Coming Together - Partnerships coalesce for community roadmap in Starr County
STC Board of Trustees Chairman Paul R. Rodriguez and Vice Chair Rose Benavidez were in attendance for “Shaping the Future”, a summit organized by Starr County Industrial Foundation (SCIF) to address key issues including infrastructure, healthcare, workforce, education, and industry in Starr County. Benavidez also serves as President of SCIF.
A longstanding partnership with South Texas College (STC) is creating a bright future for communities in Starr County, according to leaders of industry. Stakeholders dedicated a portion of a region-wide economic development summit to reflect on STC’s impact over the last 25 years as they begin to come together to create a roadmap for economic and community development in Starr County. The Starr County Industrial Foundation (SCIF) in partnership with STC hosted “Shaping the Future” July 12. Organized as a daylong summit by SCIF, the event included a variety of speakers in panels that addressed key issues in Starr County including infrastructure, healthcare, workforce, education, economic development, and industry. Rose Benavidez, STC Trustee
and President of SCIF offered opening remarks followed by Starr County Pct. 3 commissioner Eloy Garza and Rio Grande City Mayor Joel Villarreal. Texas Sens. Judith Zaffirini, D-Laredo, and Juan “Chuy” Hinojosa, D-McAllen along with Rep. Ryan Guillen, D-Rio Grande City, each presented an overview in the aftermath of the 86th Legislative Session at a special luncheon. “We are excited about this event that has been created to better our community and the lives of our citizens,” said Commissioner Garza. “The best thing that has ever happened for Starr County has been the college. (Rose) Benavidez has followed in the footsteps of her father, the late Manuel Benavidez, and has really gone beyond that to bring this college to where it is today.” STC, page2

Dr. Carlos Cardenas, CEO and Chairman of Doctor’s Hospital at Renaissance; Dr. Jose Vazques, Chairman of Starr County Memorial Hospital Board, and former Texas Family Physician of the Year Dr. Tony Falcon hosted a breakout session on the economics of healthcare. STC President Dr. Shirley A. Reed, along with Texas Workforce Commissioner representing Labor Julian Alvarez, and University of Texas-Rio Grande Valley Vice President for Government and Community Relations Veronica Gonzales were panel speakers for capacity building through workforce and education. “The vision for the future of Starr County is really in our hands,” Dr. Reed said. “It was 25 years ago that there was a vision to create a community college, but it was beyond the comprehension of people in Starr and Hidalgo County. “If it was not for the overwhelming support of Starr County, South Texas College would have never been established,” Dr. Reed said. “Whatever the vision is for the future of Starr County, we know it will be realized by working

together, through hard work, and staying the course.” In late 2018, STC and the SCIF received a $100,000 federal planning grant from the Economic Development Administration (EDA), a bureau within the U.S. Department of Commerce to assist in updating the County’s strategic plan. The summit was a culmination of community forums conducted by the SCIF that collected vital data related to the area’s strength, weaknesses, opportunities, and threats. Utilizing SCIF data, stakeholders in Starr plan to launch digital asset mapping to improve recruitment and expansion opportunities in the region. “This morning for us is a continuation of work through the process of creating a plan that is accountable, transparent, and most importantly relatable to Starr County,” Benavidez told attendees at the summit. “From our perspective, this is not the end of this process but the beginning of furthering the work and dedication that everyone has put in to getting this strategic plan update, and creating real goals that together we can achieve.”

How to navigate traffic jams Many drivers have found themselves traveling down the highway at a good speed when, seemingly out of nowhere, vehicles begin to slow down. In such instances, drivers assume there must be an accident ahead, only to ultimately see nothing before traffic once again begins to move. What just happened? If this situation sounds familiar, it may be comforting to know you are not alone. Traffic is a big problem in many cities, and is one of the leading causes of commuter anxiety. A 2012 study from researchers at Washington University in St. Louis noted that
long commutes cut into exercise time, which has the trickle-down effect of high blood pressure, greater body weight and lower fitness levels. The study also stated that being exposed to the daily hassle of traffic can lead to chronic stress. Furthermore, traffic can expose drivers to air pollution, which the World Health Organization says contributes to 3.2 million preventable deaths worldwide each year. Traffic jams occur because of accidents, distractions on the side of the road, vehicle breakdowns, roads in disrepair, and other obstacles. But “phantom accidents” also contribute to their share of slow downs. According to Berthold Horn, an MIT computer scientist, all it takes is one driver to create a traffic jam. Each of these suggestions can help reduce, but not always prevent, traffic. Accepting that traffic can occur, leaving extra time to reach destinations, having relaxing or your favorite music at the ready, and realizing that the traffic wave will end eventually can help motorists cope with traffic.

Private Water Well Screening in Starr County August 6, 2019 Ruddy ducks are almost comical Texas A&M AgriLife Extension Service office in Starr County is having a water well screening program on August 6, 2019 at the Texas A&M AgriLife Extension Service office in Starr County, 500 N. Britton Ave, Rio Grande City, to give area residents the opportunity to have their well water tested. “Private water wells should be tested annually,” said Omar Montemayor, AgriLife Extension Service County Extension Agent in Starr County. Montemayor said for area residents to have their well water tested, they need to open and drain a new, sealed, 16.9oz water bottle and use it to collect water sample from the nearest faucet to the water well. Sample must be collected on the drop off date. The drop off date will be August 6, 2019. This will be a free program and samples must be turned in by 5 p.m. on Tuesday, August 6, 2019. Samples will be screened for common contaminants, including fecal coliform bacteria, nitrates, arsenic and high salinity. The presence of fecal coliform bacteria in water indicates that waste from humans or warmblooded animals may have contaminated the water. Water contaminated with fecal coliform
bacteria is more likely to also have pathogens present that can cause diarrhea, cramps, nausea or other symptoms. “Water with nitrate nitrogen at levels of 10 parts per million is considered unsafe for human consumption,” Montemayor said. “These nitrate levels above 10 parts per million can disrupt the ability of blood to carry oxygen throughout the body, resulting in a condition called methemoglobinemia. Infants less than 6 months of age and young livestock are most susceptible.” Salinity as measured by total dissolved solids will also be
determined for each sample. Water with high levels may leave deposits and have a salty taste, and using water with high levels for irrigation may damage soil or plants. Allow me to begin with a personal note. I have a lifelong affinity for the perky and comical little ruddy ducks. I’ve had some, but too few, opportunities to enjoy observing them in Minnesota and have, since my youth, always thought of them as delightful. Even today, there sits on my desk a 5 inch resin model of a ruddy duck I acquired 30 years ago. Ruddy ducks are almost too cute (cartoonish?) to be believed. They’re small ducks only about 15 inches long with a wingspan of just 18 inches. They have chunky bodies, thick necks and tails of stiff feathers often cocked straight up. My favorite memories are of males seen during summer months when they’re up north and in breeding plumage. The body is a bright chestnut; the head has white cheeks, a black cap and a startling, sky-blue bill. Wow! In Texas during the winter months,
the chestnut plumage is replaced with grayish brown and the bill becomes gray. Texas birdwatchers are cheated. The females are always grayish brown and differ from the winter color of the male only by a smudgy, dark line across the light cheek patch.
Ruddy ducks, also called spatter ducks, are omnivores who feed at night by diving to find aquatic plants, roots, seeds and animals like midge larvae, worms, crustaceans, and insects. During the day they’re often seen napping with heads tucked under their wings. They’re very awkward on land due to their legs being attached far back on the body, but that makes them really excellent divers and swimmers. For protection they can just sink beneath the water. If you see them taking flight you’ll notice that they need to patter across the water while gaining
enough speed to fly. Their numbers seem stable although there is increased pressure from loss of habitat. They are hunted and face the usual natural predators: raccoons, snakes, hawks, skunks, crows, owls, foxes, etc. Fortunately they can live to be 13. Allow me a note on language usage. You all know of peacocks. That name should be reserved for the males. The females are peahens and together both sexes are peafowl. In the case of ducks, the males are drakes and the females a r e ducks. A n d , b o t h sexes together? Ducks? Sometime, I hope you get to see a drake ruddy in all his breeding glory!
