City of Rio Grande City Swearing in Ceremony The City of Rio Grande City welcomed Ben de Leon and Rogerio “Roger” Olivarez to the City Commission after taking the majority vote during the city election on May 7, 2022. Mr. De Leon and Mr. Olivarez were officially sworn in on May 18, 2022. Departing the City Commission is Mrs. Flor Flores. Mrs. Flores received recognition during the city meeting for her term as City Commissioner. Mayor Joel Villarreal commended Mrs. Flores for her active participation, legal expertise, and support throughout her term. Mrs. Flores stated she was appreciative of the opportunity to serve as the first female City Commissioner and would continue to serve the community through all their future endeavors.

South Texas College kicks off its 14th Annual South Texas Ceramic Showdown, “The Future is Fluid. Is Function Fixed?” with a reception as well as two days of demonstrations, art talks and a month-long exhibit for the community. The exhibit will be on view from June 6 to July 1, 2022, at the college’s STC Pecan Campus Art Gallery. The gallery and ceramic studio are located at 3201 West

Pecan Blvd., Building B in McAllen. Roma ISD Board Honors District’s Administration for Financial Transparency Award

The Roma ISD School Board honored the district’s Administration for their work toward an award earned from the Texas Comptroller for financial transparency. Texas Comptroller Glenn Hegar announced Roma ISD is the latest local government entity to achieve specific transparency goals through

the Comptroller’s Transparency Stars Program. Roma ISD earned a star in the area of Traditional Finances, which recognizes entities for their outstanding efforts in making their spending and revenue information available. Transparency Stars recognizes local government entities that provide easy online access to

important financial data. The Comptroller’s office launched the Transparency Stars Program in March 2016 to recognize cities, counties, and school districts making important strides to greater government transparency. Local government entities can apply for stars in the areas of traditional finances, contracts and procurement, economic development, public pensions, and debt obligations. After earning an initial star for Traditional Finances, remaining stars may be awarded in any order. Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain To: All interested Agencies, Groups and Individuals on 6/1/2022: This is to give notice that the City of Escobares has determined that the following proposed action under the Community Development Block Grant Program administered by the Texas Department of Agriculture (TDA) and ERR #(CDV21-0034), is located in the 100-year floodplain, and the City of Escobares will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The City of Escobares proposes to reconstruct approximately two thousand seven hundred forty-five linear feet (2,745 l.f.) of road surface including base material and hot-mix asphalt, prime-coat, utility adjustments, related driveway repairs and all associated appurtenances on Florez Rd, Escobar Rd and Pera Lane; the city will also install one thousand two hundred twenty linear feet (1,220 l.f.) of concrete gutter and associated appurtenances. Of those proposed improvements, nine hundred fifty linear feet (950 l.f.) or approximately .67 acres on Escobar are located in Zone A, a 100 year floodplain. For access to the Environmental Review Record, please reference the contact information below. This project is in Escobares, Starr County, Texas. According to FEMA Panel No. 48427C0540C effective date 4/19/2010, the project shall include activities within approximately 0.67 acres of the 100-year floodplain (Zone A). The natural resources of the floodplain include natural flood & erosion control, surface water quality maintenance, groundwater recharge, biological productivity, fish and wildlife habitats, harvest for wild & cultivated products, recreational opportunities, and areas for scientific study and outdoor education. Since the project involves the replacement of an existing facility, it will have minimal impact to the natural and beneficial functions and values of the floodplain. There are three primary purposes for this notice: (1) People who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts; (2) An adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
