The Mariachi Real del Valle of the City of Roma, Tx won the mariachi state contest at the Houston Livestock Show and Rodeo, in Houston, Texas. The contest is organized by the Go Tejano del Rodeo committee, different groups of local and state mariachis were invited to participate, the Mariachi Real Del Valle were the last to be invited and in three days they mounted their choreography. In this contest winners are determined by the applause of the public. Thanks to the ovation of the public they obtained the 1st place, with only 9 members even thou the other groups had 15 to 16 members. Congratulations to Daniel Garza, Jose Ruben Nuñez Jr., Jaime Paz Jr., David Moreno, Cristian Contreras, Jesus H. Roma ISD is pleased to announce to our employees that because of their generosity in the annual United Way of South Texas Giving Campaign, United Way has refunded the district’s food pantry! Employee donations increased 300% for the 20182019 school year. The pantry is named in honored of Velma Arevalo, a long-time Roma ISD employee who passed away in January 2018. Arevalo, who last served as secretary to the Roma ISD Superintendent, was instrumental in starting and running the district’s pantry for several years. The Velma Arevalo & United

Way Food Pantry @ Roma ISD opens in April 2019. It will serve 120 families with dry good staples. “The goal of the pantry is to help families in our Gladiator Nation with a hand up. We want to thank our employees for their kindness and generosity, which is the main reason this pantry is resuming operations,” said Roma ISD Superintendent Carlos Guzman. “You made this happen through your sacrifice and determination to make life better for your fellow citizens. I am so proud and honored to work alongside such a wonderful group of individuals.”

Texas Businesses: April 1 is Deadline for Filing Property Tax Renditions

Texas Comptroller Glenn Hegar reminds business owners that for many property types, April 1st is the deadline to file property tax renditions with their county appraisal districts. Different deadlines apply in certain appraisal districts and for certain regulated property. A rendition is a list of the taxable inventory, furniture and fixtures, machinery, equipment and other property owned or managed as of Jan. 1 of each year. The appraisal district may use the information to set property values. Exempt property, such as church property and equipment used for farming, isn’t subject to rendition. Owners whose property was damaged by storm, flood or fire last year may file a special decreased value report, which indicates their property’s condition on Jan. 1, 2019. Filing the decreased value report could lower their final tax bills for 2019. Rendition forms and decreased value report forms are available from county appraisal district offices statewide and can be downloaded at the Comptroller’s property tax forms webpage. Guzman. “I’m extremely proud of the students who always make our district shine. They execute at the highest levels and have shown what it means to be a Mighty Gladiator. I also congratulate the entire Band Program staff because they work tirelessly to ensure our students have the best preparation and opportunities to achieve their personal goals. Property Owners Should Soon Start Receiving Appraisal Notices for the 2019 Tax Year You may soon receive an appraisal notice from the Starr County Appraisal District. The appraisal district mailed about 15,000 appraisal notices on March 29th. Your city, county, school district and other local taxing units will use the appraisal district’s value to set your 2019 property taxes. Under Texas law, county appraisal districts are required to notify property owners about changes in their property’s value. The notice contains important information about the property’s location, ownership and property tax exemptions that apply to the property. It must also include an estimate of the taxes by local taxing units if your property value increased in the last year. Property owners who disagree with the appraised value of their property, the exemptions or any other action by the appraisal district have the right to appeal to the Starr County Appraisal Review Board (ARB). The ARB is an independent panel of citizens responsible for hearing and settling property owner protests. The notice of appraised value includes instructions on how and when to file a protest, a protest form and the Comptroller’s Property Taxpayer Remedies. The deadline for filing a protest with the ARB is April 30th or 30 days after your notice of appraised value was delivered to you. The Comptroller’s publication, Property Taxpayer Remedies, explains in detail how to protest your property appraisal, what issues the ARB can consider and what to expect during a protest hearing. The publication also discusses the options of taking your case to district court, the State Office of Administrative Hearings or binding arbitration if you are dissatisfied with the outcome of your ARB hearing. On Monday March 4, Grulla High School held their annual National Honor Society Induction Ceremony. Principal Mr. Adolfo Pena Jr welcomed students and parents to kick off the program. Mistress of Ceremony for the evening was Senior NHS President Jaylyn Trevino. Senior Officers Yuliana Alvarado Amarayza Huerta and Marcos Gil lit candles as they recited the meaning behind each of the four pillars which the NHS is based: Scholarship, Service, Character and Leadership. Then

the inductees took the NHS oath and officially became members of the new class. Mr. Adolfo Pena Jr and Mrs. Iliana Navarro presented

a membership certificate to all new inductees. Finally to end the night, the 2019-2020 NHS officers were announced.

Roma High School FFA Participates Starr County Youth Coalition At Sheep-Skill-A-Thon In San Antonio Attended a Say What! Action Summit

The Roma High School FFA participated in the San Antonio Stock Show’s Rodeo Sheep-Skill-A-Thon. During the contest, students took an exam on sheep breeds, medicine, diseases, illnesses, treatments, equipment, feeds, as well as having to rotate stations for the questionbased identification part of the contest. The students gained a unique

opportunity to develop their potential for leadership, personal growth and career success through this agricultural education experience. “It was truly a great experience for our students who are very passionate in their FFA work,” said Joey Ramon, Roma ISD agriculture science teacher. “Sometimes, we want to measure success by placings

or trophies or any other kind of award. However, success can also be measured by the character and abilities showcased by our students. They showed great maturity and leadership at the competition, and placed well. We know these activities will continue to be important in helping cultivate the Ag Field leaders of tomorrow.”

Starr County Youth Coalition from Rio Grande City H.S., Grulla H.S. and Roma H.S. attended a Say What! Action Summit in South Padre Island TX. Each SayWhat! Summit utilizes service learning to train Middle School and High School students in effective tobacco prevention activities aimed at reducing the harmful effects of tobacco use in Texas. also included new information on the Surgeon General’s call to action on e-cigarettes. This year’s hashtag was #ActivateChange. How do you Activate Change? The City of Roma will hold a public hearing at 5:30 p.m. on Tuesday, April 2, 2019, at City Council Chamber, located at 77 Convent Street, Roma, Texas regarding the submission of an application to the Texas Department of Agriculture for Texas Community Development Block Grant Program (TxCDBG), Fire, Ambulance & Services Truck (FAST) Fund. The purpose of this meeting is to allow citizens an opportunity to discuss the citizen participation plan, the development of local housing and community development needs, the amount of TxCDBG FAST funding available, all eligible TxCDBG FAST activities, and the use of past TxCDBG funds. The City encourages citizens to participate in the development of this TxCDBG FAST application and to make their views known at this public hearing. RGC Public Library staff participated in National Network of Libraries of Medicine’s “Beyond an Apple a Day: Providing Consumer Health Information at Your Library”. The class covers evolution of consumer health, health literacy and the e-patient. Training was given by The University of Texas Rio Grande Valley (UTRGV) School of Medicine Libraries. Ms. Fultz and Mr. and Mrs. Caro received the honor for their life achievements and significant civic contributions to Rio Grande City, the Rio Grande Valley and South Texas. “We are grateful for the enduring efforts and contributions Ms. Norma Fultz and Mr. and Mrs. Caro have made for the community of Rio Grande City,” said Mayor Joel Villarreal. “We extend our warmest congratulations to them for receiving this distinguished honor.” The City of Rio Grande City selected to honor Ms. Norma Fultz, Library Director for the Rio Grande City Public Library. Ms. Fultz has been a champion for the RGC Public Library and has been referred to as a ‘trailblazer’ and ‘rockstar’ by Web Junction, an online resource for library professionals. Ms. Fultz has worked diligently to expand the library’s book collection to include a vast inventory of digital publications and has partnered with Workforce Solutions to provide jobseekers a place to explore job opportunities and with the UTRGV Small Business Development Center to host business lectures for small business and entrepreneurs at the library. She has also integrated monthly craft programs, family game nights and a summer reading program encouraging accelerated reading among the city’s youth all geared to expanding use of the public library among Rio Grande

City residents. Ms. Fultz’s work and advocacy has allowed the Rio Grande City Public Library to continuously expand its services and provide city residents of all ages a place to read, learn and make new friends in a safe and comfortable environment. The Rio Grande City Greater Chamber of Commerce chose to honor Juan J. and Maria del Carmen Caro, owners of the legendary restaurant, known by locals and visitors alike as Caro’s. Mr. and Mrs. Caro are recognized for their enduring work ethic and dedication to the community. The Caros have placed Rio Grande City on the map for culinary quests to try the distinctly puffy taco shells that only a few places in Texas are known to offer. Their unique recipe draws visitors from around the Rio Grande Valley and Texas to Rio Grande City for a taco and plenty of history. The Caros have

also contributed significantly to their community’s academic and athletic programs, Catholic church and the arts. Mr. Caro’s artwork adorns the walls of the family restaurant and Immaculate Conception Church. The impact Mr. and Mrs. Caro have had on the City of Rio Grande City is great. They have inspired local entrepreneurs to follow their dreams to own a business. They have led by example and given back to the community that has helped them s u c c e e d in their e n d e a v o r. With his wife by his side, Mr. Caro established

Roma High JROTC Participates in Leadership Challenge

Barrera, Roma High School JROTC Instructor A group of 10 Roma High School JROTC Cadets joined 165 other high school US Army JROTC Cadets from across south Texas in early March at Camp Bullis in the San Antonio area to participate in the yearly JROTC Cadet Leadership Challenge, better known as JCLC. This year 18 high schools attended the camp. During four days of structured training, cadets learned the significance of teamwork, leadership, and motivation at the individual, team, squad, platoon, company, and battalion levels. Schools are authorized to bring 10 cadets each, and a few share living quarters together, but are dispersed among other camp platoons, companies and units throughout the duration of their stay. In other words, they are challenged to step out of their comfort zone to meet and team up with Cadets from other schools with different backgrounds, skills, and abilities. “This Army JROTC Camp is a continuous educational process which provides the cadets leadership, citizenship, personal responsibility, and a sense of accomplishment, while instilling in them self-esteem, teamwork, and self-discipline,” said retired Army Lt. Col. James Troia, Senior Army Instructor at Edinburg North High School and Camp Commander, said. “So to be out here during Spring Break, not at the beach or any other vacation destination, and enduring the hardships that I endured and other Soldiers endured for years;

to see them doing it, is a great thing.” The purpose of the JCLC is to emphasize all the attributes of the JROTC program outside of the school environment. Cadets are given opportunities to serve in the roles of squad, platoon, company and battalion level leadership each day, giving each cadet valuable experience at supporting their teams.

JROTC instructors are retired military personnel who continue to serve by mentoring cadets.”

DPS Reminds Texans of Free Tool to Keep Communities and Schools Safe The Texas Department of Public Safety (DPS) is reminding all Texans to do their part to keep our communities and schools safe by reporting suspicious activity or behaviors that may indicate ongoing or future criminal or terrorist activity through the iWatchTexas mobile app. To help promote the app and encourage the public to use this valuable tool, DPS has partnered with the Texas Parent Teacher Association (PTA), Texas School Safety Center, Texas Education Agency and Regional Fusion Centers to help spread the word. “School safety is one of my top priorities, and the iWatchTexas program will enhance our commitment to this task,” said Governor Greg Abbott. “I encourage all Texans to utilize this app to report suspicious

activity in their communities to keep our students safe at school.” The iWatchTexas program was created as a partnership between communities and law enforcement, and utilizes citizen-sourced tips related to criminal activity. Chachalacas can be noisy birds Almost every year for a week or so we’re visited here at Rancho Lomitas by a family of chachalacas. They’re usually in a family of 4 to 6. My first encounter with plain chachalacas was at Bentson State Park where they were gathered, along with a variety of other wild birds, to feed on handouts from those of us who were parked in an RV area. Alas, recent changes at Bentson have eliminated that bird watching treat. Native here in the Va l l e y, chachalacas are still found in some state parks and down into eastern Mexico and Costa Rico. For those who may not have seen one, they’re like a pheasant

only with an odd sort of dark brownisho l i v e plumage; the color is quite distinctive. The chin area shows some bare skin. The eyes are dark and the gray beak is curved downward. two. The name “chachalaca” is derived from their call. At times, especially in the morning, a flock will engage in a cacophony of raucous calls of cha-cha-lac-a. They can be noisy birds, difficult to ignore. When they visit here at the ranch I’m amused at their balancing and contortions while trying to sit on and feed at my small, hanging bird feeders. They apparently rove over an extensive area, searching for suitable food and, according to various studies, prefer to stay close to sources of water. Loss of habitat is reducing their numbers but Texas sells licenses for hunting them. Most hunters prefer bigger game. I, for one, will just enjoy their antics.
