Ramiro Barrera Middle School held a ribbon cutting to celebrate their new multi-functional facility, also, Roma Middle School held a ribbon cutting to celebrate their new facility. “We want to thank the Roma ISD School Board and administration for their continuous concern and support for student health and fitness,” said Roma ISD PE Coordinator Octavio Cantu. “These slabs provides our students and staff great flexibility because it can be used for basketball, volleyball, conditioning and other activities. It can be used before and after school, as well as on the weekends when the kids want to get in more practice and we certainly want to encourage them to use and make the most of the facilities at their school. This is just a great thing for the school community and I know they are excited.” “We would like to thank PE Coordinator Tavo Cantu for coming forward with this idea and seeing the project through to make sure our students have great fitness facilities,” said Roma ISD School Board Member Dagoberto Salinas. “He always puts the kids first and this is just another idea that he came up with to ensure they have access to practice and train at any time. STAFF KICKBALL TOURNAMENT

Rio Grande City CISD Health and Wellness and Human Resources organized a Kickball Tournament for employees on Saturday, May 27, 2017. This competition was created so that educators and administrators could forget all about the stress that comes at the end of the year. There was great participation from the campuses throughout the district. Tournament results showed, Grulla High School won First Place, Grulla Middle School took Second Place and Early College High School came in Third Place. On behalf of the Board of Trustees and administration, we thank all the participants for this successful event and we look forward to organizing more in the future.

Senator Zaffirini Named “Best of the Legislature” by Capitol Inside Senator Judith Zaffirini, D-Laredo was named “Best of the Legislature” for 2017 by Capitol Inside, an online news service. Senator Zaffirini is one of only two Democrats who made the publication’s top 10, and the only Senate Democrat. Capitol Inside editor Mike Hailey recognized her ability to be effective as a Democrat in a Republicancontrolled legislature, writing “Zaffirini—a Laredo Democrat who’d been one of the most effective lawmakers in Texas as a majority party member in the

The Rio Grande City High School Band held their Annual Band Banquet. The banquet included awards presentations to students of all grade levels. The 2017-2018 Band Officers took their oath of office. The 2017-2018 Drum Majors were announced as seniors Daniela K. Garcia and Karrel Miana. There was a special send off to beloved Band Director Mr. Rudy Barrera who is retiring at the end of this school year.

The Barrera Brothers Military Leadership Scholarship Awarded

The Barrera brothers, all graduates of Rio Grande City High School, Rio Grande City, Texas are proud to announce that Cadet Guillermo Rosales Jr. is awarded this year’s 2017 scholarship. Guillermo was a member of the Rio Grande City High School graduating class of 2017. The scholarship is awarded annually to a senior JROTC cadet who has shown the attributes of citizenship, duty, honor and a willingness to serve their country while a member of the Rio Grande City High School Junior Army ROTC (Reserve Officers Training Corps). Guillermo was selected by the Rattler Battalion Senior Army Instructor (SAI) to receive the scholarship. Guillermo will commence his studies at Texas State University – San Marcos, Texas this fall and pursue a career in law enforcement.

The scholarship was established in efforts to promote the continued success of the Rattler Battalion Army JROTC program. It has been awarded annually since 1995. The Barrera brothers are the five sons of Mr. Guadalupe E. Barrera Sr.(†) and Maria del Rosario (Chayito) G. Barrera. The Barrera brothers are all graduates of Rio Grande City High School (Class of ‘78. ‘79, ‘82,’84, and ‘89). They all have served or are serving presently in our military. One of the brothers is presently serving on active duty and holds the rank of Army Colonel. Guillermo is the son of Mr. and Mrs. Guillermo and Veronica Rosales.

Governor Abbott Signs Bill Cracking Down On Inappropriate Teacher-Student Relationships Governor Greg Abbott signed SB 7 passed in the legislature Senate Bill 7 (SB 7), which aims with broad bipartisan support and to crack down on inappropriate will take effect on September 1, teacher-student relationships 2017. in Texas. The law ensures that teachers who engage in an inappropriate relationship with a student will lose their teaching certification/license and their taxpayer pension, and punishes administrators, superintendents and principals who turn a blindeye to such misconduct. The bill also requires school districts to adopt a written policy to prevent improper electronic communications between school employees and a student. “Texas schools should be safe places for our children to learn and advance,” said Governor Abbott. “Texas schools are filled with some of the best teachers in the country, but unfortunately a small number of them have abused their position, and as a parent I find this abuse of trust abhorrent. This type of behavior is unacceptable, and Texas will protect its children from sexual predators in our classrooms. I would like to thank the legislature for their work and dedication on this important law.” The increased penalties could include: •Automatic termination and revocation of a teaching certificate for teachers that engage in improper relationships with students. •Fines up to $10,000 on any superintendent or principal who neglect to report an improper relationship within 7 business days of discovering it. •Jail time for principals or superintendents who intentionally conceal an improper relationship. •Suspension, revocation, or denial of the certification of educators who assist an unscrupulous teacher in obtaining a job at another school. •Suspension and annulment of an educator’s retirement annuity for educators convicted of having an improper relationship with a student.

Starr County Community Coalition Next Meeting June 7th

The Starr County Community Coalition hosted their monthly meeting at the Rio Grande City CISD Multi-Purpose Center. Guest speaker Catherine Campos from Border Region Behavioral Health Center informed members about their services for youth and adults. Members also discussed upcoming Regional Symposium on Prescription Drug Abuse on June 16th. For more information contact Sandra Garza or Karina Garcia. Guests enjoyed lunch and refreshments. Superintendent of Schools, Mr. Alfredo Garcia, welcomed everyone to the �irst time event and congratulated all the schools for their accomplishments. Texas Delta Theta Master April Meetings Feature Disney Programs Rio Grande City CISD Hosted the Awareness Walk

Elia Perez was hostess for the first April meeting of Texas Delta Theta Master of Beta Sigma Phi, held at Tu Casa Salads in Escobares. Officers for 201719 were elected during the business session, with President Becky Canales presiding, and plans were made for the April 27 Founder’s Day observance. Celia Barrera gave a program on Pocahontas, Disney’s seventh princess, featured in his 33rd animated film which first aired in 1995. Elia Perez presented the program at the second meeting in April, Rio Grande City CISD hosted the Awareness Walk at Joe R. Sanchez Stadium. The event was a which was a dutch treat gathering at Casa de Adobe with Becky Canales presiding. Her program was on collaboration between all RGCCISD Elementary Schools. An open invitation was sent out to all area Tarzan, produced in 1999 by Disney, his 37th film, based on the story “Tarzan and the Apes.” schools and organizations. Sponsors set up tents to give all those in attendance water and promotional items. On behalf of the Rio Grande City CISD Board of Trustees, administration and staff we would like to extend our sincere appreciation and gratitude to all the generous sponsors, event organizers, and everyone who joined us and made this event a huge success.

PRESS RELEASE - FOR IMMEDIATE RELEASE Rio Water Supply Corporation is proud of its continued partnership with the United States Department of Agriculture – Rural Development (USDA-RD federal funding source) and is committed to serving and improving the quality of life within the Rio Water Supply Corporation (“RWSC”) service area. As part of its continued commitment to serve and improve the quality of life within the RWSC service area, RWSC recently requested bids for a USDA funded infrastructure improvement project. In order for RWSC to receive USDA funds for this project, the United States Department of Agriculture mandated that all contractors who bid on the project strictly comply with its Rural Development bidding rules. In accordance with this mandate and the USDA Rural Development bidding rules, RWSC issued bid packets for the project that contained a set of instructions and controlling requirements. According to federal guidelines, following the requirements set forth in the bid packets are mandatory. There are no exceptions to following federal funding bidding rules and regulations. There are no exemptions to the USDA-RD bidding rules and regulations. Each bidder/contractor must follow the same rules and regulations to be compliant and considered in the bidding process. Of the three (3) contractors that responded and submitted bids for this particular improvement project, two (2) followed and met all federal funding bidding rules and regulations. Only one (1) contractor failed to meet the mandatory requirements and did not respond according to USDA-RD federal guidelines. Unfortunately, the contractor who failed to observe and follow the applicable federal regulations, submitted what would have otherwise been the “low bid.” However, because this would be “low bid” failed to follow federal bidding rules and was therefore not a legitimate bid, it – legally – could not be considered or recommended for acceptance by RWSC. Following federal funding rules for bidding is mandatory and neither Rio Water Supply Corporation nor any member of the Rio Water Supply Service Area who may be saddened at this unfortunate outcome, for whatever reason, can decide that the controlling bidding federal rules and regulations will not be followed or honored. Simply put, contractors are bound to and absolutely must follow federal bidding rules. Regardless of personal or public disappointment, the legitimate and law-abiding integrity of this federally funded bidding process will not be undermined by anyone or for anyone. While unfortunate, RWSC cannot consider the bid submitted by the one (1) contractor who failed to fully comply with federal controlling rules and regulations at this important stage in the bidding process. Under the United States Department of Agriculture Rural Development bidding rules and regulations, a bid from a non-compliant contractor is considered to be nonresponsive. Any contractor’s bid that fails to follow bidding rules, regardless of the amount of the bid, cannot be legally considered for approval by a beneficiary of federal funds, including Rio Water Supply Corporation. The controlling federal rules and laws involving bidding for federally funded projects, such as this USDA project, are not overly complicated or terribly difficult to address and comply with. They are, however, equally and uniformly applicable to each contractor. Any contractor /bidder who fails to carefully observe and follow federal bidding rules and procedures assumes the risk of their own actions and decisions as well as the consequences therefrom. RWSC looks forward to continuing to serve its residents and improving the quality of life within the RWSC service area through its partnership with the USDA, and wishes everyone a safe and enjoyable summer.

Como parte de su compromiso continuo de servir y mejorar la calidad de vida dentro del área de servicio de RWSC, RWSC recientemente solicitó ofertas para un proyecto de mejoramiento de infraestructura financiado por USDA. Para que el RWSC reciba los fondos del USDA para este proyecto, el Departamento de Agricultura de los Estados Unidos ordenó que todos los contratistas que ofertaran el proyecto cumplan estrictamente con sus reglas de licitación de desarrollo rural. The Region One ESC Board of Directors canvassed the votes of the latest Region One Board of Directors election during the scheduled meeting on May 18, 2017. Two seats were up for election including Places 2 and 5 representing Jim Hogg, Starr, and Zapata Counties and Cameron County, respectively. In the Place 2 race, incumbent Ricardo Gutierrez (Rio Grande City, Texas) ran unopposed for the seat that he has held since 2010; Gutierrez captured 178 votes. What You May Be Missing At Night! Buckle Up – Day or Night! ‘Click It or Ticket’ Campaign Did you know that driving at night is more dangerous than driving during the day? In fact, the majority (57%) of fatal crashes in Texas happen at night, according to Yolanda Morado, Starr County Extension Agent-FCS. In 2016, of all Texas crashers in which people died and weren’t wearing a seat belt, 62 percent happened at night. So whether it’s day or night, remember to buckle your seat belt for safety. You might think that the cover of darkness, police officers don’t notice unbuckled drivers and passengers – but they do. If you get pulled over, that means facing fines and court costs up to $200. Instead of putting yourself and others in danger, remember: buckle up, even at night! Taking those few seconds to buckle your seat belt is the most important step you can take to protect yourself in a crash. Fortunately, most Texans now buckle up, but some groups of motorists continue not taking the message to heart and not consistently using their seat belts. The demographic of motorist most likely to be unrestrained are men and young adults, especially

pickup truck drivers and passengers. This year marks the 15th year that the “Click It or Ticket” Campaign to increase seat belt use has been conducted in Texas. According to the National Highway Traffic Safety Administration (NHTSA), since its inception 15 years ago, this life-saving campaign has resulted in 5,068 fewer traffic fatalities and 86,000 fewer injuries, including more than $19.3 billion saved in related economic costs. However, from 2015 to 2016, deaths among people not wearing seat belts increased 9 percent. According to TxDOT, in 2016 more than 2,500 people who failed to wear their seat belts were killed or seriously injured. Simply remembering to put on your seat belt increases the chances of surviving a crash by 45 percent in a car, and up to 60 percent in a truck. After many years of having seat belts as a standard part in vehicles, it would seem that buckling your seat belt before driving off would be second nature. However, some pickup truck drivers and their passengers depend on their larger size vehicle to protect them in a crash. Yet, pickup trucks are

twice as likely to rollover as passenger cars. Due to pickup trucks’ tendency to rollover in crashers, the consequences are more severe for drivers and occupants not wearing seat belts – including being thrown from the vehicle, or even death. Unbuckled passengers can also be deadly to others in the vehicle. Most people are not aware of the dangers posed by unbuckled backseat passengers. In a crash, they can become projectiles that are tossed around inside the vehicle, often injuring or killing those in the front seat. Here’s another good reason to buckle up: It’s the law! Unbelted drivers and adult passengers can face fines and court costs up to $200. Children younger than 8-years-old must be in a child safety seat or booster seat unless they are taller than 4 feet 9 inches. Fines issued to drivers for unrestrained children in their vehicle can be as high as $250, plus court costs. Grulla Elementary Honor Roll

Giant swallowtails are active now If you spend much time outside, you’re likely to see a giant swallowtail flutter by. T h e y ’ r e our largest butterfly and quite interesting. Their field m a r k s m a k e them easy to identify. In addition to being large their bright yellow and black contrasting colors are striking. With the wings open, you see a black butterfly with a few crossing bright yellow lines. The lower sides of the wings are mostly a muted yellow with some thin black lines. The hind wings have a distinct medial line of blue, orange and black.

What I find most interesting about a giant swallowtail is its defensive strategies at different stages of metamorphosis. While a caterpillar, it appears to be feces dropped by some passing bird and hardly a tasty morsel to be eaten. Birds aren’t often attracted to it.

If the larva is actually threatened, it can project an osmeterium. It’s red-orange and can look like a snake’s forked tongue or tiny horns. In addition, the osmeterium can release a foul smelling, bitter excretion. That combination is enough to scare off some predators. If it survives its larval stage, it enters the pupal stage where it uses camouflage hoping not to be recognized as an insect. The chrysalis looks almost exactly

like a short, broken twig. It takes a sharp eye to detect any difference. As an adult, as with all butterflies, it’s flight is very irregular, filled with twists and turns making it difficult for birds to capture it. Being a butterfly can be a short and dangerous existence and we should be thankful that these beauties have evolved strategies for survival. Enjoy them and be mindful of their amazing lives.
