Newly elected Flor E. Flores (Commissioner Place 1) and re-elected Hernan Garza, III (Commissioner Place 3) were officially sworn into office on May 16, 2018 at Commissioner’s Chambers located in City Hall. “I would like to thank my family and all the voters for the confidence you have placed in me. the first woman elected to the City of Rio Grande City Commission since the city incorporated in 1993. Riverwinds Hallmark Scholarships Awarded

The 2018 Riverwinds Hallmark Scholarship night was held on Friday, May 11th. This year six Riverwinds Hallmark scholarships were awarded. Each recipient was awarded a 1,000 dollar scholarship. The recipients of the award are graduating seniors from Roma ISD and Rio Grande City CISD. The 2018 Riverwinds Hallmark Scholarship honorees are: Martin Lopez, Jr., Early College Preparatory; Anahi G. Tinajero, Early College Preparatory; Brando Jimenez, Early College

Law Enforcement Officers and Community Leaders Held Police Memorial Ceremony

On May 15, 2018, Starr County Sheriff’s Department and RGC Police Department were joined by local law enforcement officers and community leaders in a memorial ceremony to honor and recognize law enforcement officers that have lost their lives in the line of duty including six from Starr County; Starr County Constable Henry T. Smalley (E.O.W. October 17, 1852), Starr County Sheriff John E. Martin (E.O.W. December 1, 1881), Starr County Deputy Sheriff Louis Handy (E.O.W. December 1, 1881), Starr County Deputy Sheriff Ydilfonso Solis (E.O.W. June 27, 1898), Starr County Deputy Constable David Gomez (E.O.W. May 30, 1934) and Starr County Deputy Sheriff Ramiro Garcia (E.O.W. July 3, 1966). A Carnation was placed on six (6) empty chairs as homage to their lives. The week of Sunday, May 13, 2018 through Saturday, May 19, 2018 is designated as National Police Week 2018. In 1962, President Kennedy proclaimed May 15 as National Peace Officers Memorial Day and the calendar week in which May 15 falls, as National Police Week. Established by a joint resolution of Congress in 1962, National Police Week pays special recognition to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others. City of Rio Grande City Holds Swearing-in Ceremony for Flor E. Flores and Hernan Garza III On Wednesday, May 16, 2018, Commissioner Place III - Hernan Garza III and Commissioner Place 1 - Flor Flores were of�icially sworn into of�ice at an oath of of�ice ceremony held in commission chambers at City hall. At the Meeting, Mrs. Flores, made history as the �irst ever female member of the City Commission. “Commissioner Flores has made history as the �irst female commissioner in the history of Rio Grande City,” declared Mayor Joel Villarreal.

“I would like to thank the mayor and the commissioners, my family and all of the voters of Rio Grande City for the con�idence you all have placed in me. I promise that I will do my very best to ful�ill my duties to best represent our city,” stated Flores. Candidate Flor Flores, earned the Commissioner Place 1 title with a 1,143 total votes (64.5 percent) for the May 5th, election.

“I want to thank the public again for allowing me to serve them for four more years. I’m not going to say that I’m getting ready to roll up my sleeves and get to work because I’ve never let my sleeves down,” declared Garza. Hernan Garza III was re-elected for another term as Commissioner Place III, winning 70 percent of the votes, with a total of 1,264 votes.

Alto Bonito Elementary Held A Mother’s Day Cake Activity Alto Bonito students experienced cake decorating. With an event sponsored by HEB, students were able to purchase a cake that they could decorate and take home to give to their mother or grandmother for Mother’s Day. There were over 350 cakes purchased! The students had an awesome time decorating their own cake. It was a wonderful Mother’s Day treat! Great job students!

Cub Scout Troop 93 visit Starr County Sheriff’s Office Grulla Elementary Top All Star Readers Were Treated to an End of Year Field Trip

Sheriff Rene “Orta” Fuentes met with Cub Scout Troop 93 at the Sheriff’s Office to discuss law enforcement as a career. He answered all of the questions that the students asked him about his career. The Cub Scouts were led by Lt. Erasmo Rios in a flag folding ceremony and the event concluded with a flag raising ceremony. Sheriff Fuentes and his staff would like to commend the troop and their leaders for taking time to learn about law enforcement and honoring the United States of America in a beautiful ceremony.

Sales Tax Holidays for Water-Efficient and ENERGY STAR® Products Texas families and businesses can save on the purchase of certain water- and energy-efficient products during the state’s WaterEfficient Products and ENERGY STAR® sales tax holidays. Both take place Saturday, May 26, through Monday, May 28. The Texas Comptroller’s office estimates shoppers will save about $10.7 million in state and local sales tax during the Memorial Day weekend sales tax holidays. “As of May 1, more than 60 percent of the state was in abnormally dry or drought conditions — and anyone who’s lived through a Texas summer knows the strain triple-digit temperatures can put on power grids,” Texas Comptroller Glenn Hegar said. “These two holidays are a perfect time to save on state and local sales taxes while upgrading outdated water systems or inefficient appliances.” This is the third year for the Water-Efficient Products Sales Tax Holiday. Products displaying a WaterSense® label or logo can be purchased taxfree for personal or business use. These include showerheads, bathroom sink faucets and accessories, toilets, urinals and landscape irrigation controls. The sales tax holiday also applies to lawn and garden

products that help conserve water outdoors. Items qualifying for the exemption include soaker or dripirrigation hoses; moisture controls for a sprinkler or irrigation system; mulch; and plants, trees and grasses. These items can be purchased tax-free for residential use only. There’s no limit to the number of water-efficient or waterconserving products you can purchase tax-free. La Union Elementary Students Roma High School Students Compete In Texas Went on Their End of the Year Trip GreenpowerUSA South Texas Electric Car Competition

La Union Elementary 1st and 2nd-grade students along with their teachers had a great time at Sky Park for their End of the Year Field Trip. Several students enjoyed the three-story Sky Rope Obstacle Course, while other took turns climbing up the Rock Wall.

Congratulations to the Roma High School students that competed in the RGV’s first Texas GreenpowerUSA South Texas Electric Car Competition sponsored by The University of Texas-Rio Grande Valley. The competition is meant to bring the excitement of motorsport to inspire middle and high school students to excel in science, technology, engineering and math (STEM) studies. The team did an excellent job of bringing their design to fruition. The team traveled to Brownsville to participate in a public display of their car at the CAF Museum & Hangar. The team took their car to Brownsville South Padre Island International Airport and competed in races against other high school teams from across the Valley. Communications Officer for Rio Grande City Police Department is a full-time permanent hourly position.

Requirements

Graduate from an accredited High School or GED Certificate, experience preferred not required, also a valid Texas Driver’s License. STC Psych Club - Starr County’s Got Talent 12 Roma High Student Nicol Olivares Honored The Starr County Campus Psychology Club of South Texas College hosted Starr County’s Got Talent 12 at the STC campus outdoor amphitheater. It was completely sold out with nearly 500 people in attendance and $2,111 fundraised from admission fees and food sold (pizza, chips, drinks) to benefit the annual $1,000 Starr Psych Club Scholarship. There were 25 performances (singers, dancers, dance groups, magician, musicians, and actresses) from all over Starr County. Each participant or dance group received a certificate of appreciation for their performance. The judges were: Singers Luis Villa, Anna Tirado, James Rivera, and Damaso Cantu, Magician Arcelia Lopez, and Univision TV Host Prissila Sanchez. Roma High School Choir sang the national anthem. There were special opening performances by Roma High School Ballet Folklorico and Roma

High School Mariachi Nuevo Santander, as well as an emotional duet by Kari Ely & Dandy in honor of autism awareness month where children with autism who are part of the organization Autism Living Fest and their parents were on stage as the couple sang. Ms. Rose Benavidez (STC Board Member) attended and delivered opening remarks, and

Alex Sarabia (STC Psychological Science Instructor) served as Master of Ceremonies. 1st place was awarded to 7th grade Roma Middle School student Victoria Rosa (singer), 2nd place to 6th grade Roma Middle School student Dayanara Salinas (singer), and 3rd place to 12th grade Rio Grande City High School student Victor Canales III

(singer/guitarist). Thanks to everyone who helped Congratulations to Roma High School senior Nicol Olivares, who make it a huge success: STC was honored at the Roma ISD School Board Meeting for giving a custodial/media staff, DJ Chivo, great presentation on the character trait “Self-Discipline”. 2018 Starr County Fair Queen Joshlynn Flores who presented trophies to the winners, BTA Kids for the interviews, judges, special performers, participants, Rio Grande City C.I.S.D. is requesting proposals on the the audience, and Starr Psych Club following: Members.

Ladybugs are not bugs! A l m o s t everyone has heard about ladybugs and have probably seen some. There are, however, some surprising things about ladybugs you may not know. To begin with, they’re not bugs. To entomologists, experts on insects, a bug is a member of the order Hemiptera. Those are insects with front wings which are half hard and half membraneous and a second fully membraneous pair. Lady bugs belong to the order Coleoptera because their front pair of wings are entirely hard, not half and half. Furthermore, Hemiptera, that is bugs, have sucking mouth parts while Coleoptera, beetles, have chewing mouth parts. So,

with our native species. Since there are, worldwide, over 5,000 species, lady beetles come in a remarkable range of colors, dots and stripes. In the U. S., over 450 species exist. They’ve long been thought of as carnivores, eating as they do aphids, mites, and scale insects, and are thus beneficial to gardeners. Recent studies have shown that they also consume some plant sap, nectar, pollen and bits of fungi. As a group, they’re, therefore, actually omnivores. I can’t imagine the delicate process of examining the stomach contents of such a tiny critter to produce that bit of information. Lady beetles are not without their dangers; predators such as birds, frogs, wasps, spiders, and dragonflies eat them. So, while their house may not be on fire as in the nursery rhyme, they should be prepared to fly away to safety. Their bright color, usually indicating something poisonous or distasteful, may scare off a few predators. It should be noted that lady beetles are insects and go through the four stages of complete metamorphosis: egg, larva, pupa, adult. I don’t know what the larvae eat. Perhaps very, very tiny insects of which there are more than most people realize. L a d y beetles live 1 to 3 years and, for the most part, are beneficial; they do eat aphids and provide us with colorful dots in the environment that we can enjoy.

lady “bugs” are beetles and not bugs. Ladybugs are also known as ladybirds, and lady cows but the entomologists prefer “lady beetles.” The lady beetles you’ve seen have probably been under a half-inch in length, orange, with several black spots, 6 short legs, and are dome shaped. The head is black with a couple of white spots. Those we usually see are of the species Harmonia axyridis. They’re aliens and were introduced to North America in 1916 to help control aphids. They’re now the most common lady beetle seen here since they have competed so successfully
