By Christian Salinas The City of Rio Grande City announced new RGC Chamber of Commerce board members at the regular meeting of the City Commission held on Wednesday evening, June 20, at City Hall. The reassembling of the RGC Chamber of Commerce is being spearheaded by the RGC Economic Development Corp. “In the absence of [Rio Grande City EDC Executive Director,
Mrs. Dalinda Guillen], I will be introducing the newly formed Chamber of Commerce,” stated RGC city manager Alberto Perez at the meeting. “We have Mr. Gustavo Gomez as President, Mr. Ruben Islas as Vice President, Mr. David Hernandez as Treasurer, and we’ve got Mr. Andy Hernandez as Secretary. They are going through the process of formulating their own bylaws [with the help of EDC], and once those are put
together, [they’ll present them to the commission] for approval.” “I cannot say enough about the Chamber of Commerce,” declared RGC Mayor Joel Villarreal. “This is certainly an opportunity to promote the City and promote economic growth and prosperity. Roma High Symphonic Band and Roma High Mosquito Control Program in Effect in Roma The city’s mosquito control program is spraying streets and retention ponds located throughout the city with tablets Concert Band Earns UIL Sweepstakes Trophy treating to kill mosquito larvae. The effort is in response to the increase presence of mosquitoes following heavy rainfall in the last couple of weeks. Residents are encouraged to eliminate any standing water located in their properties to help curb the proliferation of mosquitoes. Tips for residents include ridding outdoor toys, grills, fountains, containers, and furniture of standing water and wearing effective insect repellent.

The RGCCISD Transportation Department placed second at the Annual Texas Association for Pupil Transportation (TAPT) Special Needs Team Safety Road E-O held in Corpus Christi. Eloy Cantu placed second in the Driver category and Ninfa Yadira Oyervides placed second in the Attendant Category. Sergio Rodriguez and Celeste Solis served as Special Needs Judges. Cantu and Oyervides were judged in several events: Managing Student Behavior, Car Seat Securements, Emergency Evacuation, Railroad Crossing Event, Serpentine Event, Pre and Post PreCheck Event, Wheelchair Securement and the Written Exam. Ringgold Elementary Raider Teachers celebrated Teacher Appreciation with a theme titled “Our Raider Teachers Rock!” Ringgold Elementary teachers were treated with daily sweet goodies, wonderful surprising items, plus a fabulous massage and relaxing manicure that was done by certified RGCCISD Cosmetology students under the direction of Melissa Limas. According to an article in The Monitor newspaper, the City’s second attempt create a Chamber happened in 2011 with the creation of the Greater Chamber of Commerce Rio Grande City (GCCRGC). The GCCRGC would primary host community events, business mixers, and membership drives. They would also host holiday events such as haunted houses, and City’s official Christmas Parade. The last Christmas parade hosted by the GCCRGC was held in 2016.

Summer 2018 Migrant Education Program A BRIGHT BEGINNING
PROJECT SMART 2018
The Rio Grande City CISD Migrant Program, A Bright Beginning, initiated their summer of 2018 by providing one-to-one tutoring for migrant students, ages 3 through 5, that have not begun their formal education. This homebased program allows migrant students develop early literacy and math skills, in efforts to help them stay abreast with their peers. Participants were provided with backpacks containing school supplies to help facilitate their learning through hands-on, concrete activities and experiences. Mrs. Virginia Gonzalez, Director of Federals Program, Mrs. Veronica Garcia, Migrant Education Coordinator, and A Bright Beginning staff would like to thank all the migrant parents and families, who so kindly opened their doors and allowed us to come in to work with their children. Because of your support, A Bright Beginning was a success.
The Rio Grande City CISD Migrant Program kicked off the summer by encouraging and promoting mathematic skills. Through Project Smart, migrant students in grades K-8th received home and school visits from educators that worked with them on a one-to-one basis, to enhance their math abilities. Backpacks with school supplies were given to each participant to help them along the Project Smart curriculum. Lessons were taught through hands-on activities, videos, and books. To promote and show the value of education, parents were also invited and encouraged to be a part of their child’s learning during the lessons. Mrs. Virginia Gonzalez, Director of Federals Program, Veronica Garcia, Migrant Education Coordinator, Project Smart teachers and staff would like to thank all the migrant parents and families, who so kindly opened their doors and invested in our students’ education and helped make Project Smart 2018 a true success.
Texas A&M Forest Service issues safety tips for Fourth of July holiday There are many ways to celebrate the Fourth of July, and while sitting by the campfire, grilling a favorite dish or using fireworks are common activities — they could spark a wildfire. Approximately 90 percent of wildfires are caused by people and their activities and Independence Day is one of the top days of reported wildfires. Texas A&M Forest Service encourages everyone to be careful this holiday. “We want everyone to have a great holiday and stay safe,” said Karen Stafford Texas A&M Forest Service Wildfire Mitigation and Prevention Program Leader. “The high summer temperatures across the state and abundance of grass, brush and other dry ground cover can quickly turn an unattended spark into a wildfire.” The safest way to enjoy fireworks is to attend a public fireworks show conducted by professionals. If you are going to set off your own fireworks please follow these safety tips: •Before you celebrate, always check with local government officials to ensure fireworks and outdoor burning are allowed in your county. Be sure to comply with all restrictions. •Read and follow all warnings and instruction labels on fireworks. •Use fireworks only under close adult supervision and in safe areas away from structures, dry grass and brush. •Keep a hose, bucket of water and wet towels nearby in case of a malfunction or fire. •Dispose of used fireworks in a bucket of water. •Never ignite fireworks in a container, especially a glass or metal container. It was more challenging this year due to high temperatures during the camp. The water events kept the kids cool and motivated throughout the camp. Our own Cadet Major Jacqueline Benitez was awarded the best Battalion Commander for the Camp. Lots of friends were made and long lasting relationships made. We look forward to seeing all the cadets in upcoming 2018-2019 drill meets and raider events.

Mosquito Bites Can Lead to Deadly Diseases As summer heats up, you may find yourself swatting that occasional seasonal annoyance, the mosquito. For most people, the bite is just a temporary irritation; but for some, it can be life-changing — even lifethreatening. Mosquitoes, ticks, and fleas can spread diseases like Zika and West Nile virus, and some lesserknown ones like dengue fever and murine typhus. Texas’ warm climate makes the state a hotbed for these diseases spread by those insect “vectors.” “Texas is probably the most vulnerable state in the union to these diseases,” said Peter J. Hotez, MD, head of the National School of Tropical Medicine at the Baylor College of Medicine in Houston. Despite disease surveillance by the Texas Department of State Health Services (DSHS), the June issue of Texas Medicine magazine reports vector-borne illnesses are underreported. Complicating that is the difficulty in diagnosing some of the diseases, which can look like other illnesses.
Zika is a good example: The virus’ symptoms often look like the flu — fever, joint pain, and rash. And tests for the disease aren’t always accurate or easy to interpret. To even be tested, patients must first feel sick enough to visit their physician, said Dr. Hotez. The physician then must recognize the symptoms could indicate a tropical disease and arrange appropriate tests, which can be more complex than a simple lab test. “It requires all three stars to align before you can diagnose somebody,” said Dr. Hotez. A study released by the Centers for Disease Control and Prevention in May found the number or people in the United States who experienced insect-borne diseases tripled to 96,000 between 2004 and 2016. In addition, nine new vector diseases were discovered or introduced during that time. Regulatory and commercial roadblocks have sidelined vaccines that could help prevent the diseases. Texas’ best shortterm defense, say the experts,
is better disease surveillance, mosquito control, and education. House Bill 3576, passed by the 2017 Texas Legislature, calls for DSHS to track, study, and prevent the spread of Zika and some other communicable diseases. DSHS now tests pregnant women in nine Texas counties along the U.S.-Mexico border where Zika is most likely to spread. DSHS and the local health departments follow up on positive results. Mosquito control is erratic because some Texas communities don’t have the resources to support it. Better physician and public education is needed. Many doctors don’t have a lot of firsthand experience with vector-borne diseases, said Scott Weaver, PhD, principal investigator for the Western Gulf Center of Excellence for VectorBorne Diseases at The University of Texas Medical Branch at Galveston. Knowing which ones are common in their area and advising patients about those diseases can help, he said. “Physicians in Corpus Christi
know murine typhus in their sleep,” said Jane Siegel, MD, a Corpus Christi pediatric infectious disease specialist and chair of TMA’s Committee on Infectious Diseases. “People who haven’t seen it a lot have to ask for information about it.” She says physicians need to routinely ask patients about their travel in and out of the country, and consider the potential for seeing vector-borne illnesses in their patients. “When we’re in the height of an outbreak, like Zika in Dallas, we [physicians] tend to ask about it. But then we tend to relax. Somehow it needs to be standardized and incorporated into our practice,” said Dr. Seigel. TMA is the largest state medical society in the nation, representing more than 51,000 physician and medical student members. It is located in Austin and has 110 component county medical societies around the state. TMA’s key objective since 1853 is to improve the health of all Texans.

El alcalde Roberto Salinas declara desastre después de inundación El Alcalde Roberto A. Salinas emitió una Declaración de Desastre para la Ciudad de Roma después de las severas tormentas e inundaciones que ocurrieron el 21 de junio de 2018. Fuertes lluvias arrojaron más de 6 pulgadas de lluvia que causaron inundaciones en áreas bajas. La mayor parte de la lluvia cayó en la cuenca del Arroyo Roma y Arroyo Los Morenos. Ambas cuencas fluyen a través de secciones de la ciudad. La inundación causó daños en al menos 32 casas y dejó cerca de 400 residencias aisladas debido al aumento del agua y las calles inundadas. Equipos de emergencia y cuerpos de obras públicas trabajaron todo
el día asegurando la seguridad de los residentes de Roma. Afortunadamente, no se reportaron heridos durante la tormenta. Mayor Roberto Salinas Declares Disaster after Flood Mayor Roberto A. Salinas issued a Disaster Declaration for the City of Roma following the severe storms and flooding that occurred on June 21, 2018. Heavy rainfall dumped over 6 inches of rain causing flooding in low lying areas. Most of the rainfall fell on the Arroyo Roma and Arroyo Los Morenos watershed. Both watersheds flow through sections of the city. The flood caused minor damage in at least 32 homes and left close to 400 residences isolated due to rising water and flooded streets. First responders and public works crew worked around the clock insuring the safety of Roma residents. Fortunately, no injuries were reported during the storm. Preliminary damage assessments show infrastructure damages and government response costs totaling slightly over a million dollars.
The declaration is the first step in seeking state and federal assistance during a disaster. The local declaration has been submitted to Starr County and to the Disaster District Coordinator for state submittal. The state will then evaluate if local damages were severe enough to join the disaster declaration issued for other portions of the state earlier last week. The final step would be for the state to submit
their declaration to FEMA and which point a determination will be made to see if the county qualifies for public assistance and/or individual assistance. At this time we encourage any resident affected to take pictures and document any damages they may have incurred during the disaster. In the event that a federal disaster is declared, residents will be required to present proof of any damages.

We have tree snails here in the Valley Mollusks are commonly known as creatures who live in the seas and oceans and produce their wondrous body coverings we call seashells. A few, however, live on land, breath air and we call them snails and slugs. Snails travel on their stomachs so they’re called Gastropods. The name is derived from Greek words that translate to “stomach foot.” Since they have a single shell, they’re also univalves. T h e snail t h a t is by far the most common here at the ranch has a delightful scientific name: Rabdotus dealbatus. Its common name is equally delightful: whitewashed rabdotus. As you might expect from the name, the snail isn’t very colorful. It’s grayish white with a few muted brownish streaks. Only about an inch long it’s shaped like an ice cream cone but

with a few, low coils. On the head are two pair of antennae or feelers. At the ends of the longer pair are eye spots that give them a primitive means to assess their surroundings but no images. If threats occur they pull themselves into the shell for protection. Roadrunners, birds which are common here, are carnivores who prefer to eat lizards and such but also like to snack on tree snails. The snail’s hard shell is a bit of a problem but the roadrunners use a “tool” to get at the snail. As you hike about the ranch, you find rocks, surrounded by broken bits of snail shell, where roadrunners have hammered the snails against the rock to break the shells and get to the tasty morsel inside. Snails move slowly about, mostly amongst plant foliage, while munching on minute bits of the plants. Because they very infrequently encounter others of their own species, to be more efficient, they’re bisexual and mating is a kind of dual activity. Both participants will later produce fertilized eggs and there are occasions each year when I

observe numerous tiny snails on the stems of plants. As they crawl about, perhaps to reduce the friction and scraping their stomach on the surface they’re traveling over, they produce a continuous layer of mucus. This lubricant leaves a continuous trail that glistens in the sun when fresh but leaves a broken line, as it dehydrates and dries, and tells us where the snail has traveled. The whitewashed rabdotus snails are found scattered throughout our south central states and in northern Mexico. Archeologists have determined that indigenous people in the area included the snails as a regular part of their diet. Apparently the snails were boiled before being eaten; they were a very early version of escargot. Enjoy but protect our diverse natural environment.
