CONGRATULATIONS!!

On November 29, 2021 I filed for candidacy for Justice of the Peace Precinct 4, I am heartened and extremely overjoyed by the positive and encouraging reactions of support that I have been receiving throughout my entire campaign. Since I have announced my candidacy I have dedicated my time to personally meet with numerous families of the community and it has been such a rewarding experience. I served as your Justice of the Peace for Precinct 4 as I was unanimously appointed by the Starr County commissioner’s court in 2012. I made many partnerships during my years of public service that helped and will continue to benefit in serving our community. As

• Eager to work diligently with the residents of this community • Dedicated to Service • Experienced • Honor, Integrity and Respect • Committed and Passionate to our City’s

your Justice of the Peace, I worked diligently to serve our community and the constituents of precinct 4 and it is for these reasons that I have decided to run for Justice of the Peace Precinct 4. Based on my experience, prior and current knowledge and my willingness to helping others with my upmost dedication and commitment to my great city. During my time as your Justice of the Peace in 2012, I presided over 2,500 citations, more than 400 civil court cases and well over 300 magistrations at the Starr County Jail lowering our jail inmate population and reducing the amount of tax payer money used to operate the county jail. With over 100 DPS license suspension hearings and more than 25 inquests I was always working to better serve you! In May of 2013 I completed the state mandatory course of 80 hours for all newly elected Growth Justice of the Peace at Texas State University in San Marcos. Mediation takes a large part

Early Voting Feb. 14, 2022 - Feb. 25, 2022 Election Day March 1, 2022

of numerous duties as a judge and for that reason I completed an additional 40 hours of Basic Civil mediation from the Institute of Mediation at Lackland Air Force Base in San Antonio, Texas. It is with this education, training, knowledge and experience that I bring more than just a name to the office of Justice of the Peace. My dedication is to serve our community and to keep the court docket from backing up. Together, we can continue to move Starr County forward. I grew up in Starr County and as your judge I will fight to keep our schools safe for your kids, our streets safe for your families and keep our businesses strong for our local economy.

To the citizens of Precinct 4, my friends and family I humbly ask for your vote and support. I thank you in advance and greatly look forward to serving you in the future. Frank Gutierrez
