The Kelsey Bass Museum and Event Center held its 2nd Annual HEROES OF STARR COUNTY: A Tribute to Veterans on Friday, November 3rd from 3 to 5. Lt. General Ricardo S. Sanchez U.S. Army (Ret.) was the guest speaker for this event. He spoke of the sacrifice and bravery of men and women who place their lives on the line so that we may enjoy our freedom in this great land we call home. He was introduced by DC Lloyd Easterling of Regional Director of Law Enforcement Operational Programs. The KBMEC Commission unveiled his exhibit and awarded him a plaque of recognition as a ‘son of Rio Grande City’ for his years of service. Cadets from the JROTC of both Rio Grande City High School and Grulla High School served as the Color Guard. This is the first time ever that the Rio Grande City High School Spangled Banner. Over 75 guests attended the ceremony and enjoyed the exhibit dedicated to Starr County veterans. David Porras, Chairman Cross Country team has earned the Regional Champions title. of the KBMEC Commission thanked members of the audience for their contribution toward the success of the event.

Kingsville, TX - Noel N. Peña Jr., age 61, a resident of Kingsville, Texas passed away Tuesday, October 31, 2017 in Harlingen, Texas after a sudden illness. He was born December 19, 1955 in Rio Grande City, Texas to Noel N. Pena and Josefina Trevino Pena. He was raised in Delmita, Texas and grew up working on the family ranch known as Santa Teresa. Noel attended schools in the San Isidro Independent School District, graduating in 1974. He earned his degree in political science, journalism and Spanish from Texas A&I University in 1977, and later graduated from Texas A&I University with a Masters in Sociology and Political Science in 1986. Noel also completed the Professional Mediation Training, Mediation Basic Training and Family Mediation Training, a State Bar approved 66 hour certification program from Sam Houston State

Noel was appointed as Director/ Chief Probation Officer by the 105 Judicial District Court in 1990 and served in that capacity for 20 years, serving Kleberg and Kenedy County. He served as Probation Officer for eight years for Kleberg and Kenedy County and retired as Director for Adult and Juvenile Probation on December 31, 2010. Noel taught Criminology classes at Texas A&M University - Kingsville as an adjunct faculty instructor since 1998. Noel has served as Kingsville City Commissioner since May 2012 serving over five years. He also served as Deputy Elections Administrator in Kenedy County. He was preceded in death by his father, Noel Niceforo Pena; and niece, Kennie Alaniz. Noel is survived by his wife of 31 years, Diana Guerrero-Pena of Kingsville; mother, Josefina T. Pena of Delmita, Texas; five siblings, Jorge E. Pena (Martha) of Delmita, Josie Pineda of Brownsville, Texas, Rosie Uresti of McAllen, Texas, Celina Alaniz (Refugio) of Rio Grande City, Texas and Jessica Salazar (Manuel) of San Antonio, Texas; numerous nieces, nephews and many friends.

• Tdap (protects against tetanus/lockjaw, diphtheria, and pertussis/whooping cough): Pregnant women need this shot in the third trimester of every pregnancy to protect their infant. Other adults need this shot once, then a Td (tetanus/diphtheria) every 10 years. Children and teens receive this shot as part of routine childhood and adolescent vaccinations, so those who are up to date on their vaccinations should have received this. Flu season can last from October to May; in most years, it peaks in December through February. Flu can become serious for anyone. The youngest and the oldest are most at risk, as are people with chronic medical problems like asthma or any condition that weakens their body like cancer. As many as 26,000 U.S. children younger than 5 years of age have landed in the hospital with pneumonia or other flu complications annually in recent years, according to the Centers for Disease Control and Prevention. Most flu-related hospitalizations (nearly 70 percent), as well as flurelated deaths, occur in people over age 65. Babies can’t be vaccinated for flu until they are at least six months old. That means those around them must protect them from the flu. The flu shot mom gets during pregnancy protects her and baby until the infant can get vaccinated, said Dr. Shah. Whooping cough, or pertussis, is especially dangerous for infants. The Texas Department of State Health Services says more than half of babies under 1 year of age who get pertussis must be hospitalized. Many will have serious complications, like pneumonia or difficulty breathing, which can be lifethreatening. Pregnant woman are urged to get a pertussis shot during pregnancy to protect their newborn. Family members who will be around an infant also should get vaccinated against pertussis. Infants often catch pertussis from other family members or caregivers who don’t know they have it because their symptoms can be mild. “Vaccinations are one of the best ways to prevent illness,” said Dr. Shah. “Don’t miss out on a holiday celebration or keep someone else away by getting or passing along sickness that could have been avoided — or worse, unwittingly pass along a potentially deadly illness to a loved one.” For flu and whooping cough shots, your body needs about two weeks to develop the strongest protection, so doctors urge people to get vaccinated now for protection through the holiday season. And based on people’s age and health conditions, vaccinations are needed throughout life to protect them from other illnesses like measles, chickenpox, and bacterial pneumonia. Dr. Shah suggests everyone check with their doctor to make sure they have all the shots they need.

STC promotes small business through Skills grant from Texas Workforce Commission
If your business manpower headcount is less than 100 employees, and is in good standing with the Texas Workforce Commission (TWC), your employees may qualify for the Skills for Small Business TWC grant through STC. STC in conjunction with TWC wants to inform small businesses
in the Rio Grande Valley that there are a variety of different courses to improve the performance and profitability of their business operation. The college offers courses that can be tailored to workforce, time availability, and skill levels to maximize results. “Here at STC, we are dedicated
to helping companies grow, become more efficient and productive. Ultimately, we help the economy here by doing so.,” said Carlos Margo, STC Dean of Industry Training. “The more we invest in local companies, the better the local economy does.” Application process for the grant takes no more than two

Super Saturday at STC takes place Nov. 11 Y.B. Escobar Students Enjoy Greek Mythology Project South Texas College will hold its fall Super Saturday event at its three main campuses; Starr, Pecan and Mid-Valley on Nov. 11 from 9 am to 2 pm. The event will be a one stop shop for students to complete their Federal Application for Student Aid (FAFSA) or their Texas Application for State Financial Aid (TASFA) to avoid long lines or delays.
“This event is about promoting the 2018-2019 FAFSA and TASFA submission,” said Juan Miguel Galvan, STC Director of Student Financial Services. “We are partnering with RGV Focus and other higher education institutions so students can begin working on their FAFSA or TASFA now instead of waiting until later.” “Students just have to stop by

Hello Readers... this week I am going to continue to discuss wills, powers of attorney, and guardianships. These are legal topics that we all tend to ignore but that are very important. I know that we tend to avoid these topics because it is uncomfortable, but it is inevitable. We should be prepared in case we have an extended illness or otherwise become incapacitated to make it less burdensome on our loved ones. We must also be prepared when a loved one becomes incapacitated because of illness or accident. Last week I discussed the difference between a power of attorney and a guardianship.
Often, people think that they are the same thing. They are not. The most fundamental difference between both is that a power of attorney if temporary and can be revoked. A guardianship, for most purposes, is permanent. A guardianship is necessary for people who because of an illness or infirmity can no longer make decisions for themselves. The two most common cases I see when people need guardianships is elderly relatives or adult children born with mental and/ or physical disabilities who need a guardian to act on their behalf when it comes to their medical decisions and their finances. A parent has all the right to make all medical and legal decisions for their children, up to
the age of 18. After the age of 18, persons are considered adults in the eyes of the law. So even if a child is born with a developmental or physical issue they are considered “emancipated”, or able to act in their own. So, the parent or person caring for them must apply to the Court to become the legal guardian to make the decisions for the person. I will discuss this process more in the next article. Attractive kestrels are our smallest falcons The falcons you’re most likely to see are called American k e s t r e l s . They’re here every winter and can commonly be seen perched on utility wires. About the size of a robin, they’re our smallest falcon. American kestrels are easy to identify. The rather round head has two dark lines running down each side and a sharp, hooked beak. Males have blue-gray wings and the females have brown w i n g s . Both have rusty-red tails which have a black bar and a narrow white line at the tip. The rest of a male’s tail is plain but the female’s has a series of narrow black bands. The head to tail length is about

12 inches and the wingspan is about 24 inches and yet they weigh only about 4 ounces! When flying they alternate between a few rapid wing beats and a short glide. Unlike most birds, it’s common to see them hover and drop down to grab a large insect or mouse. The wings are noticeably pointed and the tail relatively long, which identifies them as falcons. When perched the tail often bobs up and down. With the color patterns and the streamlined shape, they’re particularly attractive little raptors and there’s no doubt they’re beneficial. While they take an occasional small bird, lizard or frog their diet is almost entirely insects and mice. Interestingly, they can survive without a source of drinking water since they live on the liquids in their prey. While a bit further west in Texas they can be seen all year, here in the southeastern tip we see them from late fall to spring. Their range

extends to the tree-line in northern Canada, well into Mexico and from coast to coast. While generally seen in rather open country, they occasionally show up in urban areas where sparrows are abundant. Admirably, both the male and female share in the incubation of the light pink, brown splotched eggs. The male also hunts food to bring to the female during incubation and when the hatchlings appear both parents hunt for food. It’s believed that they mate for life, which I should note is often very short. Checking hundreds of banded kestrels yielded evidence that, in the wild, average life expectancy is a mere one year and three months. Captive kestrels have lived for at least 17 years. They make good pets but it’s illegal to cage them. American kestrels are so beneficial and so attractive it’s impossible not to love them. They’re another of the glories of our wild things!
