Remembering a Special Man

We are sadly mourning the loss of our beloved brother Beto who gave both my sister and me so much love and happiness until the day our Lord called him home on January 14, 2018. Amongst his special talents, our brother Beto had a tender heart made of gold and he left an amazing mark and many wonderful memories in everyone who knew him. His love was so sincere that he warmed our lives throughout his stay here among us. Our brother is now reunited with our mama y papa, brothers Lalo, Bene, Gone, and Felo whom all were our great role models. As their sisters we had the utmost respect towards them which we learned from the humble upbringing our parents gave us. Mama y papa always told us “ Siempre respeten y háganle caso a los muchachos porque son sus hermanos mayores.” Both my sister and I received valued advice and a great number of scoldings from our brothers and all the while knowing that it was out of love. Our brother is now in a beautiful place accompanied by the rest of our never forgotten loved ones and we know that someday, when our time comes we will all be reunited. Beto, you left us with many warm and happy memories and these memories are our comfort and consolation. You were a wonderful brother and we miss you terribly. Yes we mourn your departure, but we also celebrate your life. Our hearts are filled with an enormous amount of love for you, the love shared always for each other as a whole family. Dr. Mario Ramirez Elementary Roma High School Students Offer Free Tax Prep Held Their Awards Assembly Roma ISD is partnering again with The United Way of South Texas to make free income tax assistance available to Romaarea community members. This is the 8th year that students at Roma High School provide the Volunteer Income Tax Assistance Program for free to the Roma area. Annually, Abigail Ortega, Roma High School Business and IT Instructor, work with five to 10 students to set up and run the site to offer free assistance. Last year, Roma High’s VITA Program students prepared 202

At the assembly students with perfect attendance all semester were able to enter raffle for prizes ranging from Hatchimals to Bluetooth/Karaoke Speakers. Any tax payer in the Starr County area who make less than $54,000 can take advantage of the free service, which will be offered from 4 to 6 p.m. on Tuesday and Thursday at Roma High School’s Building A, Room 16 located at 2021 North U.S. Highway 83 in Roma Texas. DPS Implements House Bill 1729 The Texas Department of Public Safety (DPS) announced that customers conducting driver license transactions may now make a monetary donation to the sexual assault evidence testing program. House Bill 1729, which passed into state law during the 85th Texas Legislative Session, requires DPS to establish a program to allow customers to provide voluntary financial contributions for testing evidence related to sexual assault or other sex offense cases. DPS officials and others today joined State Representative Victoria Neave, the bill author, at the Garland Driver License Center to announce the start of the program. Customers applying for or renewing a driver license (DL), identification card or commercial driver license can donate $1 or more. Donations can be made at DL offices or online.
All funds collected will go to the Sexual Assault Evidence Testing Grant program, administered by the Criminal Justice Division of the Office of the Governor. Since the program began on Jan. 8, DPS has received more than 8,900 donations for a total of nearly $25,000. Dear Editor: More than half of high school seniors across the country report using alcohol, and about 14.3 percent report using an illegal drug sometime in the past year, according to the National Institute on Drug Abuse. In Texas, according to the 2014 Texas School Survey of Drug and Alcohol Use, the average first use of alcohol among adolescents was 12.2 years of age. Furthermore, the age of first use for synthetic drugs in Texas was 13.5 years. Barrel Painting Contest Open to Youth Groups Prizes of $100, $75, $50, and $25 will be awarded by the Board of Starr County Farm Bureau to winners in its eighth annual barrel painting contest in observance of Farm Bureau’s annual Food Connection Week. Any organized youth group made up of youth 19 years of age and under may enter. Barrels must be a metal 55-gallon drum type, with top cut out and no sharp edges exposed. Barrels must be clean and in good condition. Barrels must be painted with exterior metal paint, and paint must be dry at time of judging. The design on the barrels must contain the letters TFB and the words Eat Healthy. Any designs with a negative message or gang symbols will be disqualified. No decals or other foreign objects can be affixed to the barrels.
Painting must be done by youth members of the organization entering the barrel. Barrels should be delivered to the fairgrounds on Wednesday evening, February 28, or Thursday

Don’t Mess With Texas Scholarship Contest Rewards High School Seniors For Creative Litter Prevention Efforts Applications will be accepted through April 20, 2018 Applications for the 2018 “Don’t Mess with Texas” Scholarship contest are now being accepted. Eligible applicants include any Texas high school senior currently attending public, private or home school and planning to attend an accredited
Texas college or university in the coming year. Presented in partnership with Keep Texas Beautiful, the “Don’t Mess with Texas” Scholarship contest will award one $6,000 scholarship and two $2,000 scholarships in June. The scholarships recognize the achievements of high school
seniors who take a leadership role in preventing litter in their schools and communities while working to build awareness for the “Don’t Mess with Texas” initiative. “We’re proud to offer the “Don’t Mess with Texas” Scholarship to support higher education in Texas and recognize
outstanding students who are using their creativity to beautify their communities,” said Becky Ozuna, program administrator for TxDOT’s “Don’t Mess with Texas” campaign. TxDOT’s “Don’t Mess with Texas” program has been educating Texans about litter prevention since 1986. This includes information about the following programs. • Property Tax Exemptions for Disabled Veterans - The law provides partial exemptions for any property owned by disabled veterans or surviving spouses and surviving children of deceased disabled veterans. Another partial exemption is for homesteads donated to disabled veterans by charitable organizations at no cost or not more than 50 percent of the good faith estimate of the homestead’s market value to the disabled veterans and their surviving spouses. The exemption amount is determined according to percentage of service-connected disability. The law also provides a 100 percent homestead exemption for 100 percent disabled veterans and their surviving spouses and surviving spouses of U.S. armed service members killed in action. • Property Tax Exemptions – Non-profit organizations that meet statutory requirements may seek property tax exemptions and must apply to their county appraisal district by a specific date. Businesses that receive tax abatements granted by taxing units; ship inventory out of Texas that may be eligible for the freeport exemption; store certain goods in transit in warehouses that are moved within 175 days; construct, install or acquire pollution control property; own and operate energy storage systems; convert landfill-generated gas; or store offshore drilling equipment while not in use may also be eligible for statutory exemptions. • Rendering Taxable Property - If a business owns tangible personal property that is used to produce income, the business must file a rendition with its local county appraisal district by a specified date. Personal property includes inventory and equipment used by a business. Owners do not have to render exempt property such as church property or an agriculture producer’s equipment used for farming. • Appraisal Notices – Normally, taxpayers receive a notice of appraised value from the appropriate local county appraisal district. The city, county, school districts and other local taxing units will use the appraisal district’s value to set property taxes for the coming year. • Property Taxpayer Remedies – This Comptroller publication explains in detail how to protest a property appraisal, what issues the county appraisal review board (ARB) can consider and what to expect during a protest hearing. The publication also discusses the options of taking a taxpayer’s case to district court, the State Office of Administrative Hearings or binding arbitration if the taxpayer is dissatisfied with the outcome of the ARB hearing. • Homestead Exemptions – A homestead is generally defined as the home and land used as the owner’s principal residence on Jan. 1 of the tax year. A homestead exemption reduces the appraised value of the home and, as a result, lowers property taxes. Applications are submitted to the appropriate local county appraisal district. • Productivity Appraisal – Property owners who use land for timberland production, agricultural purposes or wildlife management can be granted property tax relief on their land. They may apply to their local county appraisal district for an agricultural appraisal which may result in a lower appraisal of the land based on production, versus market value. • Residence Homestead Tax Deferral - Texas homeowners may postpone paying the currently delinquent property taxes due on the appreciating value of their homes by filing a tax deferral affidavit at their local county appraisal district. This tax relief allows homeowners to pay the property taxes on 105 percent of the preceding year’s appraised value of their homestead, plus the taxes on any new improvements to the homestead. The remaining taxes are postponed, but not cancelled, with interest accruing at 8 percent per year. • Property Tax Deferral for Persons Age 65 or Older or Disabled or Disabled Veteran Homeowners – Texans who are age 65 or older or disabled, as defined by law, or who qualify for a disabled veteran exemption may postpone paying current and delinquent property taxes on their homes by signing a tax deferral affidavit. Once the affidavit is on file, taxes are deferred, but not cancelled, as long as the owner continues to own and live in the home. Interest continues to accrue at 5 percent per year on the unpaid taxes. You may obtain a deferral affidavit at the appraisal district. • Notice of Availability of Electronic Communication – In appraisal districts located in counties with a population of more than 200,000 or that have authorized electronic communications, and that have implemented a system that allows such communications, chief appraisers and ARBs may communicate electronically through email or other media with property owners or their designated representatives. Written agreements are required for notices and other documents to be delivered electronically instead of mailing. • Protesting Property Appraisal Values – Property owners who disagree with the appraisal district’s appraisal of their property for local taxes or for any other action that adversely affects them may protest their property value to the appraisal district’s ARB. Ramiro Barrera Middle School is excited to announce that the school is adding a vegetable garden with a grant from the Texas A&M Agrilife Extension. This garden will provide an excellent new venue for hands-on learning for students in science classes.
CTE Grulla High School Students complete G-317 Community Emergency Response Team Training The Federal Emergency Management Agency, using the model created by the Los Angeles City Fire Department, began promoting nationwide use of the Community Emergency Response Team (CERT) concept in 1994. Since then, CERT has been established in hundreds of communities. CERT training promotes a partnering of effort between emergency personnel to train members of neighborhoods, community organizations, or workplaces in basic response skills. CERT members are then integrated into the emergency response capability for their area. If a disastrous event overwhelms or delays the response, CERT members can assist others by applying the basic response and organizational skills that they learned during training. These skills can help save and sustain lives following a disaster until help arrives. CERT skills also apply to daily emergencies. Grulla High School students enrolled in CTE Criminal Justice Classes of Mr. Daniel Garcia and in the CTE Health Science Classes of Mr. Ryan Carlson began getting their CERT course hours starting on January 20,21, 27 from 8:30-5:00 p.m. The disciples covered included emergency medical service, public safety, governmental administration, Hazmat, military,private industry, emergency management, fire service, education public works, health care, law enforcement and public health . These intense classes were taught by Mr. Jose G. Alejandro- district coordinator, field response, DDC 19, Laredo. Texas Division of Emergency Management, Texas Homeland Security, Texas Deparment of DPS. Grulla High School students are to be congratulated for their effort and dedication in attaining this certificate . 2018 County Fair Pageant Kicks-Off - Fair On Saturday February 3, 2018 the Starr county Fair will host the Queen’s Pageant at the Roma ISD Performing Arts Center. The pageant rotates throughout the county to bring enthusiasm and excitement to the community for the county’s largest event, the Starr County Youth Fair, which brings together students from every school district in the county. We want to invite the youth of the county to get involved in the pageant and become part of this excellent character-building experience that heightens confidence and self-esteem for participating youngsters of all ages. Curve-billed and Long-billed thrashers are similar We have two thrashers here in the Va l l e y, the curvebilled and long-billed. They’re so similar that some people find it difficult to distinguish between them. I’ll tell you how to tell them apart and also how I enjoy watching them. Thrashers are common visitors. They spend their time hopping about on the ground in the surrounding thicket searching for insects, grubs, seeds and fruit. They seem to be omnivores. They do regularly venture into my bird feeding area and enjoy the henscratch and peanut butter. The curve-billed is especially attracted to the mealworms. I’ll describe their similarities for you. Both are residents here all year. Both birds are about 11 inches long and have rather long down-curved bills. The bills aren’t noticeably different despite what their names suggest. They have no distinctive wing-bars but both birds have strikingly orange eyes and are rather slim with longish tails. They belong to the same genus, Toxostoma, and are members of the mockingbird family although they don’t fully share the mockingbirds musical talents. Now, how they differ. Curvebilled are the more common and have a range through Texas, New Mexico, Arizona and down
through Mexico. The long-billed thrashers are a southern Texas specialty in the U. S.; their range also includes Mexico. T h e plumage colors are the birds’ most distinguishing feature. The curve-billed is a dusty, grayish-tan bird whose breast and belly show faint, smudged spots. The longbilled is a more robust brownish color with hints of rust. It’s breast a n d belly are near white a n d h a v e very distinct blackish-brown, irregular stripes. Once you observe the difference in underside colors you’ll never mistake the two. Thrashers build nests of small twigs, lined with grass, about 4 to 8 feet from the ground. The 2 to
5 eggs are a pale blue-green with tiny brown specks. The curvebilled’s eggs have light speckling while the long-billed’s eggs are nearly covered with speckling. The curve-billed thrashers have built a sizable nest of twigs in my large, tree-form cactus and raised a young one in it each of the past two years. The cactus is just 10 feet from where I sit beside my motorhome to read and watch birds and I’ve enjoyed watching them incubate and raise the young. Apparently wanting a little variety, they built two more nests this year and then thought better about it and again raised their young in the old nest. They’re good parents with both working diligently feeding the young one. This year they fed their kid some mealworms. I was glad to help ease their feeding chore. I hope that during hikes, through the thorny brush, you’ll happen upon our two thrashers and enjoy seeing both the similarities and the distinctive plumages.

AC2E Elementary Participated in Grulla JROTC Supports the Community During the Holidays Polar Express Themed Activities
5th Grade students at AC2E Elementary finalized last semester with Polar Express themed activities!! Students were read the story by their teacher and then enjoyed watching the movie in their pajamas. They were treated to some hot cocoa where they had to give their ticket and given a Believe bracelet in return! The Grulla High School JROTC Program made a decision early last year that they wanted to have several The students had a great time and were excited to partake in these activities that pertained to The Polar community service programs were they believed they could make an impact. One of those key places was Express! the local Texas Migrant Headstart Program. The JROTC program worked over several months to get gifts that they could provide each child that is in the program and at the end each Cadet got the greatest reward possible which were the many smiles they received.
