Starr County Y o u t h CoalitionRoma Chapter (SCYC-Roma HS) members volunteered their Spring Break time participating in a Starr County Community Coalition The Roma ISD School Board honored Roma High senior Angela sponsored Moreno for her excellent presentation on the character trait “SelfUnderage Discipline”. Congratulations Angela! Drinking Sticker Campaign. Members visited many local businesses that sell alcohol and placed warning stickers on alcohol cases. The message on stickers warns potential customers that furnishing alcohol to anyone under 21 can result in a $4000 fine and a year in jail or both. Violators will also have their driver’s license suspended for 180 if convicted. As always, SCYC continues to work on their mission: “Working Toward a Drug-Free Community”. RGCCISD 2018-2019 College Decision Day Roma High Student Council Shines at State Convention
On Wednesday, May 1, Seniors from the three high schools gathered at the RGCCISD Auditorium for the first ever College Decision Day. Superintendent Roel Gonzalez, and each high school principal addressed the students with words of advice, encouragement and motivation. The students then each stepped up on stage and proudly announced their college of choice. RGCCISD wants to wish the seniors the best.
The Roma High School Student Council attended the Texas Association of Student Councils Annual Conference in Arlington, TX. Roma High School’s student council was awarded the sweepstakes award for the 9th year in a row and the 2019 National Gold Council of Excellence for the 8th year in a row! This conference was attended by 5,000 youth delegates making it the largest student council conference in the country. Apart from selecting state officers, it allowed for the RHS Student Council to network and develop their leadership skills to better serve our community. Main Street Partners with Rio Grande City Garden Club Grulla Elementary School 5th 6-wks Honor Roll Downtown Rio Grande City got a little more colorful this spring as Rio Grande City Main Street and Rio Grande City Garden Club collaborated to add some beautiful floral touches to the pots located along Main and Second Streets. “Our club’s partnership with Main Street was a great success,” said Laura Ramirez, Rio Grande City Garden Club Treasurer. “We continuously encourage the beautification of Rio Grande City by promoting gardening, horticulture and education.” Rio Grande City Main Street enlisted the help of the Rio Grande City Garden Club to continue and promote beautification of the downtown area. RGC Main Street provided plants and fertilizer while RGC Garden Club members met on Saturday to replant pots, trim existing plants and add fertilizer. Organized in 1948, Rio Grande City Garden Club is a member of the Texas Garden Clubs, Inc. and boasts a total of 10,177 members
throughout the state and a member of the Garden Club of America. The club promotes the love of gardening, floral design, horticulture, civic responsibilities, landscaping, environmental concerns, and garden therapy for men, women and children and encourages participation and support in educational programs for all ages. They encourage the community to preserve, protect and conserve the natural resources of Rio Grande City.

Delta Theta Master Enjoys Cultural Programs
Celia Barrera hosted a recent meeting of Texas Delta Theta Master of Beta Sigma Phi with President Diana Peña presiding and Elda Hinojosa presenting a program on Fort Ringgold and the Robert E. Lee House. Texas Delta Theta Master of Beta Sigma Phi has carried out the theme, “A Quilt of Friendship,” throughout the year in the meetings, projects, socials, and programs of the chapter. They have enjoyed very interesting programs presented by chapter sisters at each meeting. President Diana Peña has presided during the business sessions. Josie Guerra was hostess for a meeting held at Casa de Adobe. Diana Pena presided during the business meeting, and Celia Barrera presented a program on the Silverio de la Peña building on Main Street in Rio Grande City, which has served as a post office,
drug store, a church and other entities, as well as home to John and Olive Hinojosa throughout the years. The architecture of Portscheller in this and other buildings in the area was discussed. Celia Barrera showed members a historical mural painted by her late husband Alberto Barrera in the Casa de Adobe main dining room. A dutch treat luncheon meeting was enjoyed at Chili’s with Rosie Garcia presenting an inspirational program from an article by Maria Luisa Salcines. Elia Perez presented a program on the historical city of Roma during a dutch treat meeting held at Casa de Adobe. Buildings mentioned
included the old Roma Convent near the plaza built in the 1880’s and the John Vale-Noah Cox House built in 1853. Socials were planned and enjoyed, including the Starr County Council Sweetheart Dance and the Founder’s Day Banquet. Projects carried out included volunteering during the Starr County Fair educational poster contest, arts and crafts contest, and photography contest. Sunshine greetings were sent to members who were ill or have family members who were ill, and to the family of a sorority sister from another chapter who passed away. Plans are being made to present scholarships in May.

Bill To Eliminate Rape Kit Backlog Advances By Texas State Representative Ryan Guillen Currently in Texas, at least 18,000 survivors anxiously await the results of their rape kit, crucial for bringing their perpetrator to justice, and allowing them to find closure. The system responsible for delivering justice and protecting the innocent continues to fail survivors, as their attacker remains free from consequence, while thousands of rape kits collect dust and the statute of limitations ticks by. House Bill 8, legislation I am proudly an author of, seeks to eliminate Texas’ deplorable backlog of rape kits, and recently passed the House of Representatives with a
unanimous vote. By establishing time limits for each step of the rape kit testing process, HB 8 would reprimand agencies for failing to meet these deadlines through the loss of their state grants. The measure would also help to ensure that perpetrators are properly prosecuted by allowing for the statute of limitations in sexual assault cases to be placed on hold until the pertaining kit can be tested. Moreover, the bill calls for the appropriation of an additional $40 million to the Department of Public Safety in order to hire more crime lab personnel. Addressing the insufficiencies of the justice system in cases of
sexual assault shouldn’t – and doesn’t – stop with HB 8. Other bills I’m working on this session would ensure that survivors are not burdened with medical costs for their treatment and tests, and support law enforcement officers in protecting applicants of protective orders. The traumatic experience endured by survivors of sexual assault can cause a lifetime of pain and distress. However, we may provide them with an opportunity for finding closure by ensuring the prosecution of perpetrators, and allowing survivors peace of mind with the knowledge that their attacker cannot act again.

By Julie Tomascik Plastic cups. Napkins. Fast food packaging. Even full trash bags. That litter is trashing up our beautiful state. About 435 million pieces of visible litter can be found on Texas roadways, according to the Don’t Mess With Texas campaign. That’s a lot, and that’s only the trash we can see. Wind and rain will push that trash and the litter
hidden from eyesight, uninvited, down the road. But that’s not the only problem with litter. That trash ends up in fields and pastures. Each piece puts livestock and wildlife at risk. Cattle shouldn’t have to graze next to a plastic grocery bag. Sheep and goats roaming the Texas plains aren’t supposed to do so alongside candy wrappers. And
Litter, Balloons Trash Texas an empty fast food sack doesn’t complement horses galloping through a field. Put simply, rural routes aren’t a dumping ground for trash. It may be the road less traveled, but it doesn’t make it any less important. But it’s not just trash that causes an issue. Let’s talk balloons. They’re great at birthdays, weddings and graduations.
When they get loose, and we all know they will, they pose a threat to livestock, wildlife and contaminate our environment. Now, that’s a party foul. Balloon releases, although usually held with good intentions, are a bad idea. Some schools have students write a message and tie it to a balloon. They want whomever finds that balloon to write them
back. Again, I think they mean well. But the unfortunate reality is those balloons end up causing more damage. There have to be more responsible ways to find a pen pal. Wildlife and livestock are curious. Balloon strings, balloons, a stray piece of paper or a Styrofoam cup may look innocent, but it could be part of their next
meal—with deadly consequences. Farmers and ranchers can’t be everywhere all the time when their office covers acres instead of feet. Some things go unseen. Some trash remains in the field. So let’s each do our part and keep trash from littering our roads, farms and ranches. Let’s honor our Texas pride. Keep our roadways clean. And our state beautiful.
