Students and staff from Preparatory for Early College High School made the journey to State Farm Arena in Hidalgo Texas to participate in the 2018 South Texas College Graduation Ceremony. Also in attendance were the student’s friends and family there to cheer on their graduates, who all received their Associate Degrees. Congratulations to Roma High School senior Noe Garza Jr., who signed a letter of intent to play basketball for Palo Alto College in San Antonio! “It feels great to know that I’m going to play basketball at the college level,” said Garza. “When I found out I felt that it was a big blessing and a great honor to be selected to play college ball.” Garza, who will be a point guard for Palo Alto, feels what sets him apart from other players is that he works hard at developing his skills every day. “My coaches can tell you that I’m in the gym practicing all the time, many times alone, trying to get better every day,” he said. “I come in early, stay late and during the summer; whatever it takes to keep improving. Jesus Lopez

July 10, 1937 † July 6, 2018 Jesus Lopez passed away Friday, July 6, 2018 at the age of 80. He was born July 10, 1937 in Garciasville to Faustino and Genoveva (Conteras) Lopez. Jesus spent 31 years with the Defense Mapping Agency at Fort Sam Houston. He was the 1969 Federal employee of the year. Jesus was a graduate of Southwest Texas State and also served as a board member of the McCoy Water Supply. He loved his family and his greatest joy was his grandchildren.

Jesus is survived by his loving wife, Anna Lopez of Leming; sons, Jesse Lopez and wife Rebecca of Pleasanton and Roland Lopez and wife Angela of San Antonio; daughter, Melinda Briones and husband Tony of Jourdanton; brothers, Emilio Lopez and wife Dolores of El Paso, Faustino Lopez, Jr. and wife Florinda of Garciasville, Jose Luis Lopez of Houston; brotherin-law, Charles Hernandez of Arlington; sisters, Juanita Garcia of Garciasville, Susie Santos of Corpus Christi and sister-in-law, Santa Lopez of Garciasville. He is also survived by his beloved grandchildren, Frederick Lopez, Bryan Briones, Geneva Lopez, Ryan Lopez and Lilliana Briones, and numerous loving nieces and nephews. Marketing 4-H is one of “her” most recognizable roles in the 4-H county program. She has strong community partnerships that donate countless volunteer hours and resources to support the 4-H program Kids Fish – The program first draws the children’s interest in fishing, then she recruits the Texas Parks and Wildlife best fishermen, parents and volunteers to guide and support the event. The event involves over 80 volunteers and the attendance grows each year. Her most powerful impact noted has been her club’s dedication to Community Service. As she plans the 4-H year it includes activities where 4-Her’s engage in active service projects that meet the needs of our communities. She visits with various service organizations and involves 4-Her’s in their events. You can always count on her group to show up, on time and be the last to leave. She makes every effort to ensure that everyone participating takes something away from the experience. She includes structured time for the youth to reflect on their service experience because it influences lifelong learning. 4-H leaders and parents in her 4-H club truly feel there is someone who cares about them and that what they do in 4-H matters. This pretty much confirms or qualifies her as a true mentor who places great emphasis on their personal growth, learning and development.

Starr County 4Hers Compete at State 4-H Roundup RGCCISD Grulla High School Gators

Starr Chefs – Food Challenge: L-R – J.J. Garcia, Idani Cantu, and Andrew Garza. 4-Hers traveled to Texas A&M University to participate in state wide contests at State 4-H Roundup the week of June 11. They were accompanied by their parents and 4-H leader coaches, comment Yolanda Morado County Extension Agent – Family Community Health. The Starr County 4-H Food Challenge was made up of Idani Cantu, Andres Garza (Rattler 4-H Club) and J.J. Garcia (Vaquero 4-H Club) – who competed in the State Contest where they are given a set of ingredients and they have 40 minutes to prepare a dish using those ingredients. The team also has to prepare a presentation in which they discuss the nutrition value of the of the dish, cost per serving, and food safety measures taken. There were 48 teams competing at this event representing all of Texas. Our Starr team did exceptionally well placing on the top ten. Competing at the State 4-H Food Show, Joshlynn Flores (Vaquero 4-H Club) prepared her “Beef Stuffed Peppers” for a panel of judges. 4Hers from across the State demonstrated their knowledge and skills related to foods and nutrition. This event focuses on the 4Hers ability to properly prepare a dish, present orally the nutritional value,

It is carried through the bloodstream to the brain, stomach, internal organs, liver, kidneys, and muscles - everywhere. It is absorbed very quickly (as short as 5-10 minutes) and can stay in the body for several hours. Alcohol affects the central nervous system and brain. It can make users loosen up, relax, and feel more comfortable, or can make them more aggressive. Unfortunately, it also lowers their inhibitions, which can set them up for embarrassing or dangerous behavior. In fact, each year approximately 5,000 young people under the age of 21 die as a result of underage drinking. This statistic includes about 1,900 deaths from motor vehicle accidents; 1,600 homicides; 300 suicides; and hundreds of others stemming from injuries such as falls, burns and drownings. Alcohol can impair the parts of the brain that control the following: Motor coordination, Impulse control, Memory, Judgment and decision making capacity Another reason why YOU need to stay away from alcohol: People who reported starting to drink before the age of 15 were four times more likely to also report meeting the criteria for alcohol dependence at some point in their lives. ACTUALIZACIÓN: North Efren Ramirez Ave. Proyecto de pavimentación y drenaje La Ciudad de Roma continúa con su compromiso de resolver los problemas de calles y desagües a lo largo de North Efren Ramirez. En octubre pasado, la Ciudad anunció que el Departamento de Desarrollo Rural de los Estados Unidos le había otorgado a la ciudad una subvención y un préstamo a bajo interés para el Proyecto de Pavimentación y Drenaje de la Avenida N. Efren Ramirez. Desde entonces, la Ciudad de Roma ha recibido la aprobación para la ingeniería y el diseño del proyecto. Medicare steps up its fight against diabetes By Bob Moos, Southwest public affairs officer, U.S. Centers for Medicare and Medicaid Services Diabetes affects as many as one in four older adults with Medicare. It costs hundreds of billions of dollars to treat and results in the loss of tens of thousands of lives every year. If we could better control diabetes, we’d be taking a huge leap toward creating a healthier America. Diabetes occurs when your body doesn’t make enough insulin or doesn’t respond to the insulin it does make. Insulin is what your body uses to process sugar and turn it into energy. When too much sugar stays in your blood, it can lead to serious complications and even lifethreatening problems, including heart disease, strokes and kidney damage. Medicare is committed to fighting the diabetes epidemic. If you’re on Medicare and at risk for diabetes, you’re covered for two blood sugar screenings each year at no out-of-pocket cost to you. Risk factors include high blood pressure, a history of

abnormal cholesterol and triglyceride levels, obesity or a history of high blood sugar. If you’re diagnosed with diabetes, Medicare will help pay for blood sugar self-testing equipment and supplies, as well as insulin and other anti-diabetic drugs. In the event of diabetic foot disease, it will also help pay for therapeutic shoes or inserts as long as your podiatrist prescribes them. Because living with diabetes can pose day-to-day challenges, Medicare covers a program to teach you how to manage the disease. With a written order from your physician, you can sign up for training that includes tips for monitoring blood sugar, taking medication and eating healthy. If you’d like to learn more about how to control diabetes, visit Medicare’s website at www. medicare.gov or call Medicare’s 24/7 help line at 1-800-633-4227 and visit with a counselor. In addition to the 30 million Americans with diabetes, another 86 million live with a condition known as pre-diabetes, where blood sugar levels are higher than normal but not high enough for a diabetes diagnosis. Pre-diabetes is treatable. But only one in 10 people with the condition will even know they have it. Left untreated, one in three will develop the full-blown disease within several years. Confronted with those statistics, Medicare is ramping up its efforts to prevent diabetes among the millions of Medicare beneficiaries who are at a heightened risk of developing it. Several years ago, Medicare partnered with YMCAs nationwide to launch an initiative for patients with pre-diabetes. The pilot project showed that

older people could lose weight through lifestyle counseling and regular meetings that stressed healthy eating habits and exercise. About half of the participants shed an average of 5 percent of their weight, which health authorities say is enough to substantially reduce the risk of full-blown diabetes. Through adopting a healthier lifestyle, people diagnosed with prediabetes can delay the onset of the disease. Based on the trial program’s encouraging results, Medicare is now expanding its coverage for diabetes prevention. Using the pilot project as a model, it will help pay for a counseling program aimed at improving beneficiaries’ nutrition, increasing their physical activity and reducing stress. If you have Medicare’s Part B medical insurance and are pre-diabetic, you’ll be able to enroll in a series of coaching sessions lasting one to two years and conducted by health care providers as well as community organizations like local senior centers. There will be no out-ofpocket cost. Medicare is currently recruiting partners to offer the program so that it will be widely available to beneficiaries. Diabetes can be a terribly debilitating disease. It can mean a lifetime of tests, injections and health challenges. Every five minutes in this country, 14 more adults are diagnosed with it. And in the same five minutes, two more people will die from diabetes-related causes. If we can prevent more diabetes cases before they even start, we can help people live longer and fuller lives, as well as save money across our health care system.

After concluding the Treaty of Guadalupe Hidalgo that ended the Mexican War in 1848, President James K. Polk ordered the US Army to identify sites for permanent installations in an effort to enforce the treaty’s terms, provide security against Mexican and Indian raids, and encourage further settlement and economic development. Brevet Major Joseph H. LaMotte would identify Davis Landing as one qualifying location considering the military post would also help safeguard and vitalize the recently founded Rio Grande City. Initially called “the Post at Davis Landing,” it would not be christened “Fort Ringgold” until 1878 when the US Army purchased their lease of 350 acres from the family of Rio Grande City’s founder, Henry Clay Davis. Fort Ringgold was named in honor of Brevet Major Samuel Ringgold, who had been killed in the Battle of Palo Alto (May 1846) during the Mexican War. The fort served as temporary host to several famous visitors, including Robert E. Lee and John J. Pershing, and proved vital in protecting the area against banditry and popular uprisings like that of Juan Cortina (c. 1860). It also served as an economic asset for the area by attracting federal funding. As of 1949, the Rio Grande City Consolidated ISD purchased Fort Ringgold from the US government.

UPDATE: North Efren Ramirez Ave. Paving and Drainage Project The City of Roma continues its commitment to resolve the street and drainage issues along North Efren Ramirez. Last October, the City announced the United States Department of Agriculture Rural Development had awarded the city a grant and low interest loan for the N. Efren Ramirez Avenue Paving and Drainage Project. Since then, the City of Roma has received approval for the engineering and design of the project. Unfortunately, the project has faced a few obstacles that have delayed the start of construction. Nevertheless, the project should begin construction in the next couple of months Project Scope -- The project will consist of the reconstruction and widening of North Efren Ramirez Avenue from an existing 14’ wide street to a 37’ paved street section with concrete curb and gutter (approximately 2,300 ft

long). Over 5,600 feet of drainage pipe will be installed to drain water to Arroyo Los Morenos. The project will be similar in scope to the Ebony Avenue Project, which was also funded through USDA. The long awaited project will help alleviate flooding in a number of surrounding neighborhoods and will provide a drainage system for future internal collection systems to tie into. The total cost of the project is $1,915,400. $775,400 will be awarded in the form of a grant, while $1,140,000 will be financed as part of a low interest loan. Obstacles -- The project has been delayed because of challenges associated with the acquisition of necessary drainage easements. A portion of the drainage pipe will be installed through private property, requiring the city to purchase drainage easements. The funding agency will not allow the

project to move forward until the city purchases the property where the drainage pipe will be installed. The City has been working closely with property owners, land appraisers, title companies, and real estate attorneys to purchase the easements as soon as possible. The City anticipates completing the legal work on these acquisitions within the next month. Timeline -- Once the City secures the necessary right of way and drainage easements, it will begin the process of issuing out a certificate of obligation (getting a loan) for financing the City’s share of the project. Concurrently, the City expects to advertise for bids for construction. The City anticipates awarding the project in September and construction will follow thereafter. Total construction time is scheduled to be 180 days.

DPS Launches iWatchTexas Mobile App The Texas Department of Public Safety (DPS) announced the launch of the new iWatchTexas mobile application (app), which the public can use to report suspicious activities or behaviors that may indicate ongoing or future criminal or terrorist activity. The iWatch Texas program was created as a partnership between communities and law enforcement, and utilizes citizen-sourced tips related to criminal activity. DPS developed the new iWatchTexas mobile app at the direction of Governor Greg Abbott to make it easier for the public to report suspicious activity in Texas, including criminal, terroristic or school safety-related threats. “The new iWatchTexas mobile app is one of several solutions that Texas is implementing immediately to identify and report those who may pose a threat to our schools and to our communities,” said Governor Abbott. “Our law enforcement officers often rely on vigilant Texans to help keep communities safe, and this new tool will give

everyone the ability to quickly and easily communicate with authorities and help prevent future tragedies.” The app is now available for iPhone users on the Apple App Store (iWatchTexas) and for Android users on Google Play (iWatchTexas). “Amid the growing threats to public safety by malicious actors, we want to remind the public that they can be law enforcement’s greatest resource to combat those intent on harming others, including innocent schoolchildren and administrators,” said DPS Director Steven McCraw. “By launching this new mobile app at the direction of Gov. Abbott, we are providing an additional and easy way for the public to report any illegal or suspicious behavior, which may ultimately help save lives.” The public can report suspicious behaviors through the iWatch Texas program via the new mobile app, online at www.iwatchtx.org or by calling 1-844-643-2251. A report usually takes fewer than five minutes to

complete, and once submitted, each report is reviewed by law enforcement analysts. All reports are confidential (providing contact information, which is optional, will allow for follow-up questions). Preparations for crime, terrorist attacks and threats to school safety may often be seen but not reported. When in doubt, speak up. Here are some examples of behaviors and activities to report: •Comments made regarding killing or harming someone. •Strangers asking questions about building security features and procedures. •Briefcase, suitcase, backpack or package is left behind. •Cars or trucks are left in no-parking zones at important buildings. •Chemical smells or fumes that are unusual for the location. •Purchasing supplies that could be used to make bombs or weapons, or purchasing uniforms without having the proper credentials. •Taking photographs or videos of security features, such as cameras or checkpoints. The iWatch Texas program is not designed to report emergencies. If a situation requires an emergency response, call 911. As a reminder, false reporting to a law enforcement agency is a violation of state law.

Escobar Elementary School Family, including Principal Edgar Garza, the school’s last four teachers of the year, plus two additional teachers. Although the committee consisted of seven members, Principal Garza led the effort, but did not vote on any options allowing all the recommendations to come from the teachers, who in turn consulted with their peers. “I’m happy to say the selection of the colors and the mascot were completely teacher-driven,” expressed Garza. “Once the

committee made their final selections, the group presented the ideas to the entire staff and got their approval. The mascot and colors that were selected were then presented to and approved by the Roma ISD School Board.” “Our teachers really enjoyed this process, which gave us and our community great ownership of our new school,” added Garza. “We want to thank the Roma ISD Administration and School Board for allowing us so much freedom over these choices. The teachers felt the colors were bright and really set us apart from other schools in our area. They also felt ‘The Warriors’ was a very powerful symbol and given that our children are performing so well academically against other schools in our region it seems like a great fit.
