could hand him my diploma. But I knew that he was with me in spirit as it had long been a dream of his to see at least one of his children become an attorney. My brother Juan A. Solis, also an attorney, and I were happy to fulfill his dream. My brother Jesus A. Solis, Jr. pursued his own calling and is a beloved pharmacist here in Rio Grande City. Both my parents were fierce advocates for education and instilled in us a deep respect for it as well. They both emphasized that the only inheritance they could leave us was our education and for this I am forever grateful. Upon becoming a licensed attorney, I returned to Rio Grande City. For many years I served as the Assistant County Attorney for Starr County. This was a position I loved as it afforded me not only a living but the invaluable opportunity to be an advocate for victims. I am forever thankful that I was able to represent the state of Texas in this role. I was also able to be a champion for victims of domestic violence. It also allowed me to become very informed of the processes of county government,

and of the election system. As such, I ran to become the County Chair to help organize and take charge of our local primary elections. The position of County Chair, though unpaid and certainly not glamourous, is one I am proud to hold and one I take very seriously. I oversee the budget for the elections and work closely with the County Elections Department to ensure that every requirement placed on us by the State is effectively and efficiently met. I also must work closely with the State to ensure that we are compliant and be well versed with local and state policies as they change every election cycle. I am also currently serving my community as Secretary of the RGCCISD School Board. I also recently was appointed to serve on the Board of the Starr County Appraisal District. I am involved in many other activities in and around the community. I truly enjoy the chance to interact with so many of you and answer any questions you may have about any matter of import to our community. I also run a successful law practice here in Rio Grande City, and I remain
humbled that this community has continued faith and trust in my abilities as a lawyer. You can also read my column featured here in the Town Crier to have common legal questions answered. It is another free service I am happy to offer my friends and neighbors here in the County of Starr. I know that some may ask why I continue to apply to hold this position when I do not get paid nor do I gain anything by it. I do it because I feel it is my duty to use my education and skills to help my community in any way possible. And conducting fair and smooth elections is crucial to any county. From the Desk of Judith A. Solis, Attorney at Law Hello Readers! This week I am going to continue to discuss wills, powers of attorney, and guardianships. These are legal topics that we all tend to ignore but that are very important. I know that we tend to avoid these topics because it is uncomfortable, but it is inevitable. We should be prepared in case we have an extended illness or otherwise become incapacitated to make it less burdensome on our
loved ones. We must also be prepared when a loved one becomes incapacitated because of illness or accident. I want to follow up on the process of PROBATE. This is the legal process wherein a will is administered. In order to follow the wishes of the decedent (the person who wrote the will), the will must go before a Court. In the will, the decedent must appoint someone to be their executor. The executor should be a person you trust. It may be someone

related to you but does not need to be a relative. The probate process is to authenticate the will. That is, to make sure the will is real. The executor then asks that the County Clerk issue citation in a local newspaper so that anyone wishing to open a claim against the estate of the decedent as a creditor or to establish themselves as an heir to estate is put on notice. The executor then establishes who are the heirs. They establish what were the debts of the estate that were left outstanding and what were the remaining assets. The assets or monies remaining are then distributed as per the will. After a designated period of time, the estate is closed. As always, please remember that if you have a legal situation or problem, it is BEST to consult in person with an attorney. This column is simply advice I give to help readers understand common legal questions they may have. Until next week...
The Mighty Grulla Gator JROTC Battalion Wins Big At Competition
The Grulla High School Junior Reserve Officers Training Corp (JROTC) recently received top recognition at the competition held at Rio Grande City High School. The Mighty Grulla Gator JROTC Battalion defeated all of it’s competition were they received first place overall during the competition. The Gator not only took First Place overall but took First Place in 11 of the 13 competitive events. The competition had a large variety of events from Drill and Ceremony, Track and Field and other Sporting Events.
Grulla High School JROTC Performs at the Highest Levels and Advances The Grulla Gator Battalion partook in an annual national competition consisting of 1,760 other JROTC programs across the Nation that tested a team of cadets on their academic skills and leadership skills. The Academic Team of Cadets were tested on their English, Mathematics, Science, History, and Grammar skills, and the Leadership Team of Cadets
were tested on Leadership, Congratulations to the Communication, Motivating outstanding Cadets for a super Techniques and overall ability to performance accomplish task. The Gator Battalion’s Academic team and Leadership Team were one of three from 37 schools from the Rio Grande Valley that made it past the first round and are now on their way to compete in the next Academic Bowl to be held from February 1- 15th.

The 1st Prize winner Rene Montalvo received a Limited Edition YETI Tundra 45 Ice Chest donated by Michael Ramirez and Spikes Ford in Mission. Escobar Elementary Native Plants and Trees Student Reads 1 Million Words On Feb 03, at 1pm, the Roma World Birding Center will be the place to learn all about which plants host which butterfly. Sally Anne Stuber and Volker Imscheiler will be presenting “Why we Love the Hosts: Native Plants and Trees” in the Roma Birding Center courtyard. As pesticides and lack of habitat become handicaps that our birds and butterflies have to overcome, we need to do all we can do to help save both in order for all to survive. Sally and Volker have lived in the Valley since 2003. Volker and Sally are certified Texas Master Naturalist. They both have extensive knowledge developed in conjunction with other naturalists in other parts of the world.
Y.B. Escobar Buckaroo Brandon Reynoso achieved the school’s Super Reader status in December 2017. He read 1 million words since the beginning of the school year. Brandon was rewarded by coloring Principal Edgar Garza’s beard and Librarian Anna Guillen’s hair in different colors. Dear Citizens, After so much speculation and misinformation that has been reported by others, I am PROUD to report that the Wind Turbine project is about to reap it’s benefits to the people of Starr County. As I stated during the State of the County address in February 2017, I knew it was going to take time to resolve our financial dilemmas, but I was committed to get it done. Today, I am happy to report to you that the FUTURE of Starr County remains BRIGHT! The Starr County Tax Collectors office will collect approximately $1.7 million from Duke Energy DBA Los Vientos Wind Power, LLC in taxes. Part of the revenue shortfall in the last two fiscal years was due to the fact that Duke Energy had not paid their taxes, because we were in litigation regarding the terms of the contract. It is my honor to inform you that we have now approved a settlement with Duke Energy. I appreciate Duke Energy’s willingness to resolve the dispute rather than drag on litigation in court. I would also like to thank Starr County District Attorney, Omar Escobar, for his legal assistance. With the taxes paid by Duke Energy, the County will now be able to pay off any remaining bank balances as I had anticipated. Some debts, such as the $600,000 equipment
purchased by Commissioner Eloy Garza will remain on our books until paid. Additionally, I remain committed to ensuring that taxes are NOT raised and proud that the Commissioner’s Court worked together to pass TAX RELIEF for elderly and disabled persons as proposed by Commissioner Roy Pena III. I call on the respective boards of Starr County Memorial Hospital and South Texas College to also consider providing tax relief to residents.
I stand committed to SERVING YOU and working with other community leaders to continue to MOVE STARR COUNTY FORWARD! As they say, Rome wasn’t built in a day. Roma World Birding Center is Now Open
The Roma World Birding Center is now open Tuesday through Sunday, 8-4. Currently there are two sets of volunteers. Jerry and Rosemay Higgs from Georgia and Mason and Pam Rivers from Oregon. Roma is one of nine birding centers in Texas and is the furthest west. We hope to increase awareness of the valley environment along the river. There is so little of the natural land left, it is critical to preserve it. This area of Texas hosts several birds that are seen no where else in the United States. Visiting birders generate a large income along the Rio Grande River. The Dr. Mario Ramirez Elementary Diamondbacks participated in the Annual Free Throw Competition. Welcome to all visitors near Fourth grade boys and girls placed 1st at the competition. Congratulations Diamondbacks! Thank you and far. Starr County Fair Kicks Off with Media Event at IBC Bank
The 53rd annual Starr County Youth Fair officially kicked off with a Media Event at IBC Bank in January. Various activities are scheduled, building up to the Fair, which is set for ThursdaySaturday, March 1-3. The theme for this year’s Fair is “Honor, Courage, and Sacrifice,” and will pay tribute to all first responders. Winner of the theme and logo contest, which was open to all Starr County students, was Kaylon Ramon, a fifth grade student at Emma Vera Elementary. He is the son of Daisy and Joey Ramon. All first responders are invited to enter their vehicles in the Starr County Fair Parade on February 17 free of charge, and they will be admitted to the Fairgrounds on Thursday, March 1, free of charge with their badge or ID. They will be recognized at the Grand Opening that evening. Starr County Fair President Douglas Anderson thanked IBC Bank, Martha Barrera and Idelia Laurel and staff for hosting the Kick-off Media Event. He introduced Clarissa Gonzalez of La Pistolera 95.1, and the entertainment lineup for the 2018 Fair was unveiled by 2017 Starr County Fair Queen first runner-up Joshlynn Flores.
Headliners will be Siggno, Little Joe y la Familia, and Salomon Robles y sus Legendarios. A battle of the bands is set for Thursday, March 1, with the winners to open for the headliners. The Fair has been a showcase for youth achievement since 1966. Various stage performances will take place during the day by dance and music groups. The dancing, singing, and instrumental talents of Starr County students will be showcased. Ruby-crowned kinglets are winter Texans One of the most endearing of the many migratory birds which spend their winters in the Valley is the rubycrowned kinglet; I observed one recently here at Rancho Lomitas.
This is by any measure a tiny bird. Only 4 inches long with a wingspan of 7 inches, its weighs a mere quarter once. That’s like a pat of butter. A ruby-throated hummingbird is only a tiny bit smaller. Being winter Texans, the kinglets can be expected to leave next spring

The tail is noticeably short and has a notched end. Don’t spend much time looking for the ruby crown since it’s seldom visible. The best chance of seeing it would be if you can observe a male ruby-crowned taking a bath or if he’s very excited like the one pictured. Ruby-crowned kinglets do no harm and are very beneficial as they help to keep the insect population under control. Habitat loss, especially of wooded areas, is a threat to their survival. Let’s hope that we can enjoy them as winter Texans for many years to come.
