I am a 16-yearold upcoming junior at San Isidro High School. I participate in extracurricular activities such as journalism, basketball, volleyball, and cheerleading. I enjoy involvement with the community and dedicate my spare time into church fundraisers and school events. I am the eldest of four children. I strive to lead them on my paved path and set the right example for them. My father owns Gulf Coast Livestock Auction in Alice, Texas, and my mother is Director of Religious Education at the San Isidro Catholic Church. My family are my biggest supporters and

On May 18th 2020, the San Isidro Catholic Church and First Baptist Church collaborated to distribute food to aid the community through these times of adversity. The food was donated from the Valley Baptist church in Harlingen and brought to San Isidro. Volunteers gathered at the First Baptist church parking lot where vehicles lined up to receive boxes of produce. It was a nocontact system where recipients parked their car and a volunteer placed the parcel in the backseat. With the unity of two separate churches and vibrancy of the youth, the food distribution was

Earlier this week, the Texas Education Agency released guidance to school districts for providing instruction for the 2020-2021 school year to students. TEA is requiring our school district provide on-campus instruction and Virtual (Synchronous/Asynchronous) instruction. If a school district refuses to offer on-campus instruction, the school district will lose all state and federal funding.

Si un distrito escolar se niega a ofrecer instrucción en las escuelas, el distrito escolar perderá todos los fondos estatales y federales.
Earlier this summer, RGCCISD sent surveys to our RGCCISD Family to assess whether our community was in favor of on-campus instruction or virtual remote instruction. The results of the surveys were overwhelmingly in support of virtual learning, and that survey was taken before the drastic increase in positive Covid-19 cases in our county. Superintendent of Schools, Vilma Garza and the entire RGCCISD Community know the struggles and obstacles our district will encounter and will have to overcome by providing a complete Virtual instruction model; but at this point and in keeping in mind the safety of our students, employees, and their families, it is the best option. We realize that it will be a challenge for our RGCCISD Community, but we are prepared and willing to take on whatever uncertainty we are faced with as we move forward.

“I urge our RGCCISD Community to come together and unite by reaching out to our State of Texas Officials, including the Office of Our Governor and implore that districts all around Texas and most specifically school districts in Starr County be allowed to make the delivery of instruction method decision based on the needs of the communities they encompass,” said Superintendent Garza. “Our community has been devasted by the Covid-19 Pandemic. As a proud citizen of Rio Grande City, and the proud leader of the largest school district in Starr County, I cannot fathom how our state leadership would bind us to on-campus instruction without properly assessing the repercussions it would have to our community and county. RGCCISD is in the process of writing a letter to our Texas Governor, Greg Abbott pleading for flexibility when it comes to instructional learning models, additional resources and additional funding to address situations that may arise due to the Covid-19 pandemic ravaging our community”. Provided below is a description of our instruction and learning delivery models at RGCCISD (based on latest guidance from the Texas Education Agency dated July 7, 2020):
On-Campus Instruction and Traditional Learning in the classroom** (PreK-grade 12) **Students who opt to attend on-campus instruction will NOT be required to wear a uniform. Dress code information will be available to our community soon.
Remote Instruction at Home (PreK-grade 12) via: Remote Synchronous Instruction – A two-way, real-time/live, virtual instruction between teachers and students when students are not on campus. Remote Asynchronous Instruction – Instruction that does not require having the instructor and student engaged at the same time. In closing, throughout the summer RGCCISD has remained FUTURE FOCUSED. We have been planning and preparing additional health and safety measures for our campuses and finding creative ways to provide our students and staff with the necessary resources needed for instruction. We thank you for your patience as we work together in providing the best learning options for our RGCCISD families and as we make every effort to make decisions for RGCCISD that will keep our students, staff, and families safe.

South Texas College Releases Instructional Plan for 2020 Fall Semester South Texas College is prioritizing the safety and wellbeing of all its students, faculty, and staff in the wake of the current COVID-19 global pandemic. STC has recently released an instructional plan ahead of the fall 2020 semester that can be modified in the event of ever changing state or federal guidelines. STC plans to make extensive use of technology, while preserving the most important elements of inperson required activities, through an in-person/hybrid course structure, according to college leadership. “Keeping our students, faculty, and staff safe as our first priority, we have increased our online fall sections to meet the region’s educational needs. By reducing the number of on-campus sections, we have been able to retain some face-to-face instruction to meet
the needs of specialized courses, while reducing overall student congestion at our facilities,” stated Dr. Anahid Petrosian, Interim Vice President for Academic Affairs and Chief Academic Officer. Classes begin Aug. 24. The college will be offering approximately 20 percent of its 4,500 courses in an in-person/ hybrid format, with the rest of the courses available in online format for the fall. With the in-person/hybrid model established at STC, fall courses requiring hands-on activities will be split into 50 percent classroom instruction and 50 percent online instruction. Programs requiring hands-on learning include Nursing and Allied Health, Sciences, Information Technology, Workforce and Public Safety, Art, Drama, Music, and Kinesiology. These courses will
use the hybrid format to deliver content online and hold in-person sessions for required hands-on activities. The instructional courses with hands-on requirements will have a reduced seat time. Faculty will rotate students into the instructional space to conduct inperson activities while maintaining social distancing for each face-toface meeting time. “The College conducted an extensive assessment of classroom space and identified a schedule that will reduce foot traffic on campus. Governor Abbott Allocates Emergency Education Relief Funding For Texas Higher Education On July 8, 2020, Governor Greg Abbott announced that the State of Texas will invest $57 million in federal funds to maintain the state’s need-based financial aid programs and keep more students enrolled at their colleges and universities. The investment of federal funds, advanced by Governor Abbott, Lieutenant Governor Dan Patrick, Speaker of the House Dennis Bonnen, and
legislative budget writers Senators Jane Nelson and Juan “Chuy” Hinojosa and Representatives Giovanni Capriglione and Oscar Longoria, will offset potential coronavirus-related cuts to key state financial aid programs, including TEXAS Grants, Texas Educational Opportunity Grants, and Tuition Equalization Grants. The funding comes from the Governor’s Emergency Education
Relief Fund made available through the Coronavirus Aid, Relief, and Economic Security (CARES) Act signed into law by President Trump. “As Texas responds to the economic and educational impacts of COVID-19, we want to make sure that students who depend on financial aid continue to receive the support they need to earn their college degree,” said
Governor Abbott. “This funding will help keep our students on the path to finishing their education and entering the workforce with knowledge and experience that will help them launch productive careers and attract more employers to our state. Summer is a great time to conduct an energy audit of your home. This is a way to learn how your home uses electricity and pinpoint areas for efficiency and potential savings. A good practice during summer is to keep your thermostat set to 78 degrees when you are home and higher when you are gone.
Your air conditioning accounts for approximately 40-50% of your electric use. When Texas summers hit 100+ degrees outside, imagine how hard your unit is working to keep your home at least 20 degrees cooler. Investing in a programmable thermostat can help you better manage your settings and comfort. Use a fan to cool yourself. Having a fan on can make you feel up to two degrees cooler. Just keep in mind that fans cool people, not rooms, and should be turned off when you leave the room. Make sure your home is sealed to prevent cool air from escaping. Seal gaps and holes in walls, floors, and ceilings with caulk or foam sealant. Do not forget to check for open gaps around
windows and doors. Keep your windows covered with blinds or curtains during the day. Windows absorb a lot of heat which will also warm your home. Outside landscaping like trees and shrubs can provide additional shade to the home. Governor Abbott Establishes Statewide Face Covering Requirement, Issues Proclamation To Limit Gatherings
Governor Greg Abbott issued an Executive Order requiring all Texans to wear a face covering over the nose and mouth in public spaces in counties with 20 or more positive COVID-19 cases, with few exceptions. The Governor also issued a proclamation giving mayors and county judges the ability to impose restrictions on some outdoor gatherings of over 10 people, and making it mandatory that, with certain exceptions, people cannot be in groups larger than ten and must maintain six feet of social distancing from
others. “Wearing a face covering in public is proven to be one of the most effective ways we have to slow the spread of COVID-19,” said Governor Abbott. “We have the ability to keep businesses open and move our economy forward so that Texans can continue to earn a paycheck, but it requires each of us to do our part to protect one another—and that means wearing a face covering in public spaces. Likewise, large gatherings are a clear contributor to the rise in COVID-19 cases. Restricting the
