ADVERTISEMENT Starr County Local Board for Emergency Food and Shelter Program Announces American Rescue Plan Act of 2021 Funding Available to Organizations Providing Humanitarian Aid to Migrants Applications Begin on July 15, 2021 and are Due on July 31, 2021 July 2020, McAllen, TX — United Way of South Texas, on behalf of the Local Board for the Emergency Food and Shelter Program, announced that on March 11, 2021, the President signed into law the American Rescue Plan Act of 2021. Provisions of the law provide $110 million to the Federal Emergency Management Agency’s (FEMA) Emergency Food and Shelter Program (EFSP) to help defray the costs that state and local service agencies (nonprofit, faith-based, and governmental) may incur in providing shelter, food, and supportive services to families and individuals encountered by the Department of Homeland Security (DHS). On March 18, 2021, FEMA awarded the total of $110 million to the National Board, which is composed of representatives from the American Red Cross, Catholic Charities USA, The Jewish Federations of North America, National Council of the Churches of Christ in the USA, The Salvation Army, United Way Worldwide, and FEMA, with FEMA serving as the board chair. Congress chose the EFSP to disburse these supplemental funds for providing humanitarian relief to families and individuals because of the program’s established mission in supplementing and expanding the ongoing work of local social service organizations, both nonprofit and governmental, to provide shelter, food, and supportive services to those who are, or who are at risk of becoming, homeless and/or hungry. Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be a nonprofit, faith-based, or governmental entity that provided humanitarian relief to families and individuals encountered by DHS, 2) submit completed application with required documentation, 3) provide the agency’s Data Universal Number System (DUNS) Number, 4) provide the agency’s Federal Employer Identification Number (FEIN), 5) apply on or before the deadline for each quarter. Eligible organizations providing shelter, food, transportation, basic health and first aid, COVID-19 testing and associated medical care needed during quarantine and isolation, and other supportive services may apply for funding. To receive an award for eligible services provided, agencies must document the expenditures made to deliver services to families and individuals encountered by DHS. Any agency that did not provide services in response to families and individuals encountered by DHS will not be considered to receive funds. Multiple funding opportunities will be available throughout the year 2021. The current funding opportunity will be available on July 15, 2021 – July 31, 2021, for any eligible expenditures incurred on or after January 1, 2021, – June 30, 2021. The application can be access via the EFSP website, www.efsp.unitedway.org, under the Supplemental Funding Information tab. This is a competitive grant, so no application is guaranteed an award, and only eligible expenses can be reimbursed. Governor Abbott, HHSC Announce Extension of Emergency SNAP Benefits for July On July 6, 2021, Governor Greg Abbott announced that the Texas Health and Human Services Commission (HHSC) is providing approximately $262 million in emergency Supplemental Nutrition Assistance Program (SNAP) food benefits for the month of July as the state continues its response to the COVID-19 pandemic. “Thank you to HHSC for continuing to provide these crucial food benefits to so many Texas families,” said Governor Abbott. “With the support of HHSC and the USDA, families across the state can continue to put food on the table for their loved ones.” “As the pandemic continues to
impact Texas families, we will continue to provide support to these families through emergency SNAP benefits, which allow the purchases of healthy, nutritious foods,” said Texas HHS Access and Eligibility Services Deputy Executive Commissioner Wayne Salter. HHSC received federal approval from the U.S. Department of Agriculture to extend the maximum, allowable amount of SNAP benefits to recipients based on family size, and all SNAP households will receive a minimum of $95 in emergency allotments. The emergency July allotments are in addition to the more than $3.69 billion in benefits
previously provided to Texans since April 2020. Recipients will also continue to receive a 15 percent increase in their total benefits, which will continue monthly until September 2021. This 15 percent increase and the additional emergency allotment amount should appear in recipients’ accounts by July 31. Administered by HHSC, SNAP is a federal program that provides food assistance to approximately 1.6 million eligible low-income families and individuals in Texas. Texans in need can apply for benefits, including SNAP and Medicaid, at YourTexasBenefits. com or use the Your Texas Benefits mobile app to manage their benefits.
