A Mitigation Action Plan Project Grant was awarded to Starr County to develop a plan to prevent and mitigate hazardous damages that may occur during a disaster. The grant will be shared by Starr County, City of Rio Grande, City of Roma, City of Escobares and City of La Grulla. A meeting to discuss project stipulations was held on July 18, 2017 at the City of Roma Fire Department. Representatives from various entities were present to review the grant application, program requirements and deadlines for funding. Representatives from South Texas Development Council were on hand to provide grant information and guidelines.
Private Water Well Screening in Starr County The Texas A&M Agrilife Extension is hosting a water well screening from 8:30 a.m.–5:00 p.m. August 2, 2017 at the Texas A&M AgriLife Extension Service office in Starr County, 500 N. Britton Ave, Rio Grande City, to give area residents the opportunity to have their well water tested. The screening is presented by Texas A&M AgriLife Extension and Healthy South Texas in partnership with the A&M AgriLife Extension office in Starr County. “Private water wells should be tested annually,” said Omar Montemayor, A&M AgriLife Extension Service County Extension Agent in Starr County.
“It is very important that only new and unused drinking water bottles be used and all instructions for proper sampling are followed to ensure accurate results.” Montemayor said for area residents to have their well water tested, they need to submit the sample on August 2nd and ensure that the sample is collected within 24 hours of submission or call 956487-2306 for more information. This will be a free program and samples must be turned in by 5 p.m. on the Wednesday, August 2, 2017. Samples will be screened for common contaminants, including fecal coliform bacteria, nitrates and high salinity. The presence of fecal coliform
bacteria in water indicates that waste from humans or warmblooded animals may have contaminated the water. Water contaminated with fecal coliform bacteria is more likely to also have pathogens present that can cause diarrhea, cramps, nausea or other symptoms. “Water with nitrate nitrogen at levels of 10 parts per million is considered unsafe for human consumption,” Montemayor said. “These nitrate levels above 10 parts per million can disrupt the ability of blood to carry oxygen throughout the body, resulting in a condition called methemoglobinemia. Juan D. Ramirez, an offensive lineman with the Roma High School Mighty Gladiator Football Team, signed to play football with McMurray University in Abilene, Texas. State Health Services is again coordinating Operation Lone Star in South Texas, bringing free health care services to six sites July 24-28. Among the available services at all locations are child immunizations, hearing and vision screenings, diabetes and blood pressure screenings, and sports physicals. In addition, the Rio Grande City site (Ac2E Magnet Elementary School, 1 S. Fort Ringgold) will provide preventive dental services for school-age children, and dental services and vision exams for prescription glasses for adults and children will be available at the Brownsville and San Juan locations. Operation Lone Star, an annual event first staged in 1999, provides
opportunity to practice setting up and operating clinics similar to those that could be used in the event of a public health emergency. Last year’s effort provided services to more than 8,700 people. The clinics are a cooperative effort of DSHS, Cameron County Department of Health and Human Services, Hidalgo County Health and Human Services, City of Laredo Health Department, the Texas Military Department, and community volunteer organizations. All clinics will be open from 8 a.m. to 4 p.m. Monday through Thursday and from 8 a.m. to 2 p.m. Friday. For more information, contact your local health department or dial 2-1-1.

La Union Elementary Top AR Readers were treated to a trip to Chuck E Cheese and Barnes & Noble. Student had a great time and are looking forward to meeting their reading goal next school year.
North Grammar Elementary held their End-of-Year Awards Assemblies. All Longhorn parents were invited and encouraged to attend these celebrations of their child’s/children’s year-long accomplishments. At these assemblies, NGE Principal, Ms. Nora Rivera, assisted by classroom teachers, presented trophies and medals to students in all grade levels who earned Perfect Attendance, A&B Honor Roll, A Honor Roll, Track & Field recognition, Tug of War recognition, as well as recognition for Accelerated Reader. A special trophy was presented to 5th grader, Christopher Morales, who achieved Perfect Attendance since Kindergarten. After all the awards had been distributed, Ms. Rivera then raffled out bikes for one boy and one girl in each grade level who had achieved perfect attendance throughout the entire school year.

Ramiro Barrera Middle School Receives Laura Alto Bonito Elementary Mrs. Mari Bush Foundation for America’s Libraries Grant Solis’s 1st Grade Class Won an Award Congratulations to Ramiro Barrera Middle School on receiving a $6,000 Laura Bush Foundation for America’s Libraries Grant! The school will use the money to purchase additional books and magazines to expand its growing library. Ramiro Barrera was one of only 160 schools selected to receive the grant this year from schools across the United States. “We are extremely proud of the Ramiro Barrera Middle School Campus Librarian Elizabeth Perez and Roma ISD Grant Writer Janie Flores for their work to secure this funding, which will greatly benefit our students,” said Ramiro Barrera Middle School Principal Rodrigo Bazan. “It is wonderful to see initiatives like this come to fruition so that we can add additional resources to our educational arsenal. I know that the RBMS students, and especially the Book Club members, were very excited about this news.” The Laura Bush Foundation for America’s Libraries provides grants to schools so they can extend, update and diversify the book and print collections in their libraries with the goal of encouraging students to develop
a love of reading and learning. Since its inception in 2002, the foundation has awarded over $14.3 million to more than 2,700 schools across the country. “Congratulations to the schools

These students were able to accomplish and surpass their reading goals each six weeks for this school year. At the 5th Six Weeks Awards Assembly the top readers were also recognized for their achievements with an end of the year reading medal.

Grulla Middle School Held their annual Band and Mariachi Drive at the Grulla Middle School Band Hall. Graduating students and parents from La Union E l e m e n t a r y, G r u l l a Elementary and Alto Bonito Elementary were invited to attend. Students were able to pick out their instruments for next school year. The mariachi and band directors gave students and parents interested in joining the musical fine arts program some advice about what to expect and what will be required of their students not only next year but in the years to come. The RGCCISD School Board of Trustees, administration and staff would like to thank all the parents for the commitment to the education of their children, as well as the representatives from Melhart Music who were on hand to facilitate the acquirement of instruments.
Digital Tools Help Small Businesses Stay Competitive Small business owners are invited to free workshops featuring online tools for entrepreneurs on Thursday, July 27 from 10 am to 1 pm at the Rio Grande City Library, located at 591 E. Canales Street in Rio Grande City. The sessions, co-hosted by the Starr County Industrial Foundation, Rio Grande City EDC, Rio Grande City Library, and the RGV Hispanic Chamber of Commerce, are presented by the UTRGV Small Business Development Center (SBDC). The first session: “Social Media for Small Businesses” covers popular social media tools, as well as basic strategies for using these digital platforms for marketing purposes in a business. The second session: “Let’s Put Our Cities on the Map using Google” covers the importance and steps to getting a

Juan was part of two district championship teams for the Mighty Gladiators and was invited to participate in the RGVCA EastWest All-Starr Football Game on May 20th at Bobby Lackey Stadium, which was his farewell to high school football. He is also an accomplished track and field athlete, bringing home numerous medals for his performance in the shotput and discus for Roma High. “Juan is a wonderful young man and I’m so proud to be part of his life and witness this day because he has given so much to our program and been a great inspiration for his younger peers; it’s been a real blessing to be his coach,” said Roma High Head Football Coach Max Habecker. “My message to him is to never change; to continue being the great young man you are and work toward your goals and that will never fail you.” Ramirez is attending McMurray on an academic scholarship due to his stellar academic performance during his time at Roma High School. He ranked in the top ten percent of his class coming in 29th out of more than 400 students. In the summer of 2016 Ramirez was invited and participated in the Congress of Future Medical Leaders at The University of Massachusetts Lowel with students from across the United States. “I was very excited when I found out about this scholarship because I wasn’t sure I would get the opportunity to play college football because in my position on a team it can be difficult to find openings,” explained Ramirez. “I’ll be nervous when I step on that field for the first time, but my goal is to work hard and help the program to continue to improve,” “I’m planning to major in criminology and minor in kinesiology, and I don’t think I’ll stop at my bachelor’s; I’ll think keep working towards a master’s degree,” he said. “My message to others is to keep putting in the hard work and never stop.”

Alto Bonito Elementary Had Its Cyclospora on the rise in Texas; 6th Six Weeks Awards Assembly testing, reporting key to finding source
A spike in illnesses caused symptoms may include loss of increased gas, nausea, vomiting by the parasite Cyclospora in appetite, fatigue, weight loss, and a low fever. Annual Mental Health Awareness Event
The City of Zapata, in collaboration with the Border Region Behavioral Health Center, held its Annual Mental Health Awareness Event for the citizens of Zapata. The event was held at the Zapata County Pavilion. The Zapata Lions Club invited the Rio Grande City Lions Club to participate in the event and do vision screening of children and adults. Four Rio Grande City Lions, members of the Vision Screening Team, participated, Lions Rafaela Ramos, Alberto Barrera, Simon Garza and Ruben Saenz. The Zapata Lions assisted with the screening and thus became familiar with the equipment and processes of the vision screening program. Texas Prepaid Tuition Program’s Newborn Enrollment Deadline Approaches The deadline is extended through July 31 for Texas families to enroll their newborns in the Texas Tuition Promise FundSM and pay this year’s rates for all or some future tuition and school-wide required fees at Texas public colleges and universities. Newborns are children younger than one year at the time of enrollment. Heads Up: Vaccine Required for College-Bound Students As recent high-school graduates prepare to move into a college dorm, Texas physicians remind them to make sure their vaccinations are up to date, particularly one that is required for college admission. Texas law requires almost all new and transfer college students under age 22 to be vaccinated against meningococcal disease caused by the most common types of bacteria — or “serogroups” A,C,W, and Y — at least 10 days before classes begin. “If your vaccinations are current according to medical recommendations, you likely received your first dose of the required vaccine at age 11 or 12 years because it is required for middle school entry, and then got a booster at age 16 to provide protection through college,” said Jane Siegel, MD, Corpus Christi, a pediatric infectious disease specialist and chair of the Texas Medical Association’s (TMA’s) Committee on Infectious Diseases. Check your vaccination record
to make sure you had the two shots, said Dr. Siegel, because colleges require entering students to show proof of vaccination within the previous five years. “College students are at increased risk of meningococcal infection that can result in very serious disease, including meningitis, and that can spread among people who live in close quarters,” said Dr. Siegel, who is a member of TMA’s Be Wise — ImmunizeSM Physician Advisory Panel. “This germ is spread through respiratory tract secretions, so living in close quarters like a dormitory increases the likelihood of spread of this organism and is the reason for this mandate to cover meningococcal types A, C, W, and Y.” Meningitis strikes alarmingly quickly with fever, headache, severe muscle aches, and stiff neck. The symptoms can seem like flu but progress with vomiting, weakness, mental confusion, shock, and sometimes a purple rash. Emergency medical
care is important because this illness can become deadly within hours. Types of meningococcal disease include infections of the brain’s lining and spinal cord (meningitis) and/or the bloodstream (bacteremia or septicemia). Bacterial meningitis is a common term. The meningococcus bacteria spread through coughing, sneezing, sharing drinks or eating utensils, or kissing. Additionally, a relatively new vaccine can safely prevent infection caused by a different serotype of the meningococcus organism, serotype B. This vaccine against serotype B is not required at this time because the infection is relatively rare. However, outbreaks of this infection have occurred on a few college campuses in the United States. For that reason, physicians and other health experts recommend families with 16- to 23-year-olds discuss the meningococcal group B vaccine with their physicians to decide
whether to get this vaccine too. Meanwhile, a shot to prevent cancer Another vaccination to consider, said Dr. Siegel, is human papillomavirus (HPV) vaccine — a shot that can prevent cancers in men and women. “You may have gotten this vaccine at a younger age, but if not, start the three-dose series before heading to school, and complete the series at your college student health service,” she said. (Three doses are required if you get your first shot at age 15 years or older; only two doses are needed if you begin before age 15.) Bottom line, she said, vaccines saves lives: “Immunizations are one of the 10 most important public health advancements of the 20th century. So, it is best to prevent what we can when safe and effective vaccines are available.” Stay registered Also, students who are 18 years of age should sign the consent form to keep their vaccination records in the Texas state registry.
Having vaccine data in the registry allows adults to keep up with vaccinations throughout their lifetime. “We know college students move around and participate in all kinds of special programs in the summer and throughout the year that require immunization records,” said Dr. Siegel. “Having the data available in the state registry is convenient and will allow you to get vaccine reports when you need them.”
TMA has published a fact sheet about the importance of meningococcal vaccination, in English and Spanish, as well as an infographic on HPV. TMA is the largest state medical society in the nation, representing more than 50,000 physician and medical student members. It is located in Austin and has 110 component county medical societies around the state. TMA’s key objective since 1853 is to improve the health of all Texans.

Try oding and you may see a roseate skimmer No that’s not a typo. Oding is a hobby which is becoming more popular aided by the recent publication of field guides. Oding is short for observing Odonata, that’s dragonflies and damselflies. It’s one of the latest nature hobbies; add it to bird and butterfly watching. To get you started, let me describe a common, easily identified and attractive dragonfly, the roseate skimmer. It’s range includes our southern states and down into South America. It’s about 2 inches long and inhabits almost any area that has some quiet, open water, either natural or man-made like stock tanks and ponds. I’ve been watching one skim about in my flower garden for some weeks.

Odonates have typical insect features such as a head with large compound eyes and tiny antennae, a thorax with six legs, a long segmented abdomen and two pairs of membranous wings.
The abdomen of male roseate skimmers is a bright rosy pink color while the thorax is a bluish purple or lavender. It’s quite attractive and gets your attention. The females are a yellowish brown. Both sexes have clear transparent wings except for a dark spot called a stigma on the leading edge near the tip. Like hummingbirds, dragonflies are noted for their incredible flight capability. They
can fly forward, backward, side to side, and up and down. And they can reach speeds of 30 mph. They use this ability to capture insects in flight, sometimes waiting on a twig or blade of tall grass and then darting out to grab a passing meal. Dragonflies spend their early life in the water as nymphs (larval form) later to pupate and emerge as adults. They’re found worldwide and are well represented in the LRGV. You might try some oding. It’s and interesting hobby and it will get you out of the house and provide some healthy exercise. And who knows what else you may find.
