Main Street Holds Memorial Day Observance Ceremony Rio Grande City Main Street in partnership with Rio Grande City EDC and VFW Post # 8526 held a Memorial Day Observance Ceremony in honor and memory for fallen heroes from Starr County on Friday, May 24th at the Britton Avenue Quiosco (Kiosk) in downtown Rio Grande City.
This year’s ceremony was dedicated to the memory Army PFC Herschel M. Riggs, who went missing from the Korean War in 1950. “I thank you all for coming and helping recognize, not only those killed in action but also, my uncle Hershcel Merle Riggs,” said Tony Jasso, nephew.

Riggs was an infantryman with Headquarters Company, 19th Infantry Regiment, 24th Infantry Division, involved in combat actions against North Korean forces near Taejon, South Korea. He was declared missing in action on July 16, 1950, when he could not be accounted for by his unit and was declared deceased on July 31, 1953. He was posthumously promoted to Private First Class and awarded a Purple Heart, the Combat Infantryman’s Badge, the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal and the Korean War Service Medal. In October 1950, a set of remains
were found at Choch’iwon, South Korea and sent to the Central Identification Unit in Kokura, Japan for possible identification. Unable to be identified, his remains were buried in the National Memorial on the Pacific in Honolulu, Hawaii. The Defense POW/MIA Accounting Agency identified his remains through historical and scientific analysis and declared him accounted for earlier this year in March. “On behalf of Rio Grande City, we honor the fallen and today with open arms, hearts and souls, we welcome Army Private First Class Herschel M. Riggs,” said Mayor Joel Villarreal. “Welcome home.”

RGCCISD Career & Technical Education Program hosts annual CTE student recognition banquets
Teacher leaders Mr. Ariel Lim and Mr. Pedro Martinez worked with great pride and admiration in planning the celebration to honor the CTE students from Rio Grande City High School and from Grulla High School this May of 2019. The RHS BANQUET was held on May 24, 2019 @ the RGC High School Gym. Welcoming the students was RGCHS principal Mr. Jorge Pena, assistant principals, Mr. Tomas Bazan, Ms. Mirella Trevino and the Dean of Instruction Mrs. Nydia Benitez. The guest speaker, Mrs. Janet Zarate a RGC Educator and librarian from Grulla Elementary School and also a successful business owner of ” Hype” was introduced by the CTE director, Mrs. Adelina G. Villarreal. Janet spoke to the students about their future careers and choices. Janet motivated the
students and inspired them to continue all their future goals. Janet advised them to listen to their parents & grandparents. She explained the important of working hard and never giving up. The students were elated with her accomplishments at such an early age. The GHS banquet was held on May 23, 2019 @ the GHS gym. Welcoming the students was Mr. Adolfo Pena, Jr. – GHS Principal, Mrs. Hermelinda Ayala- Dean of Instruction, Assistant principals, Mr. Jesse Rodriguez, Mr. David Zarate, Mrs. Melinda Hernandez & Mr. Ricky Saenz. The guest speaker for the venue is a local Grulla favorite, Mrs. Rosario “ Chayo” Ozuna . Rosario is a RGC educator and is now the Grulla Middle School Librarian. She shared her vision and her dream with the students. She spoke with great candor and passionately about never giving up and never letting a door shut your
dreams and inspirations. Her story was very moving and one that all students could relate to. The CTE Dual enrollment banquet was held on May 22, 2019 at the STC RGC Auditorium. Mr. Robert Aberin , certified dual enrollment instructor recognized his students for having the honor of graduating from STC as well as from RGC High School with a Precision Manufacturing Certificate . Mr. Jesus “ Chuy” Villarreal CTE dual enrollment teacher recognized his students for accomplishing the feat of completing their computer certificate through STC as well as being a RGC High School student. Recognized by CTE administration was the newly formed HVAC program . Kudos to those graduates from Grulla High School. All these students accomplished up to 12 + college hours through dual enrollment CTE . At each banquet the students were celebrated for their accomplishments with medals

and certificates from the CTE Director and CTE staff. Students then proceeded to take an individual and group picture with their administrators and guest speakers and the CTE teacher that nominated them for the honor. After students were honored they were treated to a delicious meal and dance. The CTE administration & staff is committed to excellence in everything they do. They support the need of industry-based certifications that is now a Texas initiative. They believe that innovation is the convergence of creative leadership, cutting–edge curriculum and effective instructional delivery for an ever-changing global economy. The CTE program would like to thank everyone for their support and the RGCCISD School Board for giving the program the opportunity to adapt and upgrade individual skills in a rapidly changing world.

TxDOT Urges Drivers To “Look Twice For Motorcycles” To Help Save Lives, Prevent Crashes 417 motorcyclists died, 1,920 seriously injured in crashes on Texas roads
As spring weather draws more motorcyclists onto roadways the risk of fatalities increases. Last year 417 motorcyclists died on Texas roadways, an average of more than one fatality a day. It’s a number the Texas Department of Transportation is working to reduce by asking motorists to be extra vigilant. TxDOT is launching “Share the Road: Look Twice for Motorcycles” – a campaign supporting National Motorcycle Safety Awareness Month (May). “Share the Road: Look Twice for Motorcycles” urges drivers to be extra cautious, since
motorcyclists are more difficult to see and less protected than other motorists. “Last year motorcycle fatalities were reduced by 17 %, which is a big step forward; still one death is too many for the Lone Star State,” said TxDOT Executive Director James Bass. ”As motorcyclists hit the road to enjoy the open air and beautiful scenery, it’s important that vehicle drivers and motorcyclists remain alert and look out for each other on the road. We want everyone to enjoy what Texas offers and reach their destinations safely.” One of the most common
crashes between motorcyclists and drivers occurs when drivers make left turns at intersections, due to motorists’ difficulty judging the distance and speed of motorcycles. TxDOT cautions drivers to be extra vigilant when approaching, turning, or driving through an intersection, as 30% of Texas motorcycle deaths in 2018 were intersection-related. A motorcyclist’s “braking” is not always obvious to motorists. Motorcycles decelerate faster than vehicles and motorcyclists can often downshift instead of applying the brake, especially when driving around a curve. This
means at times brake lights will not be engaged to signal the motorcycle is slowing down. It is important for motorists to allow for extra distance when they are behind motorcycles. TxDOT is urging motorists to: • Look twice for motorcycles, especially at intersections. • Always assume motorcycles are closer than they appear to be and avoid turning in front of an oncoming motorcycle. • Use turn signals and check blind spots before changing lanes. • Always maintain a safe following distance. • Give motorcyclists a full lane, especially when passing. • Obey posted speed limits.

Retired Educators Receive A Supplemental Pay Increase On May 26, the final day of the 86th Session of the Texas Legislature, the Texas Legislature passed Senate Bill 500 (Supplemental Budget) and Senate Bill 12 (The Retired Teachers Security Act). The purpose of both bills was absolutely necessary in order for retirees to receive a supplemental payment and for the Texas Retirement System of Texas (TRS) pension fund to become actuarially sound. Senate Bill 500 provided funding for these measures, while Senate Bill 12 established state policy that will
now go into effect. This deals with state contributions to the Texas Retirement System of Texas through 2025. Highlights of the Legislation: •State is contributing an addition $1.113 billion towards the pension plan and supplemental payments (13th check) to retirees. •All eligible members retired as of 12/31/18 will receive an extra matching annuity check capped at $2,000. •The pension fund (now over $160 billion) becomes actuarially sound immediately – down from
87 years. The unfunded liability is expected to be paid off within 29 years (assuming contribution rates don’t change and investments return assumptions are met). •Social Security contributing public education employers are no longer exempt from 1.5% public education employer contribution.
•While raises for employees are expected as a result of HB 3, (Public School Finance Bill) active employees will not have an increase in their contributions this upcoming biennium. Increase will take effect in FY 2022. •Protections are included for the contribution rates. If a future Legislature reduces its state contribution, then the district
and employee contributions will be reduced by equivalent percentage. There are 1000 retirees in Starr County. A total of $20.9 million was paid to Starr County retirees in 2018. These retirees contribute significantly to the economy of Starr County and a number of them participate in service to the community.

DPS Urges Texans to Prepare Their Families, Tiger beetles are attractive but seldom seen Properties As Hurricane Season Begins Several years ago, a fellow, who camped for awhile at Rancho L o m i t a s where I live, was studying tiger beetles. I knew about beetles in general but not tiger beetles specifically. They’re quite attractive, distinctive and beneficial. Beetles comprise the order Coleoptera and have two pairs of wings. Their forewings, called the elytra, are hard like armor while the two hind-
wings, folded under the forewings, are membraneous and used for flight. The tiger beetle’s attractive feature is the range of iridescent colors on their elytra. The colors come in a wide range which includes red, blue, green, bronze, and black. They may be spotted with white or yellow. Some tiger beetle species may also be camouflaged in grays and brown. There are two distinguishing features to note. The first helps you separate them from the similar ground b e e t l e s . I n s e c t s have bodies composed of head, thorax, abdomen (as do most animals).

With Saturday marking the start of the 2019 hurricane season, the Texas Department of Public Safety (DPS) is urging all Texans to take steps now to protect themselves and their families from potential hurricanes and tropical storms. Hurricane season runs from June 1 through Nov. 30. “As hurricane season approaches, emergency management professionals across the state are prepared to assist in the event of severe weather,” said Governor Greg Abbott. “Our first responders and emergency management teams in Texas are second to none, as is the resolve of our local and state leaders to protect our communities from harm. I urge Texans to heed all warnings from local and state officials, and to ensure they have a plan in place to protect their loved ones and their property in the event of a hurricane.” All Atlantic and Gulf of Mexico coastal areas are subject to hurricanes and tropical storms. It is possible for a storm to severely impact our state, even prior to or without making direct landfall in Texas. Hurricanes can cause catastrophic damage to coastlines, and winds can vary from 74 to 157 miles per hour (or higher). In addition, hurricanes and tropical storms can also spawn tornadoes, create dangerous coastal water conditions, including storm surges, and cause extensive flooding damage. Additionally, the rainfall associated with a tropical system can have an extremely wide reach, so monitoring changing weather conditions during hurricane season is critically important for all Texans. “Texans know firsthand that the damage from a hurricane can be both catastrophic and longlasting,” said DPS Director Steve McCraw. “There are a few steps everyone can take now that can

has been noted that they tend to stop and start periodically. We now know that is because their eyes can’t function properly at their high speed and so they need to stop ever so briefly for their eyes to adjust. Their speed causes ever so brief blindness. They’re beneficial insects because at both the larval and adult stages they’re voracious feeders with a diet of insect pests: ants, flies, grasshopper nymphs, spiders, caterpillars, etc. There are about 2,000 species worldwide with over 100 species in the U. S. Adult tiger beetles are about an inch long with somewhat longish legs and a pair of simple, segmented antennae. They mate often, laying 3 or 4 eggs at a time, but adult life lasts only a pitifully short 6 weeks! The hatched larvae spend their time in burrows in the sand. While your opportunities to observe tiger beetles are rather limited unless you’re very lucky or very stealthy. Be happy that they’re around helping to control our insect pests.
