Amen. (S.G.)

Ringgold Elementary GT Students Participated in Explore UT “The Biggest Open House in Texas” Ringgold Elementary Gifted and Talented students, parents and staff joined together at Explore UT “The Biggest Open House in Texas”. “Explore UT” encourages school children to pursue higher education. It has inspired excitement in learning among younger children who attend and experience the intellectual life, technological advances, and cultural resources of a world-class university. The students explored many places that included The Lyndon B. Johnson Library. While at the library they explored The Life in the White House where students stepped into a replica of The Oval Office, enjoyed the view from Lady Bird Johnson’s office and learned about the Johnson family. They also explored The Texas Memorial Museum where they experienced how scientists conduct research on evolution and examined why evolution is important to science and medicine. They also explored The Hall of Geology and

Paleontology which featured fossil dinosaurs and other prehistoric creatures, meteorites, and rocks. Students enjoyed scenes from Shakespeare’s plays. This innovative program allowed nonactors to explore Shakespeare’s complex texts through the experience of rehearsing and performing the plays. Students traveled to space with their

planetarium experience, engaged in fun space exploration activities, and learned about innovative tools and programs in STEM education available at the Environmental Science Institute. They also learned about pharmacy and nursing. Students collaborated in conducting health screening activities and explored the jungle of pharmacy through

games and other jungle Pharmaceutical activities. This educational fieldtrip at The University of Texas at Austin was a great experience for students, parents and staff. Thank you to all parents, students, and staff who made this educational opportunity possible. Making moments and memories at Explore UT “The Biggest Open House in Texas.”

Texas Businesses: April 2 is Deadline for Filing Property Tax Renditions Texas Comptroller Glenn Hegar reminds business owners that for many property types, April 2 is the deadline to file property tax renditions with their county appraisal districts. Different deadlines apply in certain appraisal districts and for certain regulated property. The normal deadline is April 1, but that date falls on a Sunday this

year. A rendition is a list of the taxable inventory, furniture and fixtures, machinery, equipment and other property owned or managed as of Jan. 1 of each year. The appraisal district may use the information to set property values. A rendition allows property owners to record their opinion of their property’s value and ensures

that the appraisal district notifies property owners before changing a recorded value. Exempt property, such as church property and equipment used for farming, is not subject to rendition. Hegar also reminds owners whose property was damaged by storm, flood or fire last year that they may file a special decreased value report, which indicates their property’s condition on Jan. 1, 2018. Filing the decreased value report could lower their final tax bills for 2018. Rendition forms and decreased value report forms are available from county appraisal district offices statewide and can be downloaded from the Comptroller’s property tax forms webpage. Standing left to right: Dorothy Peterson, Frances La Grange, guest, Mabel Sanchez, guest, Miriam Vale, Marianne Golightly, guest, Rachel(Quela) Pope, Florence J. Scott, Louise Guerra, guest. Olive Hinojosa, Lillie M. Garcia, and Beulah M. Gutierrez. In March 1965, members of the Rio Grande City Womans Club met on the anniversary of the club (1927) to honor two of the charter members of the club, Florence J. Scott and Maria Solis. The members honored these two as pioneers in Starr County. They recounted the times that these women had gone beyond the call of duty to help their community as a time when a woman’s role was limited. Mrs. Solis was essentially the first

social worker as she organized a chapter of the American Red Cross. Her acts of goodness and charity were countless. She served as a role model for her family as well as community members. She was quoted as saying “I never had fear for tomorrow, for I remember all of my wonderful yesterdays and I love today.” She was married to Dr. Solis in 1902 and accompanied him on country calls and emergencies. She took it upon herself to teach

classes on personal hygiene to many families in an effort to improve their health. She was a true humanitarian. Mrs. Florence J. Scott was an educator that extended the right of education to many citizens of Starr County. She wrote books on history especially South Texas history. She was a teacher, principal and superintendent in area schools. She extended the educational system to American veterans that had returned from the war and encouraged many

to attend college. Mrs. Scott found time to be charter member of the Womans Club of Rio Grande City, the Pan American Round Table, the Starr County Historical Society and the American Association of University Women. Mrs. Scott was a motivator for people and builder of organizations that improved the quality of life in Starr County. At the meeting, members recited poems and related incidents with these great ladies.

DPS IPC Program Receives National Recognition On March 4, the Washington Post Magazine published an article showcasing the Texas Department of Public Safety (DPS) Interdiction for Protection of Children (IPC) Program and nationwide efforts to battle human trafficking and child exploitation. The in-depth article, Patrol Officers are Trained to Spot Drunken Driving and Drug Trafficking. Why Not Child Trafficking, Too?, traces the origins of the IPC program and its continued growth across the nation. The IPC program was implemented in Texas in 2009 to teach law enforcement officers how to recognize indicators of at-risk and endangered children who don’t necessarily exhibit obvious signs of abuse. As a result of receiving this specialized and targeted training, law enforcement officers can more readily identify and rescue children, and arrest suspects. The training is now

standard for Texas Highway Patrol Troopers. “Children who go missing, who are abused or at-risk of being abused don’t always make an outcry for help when they encounter an officer,” said DPS Director Steven McCraw. “Knowing that offenders are likely to travel with their victims, this program helps protect children – our most vulnerable population – as well as capture the deplorable criminals who prey on them.” Since the program’s inception, this training has resulted in DPS rescuing 348 children and initiating 158 criminal investigations, including criminal activity involving sexual assault of a child, possession of child pornography, sex offender non-compliance and human trafficking. DPS Victim Services counselors have also provided emotional support and referrals for other resources to hundreds of rescued children and

family members. DPS partners with various law enforcement, victim services and child protective services agencies to provide IPC training. To date, DPS has provided IPC training to its own officers as well as more than 7,819 other law enforcement and child protective service professionals in Texas, across the country, and internationally. This specialized training has also assisted other agencies in implementing similar programs within their own jurisdictions. “We are grateful that the IPC program continues to receive support from our state leaders as well as many partner agencies,” said Director McCraw. “The demand for this program demonstrates its value and potential, and our hope is that one day this type of training will be standard for law enforcement everywhere.”

Texans Reminded to Stay Vigilant, Report Suspicious Activity In the wake of the recent bomb explosions in Texas, the Texas Department of Public Safety (DPS) is urging all Texans to remain vigilant and to immediately report any suspicious activity to authorities. If a situation requires an emergency response, call 911. Do NOT approach any unknown or suspicious packages or items – keep a safe distance and notify the authorities immediately. Here are some examples of behaviors/activities that Texans

anywhere in the state should always report to authorities: •Package, briefcase, suitcase or backpack is left unattended. •Strangers asking questions about building security features and procedures. •Cars or trucks are left in no-parking zones at important buildings. •Chemical smells or fumes that are unusual for the location. •People requesting sensitive information, such as blueprints, security plans or VIP travel schedules, without a need to know. •Purchasing supplies that

could be used to make bombs or weapons, or purchasing uniforms without having the proper credentials. •Taking photographs or videos of security features, such as cameras or checkpoints. Texans throughout the state can report suspicious activity to their local law enforcement or through iWATCH (Texas’ suspicious activity reporting program) – either online or by calling in an anonymous report at 1-844-6432251.

USDA Launches Webpage Highlighting Resources to Help Rural Communities Address the Opioid Crisis Assistant to the Secretary for Rural Development Anne Hazlett unveiled a new webpage featuring resources to help rural communities respond to the opioid crisis. “While no corner of the country has gone untouched by the opioid crisis, small towns and rural places have been particularly hard hit,” Hazlett said. “The challenge of opioid misuse is an issue of rural prosperity and will take all hands on deck to address. The webpage we are launching today will help rural leaders build a response that is tailored to meet the needs of their community.” The National Center for Health Statistics estimates that more than 63,000 Americans died from drug overdoses in 2016. More than half of those deaths involved opioids,

that exist in rural America. In the area of quality of life, the Task Force included a recommendation to modernize health care access. The report highlighted the importance of telemedicine in enhancing access to primary care and specialty providers. The Task Force also found that improved access to mental and behavioral health care, particularly prevention, treatment and recovery resources, is vital to addressing the opioid crisis and other substance misuse in rural communities. USDA Rural Development provides loans and grants to help expand economic opportunities and create jobs in rural areas. For more information, visit www. rd.usda.gov.

including prescription drugs and heroin. USDA is playing an important role to help rural communities address this national problem at the local level through program investment, strategic partnerships and best practice implementation. In April 2017, President Donald J. Trump established the Interagency Task Force on Agriculture and Rural Prosperity to identify legislative, regulatory and policy changes that could promote agriculture and prosperity in rural communities. In January 2018, Secretary Perdue presented the Task Force’s findings to President Trump, which included 31 recommendations to align the federal government with state, local and tribal governments to take advantage of opportunities

Anacua leaves feel like sandpaper Having spent most of my life in Minnesota, I’m accustomed to seeing very large trees like cottonwoods, white oaks, and towering red pines. Here in the Rio Grande Valley most of the trees are comparatively small, due in part to poor soils, drought and high summer temperatures. However, one native tree, which grows as high as 50 feet, provides excellent shade and has an attractive shape is the anacua. Sometimes called anaqua, knock-away or sandpaper tree, it’s one you might want to consider for your home landscape. The medium sized leaves are generally oval shaped, coming to a small sharp pointed tip. They

alternate along the branches and the edges are entire (smooth) but there may be a few irregular, large teeth on the tip half of the leaf. The leaf color is a luscious, dark green and the leaves appear slightly shiny. The really distinctive feature, and the reason it’s called the sandpaper tree, is that, if you rub your fingers on the upper leaf surface, you discover that it’s covered with short, pointed little tubercles and it feels just like sandpaper. When older leaves are shed, new ones have already grown to replace them and the tree is therefore evergreen. Anacuas, however, can’t survive heavy freezes and so can’t be found even in northern Texas. We’re fortunate to have them here in the Valley. The single large trunk has a decorative, fissured texture which tends to flake a bit revealing some reddish hues and, as it grows, begins to appear as though several trunks have been woven together. The strong wood is used for wheel spokes, furniture and tool handles.

Young trees may send up suckers which can be dug and transplanted. As the tree ages the suckering ceases. Young trees should be watered but after becoming well established they’re drought resistant. Anacuas bloom with clusters of small white to cream colored flowers at the tips of branches. When in bloom in the spring, and occasionally at other times following ample rains, the tree looks much like it’s covered with snow. The show is followed by abundant yellow-orange fruits which are also a visual attraction. The rather thin, outer pulp of the fruit is sweet and edible when ripe. A thin jam made with anacua fruit and honey has a distinctive and pleasant flavor. With all their benefits and attractions, our anacuas belong in more landscapes.
