STARR COUNTY, TEXAS — On November 4, St, Ives Realty and Rio Grande Village, LLC, a Dallas based group of national developers held a groundbreaking ceremony for the new Rio Grande Village mixed-use retail site. Local, federal and state officials gathered to celebrate the beginning of construction for the long awaited and sought after project. “Rio Grande Village will transform our region for generations to come; it is a game changer. This historic development in beautiful Rio Grande City will provide tremendous opportunities to many individuals by providing hundreds of jobs and simultaneously increasing our tax base to the tune

of hundreds of millions of dollars,” said Rio Grande City Mayor Joel Villarreal. This historic undertaking began its strategic development planning over seven years ago, but is expected to move forward swiftly. Aside

from creating hundreds of jobs the project is also anticipated to infuse millions of dollars of new sales and ad valorem tax into the community. Phase I of the project has broken ground with expected construction of store fronts to begin in late spring

2020. “This project is a result of years of extensive negotiations and productive collaboration that was made possible with the support and partnership of the City of Rio Grande City, RGCEDC and the County of

Starr, the impact will revolutionize our landscape and expand the development opportunities in our community. We have seen a glimpse of the future and it leads to Starr County,” said Rose Benavidez, president of the SCIF.

On November 7th the City of Rio Grande City and VFW Post 8526 hosted a dinner for all local veterans in appreciation for their service.

Many local businesses provided door prizes that were raffled at the event. Attendees also enjoyed music from Rio Grande City High School Mariachi Cascabel and a

catered turkey dinner. This is the forth consecutive year this event is hosted before Veterans Day. The intention is to continue hosting this event every year.

He then pursued his Doctor of Jurisprudence from Texas Wesleyan University School of Law. He is currently practicing Law out of his own Law Firm in McAllen and Edinburg Texas. He serves as the municipal Judge for the city of Edcouch. Richard proposed to Kareena on Bakers Beach in San Francisco, California, November of 2018. Roma Port of Entry Sponsors Blood Drive U.S. Customs and Border Protection (CBP) Office of Field Operations (OFO) officers from the Roma Port of Entry recently sponsored a blood drive in coordination with Vitalant Blood Services. Vitalant, one of the nation’s oldest and largest nonprofit community blood service providers, supplies comprehensive transfusion medicine services to nearly 1,000 hospitals and health care partners for patients in need across 40 states. “Our frontline officers not only diligently work to protect the homeland, but take great pride in participating in assisting the community,” said Port Director Andres Guerra, Roma Port of Entry. “This was a great opportunity for our officers to support the local Blood Bank and ensure that this live-saving commodity is available

in times of need.” The blood drive broke Roma Port of Entry’s previous d o n a t i o n s records. CBP officers, along with officers from the Roma Police Department, City of Roma employees and Texas DPS Troopers contributed to the success of the blood drive.

RATTLERS END HISTORIC SEASON WITH SOLID 33-22 VICTORY OVER BROWNSVILLE PACE VIKINGS By Kenneth Roberts - Freelance Writer The Rio Grande City Rattlers ended one of the greatest regular seasons in school history with a solid 33-22 victory over the Brownsville Pace Vikings Thursday night at Joe R. Sanchez Stadium that guaranteed them at least a share of the District 16-5A Division I championship. The Rattlers finished the regular season with a 9-1 overall record, an 8-1 district mark and six straight wins. They achieved nine regular season victories for the first time since the early 1970’s. The Rattlers will host Flour Bluff in their home stadium next weekend in the first round of the playoffs. The Vikings, who entered the game assured of a playoff berth, jumped out to an early 7-0 lead, but the Rattlers responded with two touchdowns to seize a 13-7 advantage by the end of the first quarter. The Rattlers increased their halftime margin to 19-7, but the Vikings narrowed the lead to 26-22 by the end of the third period. Rattler tailback Marc Perez provided the clinching score with a third down 58-yard touchdown romp with just over a minute remaining in the game. Quarterback Mario Garza threw two touchdown passes to Allan Garcia, and tailback Angel Galvan ran for two touchdowns lined up as a “wildcat” quarterback. Although Pace had sporadic offensive success, the Rattler defense performed at a stellar level for most of the game and made two crucial stops in the fourth quarter when the Vikings were seemingly close to seizing control of the contest. The Rattlers drove to the Viking 21 on the game’s first possession as Angel Galvan scampered for gains of 10 and 11 yards. A defensive holding penalty against the Vikings gave Rio a first down at the Pace 21, but two false start penalties against the Rattlers stalled the march. Robelin Montez then attempted a 48yard field goal, but the kick was

short with just over eight minutes left in the first period. The Vikings then gained early momentum with a 69-yard scoring drive. After a 14-yard completion to Elijah Solis, quarterback Jose Banda, on a third and three play, connected with Jaylun Garcia near the left sideline just short of the Rio 40, and the receiver broke loose down the sideline into the end zone for a 48-yard scoring pass with 5:39 left in the opening quarter to give the Vikings a 7-0 lead. The Rattlers responded with a 63-yard scoring drive in just two plays. Galvan took a screen pass to the Rio 49 for a 12-yard completion. On the next play, quarterback Mario Garza arched a pass toward the left sideline just over the fingertips of a Viking defender into the hands of Allan Garcia, who broke free down the sideline and tightroped his way into the end zone for a 51-yard touchdown pass with 5:10 left in the first quarter to tie the score at 7-7. On their next possession, the Rattlers seized the lead with a quick 80-yard scoring drive. On the fifth play, a second and eight situation at the Rio 32, Garza threw a deep pass down the right sideline that Aaron Marroquin caught inside the Pace 35, and the receiver darted to the 25 for a 43-yard completion. On the next play, Galvan caught a swing pass to the left and scampered to the 5 for a 20-yard completion. On third and goal, Galvan lined up at quarterback in the “wildcat” formation, darted through right guard, and lunged across the goal line for a three-yard scoring run with 10 seconds left in the opening period. The Rattlers’ lead remained 13-7 when the extra point attempt was wide. The Vikings drove to the Rio 18 after Banda connected with Elijah Solis for a 27-yard completion and Matthew Cuellar broke free for a 14-yard gain. The Rattler defense stiffened, and on fourth and 10 the

Vikings attempted a 35-yard field goal into a stiff north wind that was wide to the left. The Rattlers unleashed another 80-yard scoring drive as Aaron Marroquin took a swing pass to the right, cut back to the left, broke several tackles, and scampered toward the left sideline for a 37-yard completion to the Pace 32. After a chop block penalty set Rio back 15 yards, Garza was heavily rushed on a third and 17 play, but lofted a deep pass down the right side and Marroquin caught the ball for a 28-yard completion to the 11. After a face mask penalty against the Vikings gave Rio a first and goal at the 4, Galvan took a wildcat snap around right end and darted into the end zone for a four-yard scoring scamper with 5:55 left until halftime. An attempt to run for two points was stopped short, leaving the Rattlers with a 19-7 edge. A short squib punt by Pace enabled Rio to take over at the Viking 37. On fourth and five, Garza connected with Ricky Falcon for a seven-yard completion to the 25. Two plays later, a Garza pass was intercepted inside the 20 to end the threat. The Vikings hammered out two first downs with two 13-yard runs, but the first half clock ran out and the Rattlers went into intermission still holding a 19-7 lead. On the third quarter’s opening possession, the Vikings drove 54 yards for a score. Banda found Jaylun Garcia for a 13-yard completion to start the drive. On a first down play, Dylan Barron romped through a huge hole at left guard into the end zone untouched for a 16-yard scoring run with 7:45 left in the third period. The Vikings then ran for two points to narrow the deficit to 19-15. The Rattlers found themselves in poor field position when a block in the back penalty on the kickoff forced them to start at their 9. Garza started an eventual scoring drive with a nine-yard completion to Al-

lan Garcia to the 20. On third and 11, Galvan caught a swing pass to the left and raced down the sideline for a 15-yard completion to the 34. After Rio carved out two more first downs, Garza connected with Galvan and Marroquin for completions of 9 and 11 yards to advance the ball to the Pace 20. Five plays later, in a third and goal situation, Allan Garcia caught a short pass behind the line of scrimmage, darted through the middle, and sidestepped several defenders into the end zone for a 10-yard scoring pass to finish a 91-yard, 16-play scoring drive with 2:54 left in the third quarter to boost the Rattlers to a 26-15 advantage. The Vikings quickly countered when Banda connected with Elijah Solis across the middle just past midfield and he raced into the end zone untouched for an apparent 70yard scoring pass, but the receiver was called for unsportsmanlike conduct, nullifying the touchdown and moving the ball back to the Rio 17. Two plays later, Banda found a receiver near the right sideline for a 15-yard completion to the 1. On first and goal, Banda kept the ball through the middle for a one-yard scoring run with 1:10 left in the third stanza to reduce Rio’s lead to 26-22. The Rattlers achieved two first downs on their next possession, but could only advance to their 49. On the first play of Pace’s next possession, Dylan Barron hammered out a 14-yard gain to the Viking 35, but two running plays and a swing pass were stopped for minus four yards. Marc Perez then ignited a promising march with a 21-yard romp to the Pace 48. On a third and 19 play, however, a Garza pass toward the right sideline was intercepted at the Viking 45. Rio’s lead seemed very much in jeopardy as Barron scampered to the Rio 43 for a 12-yard gain. On the next play, however, a 15-yard

unnecessary roughness penalty forced the Vikings back to their 44. On third and 16, Banda was sacked at the Pace 48 for a four-yard loss. On fourth and 20, the Vikings decided to gamble, attempting a lateral and a deep forward pass, but Allan Garcia made the interception at the Rio 25 with just under three minutes left. Three plays later, Marc Perez lined up as the “wildcat” quarterback, darted through left tackle, broke loose down the left sideline and motored into the end zone untouched for a 58-yard touchdown romp with 1:07 remaining to give Rio a 33-22 advantage. On the second play of Pace’s ensuing drive, Marc Perez snuffed out the Vikings’ last hopes with an interception at the Rattler 48. The Rattlers then walked off the field with a 33-22 victory and at least a district co-championship. The Rattler offense had another productive evening as Mario Garcia connected with Allan Garcia for touchdown passes of 51 and 10 yards. Aaron Marroquin hauled in catches of 43, 37 and 28 yards to help set up two touchdowns. Marc Perez broke a 58-yard scoring run out of the “wildcat formation” with slightly more than a minute left to put the game out of reach, and Angel Galvan scored two touchdowns on “wildcat” runs of three and four yards. No individual or team statistics were available as of late Friday afternoon, Nov. 8. The Rattlers ended the 2019 regular season with six straight wins, a 9-1 overall record, and a district cochampionship. They will play their first round playoff game at home against Flour Bluff, a District 155A Division I opponent this coming Friday. The 2019 season will be remembered for many years as one of the greatest years in Rattler football history.

End The Streak: 19 Years Of Daily Deaths On Texas Highways By Laura Ryan, Texas Transportation Commissioner You’re standing in the kitchen when she runs in to put a soft kiss on your cheek. She’s smiling. She’s excited. It’s a holiday weekend and your daughter is going to a party. She is a straight-A student who seems to flood the world with love. You are so proud of the woman she’s becoming. “Don’t worry, Mama,” she says. “I won’t be late.” In an hour, she will be dead. In Texas, horrifying scenarios like this become someone’s reality every single day. Nov. 7, 2000 was the last deathless day on Texas roadways. Every day for the past 19 years someone has died in a traffic crash. In each of those 19 years, the lives of more than 3,500 mothers, fathers, husbands, wives and children have perished. That’s almost 67,000 people who have died in crashes in Texas; 3,647 people just last year, and each of them left behind a trail of broken hearts. TxDOT has launched the annual #EndTheStreakTX campaign, asking all Texans to join the effort to end this deadly 19-year streak. An average of 10 people die

every day, and because of them, I am challenging you to tell 10 people right now about our effort to #EndTheStreakTX. Text them or share it on social media and tag at least 10 people. Challenge them to share the message with 10 of their friends. We are calling this the Texas Tag 10 Challenge, and we need your help to create a wave of commitment and a surge of support for ending this fatal trend. It is painfully frustrating to know that curing this deadly epidemic doesn’t require a labyrinthine system of algorithms or some miraculous scientific breakthrough. According to the National Highway Traffic Safety Administration, 94 percent of all traffic crashes are preventable – they are caused by our mistakes, like speeding, texting and driving or drinking and driving. Each of us holds the power and the responsibility to keep ourselves, our families and our fellow drivers safe. The leading causes of traffic deaths in 2018 were speeding, distracted driving, failure to stay in a single lane and impairment due to alcohol and drugs – all preventable factors. In May 2019, the Texas Transportation Commission

voted to adopt two substantial goals regarding transportation system safety. The first one is to reduce the number of deaths on Texas roadways by half by 2035. The second is to have zero traffic deaths by 2050. This “Road to Zero” is a big goal that will require the support of local governments, law enforcement and every driver on Texas roadways. And one of our first steps is to simply end the streak of daily deaths on our roadways by choosing better. TxDOT will dedicate an additional $600 million in more safety improvements along Texas roadways over the next two years. At TxDOT, we spend an ample amount of time, money and energy to keep our fellow Texans safe. We will continue to engineer our roads to be more forgiving of drivers’ errors. You can make a difference, too. Be responsible. Be an example to your kids. Be the driver you would want next to you, in front of you or behind you on the roadway. We must all work together to #EndTheStreakTX.

Schott’s Whipsnakes are quick, fast and agile About once every couple of years I’m lucky enough to see a Schott’s whipsnake. Each time, I’m made aware of how quick, fast and agile they are. Schott’s whipsnakes can slither amazingly fast, dart into animal burrows or climb into trees or bushes where they freeze amongst similarly colored branches or sprawl on the branches of the highest crown, too high to reach and maybe even to be seen. I’m truly amazed at how well they climb. It takes very little to provoke their retreat. There are people who make their living capturing animals for zoos and the wild animal trade. They attest to the Schott’s whipsnake’s ability to elude capture and prefer to spend their valuable time on other more likely catches.

Schott’s whipsnakes are fairly common but not abundant in the Rio Grande Plain, the southern tip of Texas, and into northern Mexico. They’re found in arid, brushy, rocky terrain, usually near a water source like a small pond or stream. They enjoy the Tamaulipan thorn scrub. They’re long, slender snakes with an adult length of about 4 to 4 1/2 feet and a thickness similar to your index finger. Their dorsal color is bluish-gray. The ventral (belly) side is off-white becoming pinkish-salmon under the tail. Along each side of the front-half of the body are two thin, light stripes. Each of the scales on the top of the body have white on the

anterior (front) edge. They do, in fact, resemble a whip and thus gain their name. Starting at the back-end of the mouth line and extending for several inches, on each lower side, are a row of reddish-orange scales. If you get even a short but clear look at them, they’re quite distinctive. With their eyes on the sides of the head, and not both in front like ours, a snakes depth perception is limited. For them, that makes chasing fast moving prey through the brush difficult. To compensate, whipsnakes have a groove running from the eye to the nostril which seems to function like a gunsight and keeps them on target while in rapid pursuit of prey. They’re active only during the day and their diet consist mostly of lizards and young birds.

Occasional frogs, large insects, and other small animals may be eaten. If captured, they writhe and squirm vigorously and try to bite.
