Teacher Honored by Former Students and Colleagues

On Thursday June 9th several community members met at the Olde Towne Public House located in the historic district to honor and celebrate the life of Mrs. Dianne Shaffer. Formers students organized a “Celebration of life” event in honor of a very unique teacher who not only taught but inspired several generations of Rio Grande City High School students. “Los Shaffers” (Jim and Diane) as they were affectionally known

chose to move from Nebraska and moved to Rio Grande City. Of all the places in the US they chose Rio. It was the late 60’s, the country was divided over Vietnam but they fell in love with Rio. In the early 70’s as they headed to work you would seem them riding their bicycles to the Fort. They were tough teachers but fair. They both had masters degrees and but decided to stay in the classroom and teach. They loved to teach and guide young minds into good citizenship. Los Shaffers made us laugh with their Nebraska humor. Rio was lucky to have them. They were loved by many and indeed are now left their

legacy in our hometown. The celebration of life given to Mrs. Shaffer is a clear indication that she was a remarkable teacher and her efforts are appreciated by many. Many wanted to say goodbye to her. Several attendees grab the microphone and mentioned in a few words the “good” the Shaffers left behind. We cried, we laughed and former students and former teachers reconnected at the gathering. Mrs. Shaffer - you will never be forgotten and we thank you for all you did from hundreds of students who went through your doors. You are now in heaven with your partner in crime Jim, I am sure causing havoc in heaven. We miss you and love you. ---death begins when we forget, you will not be forgotten. Signed, former students and colleagues Rio Grande City High School.

Post-Traumatic Stress Disorder (PTSD) is a disorder that develops in some people who have experienced a shocking, scary, or dangerous event. Anyone can develop PTSD at any age. According to the National Center for PTSD, about 7 out of every 100 people will experience PTSD in their lifetime. Post-traumatic stress disorder symptoms may start within one month of a traumatic event, but sometimes symptoms may not appear until years after the event. Symptoms can cause significant problems in social or work situations, in relationships, and can also interfere with the ability to go about normal daily tasks. Symptoms are generally grouped into four types: intrusive memories, avoidance, negative changes in thinking and mood, and changes in physical and emotional reactions. This June, in observance of PTSD Awareness Month, we encourage our community to learn and talk about PTSD. Researching about PTSD’s causes, symptoms, and treatments will better equip you to help people in the future or even yourself. South Texas College Expands CDL Program to Starr County

South Texas College expanded its partnership with international ground transportation leader Trancasa bringing a new commercial driver’s license program to Starr County that will address a growing demand for drivers in the industry. “When I first arrived here, we set our objectives to be able to transform the college and provide the best opportunity for our students, not only in the area of health, but especially in the

opportunities that commerce and globalization offers and this is why we’re excited to provide this opportunity, especially in this commercial area where trucking can meet an incredible range of demands,” said South Texas College president Dr. Ricardo J. Solis, who brokered the partnership with Trancasa. “When I started, the first thing that was emphasized on me was to make sure that Starr County would be able to grow and succeed, especially in the area of

commerce and international trade.” US Congressman Henry Cuellar, Starr County Judge Eloy Vera, Rio Grande City Mayor Joel Villarreal, and Starr-Camargo Bridge Company President Sam Vale joined the STC president Tuesday at a press conference and ribboncutting announcing the new CDL program expansion. STC trustees in attendance included Chair Rose Benavidez and Paul R. Rodriguez. “We have three ports of entry, and so we very much recognize the importance of international commerce to our economy,” said Benavidez, who is president of Starr County Industrial Foundation. “So knowing that we can build those jobs that directly and indirectly help many of our

local businesses and our local suppliers and vendors is absolutely priceless.” Curriculum will meet the new Entry-Level Driver Training (ELDT) regulations set by the Federal Motor Carrier Safety Administration (FMCSA). The course will consist of 200 total hours of instruction delivered over five weeks; 40 hours of classroom and computer lab instruction, as well as 160 hours of observation and driving on a training range and public roads. So far, the CDL program based at STC’s Technology Campus has graduated 14 students. Students can start enrolling now for the Starr County program, which is slated to begin Fall 2022. For more information about the CDL course, please visit southtexascollege.edu/cdl.

Give Yourself Room to Live - Buckle Up and Slow Down!

Now more than ever driving is one of the most dangerous things that you do every day. Vehicle crashes and fatalities on our Texas roads and across the nation have gone way up! According to the Texas Department of Transportation (TxDOT) there were more than 4,480 people killed on Texas roads in 2021, making it the second deadliest year since TxDOT began tracking fatalities in 1940. Nationwide, an estimated 20,160 people died in motor vehicle crashes in the first half of 2021, up 18.4% over 2020. In Texas, traffic fatalities were up 15 percent from 2020-2021. Driver behavior is one of the causes and also one of the most important solutions. Failure to wear a seat belt and speeding are the main reasons for this increase in fatalities. Of the 4,480 people who died in vehicle crashes in 2021, 1,522 were killed due to speeding and 1,219 were killed because they were not wearing a seat belt. By simply always wearing your seat belt, reducing your speed and remembering to keep your distance behind the vehicle in front of you, you can give yourself room to live! Making sure that children are in the proper car seats, and older

children and adults are using seat belts is the most crucial step you can take to protect yourself and those you love in a crash. Those few seconds it takes to buckle can save your family and friends from having to go through a needless tragedy. Seat belts are your best defense against injuries and fatalities in vehicle crashes. Speed matters in a crash. The higher the speed you are traveling, the more energy is developed which translates into more damage to the vehicle and to the occupants. Most people underestimate the time it takes to stop a vehicle. When you see a vehicle ahead of you suddenly stopping, or some other reason to stop, the first thing you need to do is to react and decide to take action. Typical reaction time is three-fourths of a second then another three-fourths of a second to move your foot to the brake pedal. That is a total of 1.5 seconds. At 70 mph, it would take 387 feet to stop your vehicle. Keep in mind that a football field is 360 feet long. That is why it is so dangerous to follow too closely. Follow the 3 Second Rule. When the vehicle in front of you passes a fixed object, you should

be able to count at least three seconds before you pass the same object. Increase your following distance in bad weather. Again, give yourself room to live and leave enough distance between you and the vehicle in front. What is your hurry? Consider that 30-mile trip at 55 mph would take 32.7 minutes, when you increase your speed to 65 mph, you save 5 minutes. At 75 mph, only 8.7 minutes are saved. Is it worth it to put your life and the lives of others at risk to save less than 9 minutes of saved time? Texas A&M AgriLife Extension Passenger Safety and KidSafe Initiatives along with Family and Community Health Educator Neida Martinez CEAFCH, Starr County reminds drivers and passengers of these important safety tips. • Make sure everyone in the vehicle is buckled and that child passengers are correctly in their car seat and the car seats are buckled securely to the vehicle. • Unbuckled passengers are also dangerous to others in the vehicle. In the event of a crash, the unbuckled passenger becomes a large projectile flying around the vehicle, who can injure or kill other occupants in the vehicle —

including those who are buckled up! • Do not drive over the speed limit • Remember that speeding also means driving too fast for road or weather conditions • Use the 3 Second Rule to make sure you are not following too close behind the car in front of you. • Give speeding drivers plenty of space. Speeding drivers may lose control of their vehicle more easily. • Be an active driver and be watching for other drivers who may be driving recklessly and give them more space. In Texas there has not been a day without a fatality on our roadways since November 7, 2000. Let’s end this deadly streak! Remember as a driver your behavior can make a difference! Follow these safety trips and give yourself room to live!

Texas A&M AgriLife – Water Conservation Water is the most valuable natural resource yet it is also the most wasted. Without water, there is no life. Water conservation is one of the biggest changes people need to make in their everyday life. Even though the world is mostly water, most of that water is salt water, which is not something we can use as drinking water, or irrigation water. We all can make small changes to help save water like turn off the faucet while brushing your teeth or taking shorter showers. Those are all great ways to conserve water but there is still more ways to help save a lot more water. One way is by how long and at what times you turn on your sprinkler systems. While irrigating lawns some tend to think that the middle of the day is the best time because that is when the sun is hot and that is when the grass is the driest, but that is not the case. When you water during the day, most of the water will not make it to the roots of the grass because of evaporation and you can burn the grass because the water can

react like a magnifying glass on the grass. The best time to water, the grass is early in the morning like at 4am when the temperature is the coolest and the grass will have enough time to absorb the water before the sun comes out. Another water conservation technique you can use is, when it rains you can collect the rainwater and use the rainwater to water your plants. Not only will that save water but it will also help your plants because rainwater is better for plants. Water conservation practices is something that we all need to do in our lives to help save water because lack of water is starting to be a huge problem in our world and it will help you save money as well.
