Rio Grande City Commission Welcomes New Public Utilities Department Director By Christian Salinas Rio Grande City Manager, Alberto Perez, officially introduced newly hired Public Utilities Director, Steven Cruz, to the City Commission on Wednesday evening, January 16, at their regular meeting held at City Hall. “Mr. Steven Cruz comes to us from the way of Hidalgo County. He was most recently the director of operations for Precinct 4,” declared Perez. Originally from Edinburgh

Texas, Cruz is a graduate of the University of Texas Pan-American and a small business owner. “I would like to thank you for this opportunity,” declared Cruz addressing the Commission. “I promise to work hard for you every single day I am here for you.” Rio Grande City Mayor, Joel Villarreal, emphasized the City’s Public Utilities Department has several upcoming projects that could benefit from planning with a

business perspective. “Without the [Public Utilities Dept.] it is hard for the city to grow,” stated Mayor Villarreal. Cruz fills the position left open following the resignation of former Rio Grande City Public Utilities Director, Araceli Saenz. At the meeting, Mr. Perez took a moment to recognize the efforts of Mrs. Cindy Escamilla who severed as interim P.U. Director since Saenz’ departure late last year.

Serving h e r second full term on the S o u t h Te x a s College Board of Trustees, R o s e Benavidez says safeguarding the value of all students’ education remains her top priority for the coming year. As Vice Chair on the Board of Trustees, Benavidez says she will promote even greater accessibility for families seeking higher education so students overcome their challenges on their way to a better life by working to develop more mentoring programs. “We want them to know that together we can and will do anything,” she said.

“We are facing considerable dilemmas at the national level with damaging rhetoric about the border, and it obviously impacts our students. We want them to know that they have a voice at the state and national level, and more importantly that we are going to ensure that we protect and safeguard the value of their education,” said Benavidez, who represents Starr County on the Board. Originally selected to continue on the Board of Trustees in place of her father Manuel Benavidez after he passed away, Trustee Benavidez has served on the board since November 2009. Her constituents have recognized her as a tireless advocate for Starr County as she was re-elected to a second term in May 2012 and then a third term in May 2018. She chaired the Board during its BENAVIDEZ, page 4

Congratulations to the Ramiro Barrera Middle School Battle of the Books teams for winning the district’s Middle School Division Competition! In order to compete, the students had to read the five award-winning books selected and try out to qualify for their school’s team by demonstrating knowledge of each book. Upon selection to their school’s team, students re-read the books and discussed them to determine important details, themes and

interpretations of each book. During the competition, student teams work together to respond to a variety of random questions about each book. All participants should be proud of the hard work they put into preparing for the competition! The Ramiro Barrera Middle School Team will go on to represent Roma ISD at the Region One Battle of the Books Competition in February. Main Street, EDC Promote Tourism to Historic Downtown Rio Grande City By Christian Salinas The Rio Grande City Economic Development Corp, and the city’s Main Street program, teamed up earlier this week to help promote their popular Trolley Tours of historic downtown RGC, and their upcoming Chili Showdown Cookoff. Proudly representing Rio Grande City at the 2019 Winter Texan Expo & Health Fair, held at the McAllen Convention Center from Tuesday, January 15 to Wednesday, January 16, were Main Street and EDC employees Nancy Perez, and Melinda Gomez. According to the Expo’s website, every year between the months of October and March, 150,000 Winter Texans visit the Rio Grande Valley. These visitors infuse about $802.5 million into the Valley’s economy and

many of them will decide to retire permanently in Texas. Today’s retirees are increasing in number, are more financially secure, and live longer than their predecessors. Area businesses, H e a l t h Professionals, and Health Related services benefit from these seasonal residents and their families. During the month of February, visitors to Rio Grande City will have the option to sign up for a Lunch & Trolley Tour combo for only $15.

For more information please contact the Rio Grande City Main Street office at 956-488-0074. The 11th annual Chili Showdown is set for February 2nd.

Take it, Dear Jesus, and place it within your own heart, where your Father sees it. Then, in your merciful eyes it will become your favor, not mine. Amen. Loving Your Heart - For The Health Of It!

While February is best known for Valentine’s Day, did you know that it is also American Heart Month? This February, Texas A&M AgriLife Extension Service recommends giving your heart love, too, by being aware of heart problems and the steps you can take to prevent them. Coronary Heart Disease (CHD) is the leading cause of death in the United States, accounting

for 610,000 deaths each year, according to the Center for Disease Control (CDC). The root cause of heart disease is plaque formation and buildup that occurs when coronary arteries become clogged by cholesterol, fatty deposits, and calcium. Buildup causes arteries to become narrow, making it difficult for oxygen and blood to flow through the body and to the organs. Anyone is at risk for developing

heart disease. However, people who have high blood pressure, high cholesterol, and smoke cigarettes are at higher risk. According to the CDC, about 47% of Americans have at least one of these risk factors. Additional factors that contribute to the progression of the disease include: •Diabetes •Being overweight or obese •Poor diet •Physical inactivity •Excessive alcohol use •Having a family history of heart disease •Age, especially in women 55 and older Dr. Sumathi Venkatesh, Extension Program Specialist with Healthy South Texas, recommends taking preventative measures by becoming aware of risk factors and consulting with a doctor on a regular basis. Developing a treatment plan with a physician can help stabilize blood pressure, blood sugar, and blood cholesterol levels. Other preventative measures include: Eating a healthy diet that includes fruits and vegetables; Being physically active; Stopping

the use of cigarettes; Limiting alcohol intake; Reducing sodium intake When it comes to pursuing a healthy lifestyle, try incorporating heart healthy foods into your diet such as green, leafy vegetables, avocadoes, whole grains, and seeds. Add these ingredients into meals like Quinoa Cakes, a Fresh Berry Caprese Salad, or an Avocado Mandarin Salad by using recipes from AgriLife Extension’s Dinner Tonight. Student Cyber Security Precautions

Students should implement cyber security practices at home and in school. Thanks to advancements in technology, students and educators are increasingly turning to birth, tablets and computers when working on daily assignments and classroom activities. Students rely on the internet for research and keeping in touch with teachers and other students, and work is even assigned and completed via digital platforms. Despite the upside of technology, cyber crime is a potential pitfall of all that time spent online. The internet provides instant access, and that can put students at risk. According to Verizon’s 2016 Data Breach Investigations Report, the education sector ranked sixth in the United States for the total number of reported “security incidents.” Schools are data-rich, meaning they give hackers access to information like identification numbers, birthdates, email addresses, financial data, medical records, and more. Students must understand cyber security risks when working and sharing data online. The following are some tips students can follow. · Protect passwords. Students are urged to keep their passwords to themselves. This prevents others from using accounts maliciously or even in seemingly harmless ways that can put you in trouble, such as searching for inappropriate content in school. Choose complicated passwords that can’t be easily guessed, and opt for two-step authentication whenever offered. · Use secured WiFi networks.

Free or open WiFi connections are not encrypted, meaning they can be accessed by anyone. Many cyber criminals gain access to information through these channels. Schools should have encrypted systems in place. · Limit what you share on the internet. Students are urged to be aware of what they share online. According to DataManagement, a computing service, information posted to social media is permanent, and deleted items aren’t necessarily gone. Exercise caution on social media. Don’t post unless it is something you would be comfortable sharing in public. · Watch out for phishing scams. Phishing usually occurs through fraudulent email messages that mimic the look of reputable solicitations. Scammers rely on these tactics to tempt people to click on links or download attachments that can put malware on a device and steal personal data. Exercise caution with all links and downloads. · Schedule routine backups. Data can be lost if a device crashes, so routinely back up personal devices and home computers. Backups can be stored on external hard drives or with cloud services. · Exercise caution when filesharing. UC Santa Cruz’s information technology services says viruses and malware can be transmitted by filesharing software, and files offered by others may not be what they say they are. Only used schoolapproved filesharing options. Cyber security is something students should prioritize this school year. The right security measures can protect students, their classmates and their schools.

$12,000 in ORU Roma ISD Salutes Police, Security on Rio Grande City High School JROTC Rattler Donations in 2018 Law Enforcement Appreciation Day Battalion went through JPA Inspection In 2018, Medina EC’s Operation Round Up program donated $12,000 to families and individuals throughout the 17 counties served by the co-op. Some of those who were helped by an ORU donation in 2018 include: • $500 – Jose Luis “Bibi” Perez and Celinda Gallegos Mr. Perez has been diagnosed with Hodgkins and non-Hodgkins lymphoma and grey area B-cell cancer. This donation helped with medical expenses. In an effort to help make the Christmas holidays a little more special for families in need, the ORU committee approved Operation Grocery Give. Eight $150 HEB gift cards were donated to those who applied to help put a meal on their table for their family during the Christmas holidays. Some of those recipients included: Roberto & Melida Escobar, Rafaela B. Cantu, and Elizabeth Castro. Applications to receive funds are accepted throughout the year with quarterly deadlines for donations. The deadlines for 2019 are February 1, May 3, August 2 and November 1. Applicants do NOT need to be a member of Medina EC to be considered for a donation but must live within the 17 counties we serve. ORU is funded by the generosity of Medina EC members who opt to have their electric bills rounded up to the next whole dollar, by MEC employees who donate through payroll deduction and by donations from individuals or organizations straight to the program. If you are interested in supporting the ORU program, please visit MedinaEC.org/ORU or visit any of our offices and request a sign up sheet. To learn more about ORU visit www.MedinaEC.org/ORU.

The Roma ISD Administration thanked the Roma ISD Police and Security Department on Law Enforcement Appreciation Day with online ads, as well as with a special cake delivery to the department. “While there will never be enough ways to thank our Roma ISD police officers and security guards for their service to community, devotion to training and decision to put themselves on

the front lines of duty, we thought they would enjoy a sweet treat on behalf of the district,” said Roma ISD Superintendent Carlos Guzman. “In my book, every day is Law Enforcement Appreciation Day. We thank all the women and men of our PD and security teams for keeping our schools safe 365 days a year. We are blessed to have a great team under the superior leadership of Chief Benjamin Gonzalez.”

On Wednesday, January 23, 2019, the Rio Grande City High School JROTC Rattler Battalion went through JPA Inspection. All cadets participated in briefing presentation, In-ranks inspection, cadet portfolios, Drill & Ceremony, and/or Color Guard. Texas motorists: Slow down or move over for stopped emergency vehicles After a recent outbreak of fatality and injury incidents involving tow truck drivers and other first responders, Texas motorists are asked to slow down or move over for stopped emergency vehicles including tow trucks, police cars and fire trucks. “Our tow truck licensees work hard every day to help people who are stranded on the side of the road. And, like everyone else, they are anxious to return home safely each night,” said Brian E. Francis, executive director for the Texas Department of Licensing and Regulation. “Please obey state law and slow down or move over when you see emergency vehicles stopped on the side of the road.” In the past few months, at least three Texas tow truck drivers and a towing customer have been struck and killed while on the side of the road. That statistic doesn’t include several Texas police officers who have been seriously injured when they were hit. Among the recent incidents: • 3, 2019: Tow truck operator Keith Holt was struck and killed by a hit-and-run driver in Grand

Prairie as he was helping a single mom. • 2, 2018: Tow truck customer Dylan Thomas Pietrzyk was struck and killed by an 18-wheeler as he waited to have his vehicle towed. • 20, 2018: Tow truck operator Charles McGough was struck and killed by a hit-and-run driver in Fort Worth as he was working. • 3, 2018: A Fort Worth Police Department officer was injured when he was hit by a car. • 21, 2018: A Dallas Police Department officer was critically injured when he was hit by a car Texas law requires drivers to slow down at least 20 miles per hour under the posted speed limit or, if able, to change lanes when they’re passing a first responder stopped on the road. “Please help us make sure emergency personnel including tow truck operators are safe when they’re trying to help people on our roadways. Slow down and move over. You can help prevent another tragedy just by taking the time to obey the law,” Francis said.

A snowy egret was a welcome recent sighting. Few birds can match their elegance. It was observed from the overlook of the Rio Grande which is one of the World Birding Center’s best features in Roma. Snowy egrets are easy to identify. They have the graceful form of a heron, have immaculate white plumage and have a black

They’re two feet long with a The plumes wing span of 3 feet but weigh less brought astronomical prices. How thoughtless and pretentious than a pound! Their elegance led to a we sometimes can be. Fortunately dangerous decline in their conservationists intervened and, population in the late 1800s now protected, the snowy egret population has rebounded and they even seem to be expanding their range. They’re found in our southern states along both coasts, along rivers and in large inland marshlands. Here in the Valley they’re residents; those venturing farther north migrate during the winter. Colonial nesters, both the sexes share in building nests consisting of twigs, fine grasses and rushes in trees, shrubs or on the ground. Both incubate the 2 to 5 bluegreen eggs and feed the young by regurgitation. Nesting areas may be in association with other shore-bird colonies. Their diet includes small fish, crustaceans, frogs, insects and reptiles captured while wading in the shallows and stirring up the water. They may also simply stand and wait to ambush passing prey. Occasionally they may forage in pastureland. You’re in for a real treat if you have an opportunity to observe these elegant birds.
