NOTICE OF INTENTION TO ISSUE CERTIFICATES OF OBLIGATION NOTICE is hereby given that it is the intention of the City Commission of La Grulla, Texas (the “City”) to issue interest-bearing Certificates of Obligation of the City to be designated and known as the “CITY OF LA GRULLA, TEXAS COMBINATION TAX AND REVENUE CERTIFICATES OF OBLIGATION, SERIES 2022” (the “Certificates”) for the purpose of providing for the payment of contractual obligations to be incurred for the design, planning, purchasing, acquisition, construction, equipping, expansion, repair, renovation, and/or rehabilitation of certain City-owned public property, including (i) the City’ wastewater and sewer system including the construction of a water treatment plant; and the payment of contractual obligations for professional services in connection with such projects (including, but not limited to, financial advisory, legal, architectural, and engineering). The City Commission tentatively proposes to authorize the issuance of the Certificates at its regular meeting place in the City Hall, 5332 East Highway 83, La Grulla, Texas, at a Regular Meeting of the City Commission to be commenced at 5:00 p.m., on May 4, 2022, in an amount not to exceed $2,100,000. The City Commission proposes to provide for payment of the Certificates of Obligation by the pledge of an annual ad valorem tax levied upon all taxable property within the City, within the limits prescribed by law, and by a first lien pledge of the net revenues of the City’s Waterworks and Sewer System. The Certificates are to be issued, and this notice is given, pursuant to Section 271.041, et seq., Texas Local Government Code. In accordance with the provisions of Subchapter C of Chapter 271, Texas Local Government Code, as amended (“Chapter 271”), the following information has been provided by the City. The current principal of all outstanding debt obligations of the City is $0, the combined principal and interest required to pay all currently outstanding debt obligations of the City on time and in full is $0, the estimated combined principal and interest required to pay the Certificates of Obligation on time and in full is $2,983,125, the estimated interest rate for the Certificates of Obligation is 2.125%, and the maximum maturity date of the Certificates of Obligation will not exceed the maximum allowed by law. Medina EC is seeking applications for their Community Empowerment Program, which will provide up to $5,500 in grants during 2022. The deadline for applications is April 1. Grants will be awarded for capital projects that support community and economic development in any of the 17 counties served by Medina EC, which include Atascosa, Brooks, Dimmit, Duval, Edwards, Frio, Jim Hogg, Kinney, LaSalle, McMullen, Medina, Real, Starr, Uvalde, Webb, Zapata and Zavala. No Regrets. campaign urges students to celebrate spring break responsibly Stories behind the data show the true consequences of driving drunk over spring break. That’s why TxDOT is using its Drive Sober. No Regrets. campaign to share with college students the real-life experiences of people affected by drunk driving crashes across Texas. One person in Texas dies every eight hours and 31 minutes in a DUI-alcohol related traffic crash. Last year, 1,029 people in Texas were killed and 2,522 seriously injured because someone chose to get behind the wheel while impaired. Over last year’s spring break, Texas saw 872 DUI-alcohol related traffic crashes. These

Recently, 23 Roma High School JROTC cadets visited La Copa Ranch along with cadets from Edinburg North, Edinburg Economides, Kingsville, and PSJA Southwest, to participate in their annual JROTC Cadet Leadership Challenge Winter Camp. Students were given the opportunity to partner up into companies, platoons and squads to compete, while also gaining a better understanding of some of the soldier training experience offered at La Copa. The cadets completed the Physical Fitness Modified Test, Marksmanship, Archery, Confidence Course, Orienteering, One Rope Bridge Team Building, Drilling, Kayaking and use of the

Roma High Students Learn Teamwork Through Hands-On Project Students in Joselyn Hinojosa’s Principles of Human Services classes learned about employability skills. In the late 1920s a group of American investors contracted George E. (Elmer) Cole, a bridge engineer and contractor, to build a bridge between Roma, Texas, and San Pedro de Roma, Tamaulipas (now Ciudad Miguel Alemán). Joseph Erastus Pate and the Starr County Bridge Company were responsible for the construction of the bridge, the construction began in 1927, and the bridge opened in 1928. Initially, the Roma bridge was one of four Rio Grande-spanning suspension bridges. The others were built at Zapata, Hidalgo, and Mercedes. Today, the historic Roma bridge is the only suspension bridge remaining on the Rio Grande. The Roma Suspension bridge was taken out of service in 1979 when a new bridge was constructed. In 2016, the Texas and Mexico sections of the American Society of Civil Engineers declared the bridge a Historic Civil Engineering Landmark. Pictured are local government officials and residents from Starr County and Miguel Alemán, celebrating the 94th anniversary of the historic suspension bridge between the two cities.
