The Roma City Council voted to appoint Sgt. Iv Garza as Chief of the Roma Police Department. Chief Garza has been with the Roma Police Department for 14 years as a patrol officer, investigator, sergeant, and K-9 unit handler. Additionally, Chief Garza has served in multiple task forces with state and federal agencies and is an adjunct instructor at the regional law enforcement academy. Chief Garza holds an advanced peace officer license and is certified as an emergency care attendant. He is assigned to the department’s SWAT team and is a swift water rescue technician. In addition to his police duties, Chief Garza has served as a firefighter with the City of Roma

since 2004 and is certified as an inspector and arson investigator. He was promoted to sergeant in 2014 where he has shown exceptional judgement and leadership as a member of the department. Congratulations Chief Iv Garza.

The ERP is part of a national effort to identify higher-performing schools and districts that are improving student outcomes. Roma ISD is recognized alongside only six other Texas school districts for the district honor including Sharyland ISD, Los Fresnos ISD, Coppell ISD, Highland Park ISD, Carroll ISD, and Nederland ISD. The 2019 - 2020 Honor Roll is developed by Educational Results Partnership, a nonprofit organization that applies data science to help improve student outcomes and career readiness. The Congressman also helped include $20 billion for targeted Economic Injury Disaster Loans grants through the Small Business Administration, providing an additional lifeline for businesses experiencing a temporary loss of revenue.

Acting Superintendent, Mr. Adolfo Pena, Jr. and his staff have been visiting all RGCCISD elementaries and dressing up as Dr. Seuss characters. He has been reading “Oh the Places You’ll Go”, a book by Dr. Seuss, to the students dressed as “The Cat In The Hat”. It brings him and the central office staff tremendous joy to see the students’ eyes light up when they walk in and surprise them. This is all in the effort to provide a better support for literacy. RGCCISD is promoting Literacy Days in all of campuses in an effort to promote the act of reading. Throughout the school year, central office staff will also be dressing up and reading to elementary students, so be on the lookout for that.

Once a person has passed the RAS exam and obtained their license, they are eligible to work as a consultant in an architecture firm, work for an inspection company, or work for themselves as an independent contractor. In addition to the process listed above, there are two other paths to licensure as a RAS: • Option 2: Eight years’ experience related to building planning, accessibility design, or review, or equivalent. • Option 3: Certification as an accessibility specialist

According to the Partnership to Fight Chronic Disease, “prevention” refers to helping people avoid getting sick or identifying diseases early so treatment can begin. Immunizations and disease screenings are two vital components of preventive care, but children, adolescents and adults can take more active roles in preventive care by embracing physical activity. The Department of Health and Human Services notes that physical activity fosters normal growth and development and can help people feel better, function better, sleep better, and reduce their risk for a large number of chronic diseases. Reducing risk

for chronic disease keeps people out of the doctor’s office, or even the hospital, and it also can help save considerable amounts of money. One report from the The Milken Institute estimated that high chronic disease and obesity rates are responsible for more than $1 trillion in lost productivity in the workplace every year. In addition, the National Commission on Prevention Priorities notes that increasing the use of five preventive services to 90 percent can save more than 100,000 lives in the United States each year. Such services include advising smokers to quit and offering medication or other assistance to help them and providing flu shots for people age 65 and older. In recognition of the role exercise plays in preventive care, the DHHS recommends children, adolescents and adults follow

these physical activity guidelines. Children and adolescents The DHHS recommends that children and adolescents between the ages of six and 17 should get 60 minutes or more of moderateto-vigorous physical activity every day. ·Aerobic: Most of the 60 minutes or more per day should be either moderate- or vigorous intensity aerobic physical activity and should include vigorousintensity physical activity at least three days a week. · Muscle-strengthening: As part of their 60 minutes or more of daily physical activity, children and adolescents should include muscle-strengthening physical activity at least three days a week. · Bone-strengthening: As part of their 60 minutes or more of daily physical activity, children and adolescents should include bone-

strengthening physical activity at least three days a week. Parents can consult with their children’s physicians to determine age-appropriate muscle- and bonestrengthening activities for their youngsters. Adults The DHHS advises adults to make a concerted effort to move more and sit less throughout the day. Some physical activity is better than none. Adults who sit less and do any amount of moderate-to-vigorous physical activity gain some health benefits. For substantial health benefits, adults should get at least 150 minutes to 300 minutes of moderate-intensity, or 75 minutes to 150 minutes a week of vigorousintensity aerobic physical activity each week. Migrations add to our avian diversity Every spring and fall we get an influx of new birds to see. It keeps us alert. When we see a bird, we can’t assume we’re seeing one of our usual resident birds. We have to take a more careful look. I’m always pleased when the orange-crowned warblers arrive and when I can add the hooded orioles to the list of orioles we can see. A few days ago I observed a pair of white-crowned sparrows; they’re a species I hadn’t seen for awhile. Today I observed a yellow-rumpled warbler. Bird migration is actually quite a complicated biannual event. Let’s consider a few of the intricacies. Once-upon-a-time, it was believed that some birds were simply hibernating at the times when they weren’t seen. We now know, of course, that some birds migrate, some for considerable distances, twice a year. The cause for the migration is primarily twofold: weather and food. In the fall, it’s south to escape the coming chill of winter and to locate food when it declines up north and, in spring, a return trip in search of breeding grounds with available nesting sites, abundant food and

pleasant weather. A few other, perhaps minor, causes of migration include pressures of over-population and an evolutionary genetic disposition developed eons ago. The travel routes taken, called flyways, are determined by a variety of circumstances. Most birds avoid long expanses of water and hence often follow shorelines. Some are detoured by mountain ranges. Some follow rivers which often provide a more luxuriant food supply. Of major importance are places to “refuel.” These stopover spots for birds to rest and eat, before continuing on, are hot spots for bird watchers. In Nebraska, the Platte River wetland area, for large wading birds like the Sandhill cranes, is a fine example. Weather conditions and food supply often alter flyways a bit from year to year. One year I had large numbers of American goldfinches for a few weeks but I haven’t seen any for years until a couple showed up in 2020. We’re fortunate to be in a flyway created by the Gulf and Pacific Ocean. Distance traveled varies greatly from species to species. Some birds only change altitude, migrating up and down a mountain a couple times a year. Some like the Arctic tern literally travel pole to pole each year. I’ve learned that red-winged blackbirds from Canada travel south through our Valley while those in our central states don’t

migrate at all. Some species travel only at night, others only during daylight. Some fly at thousands of feet high while others hug the ground. Pintail duck carcasses have been found near the top of Mount Everest! Some, like penguins, swim. The bird’s navigation system is a long-standing puzzle. Some evidence supports the following: (1) guidance by the position of the sun and stars, (2) ability to assess the earth’s magnetic field lines, (3) recognizing geographic landmarks seen while young and when following parents, and (4) simple internal reaction to genetic disposition. With homing pigeons there also seems to be (5) an olfactory, that is smell, component to navigation. Migration is dangerous and arduous under the usual circumstances and we’re making it more so. Birds now have to contend with our night lights which confuse their navigation. Our power lines, wind-farms and elimination or alteration of natural stopover points are additional problems. Will we ever learn enough and care enough.

GARMON = Named after Garcia - Monroe. Owners Miguel Garcia and his lovely wife Lillie Monroe ran the movie theater for years. Lillie’s grandfather was Starr County judge in 1854-1856. At one time the second floor of the movie theater was used as an apartment for the Garcias. As you enter the theater and look down you can see the year 1936 on the tile - not sure if it is still visible. Today, the local furniture company LFD uses the old movie theater as a storage unit. The GARMON - one of the many iconic local buildings in our Lindo Rio Grande.
