The Salineno Volunteer Fire Department converted a 5-ton military cargo truck into a firefighting apparatus. The department also accepted a $19,900 Rural Volunteer Fire Department Assistance Program grant to purchase a slip-on unit for the conversion. The truck is an excess military vehicle from the Department of Defense Firefighter Property Program (DOD FFP). Both programs are administered by Texas A&M Forest Service. Recipients of the DOD FFP program are required to convert the vehicle into a serviceready unit within 180 days of acquisition. “This truck will primarily be used for brush fires and as a support unit for structure fires,” said Fire Chief Jorge Oyervides. “Part of our protection area is prone to flooding so it will also be useful in high water rescues.”

The truck has an 800-gallon water tank and foam capability. “Some of our area can’t be reached with a small brush truck so this apparatus is rugged enough to get into the ravines and over the rough terrain,” said Oyervides. As a military veteran, Chief Oyervides had experience with these types of trucks. He conducted training with his department on preventive maintenance and driving technique. “We are very grateful to Texas A&M Forest Service for having grant programs that assist volunteer fire departments and to Commissioner Roy Pena for being so supportive,” said Oyervides. Salineno Volunteer Fire Department has been serving their community since 1999 and currently has open enrollment. An application is available at the monthly meeting held the SALINENO page 2

RHS Gladiators Show Might at Regional Robotics Competition By: Macario Guerra, Roma High School Teacher & Seaperch Robotics Team Coach The Roma High School Seaperch Robotics Team was one of more than 20 high schools and middle school teams to compete in the 1st Neptune Chariot Underwater Robotics competition held at the La Joya ISD Sports & Learning Complex. This was a Regional Qualifier Competition which included three qualifying events and two additional ones to advance to the National Competition at The University of Maryland. Midway during the first event called “Corinth’s Punishment”, the Roma Robotics Team ran into technical difficulties with their robot since one of the propellers got loose and fell off, making it difficult to control and maneuver. Because of this, the team did not score many points, and were denied a re-run due to time constraints. The team, applying what they had learned in class, fixed and re-attach the propeller

to continue on to the next event. Without f e e l i n g discouraged, the team went on to win the next event called “Rings of Olympus” in a record time of 1:16 and 1:4.4 seconds, beating out the closest competitor by more than 30 seconds. But the team was far from being finished, and beat out the competition in the final event called “Neptunian Labors” with a total of 39 points, accomplishing the astonishing feat of winning a 1st Place trophy in 2 out of the 3 qualifying events, as well as two $100.00 checks awarded to the 1st Place team in each event. Sadly, due to the few points scored during the first event in which they had technical

difficulties, the team was not able to qualify to the National competition. However, the team’s participation was nothing short of outstanding, considering what they achieved and the technical difficulties they had to overcome. The Roma High School Seaperch Robotics Team members are Sebastian Cortez, Alexa Barrera, Sergio Barrera, Alessandro Garcia, Leanza Cortez, and Abel Ochoa. Congratulations to all of them for a job well done!

Bonito Elementary Rio Grande City Main Street Receives Alto 2019 National Main Street Accreditation Celebrated William’s Syndrome

Rio Grande City Main Street is once again designated as an accredited Main Street America program for meeting rigorous performance standards set by the National Main Street Center. Accreditation is the highest level a downtown revitalization program can achieve. Rio Grande City’s Main Street Program is evaluated annually by Texas Main Street, which works in partnership with the National Main Street Center to identify the local programs that meet ten performance standards. These standards set the benchmarks for measuring an individual Main Street program’s application of the Main Street Four-Point Approach® to commercial district revitalization. Evaluation criteria determines the communities that are building comprehensive and sustainable revitalization efforts and include standards such as fostering strong publicprivate partnerships, tracking economic progress, preserving historic buildings and more. “The impact our Main Street Program has on our community is remarkable. They bring our people, our economy and our environment together; building from our history to improve our future,“ said Mayor Villarreal. “We are extremely proud of the hard work our Main Street, our

Advisory Board members and volunteers do everyday.” “We are honored to receive this recognition,” said Rosa Gonzalez, Rio Grande City Main Street Advisory Board President. “It supports our efforts in carrying out Main Street’s vision as the center of historical preservation, economic growth, community pride and tourism.” The Rio Grande City Main Street Program provides several services and assistance available to Main Street businesses

National Highway Traffic Safety Administration (NHTSA) reporting that in 2017 alone, seat belts saved an estimated 14,955 lives. Unfortunately, there are still some Texans who choose not to wear their seat belt. This year the Texas Department of Transportation (TxDOT) is sharing the story of Kailee Mills, a 16-year-old girl from Spring, TX who was killed in a crash after unbuckling to take a selfie with her friend. Kailee was just 400 yards from her home when the crash occurred in October 2017. Deputies believe the driver was speeding and lost control of the vehicle when the car flipped, causing Kailee to be ejected. The other three passengers in the car who were wearing their seat belts survived. The story underscores the importance of always wearing your seat belt. According to NHTSA, 10,076 people who were killed in passenger vehicle crashes in 2017 weren’t buckled. Fifty-five percent of those fatalities happened at night (6 p.m.–5:59 a.m.). According to crash statistics from TxDOT, among Texans who died and weren’t wearing their seat belt, 57 percent of those crashes happened at night. It is important to wear your seat belt, day and night, to be

protected in the event of a crash. This year’s Click It or Ticket Campaign will run from May 20 – June 2 and as always will include the busy Memorial Day Weekend when there are more people traveling on the roads for vacations. Law enforcement will be taking a no-excuses approach to seat belt law enforcement during the Click It or Ticket campaign, writing citations day and night. A sculpture featuring an overturned car with mannequins is touring the state to get the word out about this year’s Click It or Ticket Campaign and Kailee’s story which is featured in video kiosks set up where the sculpture is displayed. While most Texans now buckle up, some groups of motorists continue not taking the message to heart by not consistently using their seat belts. The demographic of motorist most likely to be unrestrained are men and young adults, especially pickup truck drivers and their passengers. Motor vehicle crashes continue to be the leading cause of death for teens. During 2018 in Texas, one in five vehicle crashes involved a teen driver. Approximately 42% of teens killed in Texas traffic crashes in 2018 were unrestrained in vehicles. Unbuckled passengers are also dangerous to others in the

vehicle. In the event of a crash, the unbuckled passenger become a large projectile flying around the vehicle who can injure or kill other occupants in the vehicle — including those who are buckled up! Here are some of the myths about seat belts: •If your car has air bags you still need to wear a seat belt. Myth or Real Deal? •The Real Deal. The safest way to ride is buckled up in a vehicle equipped with air bags. Even without an air bag, you are safer buckled up than you are with an air bag and not buckled up. •Seat belts can trap you in a fire or under water. Myth or Real Deal? •Myth. Incidents involving fire or water account for ½ of 1% of all crashes. But more importantly, you can’t escape such dangers unless you’re conscious. Wearing a seat belt gives you a much greater chance of being conscious and able-bodied. •If you’re not going far or not traveling fast, seat belts are unnecessary. Myth or Real Deal? •Myth. Seemingly routine trips can be deceptively dangerous. Most fatal crashes happen within 25 miles from home and at speeds of less than 40 mph. Click It or Ticket, page 11

Survey finds that Community Safety Education Act video is effective Ninety-seven percent of people surveyed after watching training on traffic stop behavior found that the training clearly described the roles and duties of both parties in a traffic stop. The training, called “Flashing Lights,” is a 16-minute combined video and PowerPoint presentation that provides specific instruction on traffic stop behavior by motorists and law enforcement officers in Texas. The training is required by the Community Safety Education Act, co-authored by State Senator Royce West and State Senator John Whitmire and signed into law by Governor Greg Abbott. One of the goals of the law is to lessen tensions and anxieties that may arise during interactions between officers and citizens that could lead to undesired outcomes. “Given that the objective of the Community Safety Education Act was to provide instructions to citizens on how they should react during an encounter with law enforcement, we are pleased that the information provided in SB30 seems to be taking hold,” said Senator West. “Just as important is the consistency in the training that new and veteran officers are receiving that covers the same information that the driving public and future drivers are being taught. SB30’s goal is for citizens and officers alike to make it home safely. Our thanks to everyone who has been a part of this effort that is now being

replicated across the country.” All public high school students are required to receive traffic stop instruction before graduation, as well as anyone taking a Texas driver education or driving safety course. All Texas peace officers also must view the training. “I am pleased to see the success of this law enforcement interaction training program. Educating the public about their rights when interacting with law enforcement is critical to ensure the safety of both citizens and law enforcement,” said Senator Whitmire. “It is clear this program makes our citizens, our communities, and members of law enforcement safer.” The survey was conducted by The University of Texas at Austin’s Institute for Organizational Excellence from Dec. 16, 2018 through Feb. 28, 2019. People who viewed the video and PowerPoint were invited to participate in the survey. Other survey findings: • 97 percent of respondents

either agreed or strongly agreed that the training easily demonstrated the actions they should take if they are pulled over by law enforcement. • 91 percent of respondents either agreed or strongly agreed that they know their personal rights concerning interactions with law enforcement. • 93 percent of respondents either agreed or strongly agreed that the video explained the laws regarding questioning, detaining, failing to provide identification and the potential consequences. • 86 percent of respondents either agreed or strongly agreed that the training showed them how to file a complaint or compliment regarding a police officer’s behavior. • 96 percent of respondents either agreed or strongly agreed that the “Flashing Lights” video provided useful information on how to act if pulled over. According to the organization iLanguages, 43 percent of the world’s population is bilingual. Bilingual people usually acquire a first language as a mother tongue, and then they develop a second language either simultaneously or later in life. Hispanics, French Canadians, residents of Frenchspeaking countries in Africa, and immigrants who arrive in another country to live comprise the largest segments of bilinguals. Multilinguals, or people who speak three or more languages, are much less common than bilinguals. The benefits of being bilingual include being able to converse easily with extended members of the family who live overseas or with natives when traveling abroad. However, the advantages are even greater than that. The online foreign language immersion provider FluentU states that recent research indicates being bilingual helps a person’s life in many ways. Here are some advantages of bilingualism. · Cognitive benefits: Data published by Cerebrum, which provides information about neuroscience, states the bilingual brain can have better attention and task-switching capacities than

the monolingual brain. Bilingual children as young as seven months may be better equipped to adjust to environmental changes. · Educational advantage: Being able to concentrate, multitask and focus better may provide an advantage at school. A recent Millennium Cohort Study, an ongoing longitudinal cohort study headquartered at the Naval Health Research Center, found that even if children are educated in their second language initially and lag behind other children, they soon catch up and outperform their peers by age 7. · Cultural opportunities: Being able to speak another language means multilingual children and adults are able to interact with different people abroad, as well as understand the nuances of a different culture. · Career opportunities: Speaking a second language will provide benefits in the business world, which is increasingly globalizing. Knowing another language may provide a pathway to different career opportunities. Being bilingual has a distinct set of advantages.
