In the heart of our vibrant city, amidst the cheers and colors of this year’s grand parade, strides a figure whose presence embodies the spirit of our community. Mr. Jesus “Jesse” Rios, Jr., this year’s distinguished parade marshal, is more than just a leader, but a beacon of inspiration. From his humble beginnings to his remarkable achievements, Jesse has left an indelible mark on our city, earning the admiration and respect of all who have had the privilege of crossing his path.
As a well-known pharmacist in our community, he displayed exceptional dedication during the COVID-19 pandemic, providing vaccinations and tests, offering hope and protection when our city needed it the most. Jesse has been chosen to serve as the Parade Marshal for the upcoming Annual Roma Fest in the City of Roma, scheduled for November 12, 2023. His selection is a welldeserved tribute, a recognition of his unwavering commitment, dedication, passion, and empathy throughout his years of service to his community. His remarkable contributions have left an indelible mark on our city, making him the perfect ambassador for our upcoming celebration. Jesse completed his secondary education at Roma High School in 1991. He then pursued higher studies at the University of Texas Austin, culminating in his graduation in 1996 from the esteemed College of Pharmacy,
where he earned a bachelor’s degree in pharmacy. Armed with this qualification, he launched into his professional journey, driven by an unyielding passion to employ his extensive knowledge and education in delivering the utmost quality of healthcare to both his patients and community. In 2004, Jesse seized the opportunity to acquire Lino’s Pharmacy from his longtime friend and mentor, Mr. Lino Perez III. Having nurtured a longstanding dream to serve the very community where he was born and raised, Jesse recognized the importance of preserving the local, familial atmosphere of a “Boticario” -- Pharmacist in our rural City of Roma. Since then, he has devoted his expertise to fulfilling the pressing pharmacy and health service needs of our community. Under Jesse’s ownership, Lino’s Pharmacy has not only expanded its services but also elevated its standards. ROMA FEST, page 10

and continue to remind everyone about the burn ban in effect.” Burn bans are enacted at the county level based on local drought, wind, and other conditions, and the threat of wildfire. When enacted, they prohibit or restrict outdoor burning for public safety, including campfires, controlled burns, etc. Burn bans can remain in effect even in cooler weather. The decision to enact a burn ban is based on local drought, wind, and other conditions, and the threat of wildfire. Cooler weather may reduce the risk of wildfires, but it doesn’t necessarily mean that the risk has been eliminated completely. It’s always a good idea to check the Rio Grande City website (www.cityofrgc.com) and social media for the most up-to-date information on burn bans in your area.

Texas Ranks First in the Nation for Worst Drivers They say everything is bigger in Texas, which unfortunately also includes the rate of auto collisions, distracted and dangerous driving, and fatal car accidents compared to other states nationwide. In a recent report, Forbes ranked Texas as the top state in the nation for “Worst Drivers.” This is based on an analysis of six metrics that reflect dangerous driving behavior, including: drunk driving, distracted driving, drowsy driving, wrongway driving, failure to obey traffic signs and signals, and drivers who looked at a phone. Dallas, Texas, also recently ranked eighth in the top 10 cities with the most car accident fatalities and tenth in the top 10 cities with the highest relative likelihood of a collision. “The statistics for dangerous and distracted driving in Texas are staggering and have only increased in severity since Texans spend more time on the roads
post-COVID-19 pandemic,” said Rich Johnson, director of communications and public affairs, Insurance Council of Texas (ICT). “Thanks to the support of AAA Texas, we’re able to empower drivers with strategies to change negative driving behaviors and encourage responsibility for safe driving across the state.” The Survive the Drive auto safety awareness campaign aims to educate the public about the importance of driver safety and the consequences of distracted driving through advice and data from safety and insurance experts at ICT and AAA Texas. Texans can learn more about the campaign online at @insurancecounciloftexas, insurancecouncil.org, and @ AAAtexas, AAA Texas Newsroom. “Recent AAA Foundation surveys show that more than half of drivers (51%) admit they text and/or email on their phone
while alone in the vehicle,” said Daniel Armbruster, AAA Texas spokesperson. “Simple steps, like leaving your phone on “Do Not Disturb” while driving, can be taken to increase safety for oneself and others on the road–and even end up saving a life.” Tips for Texans to Survive the Drive: •Put your phone out of sight and stay focused on the road. •Program your GPS before you start driving. •Don’t rely on backup cameras alone. Go slow and watch for pedestrians and other vehicles. •Slow down at yellow lights– don’t speed up. •Obey the speed limit–it’s there for a reason. •Don’t drive buzzed, drugged, or drowsy. Call a friend or rideshare. Your life depends on it. www.insurancecouncil.org www.AAA.com

Challenging Flu, Illness Season
Physicians Suggest Texans Vaccinate Against Flu, COVID-19, RSV As we are in the cold and flu illness season, Texas physicians warn there are three viruses lurking in the air – the influenza virus that causes the flu, respiratory syncytial virus (RSV), and SARS-CoV-2, the virus that causes COVID-19. Physicians say the best way to say safe – especially for those at greatest risk of severe illness – is to vaccinate against all three. “These are the respiratory viruses we see seasonally, usually in the fall and winter, that can cause serious illness in young children, the elderly, and people who are immunocompromised,” said Trish Perl, MD, chair of the Texas Medical Association’s
(TMA’s) Committee on Infectious Diseases. “RSV is the single most important cause of hospitalizations in children,” for example, she said. Many children were hospitalized because of serious RSV cases last year. Another factor that makes the interplay of the three viruses challenging is that they are very difficult to differentiate, with all three presenting similar symptoms. Dr. Perl said knowing which virus is making someone severely sick is important for physicians treating serious cases because “we approach these differently in different patient populations.” The Dallas physician – an infectious diseases specialist – warns that while people have
become accustomed to using COVID-19 test kits at home, they are not always accurate and cannot test for the flu or RSV. Even if the COVID-19 test shows a negative result, she says it is important for patients at risk to get tested at a physician’s office, clinic, or hospital, which can test for all three viruses so patients can get the care they need. In addition to considering testing for other viruses, it is important for someone with symptoms but testing negative for COVID-19 to still take everyday preventive actions, such as staying home, to prevent spreading an illness to others. “Doctors are worried because all three viruses can lead to hospitalization, lost work, and missing school, and all have

economic consequences,” said Dr. Perl. The U.S. Food and Drug Administration (FDA) recently approved COVID-19 booster shots that target the strains of the coronavirus that are most prevalent now – XBB and XBB.1.5 – both subvariants of the omicron variant. Hospitalizations of people with these subvariants have spiked over the past few weeks. The omicron variant caused record hospitalizations during the height of the pandemic, though the situation is not as dire now. “A lot of us think that’s because people have some immunity, either from the vaccines, or from getting COVID-19,” said Dr. Perl. But she said it is still important to get the booster shot because
“like the flu, the coronavirus is evolving, and it could become a seasonal virus.” The current recommendation is to get the COVID vaccine and the flu shot at the same time. “I got mine yesterday – got one in the right arm, one in the left arm,” she said. She said in addition to preventing hospitalizations from serious illness, the flu shot is effective in preventing pneumonia, and even potential heart attacks and strokes among patients with cardiovascular disease who catch severe cases of the flu. The recently FDA-approved RSV vaccine is a third vaccine available this season. This is recommended – with consultation with their doctor – for people who are 60 years of age and older,
since they are at higher risk for severe disease. The vaccine also is recommended for pregnant women seasonally in the eighth month of their pregnancy. The purpose of the vaccine for this group is to prevent RSV in infants after they are born. Now – the start of the season when we see more cold, flu, and viral illnesses – is the time to get these shots to build up protection from getting severely ill, Dr. Perl said. TMA is the largest state medical society in the nation, representing more than 57,000 physician and medical student members. It is located in Austin and has 110 component county medical societies around the state. TMA’s key objective since 1853 is to improve the health of all Texans.

The National Institute on Aging reports that people with dementia are often incapable of recognizing they are experiencing issues with driving a motor vehicle. Though some people confronting the early stages of Alzheimer’s disease and other types of dementia can still drive safely, the NIA notes they will likely need to stop as their condition more profoundly affects their memory and decision-making skills. The NIA suggests family and
friends of drivers diagnosed with dementia keep an eye out for signs that could indicate if their loved can continue to drive safely. Such indicators can include drivers forgetting how to get to and from familiar locales, such as their local grocery store or their homes. Concerned loved ones also can speak with a dementia patient’s physician to determine how much their condition may be affecting their ability to drive. During these consultations, loved ones can ask physicians to recommend strategies regarding how to approach letting the person know it’s no longer safe for them to drive.

Carbon monoxide is a colorless, tasteless and odorless gas that can be deadly in high concentrations. Have a licensed air conditioning and heating contractor evaluate your system each Fall to make sure problems haven’t developed during the preceding year. If your home isn’t already equipped with combination smoke and carbon monoxide detectors, be sure install them before the first norther comes swooping down. Detectors should be placed outside all sleeping areas in a residence heated with natural gas or propane. Symptoms of carbon monoxide poisoning may include a dull headache, weakness, and dizziness. Higher concentrations will induce nausea, vomiting, shortness of breath, confusion, blurred vision, loss of consciousness, and death. “Checking whether your contractor is licensed, and the technician servicing your
equipment is registered with TDLR, is an important step in protecting yourself from shoddy and dangerous work,” said William Weatherly, TDLR Air Conditioning & Refrigeration Program Chief. “Licensed contractors and registered technicians have undergone a criminal background check and have had the required training. Licensed contractors have passed a comprehensive exam and complete yearly continuing education classes.” The first step in hiring an air conditioning and heating contractor should be checking the TDLR website (www.tdlr.texas. gov) to make sure that they are licensed by the Texas Department of Licensing and Regulation. Once you’ve confirmed that the contractor is licensed through TDLR, here are several things they should be inspecting in your heating system: •Air Handler & Furnace (Natural Gas, Propane) •Check gas connection for leaks. Improperly operating gas connections are a fire hazard and a health concern. •Check gas pressure and proper burner combustion. Improper gas pressure and/or a dirty burner will cause equipment to operate less
efficiently. •Check the heat exchanger for cracks and a proper flue connection. A cracked heat exchanger or Improper flue connection can leak deadly carbon monoxide into the living spaces. •All Systems •Check incoming power and tighten connections as necessary. •Check thermostat and system controls for proper operation and sequence. •Check air handling unit for proper air flow. •Heat Pump & Electric Heat Systems •Check heat pump heating cycle and reversing valve operation. •Check “emergency heat” operation, which is energized if heat pump fails or is in defrost cycle. •Check electric heat strips for proper operation when system is energized. •General •Listen for abnormal noise and search for source of unusual odors. •Clean and inspect blower assembly. •Older units: lubricate motor and replace fan belt if applicable. •Replace filters and educate customer on efficient operation
What parents can do to prevent bullying Bullying affects children from all walks of life. Whether the student is on the receiving end of bullying or is the aggressor, parents and other adults will sometimes need to step in to provide assistance. Although there is no magic formula to preventing bullying, parents can do their part to put a stop to such behaviors. · Parent authoritatively: According to developmental psychologist Diana Divecha, contributor to Greater Good magazine, an authoritative style of parenting offers high levels of warmth, love and closeness, while at the same time providing clear limits and high expectations. Children who are raised with this type of parenting often fare the best with better mental health and stronger relationship skills. Children who are parented harshly may be more likely to become bullies or be bullied themselves. · Be knowledgeable and observant: Parents, teachers
and administrators should keep their eyes peeled for bullying behaviors and reactions. Various signs indicate bullying is taking place, and these include being introverted, commonly reporting illness, withdrawing from daily activities, or having trouble sleeping. · Nurture a positive household climate: Parents and other family members can work together at home to create an organized and predictable environment. Parents should model the type of behavior they want their children to express. · Teach children coping skills: Practice scenarios at home where a child learns how to ignore a bully or develop assertive strategies for coping with bullying. Share who children can go to for help, apart from you, such as teachers or administrators, if they’re worried about being bullied. · Set technology boundaries: Bullying can take place on social media, and by monitoring online
activity, parents may be able to head off potential bullying problems. Document online bullying so it can be addressed with administrators or law enforcement.
