RGC, Camargo Officials Meet for 30th “Abrazo de la Amistad”
Representatives from the City of Rio Grande City and the Mexican city of Camargo Tamaulipas met at the U.S./Mexico border on Sunday morning, May 19, to celebrate the 30th annual “Abrazo de la Amistad” ceremony. The ceremony, which took place on the Starr Camargo International Bridge, kicked off Camargo’s annual “Dia del Comercio y Tourismo” celebration. Following the events on the bridge, a delegation of Rio Grande City officials including Mayor Joel Villarreal and members of the RGC Greater Chamber of Commerce, crossed over into Mexico to join in the
day’s festivities which included a parade, and musical performances. According to a statement from the Rio Grande City Economic Development Corp., the “Abrazo de la Amistad” ceremony commemorates the signing of
the Amistad Dam Treaty by US president Dwight D. Eisenhower and Mexico’s Adolfo Lopez Mateos on October 24, 1960. Sunday’s event on the bridge marked the celebration’s 30th anniversary.
Registration Deadline Extended for 2019 Miss Freedom Fest Pageant
The Rio Grande City Tourism Department and the Kelsey-Bass Museum announce registration to participate in the 2019 Miss Freedom Fest Beauty Pageant has been extended to May 31. The pageant is open to all girls from Rio Grande City ages 5-20. The registration fee is $35. Applications are available for pick-up at the Kelsey-Bass Museum located on 101 S. Communications Officers (Dispatchers) from Starr County Sheriff’s Office were among the officers recognized in a 9-1-1 ceremony in Laredo, Texas. Congratulations to all the dispatchers for their hard work and dedication to the residents of Starr County!
The Grulla Middle School Symphonic Band and the Grulla Middle School Concert Band performed at the annual UIL Concert and Sight-Reading Evaluation in Harlingen, Texas. The Symphonic Band, under
the direction of Gerardo Guerra, earned a First Division Superior Performance Rating from all three concert judges as well as all three sight-reading judges. The judges were very impressed with the band’s overall performance

Congratulations to RGCCISD Rio Grande City H.S. senior Stephanie Anne Garza. Her poem John & Olive Hinojosa Elementary 5th Grade students visited Ringgold Middle School. The students got selected to be published at toured the campus, viewed a presentation from the band, mariachi, choir, Taekwondo, and met some South Texas College Interstice. Interstice is a literary arts journal teachers and administrators. The students are looking forward to attending middle school next year!

According to the National Highway Traffic Safety Administration, in 2016, more than 3,400 people were killed in motor vehicle accidents that involved a distracted driver. NHTSA estimates suggest that as many as 481,000 drivers are using mobile phones while driving during the day, greatly increasing their own risk of accident as well as the risk that their fellow motorists will be involved in an accident. The threat posed by distracted driving is not exclusive to the United States, as the World Health Organization notes that drivers using mobile phones are approximately four times more likely to be involved in motor vehicle accidents than drivers who are not using mobile phones. The WHO even notes that handsfree phones are not considerably safer than handheld phone sets, emphasizing the need for drivers to simply forget about their phones the moment they get behind the wheel.

Tips for Students as Graduation Approaches What every caregiver should know about Medicare Graduation season can be an exciting time for college students. As their time on campus draws to a close, students may be anxious to put their education to use and enter the workforce. In recent years, newly minted college graduates faced difficult job markets. But a 2017 survey from the online jobs and professional resources website CareerBuilder found that 74 percent of employers intended to hire recent college graduates that year, marking a 7 percent increase from the year prior. Grads should take steps to bolster their chances of finding work as graduation nears. · Use the resources at your disposal. The final months and weeks of college are filled with
distractions. In addition to final exams, students may be tempted to fill their final weeks with social engagements and extracurricular activities as they try to squeeze every last ounce of fun out of their college experiences. But students also should book appointments with their schools’ career services offices. Such offices can help students prepare their résumés. Career services offices also can help students as they search for jobs, internships or other opportunities. Career services staffs also may coach students on interview preparation. · Gather references. Strong references can help students stand out in crowded job markets. Graduates must dress the part when going on job interviews. Both men and women should purchase appropriate interview attire if they don’t already have any. Soon-to-begraduates can help themselves by studying up on which cities boast thriving job markets and which seem to have few opportunities. The challenges can quickly become overwhelming. Having a working knowledge of Medicare may help you keep your balance and ensure that your parent, or other loved one, receives the appropriate care. Caregivers find Medicare’s secure website – www.my medicare.gov – especially useful. After setting up a personal account for your parent, you can view the details of your elder’s coverage, track recent health care claims and keep up to date on preventive services your parent qualifies for. Medicare can also help you locate the right health care providers for your parent. Its “Compare” web pages – at www.medicare.gov – are a good place to begin your search for a nursing home, hospital, home health agency, dialysis facility or physician that fits your parent’s needs. Medicare can reduce many out-of-pocket medical expenses, but it doesn’t cover everything. Understanding what Medicare covers, as well as what it won’t cover, can save you time and spare you frustration when navigating the caregiving maze. Here are a few key points: Besides basic hospital and physician services and optional prescription drug benefits, Medicare covers home health care. To qualify, a beneficiary must be homebound, under a physician’s care and in need of part-time skilled nursing care or rehabilitative services like physical therapy. Medicare also helps pay for oxygen, catheters and other medical supplies that a doctor prescribes for home use. The same
is true for medically necessary equipment like oxygen machines, wheelchairs and walkers. Medicare covers skilled care in a nursing home for limited periods following hospital stays. But it doesn’t cover long-term stays. Patients who need custodial care (room and board) must pay out of pocket unless they’re eligible for Medicaid or have private longterm care insurance. Medicare pays for hospice care for someone with a terminal illness whose doctor expects will live six months or less. The hospice benefit also includes brief periods of respite care at a hospice facility, hospital or nursing home to give the patient’s caregivers an occasional rest. Besides long-term nursing home stays, Medicare typically doesn’t cover regular dental care or dentures, regular eye exams or eyeglasses, and hearing exams and hearing aids. Likewise, it won’t pay for non-emergency ambulance trips -- unless a doctor certifies they’re medically necessary. If your parent lives on a limited income, you should check whether he or she qualifies for help with prescription drug costs or with other Medicare-related premiums, deductibles and copayments. Children raised to be confident have the tools to be resilient in a challenging world. Confidence helps children handle peer pressure, stress, obstacles, and much more. There’s a fine line between developing confidence and raising kids who are overly boastful. Parents, teachers and other influential figures can employ various research-based strategies to start boosting kids’ confidence. · Allow children to make mistakes and learn from them. Mistakes happen, and children benefit from making mistakes and learning from them. Children who fail, pick themselves up and try again are learning lessons
of resiliency. Their confidence develops as they pick themselves up again, learn from their mistake and ultimately meet with success. · Resist the temptation to “fix” everything. Parents may get hung up on trying to improve on their children’s efforts to make it perfect. This may occur with school work. According to the mental health wellness resource Psychology Today, constant intervention undermines children’s confidence and prevents them from learning for themselves. · Model and teach positivity. It can be easy to fall into a pattern of saying things like, “I’ll never be able to do that” or “It’s too difficult.” But parents must remember that their children take their cues from mom and dad. Parents who stay positive in the face of adversity will instill the same attitude in their children. · Give praise when it’s deserved. Praise children when they do their best, but avoid praising kids
when they don’t try their hardest or if they are still working toward solving a problem they haven’t yet figured out. In lieu of praise, provide encouragement and urge youngsters to try again and practice. · Value their ideas. Ask children for age-appropriate advice, suggests the growth mindset company Big Life Journal. Showing kids their ideas are worthy can instill confidence. · Skip the rescue operation. Parents often are quick to swoop in and try to prevent kids from feeling hurt or discouraged. TDLR Urges Motorists to Slow Down or Move Over Around Emergency Vehicles Motorists should always slow down or move over when they see emergency vehicles with their lights activated on the roadside. “First responders and tow truck operators are vulnerable when they’re stopped on the side of the road helping someone. It’s the law that you must decrease your speed by at least 20 miles per hour or move over into another lane to give our fellow Texans some
space. Please help the people who are trying to help us all,” said Brian E. Francis, executive director of the Texas Department of Licensing and Regulation. Several Texas tow truck operators and emergency workers have been either injured or killed this year while stopped to help motorists who have broken down on the side of the road. “Let’s make sure that our first
responders and tow truck operators are as safe as possible – and that all of us get to our destinations and back home,” Francis said. Law enforcement agencies are participating in the “Click It or Ticket It” seatbelt and car seat enforcement project. Everyone traveling in a vehicle must be properly restrained. If not, you could be pulled over and given a ticket. In 2017, 40.1 percent of
persons killed in traffic crashes were reported as not restrained when the fatal crash occurred. •Use seatbelts and car seats -every passenger, every trip. •Slow down and pay attention to what you’re doing. •Designate a (sober) driver. Don’t drink and drive, even a little bit. •Stay off the mobile phone – this includes texting.

Despite that need for sleep, bedtime seems to be the one time during the day when youngsters seem especially needy and resistant to settling down. Patricia Cancellier, a former education director at the Parent Encouragement Program in Kensington, Maryland, says it’s typical for behavior issues to be more prevalent when separation from parents is imminent, like it is at bedtime. Parents who emphasize consistency with their children’s sleep routine may find that their infants, toddlers and school-aged children don’t put up too much of a fuss at bedtime. · Establish a bedtime that works. Figure out how much sleep your child needs and make sure they get to bed early enough to reach that goal each night. The American Academy of Pediatrics offers aged-based sleep guidelines that can be accessed at www.aap.org. Parents magazine says children’s internal clocks eventually will adjust to the routine if the routine follows a natural and consistent pattern. · Start winding down. About an hour before bedtime, begin to scale back activities and anything that can rev up energy levels. · Signal that bedtime is close. Give children a verbal warning or follow a similar routine each day. For young children, signals such as a relaxing bath, songs, hugs, or other physical cues can indicate that bedtime is coming. · Reinforce structure. Consistency is essential. Talk about routines at other times of the day, and then implement other structured events. This teaches kids to recognize routines throughout their day, making kids more likely to embrace them at bedtime. · Offer a snack. Some children need more than three meals a day. A light snack before bed can help them stay sated through the night. Good ideas include wholegrain cereal with milk, graham crackers and milk, or a similar carb/protein combination. Repetition and patience are often necessary as parents try to initiate bedtime routines for their children.

College Scholarships Rio Grande wild turkeys are BIG birds Available
W h i l e relaxing and watching the birds at my bird feeders, I was in for a BIG surprise. Wa l k i n g down the path toward my home came a very large, tall bird. My first thought was that the chachalacas had returned, but no, this was too big and tall. Using my close-focus binoculars, the iridescence of the feathers and a “beard” on the breast became clear. It was a wild turkey! I was amazed to see how tall it was. As it walked, its head was about four feet from the ground
and, I think, if the turkey stretched, it could have reached about five feet. The long legs looked like they should have been on a heron or stork. The turkey I saw was a male. Males have blackish feathers but with the coppery iridescence I noticed. They also grow a beard, up to 9 inches long, on their breast. He wasn’t excited so I didn’t observe some other typical features. The males head and throat are

iridescence but females remain a dull grayish-brown. Wild turkeys are not often seen around Rancho Lomitas. They prefer more mixed habitat with a combination of grassland and rather open wooded areas with a lake, pond or stream nearby. They roost in trees and like some open area to watch for predators and for escape. Their diet is rather opportunistic consisting largely of grasses, insects, herbs, seeds, buds and berries. They love acorns. Nesting occurs in the spring when the female builds a nest on the ground in a grassy area short enough to allow her to see any predators and yet tall enough to allow the about 10 cream-colored eggs and later the hatchlings to be concealed. Turkeys are prey to many predators, chiefly raccoons and foxes but also skunks, snakes, owls and hawks. Only about 30% of hatchlings reach adulthood. Wild turkeys are found throughout about the eastern 2/3 of the U. S. Single turkey colonies (they’re social birds) range over a rather large area. Studies show they may wander over 2,500 to 6,000 acres. Perhaps it’s not surprising that I’ve seen so few. Turkeys are, of course, gamebirds. Texas has a rather elaborate turkey hunting law that includes such things as zones, hunting weapon, hunter’s age, season, whether the turkeys are roosting and bag limits. Once hunted to near extinction the turkey populations are now stable. In the future I may see other big surprises walking down my path.
