Roma Students Learn STEM Skills Through Project Lead the Way-Gateway Program By: Joe Martinez, Roma ISD CTE Director Roma ISD 8th grade students at both Ramiro Barrera Middle School and Roma Middle School have been busy throughout the year expanding their Science, Technology, Engineering and Mathematics (STEM) skills by being part of the Project Lead the Way Program and course. During the first semester the students had the opportunity to explore Design and Modeling which encompasses the design process and to develop an understanding of the influence of creativity and innovation in their lives. They were challenged to design a therapeutic boot for a child with cerebral palsy. During the current semester the students are exploring Automation and Robotics. Students learn about the history and impact of automation and robotics and explore mechanical
systems, energy transfer, machine automation, and computer control systems. Using the VEX Robotics platform, students apply what they know to design and program traffic lights, robotic arms, and more. PLTW-Gateway is “activity oriented” to show students how

Coronavirus vs. Influenza: The Differences and What We Need to know
Executive Administrator/ Administrador Ejecutivo
As physicians, other medical experts, and the public learn more about the 2019 Novel Coronavirus, or COVID-19, scientists are learning more about the similarities – and differences – between COVID-19 and influenza. Both viruses cause respiratory disease, yet the World Health Organization (WHO) reports there are important differences between the two and how they spread. First, COVID-19 and influenza viruses have similar disease symptoms and a wide range of illness from mild to severe disease, and even death. Second, both viruses are transmitted by contact, droplets (from sneezes
and coughs, for example), and contact with surfaces that can carry the infection, such as clothes, utensils, and furniture. As a result, common public health measures, such as cleaning high-contact surfaces such as door handles and handrails, washing hands, and coughing into your elbow or a tissue (and immediately disposing of the tissue), are important actions to prevent transmitting the disease to others. Doctors also recommend staying home if you are sick. While the symptoms appear the same, there is a big difference between patients suffering a severe case of COVID-19 and influenza. The flu has a shorter incubation period from infection to

diagnosable symptoms and can take 3 days to spread from person to person. The flu spreads faster than COVID-19, which can take 5 to 6 days to spread person to person. Also, flu can be transmitted before someone has symptoms, a major factor in the spread of influenza. As a result, children, pregnant women, elderly people, patients with chronic medical conditions, and those with compromised immune systems are most at risk to catch the flu. The WHO reports a COVID-19 carrier can shed the virus 24 to 48 hours prior to symptom onset, reducing the threat of transmission to other people. Presymptomatic transmission of the flu is 3 to 5 days. However, when COVID-19 symptoms appear, the range of illness severity is proportionately different than the flu. WHO data suggests that 80% of COVID-19 infections are mild or asymptomatic, but 15% are severe infections requiring oxygen and 5% are critical infections requiring intensive care. So, who is most at risk? Medical experts say people who are elderly, especially those with preexisting conditions, have COVID-19, page 6

2020 Census Most residents throughout the country began receiving their invitations to respond to the Census on Thursday, March 12. The invitation includes instructions for responding to the 2020 Census online, with households in areas less likely to respond online receiving a paper questionnaire that they can return in the mail.
By mid-April, all households that have not yet responded will receive a paper questionnaire. The Census Bureau asks that you include everyone who lives in your home as of April 1 and residents are asked to use the Census ID included in the invitation. You can also respond without it by providing your address.
“I urge everyone to take part in the 2020 Census regardless of your status.” said Congressman Cuellar, “Anyone who is a resident in the United States needs to be counted, because this count will have a lasting impact on our communities for the next ten years.” For more information, visit 2020census.gov or census.gov.

PUBLIC COMMENT / PUBLIC MEETING. You may submit public comments or request a public meeting on this application. The purpose of a public meeting is to provide the opportunity to submit comments or to ask questions about the application. TCEQ will hold a public meeting if the Executive Director determines that there is a significant degree of public interest in the application or if requested by a local legislator. A public meeting is not a contested case hearing. OPPORTUNITY FOR A CONTESTED CASE HEARING. After the deadline for submitting public comments, the Executive Director will consider all timely comments and prepare a response to all relevant and material, or significant public comments. Unless the application is directly referred for a contested case hearing, the response to comments, and the Executive Director’s decision on the application, will be mailed to everyone who submitted public comments and to those persons who are on the mailing list for this application. If comments are received, the mailing will also provide instructions for requesting reconsideration of the Executive Director’s decision and for requesting a contested case hearing. A contested case hearing is a legal proceeding similar to a civil trial in state district court. TO REQUEST A CONTESTED CASE HEARING, YOU MUST INCLUDE THE FOLLOWING ITEMS IN YOUR REQUEST: your name, address, phone number; applicant’s name and proposed permit number; the location and distance of your property/activities relative to the proposed facility; a specific description of how you would be adversely affected by the facility in a way not common to the general public; a list of all disputed issues of fact that you submit during the comment period and, the statement “[I/we] request a contested case hearing.” If the request for contested case hearing is filed on behalf of a group or association, the request must designate the group’s representative for receiving future correspondence; identify by name and physical address an individual member of the group who would be adversely affected by the proposed facility or activity; provide the information discussed above regarding the affected member’s location and distance from the facility or activity; explain how and why the member would be affected; and explain how the interests the group seeks to protect are relevant to the group’s purpose. Following the close of all applicable comment and request periods, the Executive Director will forward the application and any requests for reconsideration or for a contested case hearing to the TCEQ Commissioners for their consideration at a scheduled Commission meeting. The Commission may only grant a request for a contested case hearing on issues the requestor submitted in their timely comments that were not subsequently withdrawn. If a hearing is granted, the subject of a hearing will be limited to disputed issues of fact or mixed questions of fact and law relating to relevant and material water quality concerns submitted during the comment period. TCEQ may act on an application to renew a permit for discharge of wastewater without providing an opportunity for a contested case hearing if certain criteria are met. MAILING LIST. If you submit public comments, a request for a contested case hearing or a reconsideration of the Executive Director’s decision, you will be added to the mailing list for this specific application to receive future public notices mailed by the Office of the Chief Clerk. In addition, you may request to be placed on: (1) the permanent mailing list for a specific applicant name and permit number; and/or (2) the mailing list for a specific county. If you wish to be placed on the permanent and/or the county mailing list, clearly specify which list(s) and send your request to TCEQ Office of the Chief Clerk at the address below. INFORMATION AVAILABLE ONLINE. For details about the status of the application, visit the Commissioners’ Integrated Database at www.tceq.texas.gov/goto/ cid. Search the database using the permit number for this application, which is provided at the top of this notice. AGENCY CONTACTS AND INFORMATION. Public comments and requests must be submitted either electronically at https://www14.tceq.texas.gov/epic/eComment/, or in writing to the Texas Commission on Environmental Quality, Office of the Chief Clerk, MC-105, P.O. Box 13087, Austin, Texas 78711-3087. Please be aware that any contact information you provide, including your name, phone number, email address, and physical address will become part of the agency’s public record. COVID-19 continued from page 4 an increased risk of getting sick from COVID-19. So far, the WHO says children, from newborn to age 19, are less likely to catch COVID-19. Additional studies in China also suggest that children who do catch COVID-19 are more likely to catch it from adults, rather than vice-versa. However, children play a major role in the spread of the flu. Scientists are currently developing more than 20 COVID-19 vaccines, but there are currently no licensed vaccines or therapeutics available. In contrast, antivirals and vaccines are widely available for influenza. While the influenza vaccine is not effective against COVID-19 virus, it is highly recommended to get vaccinated each year to prevent the flu. To help Texas physicians defend Texans against COVID-19, TMA
has established – and continuously updates – an online Coronavirus Resource Center. Visit texmed. org/Coronavirus. TMA is the largest state medical society in the nation, representing more than 53,000 physician and medical student members. TMA’s key objective since 1853 is to improve the health of all Texans.
What can you do while Covid-19 rages? Experts on disease prevention recommend “ s o c i a l distancing” as a strategy. Stay 6 feet from any potentially contagious people. Bird watching is an interesting, healthy and appropriate choice. It gets you outdoor, involves healthy exercise, provides some delightful viewing and can certainly be a socially distant activity. Our lower rio grande valley is a birding hot-spot so you have a myriad of birding sites to visit. My home is in one of the best locations: Rancho Lomitas. Some of the most experienced birding guides have told me that, in their opinion, Rancho Lomitas is the best site in the valley to see a wide diversity of birds. Daily I see Audubon’s and Altamira
Orioles, scaled quail, black- throated and olive sparrows, cactus wrens and many more. If you’d like to spend a few hours bird watching at Rancho Lomitas call 956-5001392 to get directions and be sure someone will be there to open the ranch gate. Hundreds of birders over the years have gone away satisfied, delighted and having added to their life list of bird species seen. Wherever you may go, get outside, do a bit of walking and maintain social distance---do some birding.

You’re in good hands. TPE Launches COVID-19 Resource Page for Texas Educators ATPE will continue updating the page as situation develops The Association of Texas Professional Educators (ATPE) has launched a COVID-19 resource page for the Texas education community at atpe.org/ coronavirus. On this page, Texas educators will find: Information about Texas law governing the responsibilities of school districts during a public health crisis; Guidance for educators in working with students; and Legal information regarding Texas educators’ employment rights in a public health crisis. ATPE will continue updating this resource as the situation develops and more information becomes known. “This is a rapidly developing situation, and we urge all Texas educators to focus first and foremost on their health and safety,” said Dr. Shannon Holmes, ATPE executive director. “Right now, there are far more questions than answers, and everyone from the custodial staff to the superintendent is working together to keep Texas families safe”.
