Congressman Henry Cuellar (TX-28) released the following statement regarding the Department of Homeland Security, Federal Emergency Management Agency (FEMA) Emergency Declaration for the State of Texas. Due to the impact of Hurricane Hanna along the Gulf Coast, FEMA is authorized to provide appropriate assistance for required emergency measures to save lives and to protect property and public health and safety, or to lessen or avert the threat of a catastrophe in the designated areas. Specifically, FEMA is authorized to provide emergency protective measures (Category B), limited to direct Federal assistance

and reimbursement for mass care including evacuation and shelter support at 75 percent federal funding. “The COVID-19 pandemic has overwhelmed South Texas communities and local governments. First responders and health care professionals are working tirelessly to provide the necessary resources and services to help combat this virus. Now, South Texas communities must also face the aftermath of destruction caused by Hurricane Hanna.” “Thankfully, 32 counties including Bexar, Hidalgo, La Salle, McMullen, Starr, Webb, and Zapata - are covered under FEMA’s Emergency Declaration for the

State of Texas. This assistance will help these areas recover from property damage and address public health and safety concerns. With the first Texas case of West Nile virus disease this year, the Texas Department of State Health Services reminds people to take precautions to prevent mosquito bites and stop transmission of the potentially deadly disease. The first reported case was in an adult resident of Tarrant County who later died. DSHS urges people not to give mosquitoes a biting chance by taking a few simple steps. WEAR long sleeves and pants. Create a barrier to mosquito bites by covering up. APPLY insect repellent. Use EPA-registered repellent such as those containing DEET, picaridin, IR3535 or oil of lemon eucalyptus/p-menthane-diol. REMOVE standing water. Emptying out water that accumulates in toys, tires, trash cans, buckets, clogged rain gutters and plant pots will deny mosquitoes a place to lay their eggs and reproduce. West Nile virus is transmitted

through the bite of infected mosquitoes. Most people exposed to the virus don’t get sick, but about 20 percent develop symptoms like headache, fever, muscle and joint aches, nausea and fatigue. In a very small proportion, less than one percent, the virus affects the nervous system, leading to a more serious illness that can cause neck stiffness, disorientation, tremors, convulsions, paralysis and even death. In the last 10 years, Texas has reported more than 3,300 cases of West Nile disease, including 172 deaths.

Western lubber grasshoppers mature in late summer I’m always a bit shocked when I see an adult western lubber g r a s s h o p p e r. T h e y ’ r e conspicuously large for a grasshopper, up to twoand-a-half inches. They hatch as nymphs, in spring, from eggs laid in the fall. Through the spring and early summer, they grow and shed their skins 5 times. Each shedding is called an instar. They reach mature size in late summer and do earn the name “lubber.” Size isn’t all that distinguishes them. Unlike most grasshoppers, they can’t fly. They have wings but they’re mere nubbins called

tegminas. You can see them located between the thorax and abdomen. They’re covered with dark spots. However, the lubbers do have large hind legs and can leap considerable distances when threatened. Identifying features include a line of small dots between each segment of the abdomen and a rickrack design along the large portion of the hind leg. The general color is shades of brown but often mixed with some green. They have a pair of antennae, a pair of compound eyes, and a membrane (tympanum) on each side of the head for hearing. Each segment of the abdomen has a hole on each side called a spiracle. These lead to tubes inside the body which allow

oxygen to circulate and are equivalent to lungs but not nearly as efficient. It’s that deficiency which prevents insects from ever growing truly large. Lucky us. Their diet consists of herbaceous plants and grasses, especially common sunflowers. Surprisingly, they also eat a few insects. Not usually abundant, they normally offer no threat to

agriculture. There are, however, occasion outbreaks when they do some damage, most often to cotton crops. They have a wide array of predators which include birds, small mammals, reptiles and amphibians. Grasshoppers beware, everyone’s out to get you. Western lubber grasshoppers are usually considered beneficial since they help control weeds. They’re another interesting wild thing.

What Happens when the Lights Go Out What it takes to restore power. When there’s an outage, we know you want to know why and when your lights will be back on. Our crews follow a series of steps to get power restored as quickly as safely possibly. First they restore power to the largest number of members then work on smaller groups of outages. When an outage occurs, crews work to find the problem. They start with transmission lines, which supply power to thousands of members. Although these lines rarely fail, when damage does occur, those repairs must be made before other parts of the system can operate. Next, crews check the substation. These fenced in areas, which you probably notice on the side of the roads when you travel, contain equipment that helps us

serve hundreds or thousands of members. If the problem isn’t located in a substation, distribution lines are checked. These lines take power from the substation to a large number of members in neighborhoods and communities. If there are still local outages, supply lines (or tap lines) are checked. These lines deliver power to transformers, which are either mounted on poles or placed in green boxes for underground service, outside businesses, homes, and schools. If your home remains without power after all these are checked, the service line between a transformer and your home may need to be repaired. Sometimes restoring power takes more than just our crews. For example, if the damage

is in the substation or on the transmission lines, those are typically owned by generation utilities and we will need to work with those crews to make repairs. Keep in mind that outages are usually the result of bad weather, animals, vehicle accidents or other things out of our control. Governor Abbott, HHSC Announce Extension of Automatic SNAP Renewals During COVID-19 Pandemic On July 24, 2020, Governor Greg Abbott announced that the Texas Health and Human Services Commission (HHSC) has received federal authority to extend certifications by six months for Supplemental Nutrition Assistance Program (SNAP) recipients whose benefits are up for renewal in July and August. HHSC received federal approval from the U.S. Department of Agriculture to also waive interview requirements for new and current households. “The State of Texas is committed to ensuring families have access to nutritious food throughout
