Rio Grande City High School student Jesus Villarreal managed to be in the TOP 10 out of 38 in the Esthetics category. He represented Rio Grande City High School and the state of Texas in Atlanta, Georgia for this National Event. He is the second from Texas in ten years to compete at Skills USA Nationals. Jesus is truly thankful to his teacher Mrs J. Arredondo for proving the knowledge and skills in what he loves the most, and to his friend Dayana Lerma for providing her beautiful and appealing facial features that made her an outstanding model. Thanks to CTE Director Adelina Villarreal for supporting and providing the students and the CTE programs the resources needed to excel in this journey. Congratulations Jesus!!!!

The City of Roma, Texas (the “City”) requests the submission of qualifications statements, which will lead to the possible award of contracts to provide services for a project involving the City’s waterworks system.
Scope of Work
Services to be provided by Engineer: professional engineering services associated with proposed (a) planning, permitting, environmental, design and construction management phase services and other additional services associated with the U.S. Department of Housing and Urban Development (HUD) Fiscal year 2024 Economic Development Initiative (EDI) – Community Project Funding (CPF) grant Number B-24-CP-TX-2086; and (b) assistance in application preparation and documentation to federal, state, and other possible funding sources.
Guidelines for Content of Qualification Statements
DO NOT INCLUDE COST INFORMATION with the qualification statement. Responses that include cost or pricing information will be rejected and will not be considered by the City.
Detailed instructions on preparation of the qualification statement must be obtained from the City. For more information on preparing and submitting the qualification statement, contact City Manager Alex Barrera, at (956) 849-1411 or abarrera@cityofroma.net. This information should be requested as soon as possible to allow time to prepare the document and comply with the procedures.
Submittal Deadline

Minimum Qualifications and Selection Criteria
The City will evaluate the proposals to determine which firm has the best qualifications.
Contract Terms and Negotiation Schedule
Consultants for Engineering services are expected to negotiate an agreement for services which is acceptable to the City. If an acceptable contract cannot be negotiated, the City may formally end negotiations and begin negotiating with the next highest qualified person or firm.
Contracts are contingent upon release of funds from the U.S. Department of HUD. Any contract awarded under the Requests for Qualifications (RFQs) are expected to be funded in part or wholly by CPF B-24-CP-TX-2086. Neither the U.S. Department of HUD nor any of its departments, agencies, or employees are or will be a party to the RFQs, or any resulting contract. These RFQs are issued in accordance with Section 2254 of the Texas Government Code (Professional Services Act) and Title 40 Code of Federal Regulations, Part 31 (Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments).
This contract is subject to the Environmental Protection Agency’s (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) firms. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. and money during the summer: Adjust Your Thermostat: Set your thermostat a few degrees higher. Use smart or programmable thermostats to align cooling with hours you are not home or sleeping.
Use Ceiling Fans: Fans can make you feel 4 degrees cooler. Use them in occupied rooms and raise the thermostat while fans are running. Turn fans off when you leave the room.
Limit Energy-Intensive Activities: Be mindful of how often you do laundry or run the dishwasher. Hang drying clothes and handwashing dishes can reduce your energy use.
Unplug Electronics: Unplug devices when not in use or use power strips to manage them.
Close Drapes and Blinds: Block unnecessary heat from sunlight by closing drapes and blinds in.
NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION
NOTICE is hereby given that it is the intention of the Commissioners Court of Starr County, Texas (the “County”) to issue interest-bearing Certificates of Obligation of the County to be designated and known as the “STARR COUNTY, TEXAS CERTIFICATES OF OBLIGATION, SERIES 2024” (the “Certificates”) for the purpose of providing for the payment of contractual obligations to be incurred for the design, planning, acquisition, equipping, construction, and renovation of public property, and designated infrastructure and for other public purposes specifically being (i) improvements to County roads (including utility relocation, related drainage improvements and rights-of-way acquisition); (ii) purchase of property for and construction of a County juvenile detention facility; and (iii) the payment of contractual obligations for professional services in connection with such projects (including, but not limited to, financial advisory, legal, architectural, and engineering). The Commissioners Court tentatively proposes to authorize the issuance of the Certificates at its regular meeting place in the Commissioners Court meeting room, Starr County Courthouse, 401 North Britton Avenue, Rio Grande City, Texas, at a Regular Meeting of the Commissioners Court to be commenced at 10:00 a.m., on the 26th day of August, 2024, in an amount not to exceed $7,300,000. The Commissioners Court presently proposes to provide for payment of the Certificates by the pledge of an annual ad valorem tax levied upon all taxable property within the County, within the limits prescribed by law, and by a limited pledge of $1,000 of the surplus revenues of the County’s International Toll Bridge System. The Certificates are to be issued, and this notice is given, pursuant to Section 271.041, et seq., Texas Local Government Code.
In accordance with the provisions of Subchapter C of Chapter 271, Texas Local Government Code, as amended (“Chapter 271”), the following information has been provided by the County: The current principal of all outstanding debt obligations of the County is $2,771,666.70, the combined principal and interest required to pay all currently outstanding debt obligations of the County on time and in full is $3,621,255.66, the estimated combined principal and interest required to pay the Certificates of Obligation on time and in full is $11,010,050.00, the estimated interest rate for the Certificates of Obligation is 6.0%, and the maximum maturity date of the Certificates of Obligation will not exceed the maximum allowed by law. Market conditions affecting interest rates vary based on a number of factors beyond the control of the County, and the County cannot and does not guarantee a particular interest rate associated with the Certificates of Obligation.

The Texas Department of Public Safety (DPS) reminds Texans of upcoming changes to the state’s Vehicle Safety Inspection Program that will eliminate most vehicle safety inspections. House Bill 3297, which was passed by the 88th Legislature and signed into law by Governor Greg Abbott in 2023, abolishes the Vehicle Safety Inspection Program for non-commercial vehicles.
Beginning January 1, 2025, non-commercial vehicles will no longer need a vehicle safety inspection prior to registration. However, all non-commercial vehicles in the state will be subject to a $7.50 inspection program replacement fee. This fee will be added to your total when you register your vehicle with the Texas Department of Motor Vehicles.
New vehicles (those of the current or preceding model year on the date of purchase) purchased in Texas that have not been previously registered in Texas or another state are required to pay an initial inspection program replacement fee of $16.75 to cover two years.
Vehicles Registered in Emissions Counties
While comprehensive vehicle safety inspections will be eliminated for all non-commercial
vehicles, Texans whose vehicles are registered in emissions counties will still be required to have emissions tests.
Emissions tests are required in major metropolitan areas,
including Brazoria, Fort Bend, Galveston, Harris and Montgomery counties; Collin, Dallas, Denton, Ellis, Johnson, Kaufman, Parker, Rockwall and Tarrant counties; Travis and Williamson counties; and El Paso County. Bexar County will be added to the list of
