Ruben Saenz Awarded Lifetime Service Award

Carolina Rodriguez Won the 2024 Festiba Mariachi Vocal Competition

Starr County Fair Association awarded its first ever Lifetime Service Award to Ruben Saenz for his dedication and active service to the Starr County Fair. Attending the Opening Ceremony of the 2024 Starr County Fair with him were his wife, Olga, and several other family members. Saenz was born and raised in Starr County and is a graduate of San Isidro High School. He was a founder of the Starr County Fair Association since its formation and is featured on the plaque at the entrance to the fairgrounds. Mr. Saenz has been involved with the event since its early years, when it was held in Fort Ringgold. When the need for permanent facilities required a bank loan, his was one of the signatures to make this happen. He served the Fair and the

youth of Starr County throughout his career—in the RGCCISD as an educator, principal, and superintendent, and at South Texas College’s Starr County Campus.

He was a hands-on leader of the Fair throughout the years,

serving as chairman of the Scholarship Committee through 2023.

For his commitment to the youth of Starr County and the Starr County Fair throughout his life, he was awarded the first ever Lifetime Service Award.

Roma ISD Middle School Mariachi Groups Earn 1st and 2nd Places at the 2024 Festiba Competition

Carolina Rodriguez, student at RGCGISD Early College- Grulla High School, has won the annual competition sponsored UTRGV by placing first. The 2024 Festiba Mariachi Vocal Competition was held on March 1—2, 2024. She competed against almost 100 vocalists.

Carolina is also a member of All State Mariachi and is currently the section leader of the award winning Mariachi Grulla de Plata from Grulla High School under the direction of Alfonso Rodriguez and Mario Gutierrez.

CONGRATULATIONS, CAROLINA. We are so proud of you. You continue to represent yourself, your parents, your community and your district very well.

Arturo Eliasar Martinez Receives 1st Place with an Honorable Mention

Arturo Eliasar Martinez is a 12th grader enrolled at Rio Grande City High School and taking Art 2 under the instruction of Ms. Amberly Alvarez. Arturo created a couple of pieces using paper mache, cardboard, acrylic and masking tape and exhibited them in this year’s Starr County Fair Fine Arts Intermediate Class Division. His first art piece titled Pachyzgirafnix, which was a cross between his favorite dinosaur Pachycephalosaurus, a zebra and a giraffe received a 1st Place with an Honorable Mention. His second art piece titled Lizcorpinake-Fly which was a mutation of a lizard, scorpion and butterfly received a 1st Place. Arturo’s teacher Mr. Joseph Ellert was glad to add that “Arturo is a very creative and artistically driven student” and that “both of these projects were carefully planned, created and named by Arturo himself.”

Thanks so much to U. S. Customs Supervisor Dana Canales for facilitating a video shoot for the Roma ISD students in front of the historic Roma Suspension Bridge. The Gladiator Television Network students and instructors were filming some special footage for a project for the Region One Education Service Center to represent the district and Starr County. Thank you to GTN students 10th grader Yazmin Guerra, 12th grader Amy Huerta Chavez, and 12th grader Noel Guerrero who made the filming possible, as well as to Roma High Varsity Track stars 12th grader Diego Rodriguez, 12th grader Artemio Belmontes, and 11th grader Luis Peña who were the stars of the shoot. What a cool experience for the students!

Sanchez, member of Grulla Middle School Mariachi Juvenil de America, for earning 3rd place at the UTRGV Festiba Vocal Competition. Joash went head to head against some of the top singers from around the Valley and surrounding areas.

Students had to send in an audition video to earn a spot as a finalist and then go on to compete live on stage at the UTRGV Performing Arts Center on March 1st.

Joash’s rendition of “Maria, Maria” was captivating and energetic and merited him to be recognized as one of the top 3 singers.

Blended learning at its finest! Ms. Barrera’s 5th grade Science class at Grulla Elementary learned about decomposers and food webs and the role they play in our ecosystems. Students used their devices to answer questions and provide pictures of decomposers. Their answers popped up on the smart board and it led to some good quality discussions. Way to go students! Way to go Ms. Barrera!

Congressman Henry Cuellar’s Office is Now Accepting Submissions for the Annual Congressional Art Competition!

The office of Congressman Henry Cuellar is now accepting submissions for the annual Congressional Art Competition.

High school students from across the 28th Congressional District of Texas are invited to compete for a chance to showcase their art in the U.S. Capitol Building, where Members of Congress and countless visitors from around the world will view it. Submissions for the Congressional Art Competition will be reviewed by a panel of experts, which includes local artists and art professors. One winner and several runners-up will be selected. To enter this contest, students should submit no more than two pieces of two-dimensional artwork and the Student Information & Release Form

by 5:00 P.M. CST on Friday, April 19, 2024. Please email photos of the artwork (as a JPEG, GIF, or PNG), along with the student release form to Alexis Gallegos at Alexis.Gallegos@mail.house.

LA GRULLA GLO LOCAL PLANNING COMMITTEE (LPC)

MEETING AND PUBLIC HEARING

Notification is hereby given that the City of La Grulla Local Planning Committee (LPC) for the General Land Office (GLO) Resilient Communities Program (RCP) will conduct a public hearing and meeting. The public is invited to provide comments and recommendations as it undertakes necessary development for a city wide comprehensive and land use plan, update zoning and building codes and flood protection for the city’s Resilient Communities Program. This segment of the public hearing will be followed by accepting comments and recommendations as it undertakes necessary development of the city-wide hazard mitigation plan. The City is electing as part of its public participation efforts to provide public notice of any proposed actions and conduct and open public hearing to accept comments from the public regarding the City’s funding application.

The City will conduct a public hearing and LPC meeting on Wednesday April 3, 2024 at 5:00 pm at the City offices located at 194 S. FM 2360, La Grulla, Texas at which time it will accept comments and recommendations for the Resilient Communities Program (RCP). Interested persons may submit comments and obtain more information about the proposed project(s) by contacting the La Grulla City Manager at 956-487-3341.
