Rio Grande City High School Class 2009 Valedictorian Graduates from Medical School
Kevin Halili Sunga, the valedictorian of RGC High School Class of 2009, has been conferred the degree of Doctor of Osteopathic Medicine from the University of North Texas Health Science Center at Fort Worth, Texas College of Osteopathic Medicine on April 24, 2020. Kevin has always dream of one day becoming a doctor and he promised that he was going to achieve it. His interest in the medical field started when he was in elementary and was greatly influenced by his mother who is a registered nurse. It is his drive, passion, and commitment to help others that made him want to be a doctor. Kevin’s dedication, determination, discipline, hard Ringgold Middle School would like to recognize Ms. Ernestina Gaytan, Mrs. Adelaida Garcia and Mrs. work, and above all, faith in Severita Guerra for their outstanding contribution to RGCCISD and Ringgold Middle School! These God that made him realize his wonderful ladies share a combined total of 110+ years of service! Although we will miss you greatly, we dream of becoming a physician. – 2015. He went on to pursue his graduate study at the University of North Texas Health Science Center at Fort Worth Graduate School of Biomedical Sciences and obtained a Master’s degree in Medical Science in 2016. Kevin was accepted to the University of North Texas Health Science Center at Fort Worth, Texas College of Osteopathic Medicine the same year he received his master’s degree. Natalie Michele Anderson, a 2020 graduate of Rio Grande City High School, is a recipient of a Texas Farm Bureau Scholarship. She was named as the winner of the District 13 Scholarship valued at $1,000. She is the daughter of Jeannie Brown Anderson and Douglas Anderson of Rio Grande City. Natalie’s application was selected from among a large number of very qualified applicants, so it is indeed an honor to be named a recipient. She was congratulated by Mia Balko, Director of Youth Outreach, State Director Scott Frazier, and Raul Villarreal, Field Staff. The honoree plans to attend Sam Houston State University in the fall and major in agricultural communications.

2021 - 2024 Rural Transportation Improvement Program Pharr District To combat the spread of COVID-19, the Texas Department of Transportation (TxDOT) is following guidance provided by our state’s health and emergency management officials. To do our part to help prevent its spread, TxDOT will be conducting a virtual public meeting for the proposed 2021-2024 Rural Transportation Improvement Program (Rural TIP) for the Pharr TxDOT District. The pre-recorded presentation will be available on the RGVMPO website, www.rgvmpo. org, on June 16, 2020 at 4:00 pm. The presentation will include both audio and visual components. If you do not have internet access, you may call TxDOT Planning Engineer, Melba R. Schaus, P.E. at (956) 7026181 to request materials or ask questions. The purpose of this meeting is to receive comments on the proposed 2021-2024 Rural TIP for the Pharr District. The Rural TIP is the first step on the road to producing a Statewide Transportation Improvement Program (STIP). The Rural TIP includes all regionally significant projects to be funded within a TxDOT District during the next four years, including those eligible for funding. The Pharr District includes Hidalgo, Cameron, Willacy, Kenedy, Starr, Zapata, Jim Hogg, and Brooks counties. The counties of Willacy, Kenedy, Starr, Zapata, Jim Hogg, and Brooks counties are included in the Rural TIP. As such, these meetings offer the public an opportunity to review and comment on the proposed priorities. A project in the Rural TIP is a project coming to your community. Mayor Joel Villarreal: The city of Rio Grande City continues to exercise recommended safety measures and social distancing practices set forth by Starr County Health Authority, Dr. Jose Vazquez, and encourages all residents and businesses to do the same. Cmr. George P. Bush to all Texans: Hurricane Season 2020 starts June 1st Time is running out to #BePrepared and #StayPrepared Texas Land Commissioner George P. Bush is encouraging all Texans to prepare for the 2020 hurricane season (Monday, June 1st through November 30, 2020). Additional tips, resources, and partner agency information are available at recovery.texas.gov/ preparedness. “In the current COVID-19 environment, it’s more important than ever to protect your home and safeguard your livelihood against natural disasters,” said Commissioner Bush. “Every Texan can follow the five steps of preparedness. Know your risk, plan your supplies, secure documents, plan your evacuation route, and protect your property. Do your part to keep yourself, your family, pets and property protected.”
The GLO encourages all Texans to prepare for hurricane season 2020 by following these five steps: •Know Your Risk - Sign up for your community’s emergency warning system. The Emergency Alert System (EAS) and National Oceanic and Atmospheric Administration (NOAA) Weather Radio also provide emergency alerts. •Gather Supplies - Keep in mind each person’s needs, gathering supplies for at least three days. Stock up on items such as food and water, non-perishable foods, firstaid supplies, prescriptions, pet supplies, flashlights and batteries. If you’re preparing during COVID-19, consider adding cloth face coverings and hand sanitizer to your emergency kit. Don’t forget to charge electronics you may need.
•Secure Documents Remember to secure copies of important personal documents. Filing for government assistance requires documentation. Be sure to keep documents in a secure location and take them with you if you need to evacuate. •Make Your Evacuation Plan - Be familiar with the route and shelter locations. Discuss and practice drills for your evacuation plan with your family each year. •Protect Your Property Shutter your home as needed, review your flood insurance policy (or sign up for one) and declutter drains and gutters. Most homeowner and renter insurance policies do not cover flood damage. A flood insurance policy generally does not take effect until 30 days after purchase, so be sure to maintain your policy. “If you survived Hurricane
Harvey or Tropical Storm Imelda without any damage, count yourself as lucky,” Bush continued. “The next storm could be entirely different, and that’s why it’s so important to be prepared, and stay prepared.” As a part of preparation, Commissioner Bush and his Texas General Land Office team are working with communities across the Texas coast and inland as well to make sure they are prepared to help residents should a storm arise. ¡No Pase por Alto la Seguridad del Asiento de Seguridad Durante esta Crisis de Salud! Porque es importante mantener a los niños en el asiento trasero hasta los 13 años. ¡Puede ser tentador durante esta crisis de salud para tomar atajos con los asientos de seguridad, pero la seguridad de los asientos de seguridad es importante en cada viaje! Brain-healthy Habits to Embrace LEGAL NOTICE
Seniors can include healthy lifestyle habits, such as exercise and balanced eating, to reduce the risk of dementia and other neurological issues. Cognitive decline is a condition that is often associated with aging, but even middle-aged people can experience memory loss or cognition issues. The Alzheimer’s Association says that more than five million Americans are living with Alzheimer’s disease and other dementias. By 2050, that number could rise to as high as 16 million people. More than 747,000 Canadians are living with Alzheimer’s or another dementia, says the Canadian Alzheimer’s Association. Although there is no definitive way to prevent dementia, living a long, vibrant life may be possible by encouraging some healthy habits for the brain. It is never too late or too early to begin health and lifestyle changes. Exercise Becoming more active can improve brain volume, reduce risk for dementia and improve thinking and memory skills. The journal Neurology found that older people who vigorously exercise performed better on cognitive tests than others of the same age, placing them at the equivalent of 10 years younger. Increased blood flow that occurs with physical activity may help generate new neurons in the hippocampus, an area of the brain involved with learning and memory. The Harvard Medical School says aerobic exercise may help improve brain tissue by
improving blood flow and reducing the chances of injury to the brain from cholesterol buildup in blood vessels. Quit smoking The Alzheimer’s Association indicates that evidence shows smoking increases the risk of cognitive decline. Smoking can impair blood flow to the brain and cause small strokes that may damage blood vessels. Eat healthy foods Foods that are good for the heart and blood vessels also are good for the brain. These include fresh fruits and vegetables, whole grains, fishbased proteins, unsaturated fats, and foods containing omega-3 fatty acids. Neurologists state that, while research on diet and cognitive function is limited, diets, such as Mediterranean and Mediterranean-DASH (Dietary Approaches to Stop Hypertension), may contribute to a lower risk of cognitive issues. Consume caffeine Caffeine may help boost memory performance and brain health. A Journal of Nutrition study found people ages 70 and older who consumed more caffeine scored better on tests of mental function than those who consumed less caffeine. Caffeine may help improve attention span, cognitive function and feelings of well-being. Information from Psychology Today also indicates caffeine may help in the storage of dopamine, which can reduce feelings of depression and anxiety. In addition, compounds in cocoa and coffee beans may improve vascular health and help repair cellular damage due to high antioxidant levels. Work the brain

As a response to new Coronavirus cases and their continued preventive measures in Starr County, Judge Eloy Vera and Health Authority Dr. Jose Vazquez together with local partners including Starr County Industrial Foundation, announce the relocation of the COVID-19 Drive-thru Testing Site. The site previously located at the South Texas College Starr County Campus is now relocated and will resume testing at the Fort Ringgold Park site.
The site will be available for testing Monday through Friday from 12:00 noon till 6:00 p.m. and Saturdays from 9:00 a.m. till 2:00 p.m. Patients needing to be tested for COVID-19 need to use the back entrance to Fort Ringgold County Park (by Ringgold Street and Gomez St.) in Rio Grande City. Although many training workshops and seminars have been cancelled due to social distancing, the Rio Grande City Public Utilities Department staff has been able to overcome the obstacles set forth by COVID-19 and continue their education remotely to obtain necessary certificates and licenses in waste water treatment operations.

Black-bellied whistling ducks are becoming more common Found along the southeastern Gulf coast and in the Valley of Texas, blackbellied whistling ducks are an interesting and admirable species. They look more like small geese than ducks with their longish necks and legs. They’re body is about 20 inches long with a
wingspan of up to 3 feet. The bill is bright pinkish orange and the legs and feet a pinkish flesh color; the gray face has distinct white eye-rings. The body, back of the neck and top of the head are chestnut brown. The name comes from the obvious black belly and tail. The upper side of the wings, especially in flight, shows a broad midband of white bordered in front by gray and to the rear in black. The underside of the wings is black. All-together it creates a very distinctive and attractive duck.
They’re called whistling ducks because they have a call which has the quality of a whistle. It’s difficult to describe. Some say it sounds like “waa-chooo.” Anyway, it’s like a two-note shrill whistle. Black-bellied whistling ducks love company so that, except during nesting season, they’re found in flocks. They inhabit shallow ponds, lakes, marshes and fields where they forage for aquatic plants, seeds, and small arthropods and insects. Feeding is usually at night but they’re often active during daylight hours. They prefer to build nests in tree hollows but they readily use nest boxes which are built for

them. If nothing else is available, they’ll build on the ground. Both parents are involved in nest building, incubation, feeding and care of young. Hatchlings leave the nest in a couple of days and can feed themselves. They hangout with mom and dad for about 8 weeks and then join the local flock. In most of their range, in Mexico and Central America, they’re permanent residents but, here in the Valley, they go south for the winter. However, they’re expanding their warmweather range northward and are becoming more common. One of their most admirable characteristics is that they mate for life. ‘I didn’t let cancer overtake me’ She qualified for a clinical trial of a drug called Opdivo that was not yet FDA approved but improved her condition. Leslie started Immunotherapy treatment after doctors told her that her body couldn’t take anymore chemo. She called herself a ‘guinea pig’ for the test drug.
Leslie Saenz Barrera is a proven fighter. She has had to battle for much of her teenage and adult life. The 22-year-old from Rio Grande City has been fighting with rare cancer since she was a high schooler. Even with Hodgkin’s Lymphoma, Leslie attended STC and was able to earn her Associates of Arts in Teaching. Before COVID-19 kept a majority of residents indoors, she worked as a substitute in her hometown. She also runs a business called Canvas on the Go: By Leslie where she takes paint supplies to teach and entertain groups. Her college years were no easy journey, however. When she graduated high school in 2015 it was hard for her to find the drive to pursue a future with so much doubt. It was her mother who pushed her to keep going to school after high school graduation which turned into a blessing. “When I was in high school I told my mom ‘I don’t want to go to college. Why am I going to go if I’m just going to die?” She asked. “But it’s because of her that I started college. My mom said ‘At least one class per semester.” I started college because she kind of forced me into but I’m glad she did. I am super happy in the end.” Her first semester in college was one of the hardest periods in her young life.
“I felt a weight off my shoulders, even though the cancer is in my chest,” She said. “I can’t explain it. I felt better.” She received help from professors and was grateful for the Starr County Campus’s financial aid department. But still, she knew she wasn’t the average student
during her time at STC. “During those years I wasn’t just a normal person,” She said. “A normal person from college would be out on weekends or studying or being with friends. In my case, it was very different. Treatments every now and then.” Her ability to stay enrolled was a
huge mental and emotional boost. “Going to school helped me distract my mind,” She said. “I actually never stopped going besides that one semester. I was too sick. The doctors would tell me I need to rest but going and having something to get up in the morning LESLIE, page 8
“I wasn’t in treatment and because of that things were getting out of hand,” Leslie said. “My cancer was starting to progress. The tumor that I had was in between my lungs and my heart, it was crushing them.” At that point, even the motivation that usually came from school wasn’t helping to keep her healthy enough to engage in classes. She had to step away from STC to fight for her life. “I kept going to class but whenever I was in class I was very nauseous and I was doing anything to not throw up,” She explained. “I told my mom I can’t anymore. I’m going but I wasn’t paying attention because of how I felt.” Her life nearly ended while her condition took a dip for the worse. She had gone through numerous treatments. From chemotherapy to multiple marrow transplant procedures, various treatments had taken a toll on her body and doctors said she wouldn’t make it. “They told me there wasn’t anything else to do,” Leslie said. “They basically told me to go home and get ready to pass away.” She was not ready to give up her battle. “I said no. I’m not going to go away this young. I don’t know how but I’m going to keep fighting. I guess God heard and from one day to the other I was feeling totally okay. Thankfully there was a new medication.”

helped me strive through it.” Even as she continues the difficult fight she refuses to let cancer take away her spirit. She stays with a strong will to live. Even nine years into a struggle for her life she’s been able to achieve. She now holds a degree in teaching, a business of her own and even found time to get married. “I didn’t let cancer overtake me,” Leslie explained. “I’ve always said ‘You’re in me, but you’re not me. So you’re not going to control me. This is my body and I tell you what to do. So get yourself together and get out of here.’”

What’s Better, Immunity From a Shot, or From the Disease? The bottom line: Although suffering through a disease sometimes gives you immunity from catching that same disease later in life, vaccinating against diseases instead is the safest way to protect yourself and your loved ones. Imagine this scenario: Parents, skeptical of vaccines, intentionally expose their young child to chickenpox rather than get him his shots, in hopes he’ll be immune later; but the child suffers a serious case. His illness develops into pneumonia, which could require a hospital stay. Or worse … he dies. It could happen. It has happened. That is why physicians say it’s always better to vaccinate against disease than get sick and have immunity afterward. Sure, surviving a vaccine-preventable disease does sometimes create immunity from catching the disease again, but the risks of choosing that path are far more dangerous than opting for the safe and conventional route of vaccinating for protection. Hoping for a mild illness is like playing Russian roulette with a child’s health and life, because nobody gets to choose how severe an illness will be, and the child must survive the sickness to reap any benefits. “Some parents unfortunately are misled or have the misconception that these diseases are relatively safe and they’re better at producing lifelong immunity [than vaccines],” said Peter Hotez, MD, a pediatric infectious diseases specialist, in a Texas Medical Association (TMA) video. “Our experience shows otherwise,” said the codirector of the Texas Children’s Hospital Center for Vaccine Development. Dr. Hotez also is dean of the National School of Tropical Medicine at Baylor College of Medicine. “One in five children (unfortunate enough to get measles) will experience pneumonia, which requires admission into an intensive care unit,” said Dr. Hotez. “They’ll get encephalitis, causing permanent neurologic injury; and new information shows that measles
itself can cause long-term damage to the immune system.” Likewise, he points to chickenpox. “Parents sometimes think chickenpox is an O illness to get, and believe in arranged chickenpox parties. Nothing could be further from the truth,” he said, noting that chickenpox can cause severe pneumonia. He said before the chickenpox vaccine was widely used in the 1990s, as many as 150 people died each year from the disease. In some cases, natural immunity gained from suffering through an illness can be longer-lasting than vaccine immunity, but immunity varies from illness to illness and vaccine to vaccine. For instance, catching measles usually gives a person lifelong immunity, while getting whooping cough does not. Likewise, vaccines vary. The measles vaccine usually gives lifelong immunity while the shot for whooping cough requires boosters later in life. And Dr. Hotez stresses that no matter how long the immunity lasts, having the disease to achieve natural immunity is always far riskier than any shot. Illnesses are unpredictable and potentially fatal; vaccines are safe and give parents some control. “The reason we vaccinate is because these infections are serious,” he said. “It’s absolutely essential to vaccinate your child to protect your child from serious illness, permanent disability, and even death.” This release is part of TMA’s series on vaccine-related topics, including: why sometimes people who get a vaccine get sick anyway; how people in vaccinated communities can protect each other from disease, how vaccines work, and more. TMA also highlighted vaccinepreventable contagious diseases, including measles, chickenpox and shingles, tetanus, pertussis (whooping cough), and many others. TMA seeks to raise immunization awareness and fight back against false claims that hamper immunizations. TMA’s key objective since 1853 is to improve the health of all Texans.

COVID-19 Alert: Never Leave a Child in a Vehicle — Not Even for a Moment! The Dangers of Leaving Children Alone in or Around Cars With COVID-19 still a threat, parents may be tempted to leave a child in the vehicle while they run into the store. Leaving a child in a vehicle, which can quickly heat up, is always a dangerous idea — even if it is for a very short time. Children are more at risk for heatstroke since a child’s body temperature rises 3 to 5 times faster than an adult. Heatstroke can occur at body temperatures above 104 degrees. Even mild outside temperatures can pose a threat, but with Texas temperatures soon climbing into the upper 90s each day, the danger becomes even greater. The problem is that temperatures in parked vehicles rise very quickly. According to figures from San Francisco State University’s Department of Geosciences, in just 10 minutes, the temperature inside of a vehicle can increase by almost 20 degrees. There have already been two heatstroke deaths in the U.S. during 2020, with one unfortunately occurring in Texas. More unfortunate, Texas leads the nation in children dying in hot cars, with these deaths happening to families of all socioeconomic levels. Of the children that die in hot cars, more than 50 percent of them are “forgotten” in the car by a parent or caregiver. Leaving a child to die in a hot vehicle is something most parents think will never happen to them. It is important that every parent take steps to make sure it does not happen to them!
Parents need to take steps to prevent these needless and tragic deaths. To reduce deaths from heatstroke, Safe Kids USA has launched a campaign titled ACT, which stands for: Avoid Heatstroke-related Injury, Create Reminders, and Take Action. The campaign is designed to link together these simple heatstroke prevention steps. It is important that parents and caregivers are on alert to avoid a heatstroke death, and that they share the ACT campaign steps with spouses, grandparents, babysitters and other caregivers. Any change in schedule for dropoff or pickup of a child can lead to a deadly mistake. Such deaths are preventable when parents take precautions to make sure that children are not left alone in vehicles and cannot gain access to unlocked vehicles. When parents and caregivers think of children being left alone in cars, their first thought is the danger of children dying in hot cars due to heatstroke. But in addition to heat risks, there are other safety concerns with unsupervised children around cars — including back-overs, the risk of children releasing the gear shift or engaging electric windows, and even becoming trapped inside vehicles or trunks. According to Safe Kids Worldwide, approximately 39 percent of back-over deaths occurred at home. Drivers in back-over and front-over deaths are often family members or family friends of the child. Follow these safety tips in this article to be sure that children cannot be harmed in a vehicle. Children left in Hot Vehicles •Never leave infants or children in a parked vehicle, even if the windows are partially open. •Make a habit of looking in the vehicle — front and back — before locking the door and walking away. •Carefully check all seats in the van or bus to make sure there are no children sleeping on the seats or hiding under seats. •Do not let children play in an unattended vehicle. Teach them that a vehicle is not a play area. •Check with the family when a child does not show up for day care to be sure a parent has not forgotten a child in their vehicle. •Always lock vehicle doors and trunks — and keep keys out of children’s reach. •If a child is missing, check the vehicle first, including the trunk or storage area. •If a child is in distress due to heat, get them out as quickly as possible. Cool the child rapidly, then call 911 or the local emergency number immediately. Children around Parked Vehicles •Walk all the way around the parked vehicle to check for children, pets, or toys before getting in the car and starting the engine. •Make sure young children are always accompanied by an adult
when getting in and out of a car. •Identify and use safe play areas for children away from parked or moving vehicles. •Designate a safe spot for children to go when nearby vehicles are about to move. •Firmly hold the hand of each child when walking near moving vehicles and when in driveways, parking lots, or sidewalks. •Teach children not to play in and around vehicles. Children left in Running Vehicles •Lock vehicles always — even in the garage or driveway. •Never leave keys in the car. •Store keys out of children’s reach. •Engage the vehicle’s emergency brake every time after setting the vehicle in park. •Check to see if the vehicle has a Brake Transmission Safety Interlock (BTSI), which is a safety technology to prevent children from accidentally putting a vehicle into gear. Also, check the vehicle owner’s manual to see if the vehicle is equipped with BTSI. After Sept. 1, 2010, all vehicles with an automatic transmission with a PARK position must have BTSI. •Use drive-thru services when available. •Use a debit or credit card to pay for gas at the pump. •Lock the power windows so that children cannot play with and cannot get caught in them. Power windows can strangle a child or cut off a finger. Following these safety tips can make all the difference in avoiding a needless tragedy.

Separate acne myths from facts Acne tends to affect people when they are most self-conscious about their appearances - the teenage years. UC Davis Health System estimates that 85 percent of teens get acne, with the first outbreak starting around age 11 for girls and a few years later for boys. But acne is not exclusive to teenagers. Adults also can get acne, with 30 to 40 percent of adults experiencing it. What is acne? Acne, which includes pimples, whiteheads, blackheads, cysts, and pustules, develops when the tiny pores associated with hair follicles on the face, chest and back become blocked by an oily substance called sebum. Sebum glands are stimulated by hormonal changes. If the follicles become blocked, sebum cannot escape properly from the pores and a whitehead can occur. Blackheads happen when whiteheads are exposed to the air. If bacteria multiply in blocked pores, they can cause painful, red pimples. Pimples that grow and become filled with fluid and pus may develop into cysts. Acne forms thanks to hormonal changes and the natural oils in the body.
