Wyatt Ranches, on behalf of The Wyatt Ranches Foundation, donated $772,000 in grant funds to several South Texas organizations in need during their first 2021 Board of Directors Meeting. From Starr County, Father Juan Manuel Salazar and Parish President Velinda Reyes, of the St. Isidore Catholic Church in San Isidro, presented a request for climate control and electrical system upgrades desperately needed in the sanctuary. The Starr County church is known for its European tapestries, which hang from the sanctuary’s ceiling. Without climate control, the art has deteriorated and is in need of restoration before becoming a total loss. Father Salazar told the Foundation, “I’m not looking

for a hand-out, but I am seeking a hand-up.” The Foundation’s board awarded a $87,000 grant for the air conditioning and electrical system upgrades, and for the professional restoration of the tapestries. Albert “Esco” Escobar opened the first homeless shelter of its kind in Starr County, where the organization now serves over 4,500 people in the area. Casa Esperanza provides foods, hot meals, shelter, and hot showers to those in need. During his emotional presentation, Mr. Escobar told the Foundation that Casa Esperanza had experienced a thirty-percent increase in those who are seeking assistance due to the pandemic. His request of $44,000 was increased and a grant of $50,000 was awarded to the shelter.

CITY OF ROMA Invitation to a Public Hearing Texas Department of Agriculture (TDA) TxCDBG Project No. 7219381

Roma ISD Employees that Wanted COVID Vaccine Receive 1st Dose It’s official! as of March 5, 2021, all Roma ISD teachers and staff that wanted the COVID-19 Vaccine, have received their first dose! “We would like to thank everyone at Starr County that made this possible, as well as Rep. Ryan Guillen for supporting the needs of our educators, and our local Roma ISD School Board for their support of this initiative. We also want to thank our partners in education, Rio Grande City CISD, for working with us to make this second clinic for our employees possible,” said Roma ISD Superintendent Carlos Guzman. “Although it takes approximately six weeks to achieve some level of virus immunity from the vaccine, I know we all can sleep a little sounder at night knowing that our Gladiator Nation Team will be much better protected as we aim to serve our students and community. Although we have seen some real shining moments during this pandemic, I have great hope that next year will be a breakthrough year in the pandemic, but also for Roma ISD as a whole. Let’s keep the faith together and keep focused on a bright future for our children.” The district will notify all employees once their second dose becomes available through state resources.

Texas Physicians Urge Masking, Continued Vigilance in Schools to Fight COVID-19 The Texas Medical Association’s (TMA’s) School Reopening Workgroup and the Texas Pediatric Society (TPS) are calling on Texans to remain vigilant and maintain proven preventive measures against COVID-19 as schools reopen, primarily urging school leadership to keep universal masking policies in place. The physicians strongly recommend schools follow Centers for Disease Control and Prevention guidance in the Operational Strategy for K-12 Schools through Phased Mitigation to help schools reopen and remain open. The guidance says universal and correct wearing of masks and physical distancing are effective prevention strategies. Consistent use of masks has been proven to slow the spread of disease and can reduce the need for quarantining

large groups of students. Keeping kids in schools has been a paramount goal for the workgroup, and keeping COVID-19 rates down in each community is essential to accomplishing this goal. “As we work to vaccinate teachers and school staff, schools must continue to use evidencebased strategies including masking to reduce transmission of COVID-19 and keep children and staff well,” said Valerie Smith, MD, chair of TMA’s School Reopening Workgroup and TPS executive board member. “Texas physicians recognize schools play a vital role in the developmental, mental, and physical health of our children. We are grateful for the perseverance and adaptability schools have demonstrated this year as they strive to provide safe spaces for Texas children to learn,”

said Dr. Smith, a Tyler pediatrician. When students, families, teachers, school staff, and community members consistently follow proven preventive strategies, the physicians said, communities can reduce the risk of in-school spread of the coronavirus and maximize in-person learning. Universal mask-wearing, physical distancing, isolation of ill and exposed individuals, and handwashing have all proven effective in reducing the spread of the virus and have been critical in allowing schools to reopen during the pandemic. Since the pandemic began, TMA’s workgroup has issued other recommendations pertaining to schools opening to on-campus education. TMA’s key objective since 1853 is to improve the health of all Texans.

Following the close of all applicable comment and request periods, the Executive Director will forward the application and any requests for reconsideration or for a contested case hearing to the TCEQ Commissioners for their consideration at a scheduled Commission meeting. The Commission may only grant a request for a contested case hearing on issues the requestor submitted in their timely comments that were not subsequently withdrawn. If a hearing is granted, the subject of a hearing will be limited to disputed issues of fact or mixed questions of fact and law relating to relevant and material water quality concerns submitted during the comment period. TCEQ may act on an application to renew a permit for discharge of wastewater without providing an opportunity for a contested case hearing if certain criteria are met. MAILING LIST. If you submit public comments, a request for a contested case hearing or a reconsideration of the Executive Director’s decision, you will be added to the mailing list for this specific application to receive future public notices mailed by the Office of the Chief Clerk. In addition, you may request to be placed on: (1) the permanent mailing list for a specific applicant name and permit number; and/or (2) the mailing list for a specific county. If you wish to be placed on the permanent and/or the county mailing list, clearly specify which list(s) and send your request to TCEQ Office of the Chief Clerk at the address below.

AVISO DE RECIBO DE LA SOLICITUD Y EL INTENTO DE OBTENER PERMISO PARA LA CALIDAD DEL AGUA RENOVACION PERMISO NO. WQ0010802001 SOLICITUD. City of Rio Grande City, P.O.

Lesser Goldfinches are here now but scarce

Most people have seen or at least know about the American Goldfinch. Few here have seen or know about the Lesser Goldfinch. Let’s get acquainted. Lesser Goldfinches are here in the Valley only in the winter months and even then are scarce. Their normal range is just to the west of us in Texas, the Southwestern States and throughout Mexico. American Goldfinches are a bright

golden-yellow with a black cap, wings and tail. Lesser Goldfinches are the same except that the back of the neck and entire back are black. That means that Lesser Goldfinches show less gold. (That’s a mnemonic device which can help you remember the difference.) The back on females and immatures is olive rather than black. Lessers have some white streaks on the wings and, if you get good look, have a rather stubby bill. The tail is distinctly notched. Their diet consists of seeds

and grains. Seeds from plants of the sunflower family are preferred. They often flick their tail while feeding. A few years ago, I discovered their liking also for African thistle seed. Happily for us, they can be attracted to bird feeders. They occasionally also eat small insects and berries. When observed, they’re typically in flocks. A flock can occasionally number in the hundreds but that’s unusual, especially here. While they like to be in flocks, sometimes of mixed species, they’re still scarce so enjoy them if you’re lucky.

Martin Cavazos

Businessman, Master Mason & Trendsetter

In the early 1900’s, the Rio Grande Valley was developing as an agriculture base economy and new cities started to emerge like McAllen, Edinburg, Mission, Weslaco and other populated areas. Rio Grande City and Brownsville had already been known throughout the state as wellestablished communities. Both Brownsville and Rio Grande City had active-duty US military forts until mid 1940’s (Fort Brown and Fort Ringgold). Both communities were thriving, Brownsville more than Rio Grande City. Nevertheless, both were well established with the potential to future investments. In the early 1930’s a Rio Grande City merchant Martin Cavazos applied for a FORD Motor Company franchise. In 1937, Mr. Cavazos was awarded the franchise. He would be the second Hispanic owned Ford Dealership in the United States. This is notable in 1937 as Hispanics were not a recognized minority nor they were known

to own purchase power in the auto industry. The Cavazos Motor Company was established and located on intersection of Britton Avenue and and Main Street. This was the heart/center of town at the time and would guarantee future customers a look and a possible sale. Mr. Cavazos was native of Camargo, Mexico. His wife Odilia came from Mier, Mexico. Him and his wife Odilia moved to Rio Grande City in the late 1920’s. They both ran the dealership as a family-owned team for over 40 years. In 1962, after several great years running the Cavazos Motor Company Martin and Odilia decided to sell their business to Roma businessman Efren Ramirez. The new ford company became known as “Ramirez Ford”. During his spare time, Mr. Cavazos was very active in politics and community. He was very active with the Starr County Republican party where he served as Chairman for several years. He recruited local candidates to run in the Republican ticket and supported conservative values. He was also a dedicated member of Rio Grande City’s Masonic Lodge - Hope Lodge #471 and served as Worshipful Master in 1928.

He was well known for his distinctive leadership traits. During World War II when many were called to serve our country, Mr. Cavazos stepped up once again to serve as Worshipper Master 1941-1942. In this capacity, he took the helm to support the war effort as well as supporting the local community. Mr. Martin Cavazos was a larger-than-life figure for his time. Him and his wife team up and are a success story to be told. His story is not only about success during difficult times but that of serving the community and always giving back to the community that made him. Mr. Martin Cavazos passed away in January 1962.
