The City of Rio Grande City together with the Texas Department of Transportation held a ribbon cutting ceremony on Friday, June 8th at 9 am to mark the completion of the New FM 755 Re-Alignment Project. “Transportation is critical to our economic strength and vitality,” said Mayor Joel Villarreal. “The FM 755 Re-Alignment Project opens access, mobility, progress and opportunity for Rio Grande City.”
The federally funded project, which began construction in January of 2015, cost approximately $11 million dollars and included the re-alignment of approximately 21/2 miles of roadway. The highway is 84 feet wide where there is a continuous left turn lane and 68 feet wide the rest of the way up to FM 755. A 1500-foot bridge spanning the Arroyo Los Olmos includes four 12-foot main lanes (two lanes in each direction) with two 10-foot
shoulders. “The infrastructure and mobility that Laredo and other parts of the state and country have in place is also needed in Starr County and Rio Grande City and this is one of the first projects that will help us get there,” said Representative Ryan Guillen, State Representative House District 31. The FM 755 Re-Alignment Project was made possible through the partnerships and collaborations between the Texas Department of Transportation, the County of

Representatives from the Office of Congressman Cuellar and Mr. Rene Reyna from the Area Farm Service Agency (FSA) met with local leaders, ranchers and community members to provide an Emergency Livestock Assistance Program (ELAP) information session. All of the attendees were able to gain information on how to apply for funds to help in combating fever ticks and keeping their livestock healthy. Starr County Officials, Commissioner Roy Pena, III, Captain Lenard Fuentes and Omar Montemayor from the Starr County AgriLife Extension Service Office were among the participants at the session. All the attendees were given an opportunity to ask questions and provide input on community needs.

STC Starr Psych Club - SPI Trip
The Starr County Campus Psychology Club of South Texas College is the largest and most active club in all STC. It was established in 2009 under the advisement of STC Psychological Science Instructors Eli Sarabia and Alex Sarabia. Throughout the year, the Starr Psych Club is actively involved in the community, volunteering and hosting many events at STC campus as well--such as conferences, presentations with guest speakers, and talent shows. The Starr Psych Club hosted its 9th Annual End of Year Trip to South Padre Island to reward the top 20 most active members of spring 2018 semester. Starr Psych Club paid for breakfast, lunch, dinner & tickets to Schlitterbahn Water Park. It was a fun and memorable trip.

Contract No. 7217121 Road Improvements Project for street reconstruction until 3:00 p.m. on Thursday, June 21, 2018 at City of Escobares City Hall located at 4829 Old Hwy 83, Escobares, Texas (mailing address: P.O. All bids received by the deadline will be publicly opened and read aloud shortly after 3:00 p.m. Any bids turned in after the deadline will be rejected, and returned to the Bidder unopened. In the fiscal year 2018 and 2019 Appropriations bills, the congressman secured $96.5 million for cattle health, which included $6 million specifically for fever ticks. Congressman Cuellar said, “Our cattle producers contribute greatly to the economy and way of life in South Texas. They deserve our assistance in the face of threats to their vitality. The FSA Emergency Live Stock Assistance Program is critical in helping control the tick population, stopping the spread of their disease and keeping livestock healthy. I would like to thank FSA District Director Benny Cano and other representatives from FSA for helping put together these informational sessions throughout the district. I would also like to thank the South Texans’ Property Rights Association, Border Patrol Ranch, Landowner liaisons, the Chambers of Commerce, elected officials and other organizations in the district for their coordination in planning and promoting these events. Additionally, I thank the Texas Farm Bureau and the Texas and Southwestern Cattle Raisers Association for joining to combat this pest. These sessions are a critical step in providing our ranchers and cattle owners with the information and resources they need in order to eradicate the cattle fever tick.”

It is possible for a storm to severely impact our state, even prior to or without making direct landfall in Texas. Hurricanes can cause widespread damage, and winds can vary from 74 to 157 miles per hour (or higher). In addition, hurricanes and tropical storms can also spawn tornadoes, create dangerous coastal water conditions, including storm surges, and cause extensive flooding damage. Additionally, the rainfall associated with a tropical system can have an extremely wide reach, so monitoring changing weather conditions during hurricane season is critically important for all Texans. “Because tropical systems can be extremely powerful and unpredictable, early preparation can mean the difference between life and death,” said DPS Director Steven McCraw. “As the 2018 hurricane season starts,
we encourage Texans to prepare now to help keep their families safe should a tropical storm or hurricane hit our state this year.” Here are several measures residents can take now to prepare for potential storms: •Assemble an emergency kit that includes essential documents, supplies and provisions. •Review hurricane evacuation maps, and select a route for you and your family. •Plan how all family members and pets will evacuate safely. •Consider any special needs for individuals with disabilities or the elderly. •Stay informed about changing weather conditions in and around your area. •Follow the instructions of local officials if a storm develops. Residents are also encouraged to review their property’s flood risk and current insurance coverage, and consider whether a separate flood policy should be part of their home protection plan. (Remember most flood

RADF Enterprises, LLC is seeking to temporary employ one (1) ranch worker to work in Rio Grande City, Texas in order to assist in animal births and provide care for newborn livestock; breed and raise stock such as cattle using recognized breeding practices to ensure continued improvement in stock; herd livestock to pastures for grazing or to scales, trucks or other enclosures; mark and brand livestock; clean and disinfect farm and ranch buildings, stalls, barns, stables, and yards; control the spread of disease and parasites in herds by using vaccination and medication and by quarantining sick animals from healthy ones; maintain and operate machinery and equipment, feed, bathe, water, and groom ranch livestock and horses; maintain growth, feeding, production and cost records. The period of employment will be from June 14, 2018 to April 4, 2019. The wage offered is $11.87 per hour. The qualified candidate should have three (3) months of previous ranch work experience and be able to lift up to 40 lbs. The employer will furnish, without charge, all tools, supplies and personal protective equipment required in the performance of the specified work. Fixed housing with equipped kitchen facilities will be made available at no cost to workers, including employees who are unable to reasonably return to their place of residence the same day. The employer guarantees to offer the worker employment for a total number of work hours equal to at least three fourths (3/4) of the work days of the total period beginning with the first workday after the arrival of the worker at the place of employment or the advertised contractual first date of need, whichever is later and ending on the expiration date specified in the work contract or in its extensions, if any. Fort Ringgold/Rio Grande City, Texas: The University of Texas-Rio Grande Valley (UTRGV) is proud to announce that the documentary film “And Then the Soldiers Were Gone: Rio Grande City and Fort Ringgold” has been accepted to the Fort Worth Indie Film Showcase! This is an international, peer reviewed, competitive film festival. A panel of film professionals has reviewed our
documentary and believe it is worth showing to an audience. This film festival, according to Film Freeway, is one of the most well reviewed in Texas. The movie is a 28 minute showing of stories and places of Fort Ringgold giving us an insight on what happened to Fort Ringgold when its gates closed in 1946. The movie will take you back to the debate on the future of the historic
Fort. Interviews with local historians and actual local towns people who worked at Fort Ringgold at the time. Further, the movie includes how the local community led by volunteers has started efforts to restore the fort to its original grand stand. Revive Fort Ringgold is a community based volunteered led non-profit 501(c) organization established in May 2015.

Guillen Supports Healthcare Cost Transparency
New Consumer Tool Brings Much Needed Clarity To Healthcare System Representative Ryan Guillen (D- Rural South Texas) applauds the Texas Department of Insurance (TDI), who has launched a new website to help Texas healthcare consumers better understand the costs of healthcare. “Consumers now have another tool to help them make an informed decision on their healthcare,” said Guillen. “Understanding the costs of healthcare allows families to plan for routine and unforeseen medical events.” The new website-Te x a s H e a l t h c a r e C o s t s . o rg - provides cost information on the most common medical procedures, including many tests, surgeries, and office visits. The site allows Texans to search for a procedure by ZIP code. For procedures involving multiple bills, the search results will provide a total cost which can be broken down by the costs of the facility, surgeon, and anesthesia. Representative Guillen appreciates this new tool and expects it will help those in South Texas find quality, affordable healthcare. Rep. Guillen has always been a proponent of reducing costs and increasing access to quality healthcare in South Texas. In recent years, Guillen authored legislation which brought UTRGV, a top-tier medical school, to the Rio Grande Valley to attract more medical professionals and train the next generation of healthcare professionals. Pneumococcal Disease: A Vaccine Preventable Threat The bottom line: Pneumococcal disease is one of the leading causes of illness among children and seniors. The potentially deadly pneumococcal bacteria causes pneumonia, but it also causes meningitis, sinusitis, sepsis, and ear infections. However, a pneumococcal vaccine can protect both children and adults. Patients rarely know it by name, but pneumococcal disease kills more Americans than all other vaccine-preventable diseases combined. “[Pneumococcal bacteria] cause lung infections (pneumonia), brain infections [meningitis], sinusitis, blood infections, and ear infections,” said Elizabeth C. Knapp, MD, an Austin pediatrician. “Early in my pediatric career, I cared for a 3-year-old girl who had an ear infection — her crying did not improve with the antibiotics [because] the bacteria had spread to her brain.” The bacteria can cause very serious conditions. “People die from pneumococcal diseases,” she said. Pneumonia is one of the bacteria’s most severe illnesses. According to the U.S. Centers for Disease Control and Prevention (CDC), about 900,000 Americans contract pneumonia each year and as many as 7 percent of those sick enough to be hospitalized die from it. In 2013, 3,700 Americans died from pneumococcal meningitis and bacteremia. Two years later, a 2015 CDC report said 95 percent of pneumococcal deaths in the U.S. were adults. Worldwide, about 500,000 children younger than five die from pneumococcal illnesses each year, making it one
of the top killers of young people, according to the World Health Organization. Symptoms vary depending upon which pneumococcal disease strikes. They include high fever, shortness of breath, headache, nausea, and vomiting. After the disease strikes, the illness can cause hearing loss, brain damage, or death. Pneumococcal vaccines prevent these complications for both children and adults. Physicians can advise which shot is best for a given patient. A four-dose series is standard for children; a two-dose series is standard for adults. In the 1940s, physicians believed antibiotics could cure pneumococcal bacterial infections, so there was little call for a vaccine. However, some people still died after treatment. The first vaccine was introduced in 1977, but it did not adequately protect children. However, a childhood vaccine introduced in 2000 has caused a nearly 80-percent drop in invasive pneumococcal disease among U.S. children. Roma High Students Visit Roma Port of Entry
Roma High School students visited the Roma Port of Entry, and during their visit, members of the GIftED Club became honorary CBP Agents for the day and were sworn in by Andy Guerra, Port Director. As honorary CBP Agents, the students had the opportunity to handle some of the equipment used by the agents who work at the port. The group also learned about some of the things that take place in the lab and were excited to see how the dogs discover contraband. Western Coachwhip snakes will be active soon With the return of our hot weather, the snakes will soon be active again. During the winter months they retire to an animal burrow where they don’t freeze but do become cold enough to be very sluggish. Snakes are cold-blooded which means they can’t maintain a normal body temperature as we do. Their temperature simply changes with their environment. With the warmth of the weather penetrating well into the ground, where they spent the winter, they emerge and begin a new hunting season. I’ve already seen several this year. Our venomous (poisonous) snakes here in the Valley are: (1) the Texas coral snake, very slim and rarely seen and whose mouth and fangs are too small, under ordinary circumstances, to bite a person, (2) the shy little desert massasauga for which there are no records of its biting a human, and (3) the dangerous western diamondback rattlesnake with which most of us a quite familiar. If you see any other species of snake, it’s nonvenomous and should be protected because it’s

• If you get the opportunity to see the ventral (bottom) surface, you may notice two rows of dark spots along the anterior (front) portion of the body. If you’re lucky enough to observe one without its having seen you, you may see that it hunts by slithering through the brush and grasses with its head held high off the ground searching for prey. Food consists of lizards, small birds, insects, small snakes, frogs, small turtles, and baby mammals. Observations indicate that, while coachwhips are visual hunters, they can also stalk prey by scent. If threatened, they can slither through the grass at about 4 miles per hour and then slip into a burrow or under rocks or logs. One of my first encounters with a western coachwhip was while driving with some friends along a ranch road and seeing it cross the road in front of us. A herpetologist who was with us jumped out and tried to catch it but it disappeared. A lady in the car shouted, “Look, up in the tree!” There it was, stretched out on the canopy of upper branches of a 12 foot tree beside the road. They’re excellent climbers. By shaking a few branches we got it down and the snake expert grabbed it. It squirmed mightily and tried to bite him while excreting foul smelling feces which got all over his hands. It was typical coachwhip defensive behavior. We took a close look at the snake and released it. Coachwhip bites may cause a few nasty scratches but aren’t poisonous. There are a few records of coachwhips feigning death when grabbed but writhing, biting and defecating are most common. Before capture they may shake their tails and, if they’re in dry grass, it may sound like a rattlesnakes warning rattle. Here at Ranch Lomitas, we’ve seen and identified eleven species of snakes. Some of them are truly beautiful creatures and all, including the venomous ones, are beneficial.

no threat to us and very probably beneficial by eating insects and rodents. One of our most common snakes is called the western coachwhip and I’d like to share a few thoughts about it. An adult coachwhip is about 4 to 5 feet long and typically a pale tan color. There are several other snake species which resemble it so look for the following field marks: • The body is slim with the tail being noticeably long and very thin. • The upper surface of the body is brown to yellow-tan with some darker but faint cross markings of brown. Usually these bands are only a scale or two wide. • Individual scales on the tail may be light on the forward half
