Raul “Roy” Pena, III Sworn In as New Commissioner for Pct. 2

On Friday June 30, 2017, Starr County Judge Eloy Vera appointed Mr. Raul “Roy” Pena, III, a lifetime educator in the Roma School District to fill in as Commissioner of Pct. 2, a position left vacant by the passing of the late Raul “Roy” Pena, Jr. “It was not a difficult decision” said Judge Vera because he will finish his father’s term and he feels that his father’s wish would have been for his son to be appointed. “I would like to thank Judge Vera for having selected me as the County Commissioner for Precinct 2 for the duration of my father’s unexpired term. As we all know, it is essential that the services and projects initiated by Commissioner Pena, Jr., continue to meet completion and be sustained.” Said the new commissioner. “I also assure you that my skills and your assistance will help us continue to move forward in Pct. 2 as well as in all other precincts.” Said Pena to the Commissioners’ Court. He stated his gratitude to the residents of Precinct 2 for encouraging him to continue to honor his father’s legacy and help fulfill his duty as their public servant. Pena concluded his acceptance speech with the following; “With the blessing of our Lord Jesus Christ, the guidance of my fellow commissioners, and the support of the residents from our precinct, I proudly proclaim that I am ready, focused and willing to meet the challenges of tomorrow.” Congratulations Commissioner Pena! Our overuse of pain medications threatens our health By Bob Moos/Southwest public affairs officer for the U.S. Centers for Medicare and Medicaid Services Our nation faces its deadliest drug epidemic ever. For years, Americans overestimated the benefits of opioids and underestimated the risks. Many people became regular

users of these narcotic pain killers, often quite innocently, with a prescription from a doctor after surgery or an injury or as treatment for a chronic condition. Few thought their growing dependence on the pain killers would lead to addiction. The numbers describe the magnitude of the crisis now

confronting us: • Since 1999, the amount of prescription opioids sold in this country has nearly quadrupled. • Also since then, deaths from prescription opioids have more than quadrupled. • Every day, 91 Americans die from an opioid overdose. Older adults are especially

NOVENA “Miraculous Prayer”

R. G. C.

Dear Sacred Heart of Jesus, in the past I have asked for favors. This time I ask you this very special one (mention favor). Take it, Dear Jesus, and place it within your own heart, where your Father sees it. Then, in your merciful eyes it will become your favor, not mine. Amen. Say this prayer for three days, promise publication and favor will be granted. Never known to fail.

affected. About 2.7 million Americans 50 or older abused pain killers in 2015 when they took them for reasons or in amounts beyond what their doctors prescribed. Also, people 65 and older have had sharp increases in opioid-related hospital stays and emergency room visits. No one is suggesting that someone undergoing surgery, recovering from an injury or having major medical problems should be denied pain medications. But 236 million prescriptions were written for opioids last year in this country – enough to give every American adult a bottle of pain killers. Combating the opioid epidemic has become a major federal priority. The Department of Health and Human Services is following a five-pronged strategy of stepping up public health monitoring of the problem, supporting research on pain and addiction, improving access to treatment, making overdose-reversing drugs more available, and promoting better ways to manage pain. The Centers for Disease Control and Prevention last year published guidelines for clinicians prescribing opioids for chronic pain outside of active cancer treatment, palliative care and end-of-life care. The federal government is also providing states with nearly a halfbillion dollars for prevention and treatment programs. Another halfbillion dollars in grants will follow next year. As important as the federal partnerships with states and communities will be in addressing this nationwide menace, stemming the increase in opioid-related deaths will demand the attention of all of us. That means not just government officials and health care professionals. It means anyone who may be needing some form of pain medication, as well as family members and friends. An all-hands-on-deck response is the only way we’re going to get a handle on an epidemic that has taken 25 years to develop. Here’s what you can do yourself to fight it: • If you’re due for surgery, visit with your physician beforehand to find out what you’ll be given for pain relief afterward and how long you should expect to be on it. If you continue to pop pills beyond that, talk with your doctor about the safest way to wean yourself off them. • Be aware of the warning signs that you’re becoming too dependent on your medication. Do you have memory problems or trouble focusing on the task at hand? Are you forgoing important obligations? And probably the surest sign of all: Are you going to another doctor or elsewhere for more medication because your doctor won’t write a prescription for you any longer? • If it’s possible, ask a family member or friend to help you through your recovery period and track your use of pain medication to make sure you’re following the recommended dosage. Remember that addiction is a medical matter and not a moral failing. It takes courage to seek help. Treatment can include counseling or medication or both. OPIOIDS, page 8

Roma ISD Rated Honor Roll District, 3 Schools Ranked Texas Honor Roll Schools

For the second year, Roma ISD is recognized by the Educational Results Partnership (ERP) and the Institute for Productivity in Education (IPE) as a Texas Honor Roll District. Roma ISD is joined on the list by just 11 districts in the state of Texas including Sharyland ISD, South Texas ISD, Valley View ISD, Los Fresnos CISD, and College Station ISD to name a few. “Last year Roma ISD was named on the inaugural list of Honor Roll Districts and this year we maintain our ranking because we have been identified as a high-performing district with successful practices that improve outcomes for students,” explained Roma ISD Superintendent Carlos Guzman. “We continue to focus on academic rigor at all levels and challenge our students, setting high expectations. I congratulate every student and every employee of our district because each one is a contributing factor in the success of Roma ISD.” School districts receiving the Texas Honor Roll distinction have demonstrated consistently high levels of student academic achievement, improvement in achievement levels over time and reduction in achievement gaps among student populations. The Texas Honor Roll is part of a national effort known for its extensive and rigorous analysis of student achievement in public schools. Three Roma ISD schools

stood above most others in the Valley because of their success in getting students to reach higher levels of academic achievement and those include Emma Vera Elementary School, F.J. Scott Elementary School and R.T. Barrera Elementary School. These three schools have been named 2016 Texas Honor Roll Star Schools! Star Schools are those with significant populations of socio-economically disadvantaged students that have shown a significant increase in grade-level proficiency over time. Also, Roma ISD is excited to announce that F.J. Scott Elementary received a special designation on the Texas Honor Roll as a STEM Honor Roll School

for the percentage of low-income students that have high levels of math and science achievement. “Many schools across the country are doing well, even those with high numbers of historically disadvantaged students,” said Jim Lanich, ERP President and CEO. “The Honor Roll proves that all schools, no matter what zip code they are in, can achieve this kind of success. School and school district leaders have a great opportunity to find out what’s working at these Honor Roll schools and replicate it.” For more information about the Texas Honor Roll Program visit http://edresults.org/HonorRoll/ HonorRoll.

Farm Service Agency Reminds Farmers And Ranchers Of July 17 Acreage Reporting Deadline

It’s officially summer. For farmers, this means crops have been planted, but it also means it’s time to stop by the local Farm Service Agency office to complete an annual acreage report. FSA acting administrator Chris Beyerhelm reminding farmers and ranchers that July 17th is the final date to report 2017 planted acres for most crops. Filing a timely and accurate acreage report for all crops and land uses, including prevented planting or failed acreage, can prevent the loss of FSA program benefits. Producers who haven’t completed planting by the July 17 deadline can still file a timely report up to 15 days after planting is complete. Annual acreage reports are an essential component for FSA program eligibility. If you haven’t made your report, you can either contact your local FSA office or, if you carried insurance, contact your participating crop insurance agent. Students and residents are harvesting produce throughout the county. Harvesting events are carried out twice a year in the fall and spring.
