Luis Alonso Garcia, Jr. was sworn in as Justice of Peace Pct. 8 by The Honorable Starr County Judge Eloy Vera Starr County Commissioners’ Court appointed Luis Alonso Garcia, Jr. to the position of Justice of the Peace Pct. 8 on March 9, 2020 at the regular Commissioners’ Court Meeting. Garcia ran a successful campaign in the March 2020 Primaries for the position of Justice of the Peace Pct. 8 which had been vacated by Jose F. (Kiko) Perez who Congratulations to Roma High School’s Nuevo Santander on earning a Division 1 Rating at the State UIL resigned last year to run for Starr County Commissioner.

Immediately after the appointment, Garcia was joined by his family Mariachi Competition, as well as 11 individuals medals for outstanding performances. Way to go Mighty at the swearing in ceremony.

Exercising or walking was the most popular form of physical activity cited, with 46 percent of respondents indicating they looked to these activities to cope with their stress.

In addition, more people seem to be looking to yoga and meditation

to help them deal with their stress. While only 12 percent of respondents indicated they practice yoga or meditation to deal with stress, that marks a sizable increase from a year earlier, when 9 percent of respondents cited yoga and meditation among the methods they used to cope with stress.

While they’re not physical activities, listening to music (47 percent) and prayer (29 percent) were other mechanisms people relied on to cope with their stress.

Mighty Gladiator Students Compete at Roma High Orchestra, Guitar Students Advanced Regional Battle of the Books Competition to State Solo and Ensemble Competition

Congratulations to the Roma High School Orchestra and Guitar Program students who participated in this year’s UIL Solo and Ensemble Contest! A total of 11 Orchestra and 6 Guitar students earned a 1st Division Rating of “Superior”. From these, 1 guitar and 5 orchestra soloists now advance to the Texas State Solo and Ensemble Contest that will take place June 1 at The University of Texas at Austin. Additionally, a string quartet earned a 1st Division Rating of “Superior” and will perform in the state contest. A total of The Roma High School Mighty Gladiator Battle of the Books Team had the pleasure of meeting Francisco 10 Orchestra students and 6 Guitar students earned a 2nd Division Rating of “Excellent”. Congratulations X. Stork, author of “Disappeared”, at the Regional Battle of the Books Competition. Roma ISD is so to these outstanding student musicians, their proud parents, and their directors Francisco Hernandez and proud of the hard work they put into preparing and competing!

PUBLIC NOTICE

On March 13, 2020, Governor Greg Abbott declared a state of disaster for all counties in Texas due to the threat of COVID-19. Governor Abbott issued a statement on March 16, 2020, granting a temporary extension to obtain initial registration, renewal of registration, and renewal of a permanent disabled parking placard. Governor Abbott also granted a temporary extension for an individual with an expired 30-day temporary permit to obtain another permit or Texas registration.

The temporary waiver applies to vehicle owners in all Texas counties as set forth in the abovereferenced statement. The temporary waiver grants an extension for initial issuance of registration, renewal of registration, renewal of a permanent disabled parking placard, and issuance of a 30-day temporary permit needed to operate a vehicle on public roads. The TxDMV will provide notice when normal registration, permanent disabled parking placard renewal and permit issuance services have resumed. The waiver is in effect until 60 days after the notice is provided and applies to all counties.

The purpose of the waiver is to prevent customers from having to physically visit a county tax assessor-collector office to obtain initial registration or a 30-day temporary permit (when the person’s 30-day temporary permit expired); or to renew registration or a permanent disabled parking placard. Customers may continue to renew their registration online at www.TxDMV.gov.

The department will notify you when Normal registration, permanent disabled parking placard renewal and permit issuance services have resumed. The department will notify law enforcement of the temporary waiver, and we will inform the motoring public of the extension granted by the temporary waiver.

Roma ISD Employees attend Farm to School Conference Last month, employees from the Roma Independent School District were able to attend a Farm to School Conference held at the Centers for Disease Control in Atlanta, Georgia.

The conference focused on different Farm to School strategies going on around the nation. A Farm to School project is being implemented locally, at Rafaela T. Barrera Elementary.

The project concentrates on providing locally grown fresh fruits and vegetables to the students in the school and the local residents.

To do this, R.T Barrera has partnered with Texas A&M AgriLife Extension. This joint effort is working together to expand the existing garden and small farm by adding a fruit orchard. Although it will

take a couple of years to start experiencing an impact, this project will be self-sustainable and will have a lasting impact on the students as well as the community.

Farm to School grants are available to schools throughout the nation. If you have any questions regarding Farm to

School Project at R.T Barrera Elementary you are welcome to call your local Texas A&M AgriLife Extension office at 956487-2306.

TEXAS COMMISSION ON ENVIRONMENTAL QUALITY NOTICE OF APPLICATION AND PRELIMINARY DECISION FOR AN AIR QUALITY PERMIT PROPOSED PERMIT NUMBER: 159738L001 APPLICATION AND PRELIMINARY DECISION. Fordyce Holdings, Inc., PO Box 1417, Victoria, TX 77902-1417, has applied to the Texas Commission on Environmental Quality (TCEQ) for issuance of Proposed Air Quality Permit Number 159738L001, which would authorize construction of a Sand and Gravel Plant located at 6749 East US Highway 83, Rio Grande City, Starr County, Texas 78582. This application was processed in an expedited manner, as allowed by the commission’s rules in 30 Texas Administrative Code, Chapter 101, Subchapter J. This application was submitted to the TCEQ on December 19, 2019. The proposed facility will emit the following contaminants: particulate matter including particulate matter with diameters of 10 microns or less and 2.5 microns or less.

The executive director has completed the technical review of the application and prepared a draft permit which, if approved, would establish the conditions under which the facility must operate. The executive director has made a preliminary decision to issue the permit because it meets all rules and regulations. Dear Parents, In response to continuing and emerging preventative measures to limit the spread of Coronavirus (COVID-19) and in compliance with Governor Abbott’s Executive Orders for school closure, Rio Grande City CISD is closing school from March 23, 2020 to April 3, 2020.

At this time, we anticipate classes will resume April 6, 2020. However, keep in mind that resumption of classes remains subject to developing safety concerns and direction from our local, state, national leaders and health safety organizations.

In the meantime, RGCCISD is required to provide distance learning opportunities/home instruction.

There will be two forms of distance learning for students to choose from: electronic and paper-based. While the activities provided are not a replacement for classroom instruction, we are committed to providing the best educational opportunities for students.

Driver License (DL) Expiration Dates Extended, Ringgold Elementary Students Enjoyed Around the World Yo-Yo DL Offices Closed in Light of COVID-19 Outbreak

At the direction of Governor Greg Abbott and in light of the governor’s State of Disaster Declaration related to the coronavirus disease 2019 (COVID-19), the Texas Department of Public Safety (DPS) has been directed to extend the expiration date of Texas identification cards (ID), driver licenses (DL), commercial DLs (CDL) and election identification certificates (EIC). Additionally, the department has been directed to close DL offices, effective Thursday, March 19, until directed to reopen by the governor. These actions come as the state works to limit the ongoing spread of COVID-19 by increasing social distancing in communities.

DRIVER LICENSE OFFICE CLOSURES Effective Thursday, March 19, 2020, DL offices across the state have been closed until further notice. The temporary closure does not apply to individuals seeking an initial CDL. A number of DL offices across the state are designated as CDL sites — these offices will offer CDL testing by appointment only. If you already have a CDL skills test scheduled,

that appointment remains valid.

For those needing to schedule a CDL test, you can schedule an appointment by sending an email to cdlappointments@dps.texas. gov. Please include your name, DL number, date of birth, telephone number, email address and your preferred office location in your request.

DRIVER LICENSE EXTENSION In accordance with section 418.016 of the Texas Government Code, the Office of the Governor approved DPS’ request to suspend provisions of the Texas Transportation Code to the extent necessary to delay the expiration of Texas DL/CDL/ID/EIC cards. This means that if your Texas DL/CDL/ ID/EIC card expires on or after March 13, 2020, it falls under the period that encompasses the State of Disaster Declaration related to COVID-19 and will remain valid for 60 days after which time DPS issues public notice that the extension period for this disaster declaration has been lifted.

It’s important to note that this extension applies to the expiration date only. A person who is not eligible to drive due to an active enforcement action (suspension,

revocation or denial) may use the card for identity purposes only.

DPS is communicating with law enforcement agencies across the state to notify and inform them about the changes and what the extension means for their interactions with the public.

ONLINE SERVICES AVAILABLE FOR TEXANS The majority of customers who come into Texas DL offices (for example, 3.2 million people in Fiscal Year 2019) don’t have to. These customers can actually conduct their transaction online, by phone or by mail. DPS encourages Texans to check the expiration date on their card and call 1-866-DLRENEW (1-886-357-3639) or visit Texas.gov to see if you’re eligible to conduct your transaction online, particularly in light of the closures due to the COVID-19 pandemic.

The fee is the same for online, in-person and telephone renewals.

For additional information about renewing your DL or ID card, visit the DPS website. Address changes and replacement of a lost DL or ID can also be taken care of online (or by mail) in many instances. Find out if you are eligible for online services by visiting Texas.gov.
