The curfew issued by the Emergency Order related to COVID-19 has expired. However, the curfew for juveniles is still ACTIVELY ENFORCED. Congressman Henry Cuellar (TX-28) announced $29,420 in federal funds for housing authorities in Starr County. These funds, awarded through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, will ensure people with disabilities have access to affordable housing during

the COVID-19 pandemic. Specifically, the Starr County Housing Authority received $17,552 and the Roma Housing Authority received $11,868. “All Texans deserve affordable, stable places to live but finding housing can be particularly challenging for people with disabilities,” said Congressman

Cuellar. “This funding will assist vulnerable populations afford housing while working to strengthen economic growth during these challenging times. As a senior Appropriator, I am committed to funding programs that combat homelessness and provide Texans with the opportunities to live a successful life. I want to thank Starr County Judge Eloy Vera, Mayor of Roma Roberto A. Salinas, and the rest of their staff for their dedication

to supporting vulnerable populations in our community.” As a senior member of the Appropriations Committee, Congressman Cuellar helped secure $850,000,000 for the Mainstream Voucher Program in the CARES Act. The Mainstream Voucher Program provides critical housing support for individuals and families with disabilities who are experiencing homelessness, at risk of becoming homeless,

or have previously experienced homelessness and are currently clients in a permanent supportive housing or rapid rehousing project. Additionally, the Department of Housing and Urban Development’s Mainstream Voucher Program creates partnerships between public housing authorities and local organizations to ensure that disabled individuals have access to services to help them live full and independent lives.

Obituary

MSgt. Gilberto Trejo United States Army, Korean War, Prisoner of War June 18, 1931 † April 23, 2020

Mr. Trejo peacefully passed onto the arms of his maker on April 23, 2020 at McAllen Medical Center; he was 88 years old. Mr. Trejo was born in Mission, Texas on June 18, 1931; he was an orphan at the age of four and was raised by his grandmother, Beatriz Garza and uncle, Viterbo Molina in Los Garzas. Soon thereafter, Mr. Trejo became a long-time resident of Rio Grande City, Texas. He was a great leader, beloved teacher, was intelligent, and talented and had an unparalleled work ethic. Mr. Trejo’s talent included the ability to build homes and build and repair just about anything in them. He also had a talent for playing the guitar beautifully and had inherited a wonderful voice; his family could often be found enjoying their father singing the most beautiful Latin ballads throughout their lives. Mr. Trejo was loved unconditionally by his family and was admired and highly respected by his students and colleagues. He was a husband, son, brother, father, grandfather and great grandfather. He was a man who has left a legacy for his family, community and this country. On May 24, 2013, a plaque unveiling ceremony was held for Mr. Trejo. The Korean War Marker was dedicated in honor of his heroism and service and is currently located at the

Starr County Courthouse Annex. Mr. Trejo graduated from Rio Grande City High School in 1950, the year he enlisted into the army. He voluntarily served various tours in the Korean war conflict and received many accolades and medals of honor for his bravery and heroism. Mr. Trejo was head of artillery and led his platoon while commissioned to the battle of White Horse from 1950-1953. In 1953, he and his platoon were held captive for several months until the war ended, when all prisoners were released. After a lengthy hospitalization at a military hospital, he returned to Starr County in 1953. He married Ernestina Hernandez Trejo in 1955 and raised 6 children. He worked as a building contractor in the Rio Grande Valley for 20 years. In 1968, he received a Mathematics degree from Texas A & M and retired after serving 28 years as a high school teacher and building trades instructor at RGC CISD. Throughout the years, Mr. Trejo served in various leadership capacities, including Commander for Disabled American Veterans & Veterans of Foreign War posts in Starr County. He led hundreds of burials for Starr County veterans, including gun salutes and serving families with the American flag. He also received many awards from the Veterans of Foreign Wars. After retirement, he spent the last years of his life playing the lottery with the critical analysis of a true mathematician. Mr. Trejo loved

attending the activities with his wife and participants at the Senior Center. Mr. Trejo is preceded in death by his parents, Cosme Trejo of Alice and Rosenda Molina of Los Garzas. He is survived by his wife, Ernestina Hernandez Trejo, his 6 children, Mr. Gilberto Trejo, Jr, Dr. Evangelina (Nina) Trejo, Mr. Adalberto Trejo (Elizabeth), Mrs. Baudilia Trejo Montalvo (Ricardo), Mr. Heberto Trejo (Veronica) and Mr. Humberto Trejo (Melissa), his sister Mrs. Emma Trejo Barrera (Heberto), 16 grandchildren, 16 great grandchildren, and many nieces and nephews. Visitations will be held on Friday, May 8, 2020 from 11 AM-6 PM. Viewing will continue Saturday, May 9, 2020 from 8 AM-9 AM. Interment will follow at 10 AM with a military burial service at the City Cemetery. Funeral arrangements are under the direction of Sanchez Funeral Home of Rio Grande City. The family of Mr. Trejo would like to extend their sincerest and unending gratitude to the personnel and medical staff of the Alfredo Gonzalez Veterans Home in McAllen, El Cenizo Senior Center in Rio Grande City, Starr County Memorial Hospital and McAllen Medical Center in McAllen for their kindness and great care of Mr. Trejo. A special gratitude is offered to the Commissioner’s Court of Starr County and the historical commission members, to, Mr. Samuel and Mrs. Maria Elia Ramos of Rio Grande City. In the end, our prayer is for all to find peace. “We shall find peace. If I knew as a child what I know now, Mom, I probably wouldn’t have made things so hard for you. I would have understood that you were looking out for my best interest. Even though it may not have seemed so at the time. I would have known how difficult it is to let go, to stand back and let someone you love learn from their mistakes. I would have realized how fortunate I was to have a mother who was always there for me, even after an argument, even after I’d said things I shouldn’t have. While it’s too late for a lot of things it’s not too late for me to tell you that I appreciate how loving you are, how giving you’ve always been and that even though I may not always be good at showing it, I love you very much.

Mother’s Day is a great time of year to honor mothers and attempt to give back just a portion of the tireless love and devotion moms offer their children. STC First in Texas To Earn NACEP VMS Celebrated National Library Accreditation for Dual Credit Programs Week with Online Activities

South Texas College Dual Credit Programs is the first in the State of Texas to receive a prestigious accreditation by the National Alliance of Concurrent Enrollment Partnerships (NACEP) reaching a historical milestone in May 2020. “We are pleased to welcome the great state of Texas to the ‘accredited programs’ map, and trust that your program will be both a champion and hallmark of accredited programs,” said Michael Beam, Chair for the NACEP Commission. STC has successfully attained accreditation by following a rigorous two-year process that will make its Dual Credit Programs a model for dual credit across the nation. NACEP is the sole national accrediting body for concurrent enrollment partnerships, and

represents best practices of educational partnerships as well as a guarantee that an institution has met the rigorous national standards. “Throughout the past 20 years, our College has worked diligently to establish a well-developed Program that strives to form and maintain strong partnerships, create a college-going culture, and student success,” said Dr. Rebecca De Leon, Dean for Dual Credit Programs and School District Partnerships. “The success of our Program has only been possible through the on-going support that has been received by the College’s Administration, Faculty and Staff and our 23 partnering School Districts.” STC was able to receive accreditation by adhering to NACEP’s concurrent enrollment

Emergency Farm Loan Applications Being Accepted Applications for emergency farm loans for damages and losses caused by drought occurring March 3, 2020 and continuing are being accepted at the Farm Service Agency (FSA) office located in Edinburg, Karla L. Garza said. Cameron, Hidalgo, Starr and Willacy Counties are four of twenty-two counties in Texas recently named by Secretary of Agriculture, Sonny Perdue eligible for loans to cover part of

actual production and physical losses resulting from drought that occurred March 3, 2020 and continuing. Karla L. Garza said farmers may be eligible for loans of up to 100% of their actual losses or the operating loan needed to continue the agricultural business, whichever is less. For farmers unable to obtain credit from private commercial lenders, the interest rate is 3.375 percent.

“As a general rule, a farmer must have suffered at least a 30 percent loss of crop production or suffered any physical loss to be eligible for an FSA emergency loan under this disaster designation”, Garza said. Producers participating in the Federal Crop Insurance program will have to consider proceeds from those programs in determining their production loss. Additionally, any insurance proceeds received by producers as a result of

the physical loss will have to be considered in determining their total loss. “Applications for loans under this emergency designation will be accepted until November 18, 2020 but farmers should apply as soon as possible. Delays in applying could create backlogs in processing, with possible delays into the new farming season”, Garza said. FSA is a credit agency of the U.S. Department of Agriculture. It is authorized to provide disaster emergency loans to recognized farmers who work at and rely on farming for a substantial part of their living. Eligibility is extended to individual farmers who meet U.S. citizenship requirements and to farming partnerships, corporations, or cooperatives in which U.S. citizenship requirements are met by individuals holding a majority interest. http://disaster.fsa.usda.gov.

Confused About COVID-19 Tests? Patients Might Learn From TMA’s How-To Testing Guide With the internet full of promotions hawking dozens of different lab tests for COVID-19, Texans rightfully might wonder what those tests measure and what the results mean. And as many Texans begin to mingle with each other after six weeks of extreme social distancing, the need to get tested for the virus is growing. While the Texas Medical Association (TMA) recommends that patients get COVID-19 tests only at the direction of a physician, the association’s newly released COVID-19 Quick HowTo Testing Guide for Outpatient Clinics offers some basic information all Texans should understand. The Quick How-To Testing Guide examines the two most common COVID-19 test types, the PCR (molecular) test - which is most often administered with a swab in the patient’s nasal cavity - and the serology test (also known as an antibody or antigen test), which uses a patient’s blood sample. The guide: • Lists PCR tests as “the most accurate” tests currently authorized by the U.S. Food and Drug Administration (FDA), and •Emphasizes the serology test “should not be used as the sole basis to diagnose” COVID-19. David L. Lakey, MD, a member of the TMA COVID-19 Task Force and vice chancellor for health affairs for The University of Texas System, said the PCR test detects the virus in the body. “The test that most doctors need right now is the PCR test. The PCR test will help them determine whether a patient, in their clinic right now, is infected with COVID-19,” Dr. Lakey said. On the other hand, the TMA guide notes the accuracy of antibody testing is “varied and uncertain,” and the U.S. Centers for Disease Control and Prevention

recommends a follow-up with a PCR test for more accurate results. Dr. Lakey said a single positive COVID-19 serology test result, meaning the patient was exposed to the virus and now has antibodies for COVID-19, would not guarantee the patient is immune from getting the virus later. “We don’t know yet that a [positive] antibody test means the person is protected from the virus in the future,” Dr. Lakey said. “That’s information that’s going to have to be sorted through over the next year.” The TMA COVID-19 Task Force released the Quick How-To Testing Guide to help physicians understand what tests are available, how to check to see if a test is authorized by FDA, and

where to access testing, and it provides guidance for payment. TMA’s guide also cautions physicians to confirm their test kits have FDA Emergency Use Authorization (EUA). If the test does not have an EUA, it has not been fully validated. Dr. Lakey says if doctors in outpatient clinics get more information, the state’s COVID-19 testing capacity will improve. “Primary care physicians are on the front lines, and they have patients coming in with symptoms that are consistent with COVID-19. Hopefully, the HowTo Testing Guide for Outpatient Clinics will simplify the process,” Dr. Lakey said. “They will know what different types of tests can be helpful, where they are not, and what tests they can rely upon.”

An End of an Era as Train Tracks Inside the City Limit are Removed

On June 15, 1925, the first passenger train rolled into Rio Grande City over the newly constructed line of the Rio Grande City Railroad. The special event and dedication included a christening ceremony, where a levy of attractive young women and children took part. When the train came to a complete stop, a beautiful floral wreath was placed above the head light and a bottle filled with water from the Rio Grande River was broken on the prow. The event was sponsored by Mr. and Mrs. James S. Monroe. A barbecue and rodeo were features of the day. It was estimated that more than 1,200 people attended the event on that day. Visitors from around the state joined in the festivities as well. Prominent Railroad officials included W. T. Eldridge, President of the Sugarland Railroad, H.P. Safford, Executive Vice President of Gulf Coast Line and International Great Northern, W.G. Choate, General Manager, Gulf Coast Line, builders of the Rio Grande City Railroad Co. and others.

Since 1925 Rio add a rail system. Last month April 2020, railroad tracks are being removed as part of to relocate the Starr-Camargo gravel harvesting site. This is truly an end of an Era for Rio Grande City as Rail service train tracks removed. The end of the Sam Fordyce rail and passenger rail way came to Rio, brought soldiers to Fort Ringgold and took passengers to connecting lines in the lower valley. The tracks are behind the Dairy queen, Stars, Burger King. Rio will no longer have the visible train delivering and/or picking up gravel from the Sam Vale Gravel Yard. Today in Los Garcias a western section of the city you can still see the mounds where once the train line would run through and even if you venture through the brush field behind Canales Grocery store you can still see the left over cement pads of a once small bridge. /Colonel (R ) Ross Barrera
