrophy making Texas the 16th state to add X-ALD to its screening panel. X-ALD is a rare, serious genetic disorder characterized by damage to the nervous system and adrenal glands that do not work properly. A mutation of a gene on the X chromosome leads to a build-up of fatty acids in the body, causing damage to nerve tissues. “X-ALD affects about one in 17,000 people worldwide, and we expect adding this screening will help identify 10-14 cases a year in Texas and connect those children to treatment before they show any symptoms,” said Dr. John Hellerstedt, DSHS Commissioner. “Early diagnosis is the key to preventing the most serious, harmful effects.” Newborns don’t show any signs of X-ALD, but symptom onset may occur as early as two

years of age. Children with the most severe form of the disorder may first exhibit learning and behavioral problems, and children with it may experience rapid neurologic decline. The time frame between symptom onset to being unable to move and communicate or death is approximately three years but can vary widely. “Newborn screening can be a life changer for babies with rare disorders, and we’re so pleased to broaden our screening panel to include X-ALD,” said Dr. Courtney N. Phillips, HHS Executive Commissioner. “Early interventions make a dramatic difference in quality of life, and every day our work at the state’s health lab helps improve the lives of Texas babies. Nothing is more important than the health of our children.” The Texas Newborn Screening Laboratory tests nearly 800,000 specimens each year for close to 400,000 newborns. A simple heel stick blood sample collected from newborns one to two days after birth and again two weeks later enables testing of every Texas baby for 54 disorders or medical conditions. Finding and treating these disorders early can prevent serious complications, such as growth problems, developmental delays, deafness, blindness, intellectual disabilities, seizures and sudden or early death. Texas law requires newborns to be screened for disorders on the federally-endorsed Recommended Uniform Screening Panel as funding

allows. The Texas Legislature has provided funds that will allow DSHS to add testing for spinal muscular atrophy, and recent legislation created a dedicated fund to support the addition of new conditions to Texas’ screening panel in the future. “During the 86th Legislative Session, I was proud to have authored and passed Senate Bill 748 that created the Newborn Screening Preservation Account,” said Sen. Lois Kolkhorst. “With this and other maternal and neonatal legislation passed this session, Texas is poised to become a national leader in newborn and maternal health.” Rep. Sarah Davis, House sponsor of SB 748, noted “These funds will enable DSHS to implement new federally recommended screenings as they become available. I am excited to see DSHS’s implementation of these efforts and look forward to the positive results this will bring to Texas children and families.” Chair of the House Public Health Committee and bill sponsor Rep. Senfronia Thompson said, “With a newly dedicated account and financial stability, infants will continue to receive proper screening and treatments. I am excited to see all the good that comes from the newborn screening program and look forward to supporting its efforts in the future.”

RGCCISD Students Participated in a Mock Trial Clinic

Rio Grande City CISD students from Grulla High School and Rio Grande City High School participated in a Mock Trial Clinic. Students were under the coordination of Social Studies Administrator, Mrs. Patricia O. Soto and Mock Trial Coaches Mr. Adrian Ozuna (GHS) and Mr. Kristian Treviño (RHS). The clinic enticed students on the rules, roles of mock trial members, and mock trial proceedings for their upcoming competition. The students and coaches were honored with the lessons provided by the visiting attorneys from the office of Starr County Attorney’s Office. Visiting attorneys Mr. Victor Canales, Jr. (Starr County Attorney) and Mrs. Jennifer Vasquez (Assistant County Attorney) provided students with the understanding of the judicial system as they apply their skills as attorneys, questioning of witnesses in a case, and court officials by simulating case trial proceedings and skills needed in a mock trial. A special thanks goes out to all student participants, school administration, teachers/coaches, and all individuals involved in making the Mock Trial Clinic a great success. The Roma High School Mighty Gladiator JROTC Raider Teams have been busy during the Fall Semester. Raider FTX at La Copa with five other schools, 5 Gladiator Teams entered at the Weslaco Panther Raider Challenge in Oct., Boy and Girl Teams at the NEISD Urban Raider, in which the girls team brought 2nd overall and at the Laredo Nixon Raider with two boys and one girl teams competed, our Boys came in third. Roma JROTC did not sponsor our annual Roma JROTC Gladiator Raider Challenge due to the new construction of our new JROTC Educational Complex. It will return next school year to show off our new building. The competitions consisted

of a 5-kilometer team run, Ruck relay, modified physical fitness endurance test, Combat Fitness Course, Team Obstacle Course, and Team Rope Bridge Construction, Tug of war. The different Raider Challenges showcases the best high school JROTC teams in South Texas in the most physically exhausting and mentally tough competition the JROTC offers. The teams competed in backto-back events throughout the day. In addition to the team events held throughout the day, the cadets overcame physical

exhaustion, frustration and the challenges posed by a field of extremely tough competitors. NEISD Urban Raider Teams include National Raider finalists Reagan HS and MacArthur HS. Their individual and team performances put Roma ISD on the map, establishing the Gladiator Cadets as serious contenders for future State and National Raider Challenges. Navifest comes to Rio Grande City

On December 14, the City of Rio Grande City hosted a holiday event that was completely new to the city. The event featured a cook-off, kiddie cookoff, softball tournament, pet adoptions, poker run, car show, carnival rides, and a live musical lineup by Los Palominos, La Costumbre and Los Mas Romanticos. “We are extremely grateful to our local businesses and clubs for making this a memorable event for our community” said RGC Tourism Director, Sara Hernandez. Texas ebony trees are special While many of you have seen Texas ebony trees used in landscapes, you may not be familiar with the many distinctive features which make them so special. Let’s begin by noting that they’re native only here in the Valley and northeastern Mexico. That’s the Tamaulipan Province or thorn scrub as we call it. Consequently, nature has fine tuned them to thrive in our local landscapes. Ebonies, in addition to being native, have a big advantage over most trees: they’re legumes! Plants require fertilizers. They especially need fixed nitrogen, a compound of nitrogen with hydrogen or oxygen. Only when fixed can nitrogen be used to carry on photosynthesis. Simple nitrogen in the air won’t do. Lightning fixes some nitrogen which comes down with the rain. However, unlike most plants, legumes don’t need fertilized rainwater. They have bacteria in their roots which continually fixes nitrogen for them. You may have noticed, when viewing wide expanses of brush, that the ebonies stand out with their lush, deep green foliage --- they’re legumes! In the spring or after plentiful rain, ebonies produce profuse clusters of pale cream colored blossoms. They’re s h o r t , fat, fuzzy catkins. W h e n pollinated, they develop large seedpods. Ebonies are sometimes called ebony blackbead or ape’s earrings, because of their large, curved, dark-brown, 4 to 6 inch seedpods. The pods are similar in structure

to those of green beans or peas. Because the large pods drop when ripe, you shouldn’t plant ebonies near sidewalks. When fully ripened, if you twist or pry open a pod, you’ll find a row of seeds each with a tough dark-brown seed coat. If the seeds have a tiny hole in them, the weevils got to them before you. Better luck next time. There’s a delightful thing you can do with good seeds. Heat a skillet. Put the seeds in it. Cover with a lid or screen. Heat and provide a bit of shaking. The seed coats will crack, sounding something like popping corn but without the puffing. Let the seeds cool and then, with your fingernails, pick off the brown seed coats. Inside you’ll find pale colored seeds which can be eaten like peanuts! And, as a special added attraction, you can steep the seed coats in hot water to make a distinctive tasting coffee. The indigenous people of the Valley treasured ebony seeds. Ebony trees can reach 30 to 40

feet in height and are densely foliated which makes them popular as nesting and roosting sites for birds as well as providing cooling, dense shade for us. While they typically have one rough barked trunk, they’re occasionally multitrunked. The leaves are distinctive. Imagine placing a Y on top of another Y. You now have leaf with a center rib and four branches. Along both sides of each branch add 3 or 4 leaflets but don’t put any leaflet at the tips. That’s quite distinctive. Blackbrush bushes have the same arrangement except

that their leaves have only one Y. An ebony’s regular branches tend to zig-zag and have short spines at the nodes where leaves are attached; the leaf placement is alternate. In addition to use in landscape planting, ebony’s dark, heavy wood is prized for cabinet making and is said to make indestructible fence posts. Its oily texture produces a fine sheen for ornamental handles. Surprisingly, the wood is so heavy that it doesn’t float. Finally, ebony trees make wonderful specimens for bonsai artists, those who grow miniaturized trees in pots. Tiny leaflets, dense, zig-zag branching,

rough textured trunks, and self fertilizing make them ideal for creating the illusion of a giant, old tree in miniature. Their only drawback is that they have a taproot which requires some special attention in potting. Ebonies are distinctive, reliable, attractive and of value in multiple ways. Let’s be thankful we have them.

Congratulations to the Grulla Middle School Cranes Baseball Team. They are the DISTRICT CHAMPS in this inaugural season of baseball in the middle schools. This is the first time baseball is allowed at the middle school level. Coaching our District Champs 8th graders were: Joel Ozuna, Abram Góngora and Thomas Bazán. Coach Rolando Garza Selected for Induction to the 2020 Rio Grande Valley Sports Hall of Fame Congratulations Coach Rolando Garza on being selected for induction to the Rio Grande Valley Sports Hall of Fame! G a r z a enjoyed a very successful 27-year basketball career at San Isidro H i g h School. He starred at San Isidro High, named First Team All-District three times, and was also selected Second Team All-State in 1977. Texas Basketball Magazine listed him as one of the all-time scoring greats with 1,850 points. He played at Laredo Junior College for two years and transferred to The University of Texas-Pan

American, where he received his degree in 1989. Since 1992, he has coached basketball at San Isidro High School – the first two as the Lady Tigers’ coach. His long list of accomplishments includes 12 District championship, 20 playoff appearances, six area championships and regional quarter-finalists, and three regional semifinal appearances. He was selected District Coach of the Year 12 times. While coaching the Tigers in his last year 2018-19, he also coached the Lady Tigers after the unexpected death of the girls’ coach. His career record was 607-256, a .703 winning percentage. Thank you Coach Garza for helping to shape the lives of the student athletes at San Isidro.

Botanist Benito Trevino to Present at Quinta Mazatlán on Threatened and Endangered Species

The brilliant botanist, Benito Trevino will present on the many endangered and threatened species of plants and animals in the Rio Grande Valley. Come learn the names of these endangered species and how to protect them! Join us Thursday,

January 16th at 6 pm for a memorable and meaningful evening at Quinta Mazatlán. Trevino received his botany degree from the University of Texas. He returned home to the Valley in 1986 and purchased his ranch in Rio Grande City, Rancho Lomitas. Benito and wife Toni offer history and native plant tours and provide a Bed & Breakfast for birders, locals and Winter Texans. Benito is a grower of native plants whose customers include local ranchers, farmers, and various state and federal entities. Since 1992, he has grown and sold over 800,000

seedlings, most used for habitat restoration. Nights at the Mansion Speaker Series presents noteworthy programs on various topics including the global environment, local cuisine, arts and culture. The program takes place on Thursday evenings through May 2020, $3 per person and no advance reservation is needed. The beginning of the Happy New Year is certainly the best time to contemplate over all your past deeds and envision what you could do to turn your full potentiality into actuality; thus, City of Escobares Economic Development Corporation would like to extend their sincere gratitude to all their Christmas 2019 Volunteers, Sponsors, and all their guests whom welcomed Santa and his Elves with the upmost heartfelt hospitality. The parade will once again proceed east on Main Street to historic Fort Ringgold. The City of Rio Grande City and TXDOT are asking that no vehicles park on Main Street along the parade route so that emergency vehicles may come through if necessary. Parking is on the side streets and parallel streets north and south of Main. The city of Rio Grande City asks that prizes and candy not be thrown from vehicles. If they are to be distributed, it should be done by persons walking, so children are not tempted to approach vehicles.

With floats and vehicles lining up on Water Street, walking groups will line up on the median of South Britton. Only bands, JROTC, and horses will line up on Britton Avenue north of Main Street. There will be rosette ribbons and money prizes for the top floats. Checks will be presented at the Parade of Champions at 3:00 on Saturday, February 29. Horses and marching groups, including bands, are encouraged to participate free of charge. In order to focus on youth, no political entries, please.

The City of Escobares has adopted complaint and grievance procedures regarding its Texas Community Development Block Grant Programs (TxCDBG). Citizens may obtain a copy of these written procedures at 4829 Old Highway 83 Roma, TX, 78584 during regular business hours. Citizens may also request the procedures be mailed to them by calling the Mayor, Civil Rights Officer at (956) 847-1200. These procedures outline the steps for a citizen to follow if s/he wishes to file a complaint or grievance about TxCDBG activities. A person who has a complaint or grievance about any services or activities with respect to the TxCDBG project, may during regular business hours submit such complaint or grievance, in writing to the Mayor, at P.O. JOB DESCRIPTION: General work consists of enforcing applicable city codes and ordinances including weedy lots, abandoned vehicles and street vendors and GPS data entry. Perform other duties assigned. This includes, but not limited to, the Texas Health and Safety code, sending notices of violations, issuing citations, typing, preparing purchase order, monthly reports, making copies, fax etc. Prepare case files to present to municipal court.

Grulla High School Gator Band Students Two Roma High Gladiator Television Earn a Chair in the ATSSB All-State Band Network Teams Headed to State Competition On January 11, 2020, several Gator Band students competed at the ATSSB Area competition in Orange Grove, Texas. ATSSB is an organization which promotes and encourages student participation in band throughout the small schools (1A-4A) in the state of Texas. Grulla High School had 6 students earn a chair in the ATSSB All-State Band. Their concert will take place on February 15, 2020 at the Henry B. Gonzalez Convention Center in San Antonio, Texas during the Texas Music Educators’ Association Convention. The following Gator Band students earned a chair in the ATSSB All-State Band: Ashley Lee is a Senior Clarinetist under the direction of Miss Monique Olivarez. Ashely earned 2nd chair at the Area competition. Ashley has participated and performed in the ATSSB All-State Band in 2018 and 2019. Kristian Corona is a Senior Jazz Saxophonist under the direction of Hector Hernandez. Kristian earned 1st chair at the Area competition.

Job responsibilities include assigning and sequencing all codes for medical services rendered. Coder must assign ICD-10 Codes, CPT Codes and/or HCPCS codes to patient tests performed according to the physician’s diagnosis. Boy Scout Troop 93 Participated in Winter Camp

The R. T. Barrera Elementary School Eagles had a wonderful time harvesting corn from their community garden. They shucked it, feed some to their chicken and goats, and then enjoyed a wonderful treat prepared by Coach Munoz.

Rio Grande City Boy Scout Troop 93 spent a week (Dec. 26 - 30, 2019) at Camp Perry in Rio Hondo, Texas for Winter Camp. At Winter Camp, they worked on scout merit badges as: Citizenship of the World, Citizenship of the Community, communication/ public speaking, medicine, law, weather, woodworking, camping, cooking and chess. Ramiro Barrera Middle School took home the championship in the Middle School Division 2020 Battle of the Books and R. & C. Saenz Elementary School was named the champs of the Elementary School Division 2020 Battle of

the Books. Although not every student was named a champ, the district is very proud of all the student participants from all schools because they dedicated months of time to prepare for the event including reading 5 books and quizzing on details of the books every week. Updated Property Tax Information Now Available for Texas Taxpayers Rio Grande City — New and updated property tax information has just been compiled by Starr County Appraisal District and is available now to assist taxpayers. This property tax information is current and covers a wide range of topics, such as taxpayer remedies, exemptions and appraisals, and has information for select groups, such as disabled veterans and persons age 65 or older. “Whether you are a homeowner, business owner, disabled veteran or taxpayer, it’s important you know your rights concerning the property tax laws.” said Rosalva Guerra, Chief Appraiser of the Starr County Appraisal District. “You can contact us about any property tax issues with full confidence that we will provide you the most complete, accurate and up-to-date available information to assist you.” This includes information about the following programs. • Property Tax Exemptions for Disabled Veterans - The law provides partial exemptions for any property owned by disabled veterans or surviving spouses and surviving children of deceased disabled veterans. Another partial exemption is for homesteads donated to disabled veterans by charitable organizations at no cost or not more than 50 percent of the good faith estimate of the homestead’s market value to the disabled veterans and their surviving spouses. The exemption amount is determined according to percentage of service-connected disability. The law also provides a 100 percent homestead exemption for 100 percent disabled veterans and their surviving spouses and surviving spouses of U.S. armed service members killed in action. • Property Tax Exemptions – Non-profit organizations that meet statutory requirements may seek property tax exemptions and must apply to their county appraisal district by a specific date. Businesses that receive tax abatements granted by taxing units; ship inventory out of Texas that may be eligible for the freeport exemption; store certain goods in transit in warehouses that are moved within 175 days; construct, install or acquire pollution control property; own and operate energy storage systems; convert landfill-generated gas; or store offshore drilling equipment while not in use may also be eligible for statutory exemptions. • Rendering Taxable Property - If a business owns tangible personal property that is used to produce income, the business must file a rendition with its local county appraisal district by a specified date. Personal property includes inventory and equipment used by a business. Owners do not have to render exempt property such as church property or an agriculture producer’s equipment used for farming. • Appraisal Notices – Normally, taxpayers receive a notice of appraised value from the appropriate local county appraisal district. The city, county, school districts and other local taxing units will use the appraisal district’s value to set property taxes for the coming year. • Property Taxpayer Remedies – This Comptroller publication explains in detail how to protest a property appraisal, what issues the county appraisal review board (ARB) can consider and what to expect during a protest hearing. The publication also discusses the options of taking a taxpayer’s case to district court, the State Office of Administrative Hearings or binding arbitration if the taxpayer is dissatisfied with the outcome of the ARB hearing. • Homestead Exemptions – A homestead is generally defined as the home and land used as the owner’s principal residence on Jan. 1 of the tax year. A homestead exemption reduces the appraised value of the home and, as a result, lowers property taxes. Applications are submitted to the appropriate local county appraisal district. • Productivity Appraisal – Property owners who use land for timberland production, agricultural purposes or wildlife management can be granted property tax relief on their land. They may apply to their local county appraisal district for an agricultural appraisal which may result in a lower appraisal of the land based on production, versus market value. • Residence Homestead Tax Deferral - Texas homeowners may postpone paying the currently delinquent property taxes due on the appreciating value of their homes by filing a tax deferral affidavit at their local county appraisal district. This tax relief allows homeowners to pay the property taxes on 105 percent of the preceding year’s appraised value of their homestead, plus the taxes on any new improvements to the homestead. The remaining taxes are postponed, but not cancelled, with interest accruing at 8 percent per year. • Property Tax Deferral for Persons Age 65 or Older or Disabled or Disabled Veteran Homeowners – Texans who are age 65 or older or disabled, as defined by law, or who qualify for a disabled veteran exemption may postpone paying current and delinquent property taxes on their homes by signing a tax deferral affidavit. Once the affidavit is on file, taxes are deferred, but not cancelled, as long as the owner continues to own and live in the home. Interest continues to accrue at 5 percent per year on the unpaid taxes. You may obtain a deferral affidavit at the appraisal district. • Notice of Availability of Electronic Communication – In appraisal districts located in counties with a population of more than 200,000 or that have authorized electronic communications, and that have implemented a system that allows such communications, chief appraisers and ARBs may communicate electronically through email or other media with property owners or their designated representatives. Written agreements are required for notices and other documents to be delivered electronically instead of mailing. • Protesting Property Appraisal Values – Property owners who disagree with the appraisal district’s appraisal of their property for local taxes or for any other action that adversely affects them may protest their property value to the appraisal district’s ARB. Maritza Gonzalez, 2nd Chair 6A Euphonium, a student of Mr. Orlando Herrera. This is her third time as a member of a TMEA All State organization. High school students selected to perform in the All-State concerts have competed through auditions to qualify at the state level. All-State is the highest honor a Texas music student can receive. 1,780 students are selected through a process that began with over 72,900 students from around the state vying for

this honor to perform in one of 15 ensembles (bands, orchestras, and choirs). Texas Music Educators Association sponsors the Texas All-State competition. This competitive process begins throughout the state in auditions hosted by 33 TMEA Regions. Individual musicians perform selected music for a panel of judges who rank each instrument or voice part. From this ranking, a select group of musicians advances from their Region to compete against musicians from other areas in eight TMEA Area competitions. The highest-ranking musicians judged

at the TMEA Area competitions qualify to perform in a TMEA All-State music group. Only the top 2.4% of musicians who initially audition become All-State musicians. These All-State students participate in three days of rehearsals directed by nationallyrecognized conductors during the TMEA Clinic/Convention. Their performances for thousands of attendees bring this extraordinary event to a close. Congratulations to the Roma High Mighty Gladiator Powerlifting Team! The Boys Team earned 1st Place overall and the Girls Team earned 4th Place Overall at the Laredo Cigarroa Powerlifting Meet! All of the participating girls finished in the top 10 in their weight class. Jose Lopez earned Best Pound for Pound Lifter in the Heavyweight Division with a total of 1500 pounds. Hector Ramirez also earned Best Pound for Pound Lifter in the Light Weight Division with a total of 835 pounds.

The South Texas Food Bank distributed approximately 35,000 pounds of fresh produce and canned goods to 280 Rio Grande City families (1,720 individuals total-882 adults and 838 children). This is the fifth distribution that the South Texas Food Bank has done in partnership with the city to benefit individuals less fortunate in our community including the A BIG thanks to the Lone Star National Bank Roma Branch for children, the elderly, disabled, their donation of Vipers Tickets as incentives for Roma High School and homeless. students!
