J & O Hinojosa Elementary Announces Their Teacher and Para-Professional of the Year

Congratulations to Veterans Middle School 7th graders Alejandro Garcia and Jose Daniel Garza for making history for VMS and the RGCCISD by winning 1st Place at the 57th Annual RGV Regional Science and Engineering Fair at UT Brownsville on February 11, 2017! These young scientists made a thermal welder that also does the work of a plasma cutter. This science project that was presented by Alejandro and Jose in the Engineering Mechanics Junior Division ensured them a spot to advance to the Science State Competition that is coming up in San Antonio on March 31-April 1, 2017! Congratulations to these great young scientists, their parents, and their teacher, Mr. Dario Salinas! Good luck at state competition!

The competition was very challenging and they compete against many students from District 13 all the way from Brownsville to Zapata, TX. North Grammar Elementary UIL Team Placed at District UIL Meet RGC High School Rattlers JV Light Team Named District Champs

North Grammar Elementary UIL team took 3rd place in this year’s District UIL Meet. 2nd through 5th grade students from the nine elementary schools competed in various speaking and non-speaking contests at the annual meet. For months, our Longhorn students and coaches worked countless hours before and after school, on Saturday mornings, and even during holiday breaks in preparation for the event. Their accomplishments are proof that hard work and dedication lead to success. To celebrate this success, North Grammar Elementary Principal, Ms. Nora Rivera, graciously provided a trip to Main Event Entertainment Center to reward these amazing students and to thank them for all of their hard work. Roma-Miguel Aleman Bridge on the verge of collapse

Starr County Judge Eloy Vera is working diligently with authorities in both the United States and Mexico to find a solution to the repair of the Roma-Miguel Aleman Suspension Bridge. The bridge which is deemed a historical

landmark is in dire need of repair. The suspension bridge has not had any maintenance work in nearly 40 years. As a result, it has been classified as “fracture critical” by structural engineers. “Fracture critical” designation means that the failure is eminent and catastrophic. If the bridge collapses it could contaminate our source of water and cause grave danger affecting the public and the environment. The process of working on legal documentations, applications to the Mexican treasury and other legal issues has been challenging

to our legal team from the county attorney’s office since they are not familiar with Mexican Law. We have opted to contract a legal liaison who is extremely knowledgeable of Mexican law to help in researching and addressing the issue to Mexican Courts. The Liaison will work on all of aspects of the project and report to us on the progress being done. Patricia Lopez Moreno who has dual citizenship (American and Mexican) is an attorney and practices law in Mexico will work on all of the legalities and file all necessary documents in Mexico under a non-binding contract service fee of $500 per month. Judge Vera has contacted TxDOT and they are willing to allocate funds, but only for half of the cost because of the bridge’s demographics; it is halfway in Mexican property and halfway in American property. Starr County is requesting that the State of Tamaulipas provide half of the cost of rehabilitation. These three options to rehabilitate the bridge have been discussed given that taking the bridge down would be an even bigger expense than the rehabilitation: BRIDGE, page 4

Roma High JROTC Cadets Take Home Top Prize from La Copa Raider Challenge

By: Roma High School Senior Army Instructor LTC(R) Luis Barrera Over 200 High School JROTC Cadets attended the La Copa Wolfpack Raider Challenge, sponsored by the Ed Rachel Foundation and the McAllen Recruiting Station in late February. Under the leadership of Mr. Silva (LTC, USA Retired) and Mr. Escamilla (USA MSG Retired), one of the largest Raider events in the Rio Grande Valley took place and the best part was that the Ed Rachel Foundation pick up the tab for transportation and meals for the participants. Under the direction of Roma High School Senior Army Instructor LTC(R) Luis Barrera and Army Instructor 1SG(R) Juan Cruz the Roma High School Army JROTC beat out 21 other valley schools to earn the Overall Trophy for the annual event. The Roma High Army JROTC Gladiator Battalion also placed first in the Jacobs Latter and Obstacle Course. The other events were the Equipment Carry, Physical Fitness Test, Log Jam and the Crawl Gauntlet, Tomahawk Bridge and Tug-ofWar. The Copa Ranch Raider continues to lead the way in showcasing many of the finest, most hard working Army/Air Force JROTC Raider teams in the Rio Grande Valley. The best of the best Army JROTC programs compete against the best Raider teams in the Valley. The Army JROTC La Copa “Raider” serves as the unofficial Rio Grande Valley Championship for the top Raider program. Rio Grande City - Jaime Solis, 56, entered into eternal rest Monday, March 27th, 2017. He passed away at Mission Regional Hospital in Mission, Tx. He is survived by his wife, Maricela Rodriguez; father, Jesus Maria Solis Sr; three sons, Jaime Solis Jr. (Dee), Jesus I. Solis, David S. Solis (Briana) and one daughter, Wendy M. Solis. Other survivors include two brothers, Jesus M. Solis Jr and Javier Solis; four sisters, Estefana S. Guerrero, Ma. Mirtha S. Lopez, Leticia S. Guerra and Maricela Solis. Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain To: All interested Agencies Federal, State, and Local, Groups and Individuals. This is to give notice that the Ricardo Gomez & Associates, on behave of the City of La Grulla, has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for Texas Dept of Agriculture under CDBG Number 7216271. The proposed project(s) is located various parts in City of La Grulla. The City proposes to reconstruct streets to improve access and to remove a potential threat to public safety. The City shall reconstruct streets to improve access. The City shall reconstruct approximately four thousand one hundred thirty linear feet (4,130 l.f.) of street utilizing a base, HMAC pavement, and all associated appurtenances. Improvements will be on Johnson St. from Pvt. Leopoldo Longoria St. to Approx. 280 linear feet west, on Mission Street from Pvt. Lazaro Solis St. to approx. 950 linear feet west, on West Las Palmas St. from West 2nd St. to approx. 700 linear feet east and on Pvt. Lazaro Solis St. from Solis St. to approx. 2,200 linear feet east. All improvements are located in Flood Zone A. The City of La Grulla has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: There are no alternatives since all the City is within the floodplain. The City however will however ensure that no negative impacts to the flood plain will occur and it further acknowledges that it will comply with state and local floodplain protection procedures. The City of La Grulla has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment for the following reasons: A no action alternative was considered and rejected because the proposed improvements will help elevate current and future flooding by improving runoff from the improved streets. Any impact this project will be temporary and will exist only during minimal periods of the Construction phase. There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk. Roma High School where he served as Head Track Coach and Pole Vaulting Coach. Throughout these years, Danny coached 27 pole vault champions. Among the champions were his own kids Elias, Oscar, and Jenny. Danny was the coach of the 1986 District Champion Rio Grande City High School Boys Varsity Track & Field team, which also went on to win the Region IV Regional Championships in San Antonio, Texas. The team’s 4 X 400 meter relay team set the regional record with a time of 3:17.04. In addition, the team also produced state qualifiers in the long jump, 100 meters, 200 meters and the 4 X 400 meter relay. He was the second coach in the history of the Rio Grande Valley to win a Regional Track & Field Championship. There has only been six teams in the Valley that have gone on to win Regional

Championships which include San Benito in 1959, Rio Grande City in 1986, Edcouch Elsa in 1993, Raymondville in 2000, Roma in 2011, and Edinburg Vela in 2015. He was also the first to coach a Hispanic athlete to a state championship in a sprint event – the 200 meter dash. The person is our very own Rey Ramirez the current RGCCISD Athletic Director. Danny continues to be a part of track and field in the Rio Grande Valley and has been an official at the UIL State Track and Field meet in Austin for the last 30 years. He worked in education for over 32 years and retired in 2015 as principal of Ignite Charter Schools in Rio Grande City. Danny lives in Rio Grande City and is married to Noelia Vasquez. They have four children, Robbie, Elias, Oscar and Jenny. For God Loved the world so much that he gave his only son, so that everyone who believes in him may not die but have eternal life. For God did not send his son into the world to be its judge, but to be its savior.

Veterans Middle School Held RGC Rotary Club Four-Way Test Its 4th Annual Career Day Speech Competition Winners

Veterans Middle School held its 4th Annual Career Day. VMS students were astounded at the different career opportunities that they were exposed to at the gymnasium. They even got to see a helicopter up close while the US Border Patrol explained the significance of it. Approximately 20 different professions and businesses were available to the students to answer their questions and inform them about their careers. After the career sessions at the gym, the career day guests were treated to a delicious lunch in the library. A special musical performance was made possible by the award-winning VMS Mariachi Juvenil de America while everyone enjoyed their lunch. Mrs. Maricela O. Alto Bonito Elementary had its 4th Six Weeks Awards Assembly. Twenty-nine students were awarded with the Principal’s Award Medal. These students were chosen from each homeroom based on overall academics, behavior, and daily attendance. As an added treat, they experienced having breakfast with the school principals. (Pictured with these students are Principal, Mr. Rene Pena and Asst. Principal, Ms. Laura Garza). Many parents and family members attended to see their students receive medals and awards for perfect attendance, honor roll, most improved, and Principal’s Award. The students that received awards were so excited and proud to be wearing their medals. For this assembly, special awards were given in recognition to those students that were top donors for the Jump Rope for Heart event that took place earlier this month. Congratulations to all our students!

The Roma Middle School Student Council attended the Texas Say What Action Summit in McAllen, TX. Students learned about the effects of smoking and how it can also affect the environment. They helped clean up West Side Park, making it a cleaner place for younger children to enjoy. They also visited the IMAS Museum and learned new information about space, biology and art. Grulla Elementary Held Award Assemblies for the 4th Six Weeks The RGCCISD Parental Involvement Program held a very successful session on Arts and Crafts. Dr. Pablo Martinez and Mrs. Virginia Gonzalez welcomed Mrs. Cristina Peña who taught parents how to paint ceramic boots and care bears. Mrs. Peña creatively taught parents the importance of using the Strengthening Families Curriculum. Lydia Lopez and Cleopatra Alvarez also assisted with the lesson to ensure that everyone present had a very enjoyable time. Mr. Florentino Gonzalez judged the 1st, 2nd, and 3rd place winners in the boots and care bears decorating competition.

Census Reveals Special Olympics Texas Served RecordNumber 58,333 Athletes in 2016 Across the State

SOTX now serves 5,349 athletes in the Rio Grande Valley, up 1.6 percent from 2015. Olympics Texas (SOTX) released its 2016 Athlete Census. Findings show that the organization provided year-round sports training and athletic competition in a variety of Olympic-type sports for a record-number 58,333 children and adults with intellectual and developmental disabilities across the state of Texas last year. The figure revealed in SOTX’s 2016 Athlete Census is a 5.3 percent increase (3,101 athletes) from the end of 2015. “The growth is a reflection of the hard work and outreach put forth by our volunteers and staff, and a recognition of our society becoming more inclusive,” said SOTX President & CEO Margaret Larsen. “As we continue to grow, I encourage people to get involved as volunteers and donors, because without you, Special Olympics Texas cannot offer the high-quality and life-changing opportunities that it strives to provide for our 58,333 athletes.” According to SOTX’s 2016 Census, the Greater Fort Worth Area introduced programming and training to 1,459 new athletes, marking the largest increase (up 27.5 percent) among the 19 regions it serves. The San Antonio Area added 596 athletes in 2016, raising its total to 10,991 athletes, making it SOTX’s largest-served area in the state. Rounding out the top five were: Greater Houston Area (9,889), Greater Dallas Area (7,297), Rio Grande Valley (5,349) and Greater Fort Worth (5,309). The total number of athletes include those that participated in at least one of the 22 offered sports or in one of its various programs, including: Athletes in Training, Motor Activities Training Program (MATP) and the Young Athletes Program (YAP). More about each of these programs can be found at www.sotx.org/programs. Areas that saw a significant decrease can attribute the drop to athletes that graduated out of the public education system. As athletes enter adulthood, it becomes increasingly harder for them to maintain participation because of transportation issues or because they lack information about available Special Olympics opportunities for adults. To conquer the hurdle, SOTX provides Adult Transition resources for campus facilitators to include in their Individual Education Program (IEP) for high school-aged students. The program goes beyond academics to include preparation for adult living. The IEP can include specific activities or steps to ensure that the youth will be linked to an adult team without interruption in their sports training and competition. SOTX was recently awarded a four-star rating by Charity Navigator and named a Platinum Participant by GuideStar; both recognitions are the highest rating offered by each respective charity watchdog.

President Becky Canales presided during the business meeting, which included plans for the annual Sweetheart Dance and an upcoming service project benefitting Casa de Esperanza. Mrs. Laurel presented a program on Princess Ariel of The Little Mermaid, Walt Disney’s 28th animated film, continuing with the celebration of Walt Disney’s 85th anniversary year and the 85th anniversary year of Beta Sigma Phi. The character is based on the title character of Hans Christian Anderson’s Little Mermaid story, but was developed into a different personality for the 1989 animated film adaptation.

Cancer-Prevention Now Easier, Just Preventing cancer just got a little easier. Adolescents under age 15 now need only two shots to prevent human papillomavirus (HPV), rather than three doses of vaccine as physicians previously recommended. HPV causes several cancers that sicken and kill both men and women, and the shots prevent HPV. The 2017 vaccination schedules, released earlier this month from the Centers for Disease Control and Prevention (CDC), reflect the change in HPV vaccination recommendation. When the HPV vaccine was introduced in 2006, it was given in three doses over six months. CDC announced the new recommendation because studies showed two doses were just as effective for kids aged 9-14 years, the group that benefits most from the shots. “The key to preventing HPV is getting vaccinated before being exposed to it,” said David Lakey, MD, chair of Texas Medical Association’s (TMA’s) Council on Science and Public Health. “The new CDC recommendations reinforce the benefit of getting the vaccine in the early adolescent years.” During National Cancer Prevention Month in February, Texas physicians want to ensure parents help their adolescents and teens avoid cancer down the road by getting them vaccinated to prevent HPV. Physicians and other health experts recommend the HPV vaccination for preteen boys and girls, aged 11 and 12 years, but it can be given as early as age 9. The second dose of HPV vaccine should be given six to 12 months after the first dose. Doctors are seeing more cancers caused by HPV, with a new case diagnosed in someone every 20 minutes. CDC says that equates to 30,000 Americans getting an HPV-related cancer each year, including cervical, penile, anal, vaginal, and oropharyngeal (cancers of the head and neck such as the throat and mouth). HPV is the most common infection in the nation spread

through intimate skin-to-skin or sexual contact. Almost all (80 percent) of sexually active people will have the virus sometime in their lives. Most HPV infections will go away, but some will not. These cases cause genital warts and cancer years or even decades later. “HPV cancers often aren’t diagnosed until they are advanced, making treatment more difficult, lengthy, and expensive,” said Dr. Lakey, a pediatric infectious disease specialist in Austin. “The vaccine is safe, effective, and simple to administer. It provides an opportunity for us to do something now that will protect and preserve the health of our children throughout their lives. That’s an opportunity we should seize,” said Dr. Lakey. Older teens and young adults who weren’t vaccinated in adolescence, or who didn’t get all the shots in the series, can still benefit from HPV vaccination. Both males and females can get the shots until age 26. For those over age 15, however, CDC still recommends the three-shot series. People should ask their physician about how many doses are needed and when. Paying for the vaccine shouldn’t be a barrier. Most insurance companies, the Texas Vaccines for Children Program, and the Adult Safety Net program pay for HPV vaccine. The Texas Department of State Health Services created the Adult Safety Net to make vaccinations available to uninsured adults. TMA has published an infographic about the importance of HPV vaccination, both in English and Spanish.

Starr County Appraisal District Reminds Businesses to Render their Taxable Property by April 15 If you own tangible personal property that is used to produce income, you must file a rendition with the Starr County Appraisal District by April 15. A rendition is a report that lists all the taxable property you owned or controlled on Jan. 1 of this year. Property includes inventory and equipment used by a business. Owners do not have to render exempt property, such as church property or an agriculture producer’s equipment used for farming. “The appraisal district may use the information submitted in the rendition to set property values,” said Rosalva Guerra, Chief Appraiser. You can also file a report of decreased value to notify the appraisal district of significant depreciation of your property. “For example, if your property was damaged by a storm, flood or fire last year, you should file a report of decreased value. The appraisal district will look at your property before assigning a value,” said Guerra. The last day to file a rendition or report of decreased value is April 15. A 10 percent to 50 percent penalty may be imposed if a rendition is filed late, incomplete or not at all.. Property owners who need more time to file their renditions may file a written request with the chief appraiser on or before April 15 to receive an automatic extension to May 15 or the next business day. The chief appraiser may also grant an additional 15 days after the postponed deadline, if necessary.
