May 24th Primary Runoff Elections
On May 24th, the Democratic and Republican parties will hold runoff elections for races in which no single candidate earned more than 50% of the vote in the March 1 Primary Elections. The winner of each party’s primary runoff election will appear as that party’s nominee on the November 8th General Election ballot. Under Texas law, if you cast a ballot in a party’s primary election, you can only participate in that same party’s primary runoff election. In other words, voters cannot switch parties after the main primary election to vote in another party’s primary runoff election. If you did not cast a ballot in either party’s primary election, you have the option of voting in either party’s primary runoff election.

OBITUARY
Hernan Contreras Hernan Contreras was born September 10, 1939 and died April 20, 2022. His parents were the late Estela Perez Contreras and Hernan Howard Contreras from Rio Grande City, Texas. They made several moves to Rio Grande City and later to Laredo Texas. He attended schools at St Peter’s school and then St Josephs Academy in Laredo, Texas. After graduating in 1958 he attended Texas A&M in 1962. He graduated from Texas A&M with a Bachelor of Arts degree. Later joined the Air Force and was stationed at Eglind Air Force Base and then in Miyako, Okinawa. After his stint in Okinawa he was stationed at Ellington Air Force Base. During this time, he and Evelina Guerra became engaged and married. They lived in the Clear Lake City area where he went back to school at University of Houston Clear Lake earning two masters one in English Literature and another one in Texas History. After retiring from the Air
Force he worked for Nasa on the Apollo missions. He loved being involved in the Apollo Missions and celebrating every year the NASA accomplishments. He had a passion for astronomy. He and his fellow astronomers competing on making the largest telescopes to see the stars and the planets. He founded the Johnson Space Center Astronomers Society semi-annual star party in Ft Mc Kavett, Texas. During their visits to Ft McKavett, they devoted one day to showing the town of Menard, Texas children the telescopes. They were not any small telescopes. You would need a ladder to be able to see out of them. His other passion was traveling the world with his wife Evelina. They were able to visit many countries. He will be missed by many. He was a very kind and generous person full of stories from his youth. He suffered a stroke but that did not hold him back from traveling and writing. He developed his own Website to honor his relatives and Texas historical facts. He is survived by his wife of 55 years, two sons Hernan and David Contreras, grandson Howie, brother Rene Contreras from Rio Grande City, Texas, sister-in-law Carmen Guerra from Brownsville, Texas and many nieces and nephews. Memorial services are pending at St Paul the Apostle in Nassau Bay, Texas.

NOTICE OF PUBLIC HEARING TO ADOPT REGIONAL PRORITIES BY THE SOUTH TEXAS DEVELOPMENT COUNCIL FOR THE TEXAS COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
Students from across Roma ISD had a wonderful time attending the Dinosaur George traveling dinosaur exhibit after spring break. All elementary and middle school students toured the exhibit featuring a variety of dinosaur bones and replica pieces. The exhibit was brought to the school district in an effort to expose students to a museumcaliber experience they may
otherwise never be able to enjoy. “We live in a remote area with less access to these kinds of exhibits, which can make science lessons come to life for our children,” explained Roma ISD Technology Program Director Edgar Garza. “We hope it sparked our students’ imaginations and ability to better understand their natural world. They loved the exhibit and learned a lot about the creatures that were native to Texas, their diets, and the
ancestors to some of our modern day animals. We look forward to bringing more opportunities like this to Roma in the future.”
The South Texas Development Council’s Board of Directors will be adopting regional priorities for the 2023-2024 Texas Community Development Block Grant Program (TxCDBG) with the Texas Department of Agriculture. A public hearing concerning the proposed regional priorities will be held at 11:00 AM on May 12th, 2022 at the Zapata County Courthouse located at 200 7th Ave. Zapata, TX 78076-EOC (2nd Floor Conference Room). The purpose of this public hearing will be to discuss the proposed regional priorities and solicit citizen input on the proposed regional priorities. All citizens are encouraged to attend this public hearing and present their views to the STDC Board of Directors. The Zapata County Courthouse is accessible to the disabled; disabled individuals who might have difficulty in attending this public hearing should contact Juan E. Rodriguez, Executive Director at 956-722-3995 or via email at jerodriguez@ stdc.cog.tx.us to arrange for special assistance. If anyone interested in attending the public hearing requires a translator, please contact Juan E. Rodriguez, Executive Director, prior to the public hearing so arrangements may be made. If you cannot attend in person, written comments may be submitted and will be accepted by STDC until the public hearing is concluded.
